11 Types f CIO Only 16 ut f 28 CIOs crrespnd exactly t ne f the fur types f CIO described by [DFG01]. CIOs as a member f an executive cmmittee with strategic tasks: - Only three CIOS are respnsible fr decisins in IT-dmains. - Fur are vice presidents fr administratin (US: prvst, Germany: Kanzler). All these CIOs assigned the interviews t the directrs f their IT-centers. CIOs allcated t executive cmmittees with strategic tasks: - Fur CIOs are allcated t executive cmmittee. - There are als seven CIOs with a prfessrship and part-time CIO tasks. - Tw CIOs are chairmen f a CIO-panel (see belw). CIOs with perative tasks: - Nine CIOs are directrs f an IT-unit (IT-center). 14 Statistics There were 28 participants in this survey. We applied the Wilcxn-Mann-Whitney rank-sum test (U-test), which - des nt require a minimum number f participants - des nt require a Gaussian distributin f the entity. Previus slide: There is a significant difference between the percentages f FTE fr an individual CIO cmpared t a CIO panel. We applied this test successfully t all reprted differences in this paper (with an errr rate belw 5%) but prefer fr simplicity t present the abslute values. 16 Universities vs. Universities f Applied Sciences There are nly few differences between CIOs at research riented Universities and CIOs at Universities f applied sciences. The Universities had established a CIO n an average 6.86 years ag, Universities f applied sciences nly 3.67 years ag. 17 Further results University size: dividing the participating universities in tw halves (14 with mre and 14 with less students) did shw nly few differences. Big universities bear larger csts and n the ther hand have mre abslute third party funds. Whether a CIO is a full time CIO r a part time CIO des nt crrelate with the size f the university. There is n evidence that nly a big university can affrd a CIO. There is n evidence that the gender f a CIO is f any effect. There is even n evidence that a prfessrship r a PhD is useful fr a CIO. 19 Is there any measure fr the effectiveness f a CIO s wrk? Many f the participants in this survey were skeptical and did nt suggest useful indicatrs. Lking fr pssible indicatrs within the data f this survey we fund that universities with a CIO structure in place that allwed fr a better visibility f the IT persnal acrss the institutins als had n average a 9% higher rati f third party funds. There is an nging discussin amng the authrs whether this might be an indicatr. 23 Cnclusin The mst striking result f the present survey is that nearly half f all German research riented universities implemented an fficial CIO structure, but they rarely implemented the recmmendatins f DFG, ZKI and thers. The percentage f CIO structures within the universities f applied science is much lwer. There is a grwing discussin within ZKI whether we shall include CIOs r ther CxOs with IT strategic interest int ZKI s wrk. One f us (Markus vn der Heyde) is nw wrking n a cntinuative study n CIOs at German universities.
