3 Welcome to Upper Austria The beginning is always difficult. This is also true for the start of life in a new country, a new community. It presents those affected with considerable challenges. The Province of Upper Austria has made it a goal to help people master their everyday lives by facilitating many procedures. That is why people are glad to live in Upper Austria. That includes the more than 183,000 persons with immigration backgrounds, which means that either they themselves or their parents or forefathers have come to us from over 150 countries to make Upper Austria their primary place of residence. Upper Austria also attracts people because of its geographical location and the prevailing favorable economic situation here. In order to facilitate the beginning of life in Upper Austria for newcomers from other countries and to thereby make it easier for them to integrate themselves into our community, the Integration Office of the Upper Austrian Provincial Government has developed this folder with welcoming information. This welcoming folder contains information about Austria and the prerequisites for staying here temporarily as well as those for settling here permanently. It used to be Austria-Hungary, a state that included many nationalities. Today it is a small country in the heart of Europe, which is known for its beautiful scenery and its culture, and is therefore visited by tourists from all over the world. It is also very successful economically with its many industries and its high-technology enterprises. NÖ OÖ W Vbg Tirol Sbg Stmk Bgld Ktn Figure 1: The provinces of Austria Politically seen, Austria is a democratic republic and a federal state that consists of nine provinces: Burgenland (Bgld), Carinthia (Ktn), Lower Austria (NÖ), Upper Austria (OÖ), Salzburg Land (Sbg), Styria (Stmk), Tyrol (Tirol), Vorarlberg (Vbg) and Vienna (W). The head of state is the president of the federal republic. The Austrian parliament in Vienna consists of two chambers: the National Council (Nationalrat) and the Federal Council or upper house (Bundesrat). The chairman of the federal government is the federal chancellor. Since 1995 Austria has been a member of the European Union. 10 Welcome to Upper Austria General Information about Austria Upper Austria presents itself As of August 2011 Upper Austria is the fourth largest province in Austria, its capital is Linz. Traditionally Upper Austria is divided into four quarters or regions: Hausruckviertel, Innviertel, Mühlviertel and Traunviertel. The region between Linz, Wels, Steyr and Enns is also designated as the central area. Linz is also the seat of the Landtag, (the parliament of the federal state) and the provincial government. The chairperson of the provincial government is the governor (in German: Landeshauptmann). Upper Austria in a nutshell Surface area: 4 11, km 2 Population: 5 1,410,403 (1. Concerning the theme genuine Upper Austrians : If you take a closer look at the history of Upper Austria, you will find that people from different parts of Europe have always lived here. All of them migrated into Upper Austria at some time in the past. The same is also true for the rest of Austria! Equal treatment and equal rights The fact that Austria is a democracy means among other things that all of its citizens have to be treated equally. Men and women also have the same rights and exercise the same functions, for example in government offices. In Austria it is strictly forbidden to discriminate against people, to accord them less favorable treatment or to harass them because of their ethnic background, religion, ideology, age, sexual orientation or sex, or because of their handicaps. If you are a victim of any discrimination of that kind, please inform the antidiscrimination office of the province of Upper Austria or the Equal- Treatment Commission (see addresses). 15 As of August 2011 Welcome to Austria Staying in Austria and taking up residence here 2 Staying in Austria and taking up residence here People who want to spend a longer period of time in Austria for a special purpose or to permanently take up residence here are confronted by a number of problems. The following information is intended to give them an overview of the various things that they will have to deal with. Legal information that is relevant for their particular cases can only be obtained from the authorities responsible for problems of residency: in Upper Austria those are the district commissioners (Bezirkshauptfrauen and -männer) and in the cities Linz, Wels and Steyr the respective municipal authorities (Magistrate). Counseling institutions for immigrants offer them general legal aid, support and orientation. You will find the addresses of various institutions in the address section of this chapter. What rules are valid for you depends on your citizenship: A. Citizens of the European Union/European Economic Area and Switzerland As a citizen of the European Union, the European Economic Area or Switzerland you are entitled to set up residency in Austria under certain conditions. However you must apply to the responsible authorities for a confirmation of registration within four months after you have entered Austria. The same is true for the members of your family insofar as they are also citizens of the EU, the EEA or Switzerland. Family members who are not citizens of the EU, the EEA or Switzerland must apply for a residence permit, which is issued for five years. You can find detailed information about this on the web page of the Federal Ministry of the Interior or obtain it from the responsible authorities (see address section). As far as EU-/EEA citizens and citizens of Switzerland are concerned the immigration of family members is basically confined to their marital registered partners, children and grandchildren up to the age of 21, and their parents/grandparents and children over 21 if financial support is provided for them. B. Citizens of third countries Citizens of third states (that means persons who are not eligible for asylum and are not citizens of the EU/EEA or of Switzerland) must have a residence permit. A residence permit entitles a person to remain in Austria for a specific purpose. All of the recognized purposes are listed on the web page of the Federal Ministry of the Interior (see address section). The first application for a residence permit must be made abroad, but there are certain exceptions. You can obtain more detailed information from the responsible authorities or on the website of the Federal Ministry of the Interior (see address section). Please consider, that you must be able to provide evidence that you have a basic knowledge of the German language when you make your first application normally that means before you enter Austria. The confirmation of your linguistic knowledge (language diploma or course certificate) must not be more than one year old. A person who wants to remain in Austria temporarily, but for a period of longer than six months, must have a limited leave to remain. 3

16 Welcome to Austria Staying in Austria and taking up residence here As of August 2011 Citizens of third countries who want to take up residence in Austria need a residence permit. Which one is appropriate, depends on the reason for their residence: Red-white-red-card (temporary residence with restricted access to the job market) Red-white-red-card plus (temporary residence with unrestricted access to the job market) Blue Card EU (temporary residence with restricted access to the job market) Residence Permit (temporary residence with restricted access to the job market) Residence Permit without gainful employment (temporary residence with no access to the job market) Residence Permit for Dependants (temporary residence with no access to the job market) Family member (temporary residence with unrestricted access to the job market) Certain reasons for remaining in Austria are subjected to a point system (red-white-red card). That means that criteria such as qualifications, professional experience, linguistic knowledge and age are examined and evaluated with points. A minimal number of points must be attained for a permit to be granted. That number depends on the kind of employment that is desired. A person who has legally resided in Austria for five years continuously and has completed module 2 of the integration agreement (that means knowledge of German at the B1 level of the Common European Reference Framework for Languages) can apply for a permanent leave to remain in the EC (including a permanent work permit). It entitles him/her to remain in Austria for an unlimited time. Prolonging the residence permit If you want to extend your residence permit, you have to do so before your current residence permit expires at the earliest three months in advance. You must make an application in person at the office of the responsible authority. If the application is submitted after expiration of its validity, it is dealt with as a first application! In order for your residence permit to be extended you must provide the same proofs that you did when your first permit was granted (for example an assured ability to provide for yourself, health insurance, etc.). Make sure, that the application for extension of the residence permit is submitted to the responsible authorities on time, which means in any case before the expiration of the current residence permit (at the earliest three months before it expires). It must be completely filled out. Altering the purpose of residence If you have a valid residence permit and would like to alter the purpose of your stay, or if the prerequisites for your original permit no longer exist (for example the family relationship has been terminated because of a divorce or you have finished your studies), you have to make that known to the responsible authorities. Altering the purpose of your stay is only permitted if you fulfill the prerequisites for the new purpose, and if a place in the quota system is free (provided you need such a place for the new purpose). More detailed information can be obtained from the responsible authority. Immigration of family members If you are legally residing in Austria and fulfill the prerequisites, you can arrange to have members of your family come to live with you. If you have either a red-white-red-card, a red-whitered-card plus, a blue card EU or the residence permit permanent leave EC, members of your nuclear family can apply for a red-white-red-card plus. If you have an indefinite right to remain or indefinite right to remain dependant, members of your family can apply for a right to remain. After five years of residence a family member can apply for an indefinite leave to remain for family members. 4

17 As of August 2011 Welcome to Austria Staying in Austria and taking up residence here For members of third countries family reunion is confined to the nuclear family, which consists of the marital partner, the registered partner and the unmarried children who are younger than 18. Marital partners/registered partners must be at least 21 years old at the time the application is made. If possible, please see to it, that your family member is able to provide evidence that he/she has a basic knowledge of the German language at the time when the first application is made normally that means before that person enters Austria. The confirmation of his/her linguistic knowledge (language diploma or course certificate) must not be more than one year old. Dependants of Austrians must apply for a residence permit family member and are not subjected to any quota. The right to permanent residence for family members can under certain circumstances remain valid even after they are no longer members of the family (for example due to divorce). More detailed information can be obtained from the responsible authorities. Integration Agreement Knowledge of the German language is a key to life in Austria: it can open many doors! Citizens of third countries pledge to learn German when they receive a residence permit or when their permit is extended. This is a part of the so-called Integration Agreement. It is very important to complete module 1 of the Integration Agreement within the stipulated period of two years; it corresponds to knowledge of German at the A2 level of the Common European Reference Framework for Languages. Consult the responsible authorities if you are worried about not being able to fulfill the Integration Agreement on time. If you do not fulfill it, you can in the worst case lose your entitlement to reside in Austria! Module 1 of the Integration Agreement is a German integration course, which consists of 300 units of instruction. In this course you acquire a profound knowledge of German. It is intended to enable you to participate in Austrian economic, social and cultural life. If you successfully complete the German integration course within 18 months, you are reimbursed a portion of your course fees. Citizenship You can find more detailed information about the Integration Agreement in a number of languages on the web page of the Federal Ministry of the Interior or the Austrian Integration Fund. A list of the institutions in Upper Austria that offer German courses can be found on the web page of the Austrian Integration Fund (see addresses). In order to become a citizen of Austria, you have to fulfill certain legal prerequisites. In addition to the established criteria (for example the ability to pay your costs of living), you must have legally and continuously resided in Austria for at least ten years. For at least five of those ten years you must have established permanent residence in Austria. For applicants who were born in Austria, persons eligible for asylum, EEA citizens and other groups this period is shorter and amounts to at least six years. In addition, evidence of knowledge of German at Level B1 is required. More detailed information about citizenship can be found on the web page of the Federal Ministry of the Interior or the Department of Interior and Communal Affairs of the Province of Upper Austria (see addresses). 5

18 Welcome to Austria Staying in Austria and taking up residence here As of August 2011 Frequently asked questions Which prerequisites do I as a citizen of the EC, the EEA or Switzerland have to fulfill in order to be able to permanently reside in Austria? The basic prerequisites are that you have to be able to financially support yourself and your family and have adequate health insurance. My husband is a citizen of the EU and has been living in Austria for two years. Do I have to submit my first-time application for a leave to remain to the Austrian authorities abroad? Marital partners and minor children of Austrians can submit their first-time applications for a residence permit to the responsible authorities in Austria, provided that they are in the country legally. Dependants of EU, EEA or Swiss citizens who are entitled to freedom of movement have to apply in Austria for a confirmation of registration or a residence permit within four months after entering Austria. What will happen if I do not fulfill the Integration Agreement? If you do not acquire the prerequisite knowledge of German within the prescribed period of two years, you can in the worst case lose your right to remain in Austria. I am a citizen of a third country, have been married for three years and would like to get divorced because of acts of violence in the family. Will I be able to obtain a residence permit of my own which is not dependent upon my husband? Since January 1st 2010 family members have an independent right to permanent residence and when the conditions for family reunification no longer exist they can under certain conditions obtain an indefinite leave to remain. If special conditions pertain, for example if family members have been forced into marriage or are victims of violence and a temporary injunction has been issued against the person responsible for the reunification, a permanent leave to remain must be granted, even if the general prerequisites for such a leave do not exist. To assure that these rights are granted, the family member has to immediately inform the authorities of the circumstances, at the latest within one month. More detailed information can be obtained from the responsible authorities. The responsible authority is in all cases the Public Employment Service Austria (AMS Arbeitsmarktservice addresses in address section). If you belong to one of the following groups of people, you do not need a permit to work in Austria: EU citizens from the old member states (those are Belgium, Germany, Denmark, Finland, France, Greece, Great Britain, Ireland, Italy, Luxemburg, Netherlands, Portugal, Sweden and Spain) and from Cyprus, Malta and the new member states Estonia, Latvia, Lithuania, Poland, the Slovakian Republic, Slovenia, the Czech Republic and Hungary. EEA citizens (those are citizens of: Iceland, Lichtenstein and Norway). Citizens of Switzerland Foreign marital partners or children (up to the age of 18) of citizens of Austria Foreign marital partners, children (up to the age of 21), under certain conditions also older children, parents and parents-in-law of EU- and EEA-Citizens and Swiss nationals. Persons eligible for political asylum (Geneva Convention Refugees) and subsidiary persons entitled to protection The Public Employment Service Austria will (for a fee) confirm that you are entitled to work in Austria without special permission ( exemption certificate for privileged third country nationals in German Ausnahmebestätigung ). You can obtain further information from the Public Employment Service Austria. If you possess one of the following residence permits, you have free access to the job market and need no further permits to accept a job: Red-white-red card plus Family member Indefinite leave to remain in the EC Indefinite leave to remain as a family member If you are a national of a third country with a valid Austrian residence permit or a citizen of either Bulgaria or Romania, which are EU member states, you must first apply for authorization to participate in the Austrian employment market. The Public Employment Service Austria is responsible for the processing of this permit (application for employment license) and for deciding whether or not to grant it (see address section). Admission to the job market The admission to the Austrian employment market can take place in the following manner: Employment license An employment license is granted for a certain job and a precisely defined kind of work for the maximum duration of one year (an extension is possible). The employer must apply for it at the responsible regional office of the Public Employment Service Austria. Special conditions apply for the granting of employment licenses to Turkish citizens. Further information about these conditions can be obtained from the Public Employment Service Austria. Confirmation of freedom of movement Citizens of Bulgaria and Romania are given a confirmation of freedom of movement if they have been admitted to the Austrian employment market continuously (without interruption) during the last twelve months by means of an employment license. If you are a member of a family of an EU citizen who possesses a confirmation of freedom of movement, the same confirmation can be issued to you. With it, you can take on any paid job anywhere in Austria. 3

24 Welcome to Austria work and the economy As of August 2011 Restricted work permit You can apply for a restricted work permit (Arbeitserlaubnis) if you were legally employed in Austria for 52 weeks during the last 14 months. If you have lived in Austria for a year and are a dependant (that means either a marital partner or a minor child) of somebody who has a restricted work permit, you also can lay claim to a restricted work permit. With a restricted work permit you can accept any job (except ones for leasing companies) in the Austrian province in which the permit has been issued. It is possible to extend the restricted work permit if you can show that you have been employed for at least 18 months during the last two years. Exemption certificate You have claim to an exemption certificate if you are legally residing in Austria and were legally employed for at least five of the last eight years, or have successfully completed the last year of your general compulsory school education in Austria and have at least one parent who has been employed for three of the last five years, or have not yet needed a work permit because of the citizenship of one of your parents or his/her marital partner, or are the marital partner or the minor child of a person who possesses a restricted work permit and have been living in Austria for at least one year. Issuing exemption certificates to Turkish nationals is subject to special conditions. You can obtain further information about that from the Public Employment Service Austria. The exemption certificate is issued to you personally for the duration of five years and entitles you to work anywhere in Austria. The exemption certificate can be extended if the prerequisites are fulfilled and you were employed for at least two and one half of the past five years. Red-White-Red-Card A red-white-red card can be given to persons in the following groups if they, among other things, reach a minimal number of points after evaluation of certain criteria such as qualifications, professional experience and age: Especially highly qualified persons Specialists in understaffed professions Key workers Graduates of universities and colleges There is no fixed quota for the granting of red-white-red cards. That means that there is no limit to the number of these cards that can be issued each year. You can obtain more detailed information from the authorities responsible for residence permits and from the regional office of the Public Employment Service (AMS) in your residential district (see chapter 10: Information about the Residential Districts). Red-white-red cards for independent key workers Since you are an independent key worker, you do not need an employment license, but you must have a red-white-red card if you are not a citizen of the EEA or Switzerland. The application must be submitted to the responsible authorities (see the chapter Staying in Austria and taking up residence here ). Social insurance, joblessness and taxes As an employee you are socially insured, which means that you have unemployment-, health-, accident- and retirement insurance. The premiums for it are automatically deducted from your salary. If you lose your job or quit and have had unemployment insurance for a certain amount of time, you receive unemployment compensation from the Public Employment Service Austria. To do so you must, however, fulfill precisely defined conditions. You can obtain more detailed information about them from the Public Employment Service Austria (see address section or the section on residential districts, chapter 10). 4

Jobless compensation benefits begin at the earliest on the day you apply for them. Taxes are directly deducted from your salary. During the annual employee assessment (also known as tax equalization) you can claim certain expenses and perhaps have a part of your taxes reimbursed. You can obtain more detailed information about that from your local internal revenue service office (see section on residential districts). As an independent worker you are an entrepreneur and in order to be insured you have to apply to the proper social insurance. You can obtain more detailed information about that from the Social Insurance Institution for Trade and Industry (Versicherungsanstalt der gewerblichen Wirtschaft SVA). As an independent worker you do not pay salary taxes, but rather income taxes. Further information about them will be provided by your local internal revenue office (see section 10 information about residential districts). Groups representing special interests For employees there are two important groups that represent their interests: the Chamber of Labor (Arbeiterkammer AK), in which you as an employee are automatically a member, and the Austrian Trade Union Federation (Österreichischer Gewerkschaftsbund ÖGB). They represent employees, for example, during salary negotiations, and help when questions of labor law crop up. In addition, they offer counseling and price reductions for further education. Members must pay a fee, the amount of which depends on how much they earn. Further information can be obtained from the ÖGB and the AK (see address section). The institution that represents employers and independent workers is the Chamber of Commerce (Wirtschaftskammer WKO). Membership in it is compulsory. Frequently asked questions Do I need a permit to work if I have one of the following residence permits: permanent leave to remain in the EC (Daueraufenthalt EG) or indefinite leave to remain (Niederlassungsbewilligung unbeschränkt)? In both cases you do not need an additional permit to work in Austria. I am a national of a third country, have been married for four years and would now like to get a divorce. Will I be able to obtain an employment license if I get divorced? Only after at least five years of marriage is your right to remain in Austria not dependent upon that of your marital partner. Contact the Public Employment Service Austria (see addresses) as soon as possible, but at the latest before the termination of this period, if you would like to start to work. There you will be advised of the options you have. How can I find work? Finding work can take a long time and be difficult. Do not lose hope! You can find available jobs at the Public Employment Service Austria, in the newspaper (job offers Stelleninserate ) or on the Internet. You can also take the initiative and apply at companies which have not announced an opening. 29 4 Education Welcome to Austria Education It is important to have good education; it brings you advantages both on the job and in society. Inform yourself about the opportunities for training and education in Austria so that you can decide which of them might come into question for you! Children/Adolescents Your child needs a good educational background in order to have a successful future. Proper education will give him/her a better chance in his/her profession and reduce the chance of his/her becoming unemployed! Education, however, does not begin in school: the foundation for a successful education is established earlier. The better a child speaks its mother language, the easier it is for him/her to learn other languages. Parents are the experts for the mother tongue and therefore they are very important for the linguistic development of the child! Information about promotion of language at an early age can be found on the web page Speak with your child in the language you feel comfortable with and you have the best command of your mother language is very important for your child! In addition, your child should have an opportunity to learn German at the earliest age possible, for example by attending a nursery school ( Kindergarten ). It needs a good command of German in order to be successful in school! Support in matters concerning parenthood and education can be obtained from one of the institutions for counseling parents and families (see address and district sections). Learning instills a thirst for knowledge! Bread, fruit and vegetables give your child just the kind of energy that he/she needs for school School system The Austrian school system offers so many different possibilities, that we can only present an overview here. You can find more detailed information on the web page of the Federal Ministry for Education, Arts and Culture (see address section) and on the web page Crèche [Kinderkrippe] (0 3 years) and nursery school [Kindergarten] (3 6 years) In crèches and nursery schools children are taken care of and encouraged by trained pedagogues. The children can improve their knowledge of language while they are playing and enjoying themselves. It is important that you apply for a place in a crèche or nursery school for your child as soon as possible (about one year before he/she is going to start). The last year of kindergarten before the beginning of school is compulsory, and in many cases gratis. You can obtain information about the choice of crèches, nursery schools and kindergartens from your local or municipal authorities. Registration for school and compulsory school attendance Normally school begins in Upper Austria on the second Monday in September for all children who have had their sixth birthday by the 31st of August of the same year. Your child has to be registered in the primary school that is responsible for him by November of the previous year (so-called Schuleinschreibung ). The dates and times will either be officially announced (posted on the gate of the school), or you will be informed of them by mail. Which school it can attend depends upon the school district in which your main place of residence is located. At the time of registration your child s knowledge of German will be checked. If it is not sufficient, you will receive a language ticket, a voucher for 120 hours of language training in kindergarten. Compulsory school attendance in Austria generally lasts nine years (up to the 15th year of life). 3

30 Welcome to Austria Education School readiness and preschool The school might possibly decide that your child is not yet ready for primary school and should instead attend a preschool. The one year of preschool counts as one year of compulsory school attendance and helps to promote the development of your child, so that he/she can afterwards begin the first class of primary school. Primary school [Volksschule] The first school that your child will attend is the primary school. It lasts four years, which corresponds to the 1 st to 4 th grades of school. In elementary school your child acquires important skills such as reading, writing and arithmetic. Make sure that your child has a quiet place to work at home, where he/she can do his/her home- work without being distracted by television or by brothers and sisters who are playing. Parents have a number of possibilities to contact their child s teacher. First of all, there is a notebook for parents, in which the teacher writes important information. Then there are weekly consultations and visiting days for parents. At parent s evenings you learn among other things which activities and events the school is planning (weeks in the country, skiing courses, language-learning weeks, excursions, etc.). There you can also communicate with other parents and exchange ideas with them. Besides, there are parents organizations which help pupils and teachers carry out these activities. Excursions with classmates are especially important for pupils. They give them the feeling of belonging to a group and strengthen friendships. In addition, there are afternoon activities to promote the skills of pupils in many schools: help with homework, help in learning or even courses in the native languages of the pupils. Find out which of these activities your school offers and make use of the possibilities! A child needs the support of his/her parents in order to learn properly. It is important for you to be informed about what is happening in your child s school. Ask your child what he or she needs for school and take a look in the parent s notebook regularly! After completion of primary school your child has various possibilities: attendance of a lower level of secondary school ( Allgemein bildende höhere Schule [AHS]),a lower secondary school [Hauptschule] or a new secondary school [Neue Mittelschule]. Get counseling about the different kinds of schools in time (that means at the beginning of the fourth grade) and register your child in his/her new school early enough! In many schools there is a visiting day ( Tag der offenen Tür ) on which you can come to the school and find out what it has to offer. 31 Welcome to Austria Education In addition to the aforementioned schools there are private ones that use special pedagogical methods (e.g. Montessori schools and Waldorf schools). Lower secondary school [Hauptschule] and lower level secondary school [AHS-Unterstufe] Lower secondary school lasts four years and corresponds to the 5th to 8th grades. In the major subjects (mathematics, English and German) the students are divided into ability groups, whereby the highest one, number three, represents the lowest performance level. Your child s primary school graduation certificate has to be graded very good for him/her to be accepted in a lower-level secondary school, and sometimes the children also have to take an admission exam. In these secondary schools (AHS) the students are not divided into ability groups. The level of instruction is therefore similar to that in the highest-level ability group of the lower secondary school. Special needs school [Sonderschule] The aim of this school is to help students who need special pedagogical aid because they are physically or mentally handicapped (for example because of special learning difficulties, blindness, deafness, etc.) and to promote their integration. This kind of school can be attended during the entire period of compulsory education. New secondary school [Neue Mittelschule] The new secondary school is an educational experiment, in which all 10 to 14 year old students (5th to 8th grades) attend the same classes. They are not divided into lower level secondary school (AHS Unterstufe) and lower secondary school (Hauptschule). The students of this school are, however, divided into learning groups, which are rearranged whenever it is necessary. This makes it possible to better attend to the needs of the individual students. You can find more detailed information about the new secondary school in the website After the eighth grade (the fourth class of lower secondary school, secondary school or new middle school) the children have to decide on their future educational goals. The choice of the right profession is not easy and needs to be well considered. Avail yourself of the possibilities for counseling before you make this important decision. There is a teacher in every school who is responsible for educational counseling. Find out which teacher that is in the school of your child! If the period of compulsory education has not terminated, the student must attend a pre-vocational curriculum (one-year Polytechnischer Lehrgang ), or another kind of secondary school for at least one year (see below). In Austria, every child is required to attend school for nine years, before he or she can begin to work or start an apprenticeship. Apprenticeship A person who is about to complete his or her compulsory education and wants to begin an apprenticeship should start to look for an appropriate position in a firm during his/her last year in school. The better the grade on the graduation certificate, the better the chance of being accepted in the desired apprenticeship. More detailed information about the professions for which apprenticeships are available can be found on the website The job coaches of the youth service of the Province of Upper Austria (see address section) support adolescents in their search for an apprenticeship. Individuals who have not had apprenticeship training or only completed a part of an apprenticeship, can in exceptional cases be admitted to the final apprenticeship exam. Apprentices also have the possibility of completing the matura (final secondary school examination) and then attending a higher school. 32 Welcome to Austria Education Secondary schools: There are certain prerequisites for the attendance of a secondary school. Good school grades are of great advantage. Further information about acceptance in secondary schools can be found in the website of the Chamber of Labor (Arbeiterkammer), or it can be obtained directly from the schools. Vocational education and training school (BMS): It offers vocational training in school, which takes three or four years to complete, and finishes without a Matura [final secondary school examination] (for example, commercial school [Handelsschule] or vocational school (Fachschule]). Vocational education and training college (BHS) They offer general education together with vocational training in school, which lasts five years and finishes with a Matura [final secondary school examination enabling university admission]; (for example, commercial BHS (HAK), technical BHS (HTL) or federal economic BHS (HBLA). Upper Level Secondary School (AHS Oberstufe): They offer general education without vocational training, which lasts four years and finishes with a Matura [final secondary school examination enabling university admission]; (for example Gymnasium [grammar school] or Bundesoberstufenrealgymnasium BORG). Further information about all vocational secondary schools can be found in the website Matura (final secondary school examination) and college studies A person who has completed the Matura or an equivalent exam (Studienberechtigungsprüfung) can study in a higher school (university), an academy or a similar educational institution. Frequently asked questions What does the speech therapist do? Explained in simple terms, the logopedist or speech therapist examines your child to find out whether his/her speech is properly developed (comprehensibility, voice, hearing, etc.). If he/she detects abnormalities, a therapy is advisable. This is not to be confused with a remedial course in the German language. What does it mean, when we say that a child needs special remedial help (sonderpädagogischer Förderbedarf SPF)? Children who cannot follow the school instruction because of a physical or mental handicap need special remedial help. They either attend a special school or integrative classes in a normal school. If it is determined that a child requires remedial help, that has serious consequences for his/her further education. Therefore it is important to determine whether there are other reasons (for instance, language problems) why the child is having difficulty following the courses. What does pupil with exceptional status (außerordentliche/r Schüler/in) mean? If your child does not have a sufficient knowledge of the German language to follow the courses, he/she can attend the school as a pupil with exceptional status for twelve months. That means that he/she can attend classes and learn with the others without getting a grade. What do the parents have to do? Not only students (pupils) and teachers have duties to fulfill; parents also have obligations. They should make sure that their child gets to school on time, that it has everything it needs for school and that it has done its homework. It is important for them to maintain a good contact to the school and the teachers. That means, for example, going to parent-teacher meetings. 6

33 Welcome to Austria Education Adults Learning German A good knowledge of the German language enables you to pursue further education and improves your chances of advancement in your profession. In the address section you will therefore find a number of institutions that offer German language courses. Some of them are especially designed for women or for mothers ( Mom learns German ). Recognition of final certificates from educational institutions ( Nostrifikation ) If you have completed some kind of studies abroad, you can apply to have your certificate recognized in Austria. In that case it will be considered, whether the education you have had abroad is equivalent to that offered in an Austrian institution. In any case, you must prove that this certificate is absolutely essential for your professional work in Austria. Depending upon what kind of certificate is involved, different offices are responsible for the confirmation. You can find information and advice about this theme on the website of the Chamber of Labor of Upper Austria (Arbeiterkammer OÖ see address section). Having final educational certificates from abroad recognized in Austria can be a long and diffi- cult process. Inform yourself well and do not get discouraged! Obtaining final educational certificates and further education Obtaining final educational certificates and further education A broad spectrum of educational activities is offered in Austria. If you have not completed your school education or your apprenticeship, you can do so in Austria, or you can obtain training for another profession. For example, a number of educational facilities offer possibilities to complete your lower secondary school (Hauptschule) education. Some schools offer curricula for people who are working. Their courses are taught in the evening. It is never too late to finish school or to finish an apprenticeship. You can also obtain further education in your current profession. 39 Welcome to Austria Places to live in 5 Places to Live in Looking for an apartment When you are looking for an apartment, it is a good idea to think about your wishes as far as the location, size and costs are concerned and the possibilities available to you. In addition to rental and owner-occupied apartments, there is a combined form (Mietkaufwohnung), in which you first rent an apartment and can later buy it. If you are looking for a rental apartment, your first step is to register as a person looking for an apartment (Wohnungssuchend) at the local authority (Gemeindeamt) or municipal authority (Magistrat) that is responsible, or at one of the nonprofit housing providers (You will find a list of them on the website of the Austrian Association of nonprofit housing providers, see address section). If you are not an Austrian citizen, you generally have to be registered as a resident in Austria before you can register at a housing provider. Even if you have to wait and cannot immediately obtain an apartment on a long-term basis it is advantageous for you to be on the waiting list for a reasonably priced community apartment or for one from a housing provider! It is best for you to personally go to the local or municipal authority and tell the person in charge that you are looking for an apartment. The direct contact can facilitate your search! In addition, you have the option of looking for a privately rented apartment. You can most readily find one in the weekend editions of newspapers or on the Internet, and besides they are often posted on supermarket bulletin boards! Since advertisements have to be short, many terms in them are abbreviated. You can find the most common abbreviations below (see abbreviations for persons looking for apartments). The costs of an apartment If you rent an apartment, you have to pay a number of one-time costs: Deposit (Kaution): The deposit usually amounts to two or three monthly rental payments and has to be paid by the renter. This covers the costs in case the renter does not pay his monthly rent or damages the apartment. If the apartment is given back to the owner in the condition agreed to in the rental contract, the owner has to return the deposit. Agent s fee (Vermittlungsprovision): Often a real estate agent finds an apartment for a renter and is paid a fee for his/her services by him/her. Always ask beforehand whether a fee will be charged and, if so, how high it will be. You can obtain further information about this topic from the counseling facilities in the address section. Fee-Charging (Vergebührung): A fee must be paid to the responsible branch of the internal revenue service for a rental agreement. Its amount generally depends on the costs of the rent. It is usually paid by the renter (tenant). 3

40 Welcome to Austria Places to live in Every month the following costs have to be paid for a rental apartment: Rent and operating costs: The operating expenses are for sewage, water, garbage collection, etc. The rent and operating expenses always have to be paid for the following month at the beginning of the month. If you are not sure whether the rent or the operating costs are reasonable, consult one of the counseling facilities (see address section) and have them checked. Costs of electricity and heating: The expenses for electricity and heating depend to a large extent on how much you use. They are paid in installments and once a year the customer receives an annual invoice on which the charges for the following year are determined. Tips on how you can save energy and thereby money as well can be found in the chapter on environmental protection. Household insurance Rental contract It is important to take out household insurance for an apartment. If the apartment is, for example, damaged by water or fire, the insurance covers the costs. If you do not have household insurance you have to assume the expenses for the necessary repairs yourself, and that can be very expensive. You should conclude your rental agreement in written form. Only then are you legally protected and can among other things apply for financial assistance, for example housing benefits (Wohnbeihilfe see below). If the rental agreement is only concluded for a certain period of time, make sure that you, the renter, have the possibility of giving notice if you decide to vacate the flat. The rental agreement is an important document that you have to adhere to! Therefore it is important that you understand what you sign, in order to avoid further problems. If you have any questions, go to a counseling facility! Compulsory registration Housing benefits In Austria, registration is compulsory. That means that when somebody moves into an area or changes his/her primary residence within Austria, he/she has to register his/her new main place of residence at the registration office (Meldeamt), which is located in city hall or in the offices of the local/municipal authorities. The necessary registration form (Meldezettel) can be obtained from the local authorities or downloaded from the Internet under Content.Node/documents/meldez.pdf and printed out. Generally a person has three working days from the time he/she has moved to register the new place of residence. ECC citizens and Austrian citizens can under certain conditions apply for housing benefits of the Province of Upper Austria. Citizens of third countries can apply for housing benefits if they have had their primary residence in Austria for more than five years legally and without interruption and Their earnings are subjected to Austrian income tax or they have paid money into the compulsory social insurance in Austria as the result of a previous employment and are now deriving benefits from it. Further information about housing benefits in English and French as well as German can be found on the website of the Province of Upper Austria (see Office of the Provincial Government of Upper Austria in the address section). If you apply for housing benefits, your application should be completely filled out. It can take a long time to process it, because you may have to later submit further documentation. 4

41 Television and radio Every household has to register its television and radio at the Gebühren Info Service (GIS) (See Gebühren Info Service in the address section) and pay a monthly fee for it. If the income of the household is low, an exemption from this fee can be obtained. Please remember that, a person can be confronted with the danger of losing his/her apartment for various reasons. In that case it is important for you to take action as soon as possible and turn to counseling facilities such as the Wohnplattform (Platform for Homes and Apartments see address section). 47 Welcome to Austria Health 6 Health In order to stay healthy, it is important that you take care of yourself and regularly go to your physician. The health care system in Austria offers you good prerequisites. Compulsory insurance and inclusion of family members in insurance Emergency telephone numbers Fire department 122 Police 133 Ambulance 144 EU- Emergency calls 112 Central office for poisoning In Austria it is obligatory to have one of the legally recognized public health insurances. If you are a worker or employee, you are normally automatically insured by one of them, (for example in the Oberösterreichische Gebietskrankenkasse OÖGKK ). Your employer can tell you which insurance you have. Your spouse or partner and your children up to the age of 18 (children who are still in school or university up to the age of 27) can be co-insured with you. There are two prerequisites for this: they have to live in Austria and must not have a health insurance of their own. As far as partners are concerned, they must be living in the same household. If you are insured, you are given an insurance number and an e-card. Take the e-card with you every time you go to the doctor or to a hospital! The hospitals in your proximity are listed in the address section of this chapter as well as in the section Information about residential districts ). Exemption from the prescription fee For social reasons (for example low income) it is possible to get an exemption from prescription fees. Further information can be obtained from your public health insurer (see address section). If you have any questions concerning health or health problems, you should go to a general practitioner (that is a physician for general medicine, a family physician ). He/she knows your medical history and has an overview of the therapies you have received. You can also go directly to a medical specialist, however. The first person you should turn to in case of health questions is the general practitioner. In emergency situations, you can also go to the out-patient department of a hospital. When you go to a physician, ask him/her if he/she is a panel physician, who is under contract with the public health insurers ( Vertragsarzt or Vertragsärztin ) or a physician of choice ( Wahlarzt or Wahlärztin ). The public health insurer only bears the full costs in the former case. (The Oberösterreichische Gebietskrankenkasse has a list of all the panel physicians on its website). If you are treated by a physician of choice, the insurer only reimburses you a part of the costs. If your German is not good enough for you to go to the doctor by yourself, you should take somebody with you who can translate for you, or you can enquire if there is a translator in your proximity. (Translator s remark: You can find a list of physicians in Linz who speak English and other foreign languages in the brochure Healthy in Linz, which is published by the municipal authorities. 3

48 Welcome to Austria Health It is best for you to bring an adult with you to translate for you when you go to the doctor. Children understand many things imperfectly, and besides what the physician says is not always meant for children to hear. Being off sick and notifying your boss If you are sick and cannot go to work, it is important that you go to your physician and inform him of your illness. Inform your employer at the same time and send a notification to him/her. When you are off sick you must do what the physician tells you to so that you can get well as soon as possible. Usually the hours when you are allowed to go out of your house/apartment to do essential chores (for example, to do the shopping) are listed on the notification of illness. The physician who treats you is generally responsible for submitting the notification that you have recovered. If you are ill, it is best for you to go to the physician on the first day of your illness. He/she is only allowed to date the notification one day prior to your visit! (Preventative) health examinations You can only be sure that you are really healthy if you have regular medical examinations. The sooner an illness is detected, the better it can be treated. In Austria anybody older than 19 can have a free health examination once a year. You can obtain more detailed information from your family physician or a general practitioner. Psychosocial health Being healthy not only means feeling well physically, but also emotionally and mentally. Events such as the death of a family member, fleeing from a country or experiencing physical violence can give rise to fear, nightmares, depression or other problems that sometimes also involve physical illnesses. In Upper Austria there are a number of facilities that can help you in that kind of a situation and offer you psychosocial counseling and therapies (see the address section of this chapter and the section of this brochure on Information about residential districts ). In addition, there is a network of psychotherapists and psychiatrists you can find their names on the Internet or in the telephone book. In emergencies and mental crises there are emergency psychosocial services that can be reached around the clock under the telephone number 0732/ ! Care allowance If somebody needs continuous care because he/she is mentally or emotionally disturbed or physically impaired, it is possible to apply for financial support (a care-allowance, Pflegegeld in German). Basically Austrian citizenship is a prerequisite for this, but in economic or social emergency situations exceptions are made. 53 7 Family You are expecting a child... Welcome to Austria Family The first time that your doctor determines that you are pregnant, he gives you a mother-child pass ( Mutter-Kind-Pass ). All of the required examinations from pregnancy to the fifth year of the child s life are registered in it. Have an examination made whenever it is called for in the mother-child-pass. If you do not have one of the examinations or have it too late, you can in the worst case lose your entitlement to a childcare allowance (Kinderbetreuungsgeld)! If you are working, you have to inform your employer about the pregnancy as soon as possible and tell him/her when the child is expected. From then on the provisions of the Mother Protection Law apply to you. They entail easier working conditions for you. Among other things, you are not allowed to work during the last eight weeks before the expected date of the birth and the first eight weeks after the delivery (mother protection). Employees and women who are deriving benefits from the unemployment insurance (that means unemployment benefits or emergency welfare benefits) receive maternity benefits ( Wochengeld ) during that time. Further information about the mother-child-pass and the maternity benefits can be obtained from your health insurance (see address section). As a working mother/father you are entitled to take a leave from your job, which starts in the first three months after the birth and can continue up to the second birthday of your child (in German Karenz ). During that time and in the four weeks after the end of that period, you cannot be fired or made redundant. Further information about the labor laws dealing with pregnancy and the maternity leave from work can be obtained from the Chamber of Labor of Upper Austria (Arbeiterkammer OÖ see address section). The first official steps after the birth Your child is here sincere congratulations! As a parent you now find yourself in a new situation and there are official formalities that have to be taken care of. Register the birth of your child at the offices of the local or municipal authorities. There you will get a birth certificate, which you need to register your child in the city or town where you live (see chapter Place of residence ). Put your birth certificate and all of the other documents in a safe place; your child will later need them! If you are an Austrian or a citizen of a third country who is legally residing in Austria (see chapter Staying in Austria and taking up residence here ) you have to apply for a residence permit for your child within six months after his/her birth. For children of EU- or EEA- or Swiss citizens, who are entitled to freedom of movement within the EU and EEA, a confirmation of registration or a residence card ( Aufenthaltskarte = documentation ) has to be applied for. Further information can be obtained from the district commissioner s office of your administrative district ( Bezirkshauptmannschaft ) or from the authorities of your urban municipality ( Magistrat ) (see the section Information about Residential Districts ). Don t forget: Obtain a birth certificate ( Geburtsurkunde ) and residency registration form ( Meldezettel ) for your child! For children who are not Austrian citizens: an application must be made for documentation ( Dokumentation ) or a residence permit ( Aufenthaltstitel )! 3

54 Welcome to Austria Family As of August 2011 Child benefits Child benefits provide financial support for families with children which have their primary residence in Austria. Families have a claim to them, when their members Are citizens of the EU, the EEA or Switzerland, or Citizens of third countries with a permanent leave to remain in Austria, or Recognized refugees or persons with subsidiary protection status, or Austrian citizens whose main place of residence is in Austria. Further information about child benefits can be obtained from the responsible branch of the Internal Revenue Service ( Finanzamt ). Childcare allowance To receive a childcare allowance ( Kinderbetreuungsgeld ) you do not have to be gainfully employed. Prerequisites are that you receive child benefits for your child, you live together with it in the same household and that the amount you earn in a year does not exceed a certain sum. Further information about the childcare allowance can be obtained from your social insurance (see address section). Support and help for Parents and Children Having and raising children entails a serious responsibility for parents. However, help and support are available from the very beginning. Within the framework of parent- /mother counseling expectant mothers and parents can get advice about all questions concerning the development and advancement of their child as well as medical counseling. In parent-child centers you can exchange experience and ideas with other parents and find playmates of the same age for your child. Often parents feel overwhelmed with the raising of their child and do not know what to do. Help is offered by the educational and family counseling offices and the juvenile welfare offices in the residential districts. The latter are also responsible for such serious problems as neglect and abuse of children and juveniles. Further information can be found under: Help and counseling Often things in life do not work out the way they are intended to. There are conflicts in the family, and even violence. You have to raise your child by yourself or you have the feeling that you cannot come to terms with your life and are simply overwhelmed. There are many problems that you cannot solve by yourself. Counseling facilities are, however, available, where professionals will be glad to help you. There you can talk about your problems, find protection and be advised about what you can do. Women often need special protection because they are legally and financially dependent upon their husbands. They can turn to certain counseling facilities, which can help them immediately and confidentially (women s refuge [Frauenhaus], violence protection center [Gewaltschutzzentrum], etc.). Upper Austrian family card and child benefits of the Province of Upper Austria If your primary residence is in Austria and you receive child benefits for at least one child, you can apply for a family card. Citizens of third countries have to also have a valid residence permit to do so. 4

You can also receive free accident insurance for your child when he/she starts school. 59 Willkommen in Oberösterreich Zusammenleben 8 Living together Living together in the community/in the district In their free time many Upper Austrians are active in associations in their municipalities or districts, especially in rural areas. That can be in a sports club, the voluntary fire department, a musical choir or a women s meeting. In many towns immigrants have also founded cultural associations. Find out which associations there are in your municipality and who the best contact person for you is maybe one of these groups is just right for you! Information about freetime activities in your district can also be found in the section Information about the residential districts. If you are interested in art and culture, you can find out about the facilities and institutions as well as about possibilities for reduction of prices at the website Living together in a residential building/in a housing estate When many people live together in a residential building, rules are necessary to enable everybody to get along and feel well. Therefore every building has a set of house rules, in which the most important points are established in written form. It hangs in a central place, for example near the door of the building, where it can be seen by everybody. In many buildings there is also a bulletin board, on which current information of the building administration or the landlord / landlady is posted. Look at it occasionally, so that you do not oversee anything important! In addition, there are a number of points that facilitate living together which are not laid down in any set of rules, but can make getting along with one another in everyday life much easier: When you move into an apartment, it is a good idea to introduce yourself to the neighbors. Maybe an opportunity for a first conversation will result. If you have guests in the evening, speak with the neighbors and ask them to excuse any noise. Especially during the week you should take care not to disturb the neighbors in the evening and at night. The nightly resting period is from 10 p.m. to 6 a.m. Especially in the summer months people enjoy spending time together in courtyards and playgrounds. Make sure that, for example, children who are playing there don t make noise in the evening. Many of your neighbors might need it to be quiet in the evening because they have to get up early the next day. All of the inhabitants of the building find it pleasant when the staircase, the playground and the interior courtyard are clean and well-maintained. They feel comfortable living in the building. That is only possible to achieve if everybody makes a contribution. Make sure that there are no shoes, furniture or playthings in the staircases and that refuse is thrown into the appropriate containers. If a firm doesn t have to be hired to get rid of the refuse, all of the inhabitants save money! If you have a problem with your neighbor, try to talk to him/her and explain him/her your point of view. In direct conversations problems can often be quickly solved and you can save yourself a great deal of aggravation! 3

Everybody can make a contribution to it, especially by paying attention to small things in everyday life. The following points are important to remember: Energy costs money if you save energy, you also save money! Save electricity: Turn the light off, when you go out of a room. Unplug the battery charger when your device (for example your mobile telephone) is recharged. Turn electrical appliances completely off! When they are on stand-by, they use electricity. When you cook, use a lid. Use energy-saving light bulbs instead of the normal ones: they are more expensive to purchase, but they use less electricity and last longer! Old electrical appliances often use a lot of electricity; new ones of the category A consume much less. Save water: Don t let the water run longer than necessary, for example when you brush your teeth or take a shower. Taking a shower uses less energy than taking a bath. Don t turn the dishwasher or the washing machine on until it is completely full. Heating and airing out rooms: If the window of a heated room is always tilted, a lot of energy is lost. It is better to completely open the window several times a day and then close it. It is not necessary to always keep all of the rooms well-heated. At night and when you go away you can turn down the temperature. Separation of waste In Austria a great deal of attention is paid to the correct separation of garbage, so that some of its components can be reused. That helps not only to conserve environmental resources, but also to reduce operating costs. After all, the more garbage that has to be taken away, the more expensive it is! The garbage collecting systems can be different in different places of residence. There are recycling containers ( Sammelcontainer ) and used material collection centers ( Altstoffsammelzentren ), where used materials and packaging are collected, in cities as well as in rural areas. The rivers Inn and Salzach form its border to Germany in the west. The total surface area of the district is 1040 km². The capital of the district, Braunau am Inn, is about 120 km from Linz, the provincial capital, but only about 60 km from Salzburg. The economic, educational-political and cultural influence of the city of Salzburg can be strongly felt in Braunau. The economic influence of the neighboring border region of Bavaria is also considerable. There are 74 voluntary fire departments and 4 fire departments run by enterprises in Braunau. Around 80 physicians, a hospital in the district capital and ten local branches of the Red Cross are responsible for the health care. Eleven police stations and the city police department of Braunau am Inn maintain the security of the district. 77 Information about the residential districts EFERDING 10 Information about the residential district General Information about the District of Eferding Surface area: 260 km² Population: (census on ) District capital: Eferding (third oldest city in Austria) The fertile basin that extends from Aschach to Wilhering is 14 km long and 9 km across. In the north the Basin of Eferding is bordered by the Danube and the Bohemian Massif. In the northwest the chain of the Hartkirchner Mountains, the Steinwänd the Schaunbergleiten, and further on the heights of Seebach and Hinzenbach shelter the Basin of Eferding from the windward side. The basin is closed by the heights of Scharten, the Aichberg and the Annaberg, and on the east side by the mountainous slopes of Straßham. The highest peak is the Mayerhoferberg (645 m). Agriculture (especially vegetable-growing) and forestry are the principal economic activities in the district of Eferding. There are some large industrial plants in the district, and the number of small and middle-sized enterprises has been steadily growing in the last few years, which is one of the reasons for the low rate of unemployment. Nevertheless, many employees (over 60 %) commute to the industrial centers in the areas of Linz and Wels. 83 Information about the residential districts FREISTADT 10 Information about the residential district General Information about the District of Freistadt The district of Freistadt, which was established in 1868, is located in the north of Upper Austria and is a part of the Mühlviertel, one of the four quarters into which Upper Austria is divided. To the north it borders on the Czech Republic, to the east on the province of Lower Austria, to the west on the district Urfahr- Umgebung, and to the south on the district of Perg. Its unspoilt natural scenery, extensive forests and clean air make the District of Freistadt an attractive region to live in. As far as tourism is concerned, the District of Freistadt is known for its numerous hiking paths and bicycle routes away from the main roads. The carved wooden, Altar of Kefermarkt is world-renouned. The castles of Hagenberg and Weinberg are worth visiting. In the local museum of Freistadt (in the former castle) you can learn about the history of our district. The renovated horse-train station in Rainbach also merits a visit. In the last few years a great deal has been done to promote culture and make history come alive in all of the municipalities of the district. Economically the district has been on the upswing since the opening of the border to the Czech Republic in Many large Enterprises have moved here and a continuation of this trend is to be expected in the near future. Additional jobs in the region will be created by the enlargement of the network of railways and roads. Its capital is the city of the same name, Grieskirchen. Until Austria acquired the Innviertel in 1779 the district of Grieskirchen was located on the national border, which is why so many castles and palaces are to be found there. The economic center is the Trattnach Valley. But dynamically-growing economic areas have also developed along the achses Waizenkirchen Peuerbach Neukirchen am Wald and Gaspoltshofen Weibern Haag am Hausruck. Machine construction and structural steel engineering are the most important industrial branches in the district. In respect to tourism, the health-resort municipalities Bad Schallerbach and Gallspach are wellknown. Together with the municipalities Geboltskirchen, Grieskirchen, Haag am Hausruck and Wallern an der Trattnach they make up the Vitalwelt Hausruck, which successfully promotes its extensive range of touristic activities. 107 Information about the residential districts KIRCHDORF 10 Information about the residential district General information about the district of Kirchdorf With its surface area of 1,241 square kilometers the district of Kirchdorf is the second largest one after Gmunden. Economically it is one of the most powerful regions in Upper Austria, and as far as tourism is concerned it offers all of the kinds of landscape that exist in Upper Austria. In the north there are the foothills of the Alps; that section is a part of the central area of Upper Austria. In the south it includes a large proportion of the Upper Austrian limestone Alps with the steep peaks of the Totes Gebirge, such as the Großen- (2,515 meter high) and the Kleinen Priel, the impressive Spitzmauer, the Großen- and Kleinen Pyhrgas. A considerable amount of industrialization has occurred in the district, and some of the firms there are oriented toward the international market. That forms a contrast to the touristic development, which is of particular importance in the holiday region Pyhrn-Priel. The district also has attractive skiing areas where snow is assured in the winter season: Hinterstoder, where the world cup will take place in 2011, and the skiing paradise Wurzeralm in Spital am Pyhrn. The city of Kirchdorf has become an important school town, where almost every kind of school can be found. 115 Information about the residential districts LINZ-LAND 10 Information about the residential district General Information about the district Linz-Land Linz-Land, located in the middle of the triangle formed by the cities Linz, Wels and Steyr, has in the last few years become the district with the largest population and the most powerful economy in Upper Austria. On the peripheries of the district agriculture is still predominant, but in the proximity of the provincial capital, Linz, and along the traffic axis Traun Enns business and industry are more important and there are a number of shopping malls. As the population of the district Linz-Land grew, numerous businesses and industrial enterprises as well as shopping malls were established there. The location offers excellent conditions and the traffic network is optimal for enterprises that do business on a national or an international scale. No other region in Austria affords such a wide range of transportation options: regional and national highways, expressway and highway connections (Westautobahn, Innkreisautobahn, Mühlkreisautobahn which begins in Ansfelden, Wiener- and Kremstal Federal Highways), water routes (Ennshafen), rail connections (West- and Pyhrnbahn) and air transport (Airport Linz). Due to the considerable industrialization, you might think that the district would be less attractive for recreation. That is, however, not the case. Rarely do you find such harmony between industry and recreational areas as exists in Linz-Land. The colorful scenery with its gentle hills, the fertile fields and stately farmhouses (Vierkanthöfen), the woods, meadows and unspoiled marshes, invite you to walk and hike in places far removed from the pulsating life of the urban regions. In the last few years a great deal of effort has been devoted to the walking and cycling paths. In addition, there are about 250 sports areas. Without a doubt, Linz Land has mastered the problems resulting from turbulent growth. For a successful future we must take care to protect our accomplishments and continue on the established path. 123 10 Information about the residential district Information about the residential districts PERG General Information about the District of Perg The District of Perg is located in the southeastern Mühlviertel. It extends from Luftenberg in the west to Hirschenau in the municipality of St. Nikola/Donau in the east and St. Georgen/W in the north. In the south its border is largely formed by the Danube River. In the north our district borders on the district of Freistadt, in the east on the districts of Zwettl and Melk, in the south on the districts Amstetten and Linz-Land and in the west on the district Urfahr-Umgebung and the city of Linz. The district of Perg extends from the sharply subdivided mountainous and hilly terrain in the north to the lower hills interrupted by basins (e.g. Klam Basin) and finally to the lowlands of the Danube. Its higher reaches are foothills of the Bohemian Massif, a low mountain range. Its highest peak, Burgstall in the municipality St. Georgen/W., has an altitude of 948 m. Especially the higher and lower mountain reaches in the northeasterly section are beautiful unspoiled woody hills. The section of the district in the lowlands of the Danube is considered a part of the Alpine foothills. The predominant economic activities in the eastern half of the district are agriculture and forestry. In the west (area of Mauthausen, Perg, Schwertberg) there is a considerable number of businesses and industries. In the Machland area, vegetable growing is of great importance. 139 Information about the residential districts ROHRBACH 10 Information about the residential districts General Information about the District Rohrbach The district is located in the northwestern corner of Upper Austria between the Bohemian Forest and the Danube River. It is the only Upper Austrian district that borders on two countries; in the north it borders on the Czech Republic (58,5 km), in the east on the district Urfahr-Umgebung, in the south on the districts Eferding, Grieskirchen and Schärding and in the west on the Bavarian administrative districts Passau and Freyung-Grafenau. The District of Rohrbach is located in the granitic highlands. One characteristic area is the Bohemian Forest with the Plöckenstein (1379 m), Hochficht (skiing area), towers offering views of the Moldau River and the Alps, the Bärnstein, the continental watershed between the North Sea and the Black Sea, the Danube Valley with the Schlögener Schlinge (a loop formed by the river) and the castles and palaces on the Danube. In the Rohrbach District agriculture and forestry are the predominant economic activities, but in the last few decades an increasing number of industrial enterprises has been established and enlarged there. For sports and free-time activities there are two golf courses, tennis- and squash halls, judo and cross-country skiing centers, skiing lifts, indoor and outdoor swimming pools, horseback riding halls and paths, indoor halls for German asphalt curling and other sports facilities. In addition there is an extensive network of hiking trails and cycling routes. Steyr-Land has a surface area of 970 km², its highest peak is the Stumpfmauer (1769 m), its town center with the lowest altitude is Dietach (312 m). Geographically Urfahr-Umgebung is the middle of the Mühlviertel and extends from the Danube River and the border of the city of Linz northwards to the border of the Czech Republic. The district includes a part of the Danube lowlands, which boast fertile soil and a mild climate. Most of the population works in the central area of Upper Austria. The commuters, who are diligent, earn well, but a great deal of their purchasing power is lost to the district. A large proportion of the few industrial enterprises in the district is located in the municipalities that are close to the cities.
