28 8. Rolle Sachsen-Anhalts in Interreg Europe Eine stärkere Beteiligung von Akteuren außerhalb der Landesverwaltung an INTERREG Programmen ist möglich und nötig. Entwicklung von Projektmarken- und Stärken Chemieprojekte ECRN, ChemLog, Chemclust Tourismus Skills, TouriSME Innovation IPP, DISTRICT+ 28

29 Rolle Sachsen-Anhalts in Interreg Europe Aufgrund der notwendigen Kofinanzierung ist eine eigenständige haushaltsmäßige Untersetzung unverzichtbar. Die Einwerbung von EU-Drittmitteln über EU Programme wie INTERREG ist in jedem Fall kostengünstiger als die Finanzierung aus Landes- oder sonstigen Eigenmitteln allein. EU Programme stellen hohe Anforderungen in verwaltungstechnischer wie inhaltlicher und organisatorischer Hinsicht (Personal mit entsprechenden Sprachkenntnissen, Know how im europäischen Projektmanagement, robuste Partnerschaften, Eigenmittel). Nach der erstmaligen Teilnahme am Programm relativieren sich jedoch die Einstiegshürden erheblich. 29

30 Rolle Sachsen-Anhalts in Interreg Europe Gute Voraussetzungen für eine funktionierende Begleitung potentieller Antragsteller in Sachsen-Anhalt durch die aufgebaute zielgruppenspezifische Beratungslandschaft (EEN, EU Service-Agentur, Hochschulnetzwerk, Ministerien). Nutzung der vorhandenen Partnernetze für den interregionalen Austausch zur Strategiebildung wie auch zur Vorbereitung künftiger Projektkonsortien Auswahl der Beteiligungsform an Projekten (lead partner, partner etc.) 30
