9 Reasons for the poor standards of school libraries: Lack of awareness in the research of teaching and at all stages of teacher training starting at the university Lack of awareness at the side of the political decision makers that pretend not to be able to finance two library systems: the public libraries and the school libraries The lack of binding directives for the schools No specific budget for school libraries

14 Contact letter Every year a so called contact letter reading promotion and school libraries with information for librarians and teachers is published by the Bavarian state institute.

17 School, public, university libraries April, 6 th 2006: Declaration between 2 Bavarian ministries, which specifies the co-operation operation between the Bavarian State Library and all schools in Bavaria. Professionals will now support the schools in terms of equipment and facilities, organisation and administration, creation of networks, integration and use of modern media School Library Bavarian State Library State Institute for School Quality and Educational Research

18 School and public libraries Public libraries, which work perfectly together with school libraries, get an award, the so-called Gütesiegel (Seal of Approval), which will be awarded a by the Bavarian a a state minister of education. Every year about 30 libraries will get this award.

20 KOOPERATIONSVEREINBARUNG Zwischen der Stadt..., vertreten durch..., und dem Staatlichen Gymnasium..., vertreten durch..., wird Folgendes vereinbart: 1. Die Stadt... und das Staatliche Gymnasium... kommen überein, die Schulbibliothek des Gymnasiums der Stadtbücherei der Stadt... organisatorisch anzugliedern. 2. Standort der Schulbibliothek ist das Staatliche Gymnasium... Aus Haushaltsmitteln des Gymnasiums bisher wie auch künftig erworbene Medien sind Bestandteil der Schulbibliothek und als solche zu kennzeichnen. 3. Schulbibliothek und Stadtbücherei werden nach bibliothekarisch anerkannten fachlichen Normen und Organisationsformen betrieben. Dazu wird angestrebt: a) die einheitliche Erschließung der Sach- und Fachbuchbestände nach der "Duisburger Systematik" sowie eine einheitliche Erschließung der Belletristik- und Jugendbuchbestände, b) die Katalogisierung der Bestände nach den Regeln für die alphabetische Katalogisierung (RAK), c) die Inventarisierung aller Neuzugänge gemäß geltender Haushaltsvorschriften, d) eine sach- und fachgerechte technische Bucheinarbeitung aller erworbenen Medien, e) eine Ausleihorganisation nach den Richtlinien der Stadtbücherei. 4. Um zu einer rationellen Verwendung der vorhandenen Haushaltsmittel beizutragen und unnötige Doppelanschaffungen zu vermeiden, erfolgt ein abgestimmter Bestandsaufbau nach lokalen Erfordernissen. Dem Gymnasium steht das Vorschlagsrecht für Titel der Schulbibliothek zu. 5. Durch Austausch der jeweiligen Bestandsverzeichnisse (Kataloge) wird die gegenseitige Nutzung der Bestände verbessert. 6. Titel, die ausschließlich im Bestand der Schulbibliothek nachgewiesen werden, stehen auch der Öffentlichkeit zur Verfügung. Stadtbücherei und Schulbibliothek vereinbaren dazu einen internen Leihverkehr. Ausgenommen sind Präsenzbestände und für Unterrichtszwecke reservierte Titel, deren Ausleihe gesondert geregelt wird. 7. Beschaffung, Erschließung und buchtechnische Einarbeitung von Neuerwerbungen des Gymnasiums erfolgen in Abstimmung mit der Stadtbücherei. B. Der Stadt... obliegt die Beantragung staatlicher Fördermittel über einen gemeinsamen Zuschussantrag sowie die Erstellung des Verwendungsnachweises. 9. Die Schulbibliothek erstellt eine Betriebsstatistik nach den Richtlinien der Deutschen Bibliotheksstatistik. Die Leistungsdaten werden alljährlich im Rahmen der Gesamtstatistik der Stadtbücherei ausgewiesen. 10. Stadtbücherei und Gymnasium vereinbaren regelmäßige Gespräche zur Abstimmung betrieblicher Fragen. Die grundlegende Schulung von Bibliothekspersonal am Gymnasium erfolgt durch die Stadtbücherei.
