7 Tasks & Responsibilities Federal Minister: Legislation and energy policy; responsible minister for regulatory authority Regulation Commission: Independent tribunal not bound by any orders; assisted by E-Control Austria; appeals to the Administrative Court and Constitutional Court against E-Control decisions possible Approval of GTC for suppliers; approval of network tariffs; decisions on complaints regarding network access; arbitration between market participants; body of appeal against decisions concerning DSO/TSO costs E-Control Austria: Drafting of the regulatory framework; GTC for DSOs and TSOs; general monitoring and supervision; dispute settlement; decisions on the costs of DSOs/TSOs; exemption procedures; collection of statistical data; monitoring compliance with competition rules; unbundling; crisis prevention and drawing up emergency plans; international cooperation; public relations 7
