2 Eigenschaften von LNG LNG is natural gas cooled down to minus 162 C; making it extremely compact: 3.5 times more compressed than CNG and 600 times more than natural gas LNG consists largely of CH 4 -methane (> 90%) and for the rest of ethane, propane, butane and nitrogen, often mistaken for liquefied petroleum gas (LPG) which is a mixture of mainly propane and butane, liquid at environment temperature and moderate pressure (<1.5MPa) Safety: LNG is a cryogenic substance: it is lighter than air, colorless, odorless, nontoxic, non-corrosive and non-flammable. Methane/air mixture only flammable in range of 5-15%; High energy content 130 octane CO2 emission of fossil LNG compared to diesel is around 15% less, bio-lng becomes improves CO 2 performance significantly, no blending limitations Extreme low (-90%) NO x, virtually zero particle emissions Reduction in noise levels by 50% (LNG truck compared to diesel), -3 db Some important factors (approximate): 1 ton LNG = 2.2 m 3 LNG (Density: kg/m 3 )//1 ton LNG = 15.2 MWh (GHV)//1 m 3 LNG = m 3 gas, 1MWh = MMBTu/ kwh = 1 Therm/10 Therm = 1 MMBTu; Prices LNG March/April 2016 in / MWh: TTF; 5-6 HH LNG is the most economical alternative fuel for Heavy Duty Vehicles (HDV), vessels and maritime applications 2

3 CNG & LNG in TRANSPORT & Bio-methane In EU CNG vehicles (0.7% of EU vehicle fleet); CNG Buses and Trucks; industry aims to 5% of fleet by 2020; CNG refuelling stations, majority in DE & IT, 180 CNG stations in AT Currently LNG vehicles (UK, E, SE, NL) ; c100 LNG/L-CNG stations ENGIE will invest 100 MEURO till 2020 in 30 CNG & 100 LNG fuelling stations Major investment programs by Shell (truck fuelling & bunkering); E.ON started to invest in nationwide LNG fuelling network in Germany over 300 CBG and 100 LBG stations (blend of 85% LNG and 15% BLG results into minus 35% CO2 (UK) 15 million vehicles NG worldwide; strongest growth in Asia & South America China: 240,000 LNG trucks & c.2,500 refuelling stations; USA: >25,000 LNG trucks 3 Shell Station truck fueling, Rotterdam O3/2015

5 Leitprojekt Binnenschifffahrt (Status 12/2015) ELABORATION OF TECHNICAL DESIGN AND OBTAINING PERMITS LNG BUNKER STATION IN THE PORT OF ANTWERP Capacity: 400 m 3 of LNG Facilities: storage of LNG and CNG, bunkering inland ships with LNG, fuelling road transport with LNG & CNG Investment & operation: by concessionaire Start of operations: by January 2019 FEASIBILITY STUDIES INVESTIGATING BUNKER OPTIONS LNG INFRASTRUCTURE IN THE PORT OF MANNHEIM Capacity: 500 m 3 of LNG Facilities: LNG storage, truck fuelling, vessel bunkering Estimated investment: 6-7 MEUR Operational costs/year: 250,000 EUR Interested investors are welcome LNG INFRASTRUCTURE IN THE PORT OF SWITZERLAND Capacity: 1,000 m 3 of LNG Facilities: LNG storage, truck fuelling, vessel bunkering DEPLOYMENT (PRE-)FEASIBILITY STUDIES & TECHNICAL CONCEPTS 5 LNG TERMINAL RUSE (BG) Location: in the port area in Ruse (river Danube) - former heavy machinery building factory grounds Capacity: 4 vertical tanks of 250 m 3 of LNG (total 1,000 m 3 ) Facilities: storage, vessel (un-) loading facility, truck & vessel fuelling station LNG FLOATING TERMINAL IN BRATISLAVA & KOMARNO (SK) Size: 126 x 24 m (L x W). Draught: 2 m Capacity: 12 x 350 m 3 of LNG Facilities: LNG storage, vessel bunkering, facilities for other services, e.g. ship waste reception facilities, potable water, etc. LNG TERMINAL - GALATI (RO) Capacity: 4,000 m 3 in semipressurised tanks (option to increase up to 8,000m 3 ) Facilities: LNG storage, truck fuelling, vessel bunkering Estimated investment: 17 MEUR SMALL SCALE LNG TERMINAL - CONSTANTA (RO) Capacity: 5,000 m 3 Facilities: LNG storage, (un-) loading of (smaller) seagoing vessels, fuelling of inland vessels and trucks

8 Vorschlag LNG Forcierung in Österreich Ausgangslage: Im Zeitraum bis 2025/2030 keine wirtschaftliche Alternative zu LNG als Ersatz für Diesel im Bereich des Schwerverkehrs Blending / Balancing mit Bio-LNG und technischer Fortschritt bei Fahrzeugen macht CO2 Ziele bis 2030 erreichbar Stark zunehmende Marktakzeptanz - Zuwachs an LNG Trucks: LKW bis zum Jahr 2020 (Markterhebung NGVA 2016) in Europa / OEM mit neuen Modellen bis 480 HP (2016/2017) Wesentlicher Beitrag von NG Fahrzeugen zur Reduzierung von Lärm, NOx und PM insbesondere im städtischen Bereich einziger alternativer Treibstoff mit zeitnaher Wirkung und mit vergleichsweise geringen öffentlichen Förderungen erzielbar Maßnahmen: Einrichten einer nationalen Arbeitsgruppe (Privat Öffentlich / Bund - Länder) Erstellen eines Maßnahmenplans für LNG im Schwerverkehr & NRMM Sicherheit bei der künftigen Besteuerung von Erdgas als Treibstoff (Planungssicherheit Infrastrukturinvestitionen & Fahrzeuge Befristete Initialförderung von Fahrzeugen (öffentlicher Zuschuss zu Kostendifferenz) / Incentives bei Maut /?NOx Fund / Urbane Emissionszonen / Nutzen von EU-Fördermittel Definition und Umsetzung von Pilotprojekten 8
