12 K th European Summer Academy State Aid STATE AID RULES ARE UNDER STRICT CONTROL OF THE EUROPEAN COMMISSION State aid elements are difficult to identify. The very wide definition of State aid causes a high risk, especially for the recipients of support. The challenge for national authorities is to decide which measure requires notification. Failure to notify a measure, which is subsequently found to involve aid, may result in the repayment of aid granted, which can bring drastic consequences for its beneficiary. 13 K-127 Master Class Improving Financial Management, Control and Audit of EU Funds EFFECTIVE FINANCIAL CONTROL AND AUDIT REMAINS CRUCIAL FOR THE CORRECT IMPLEMENTATION OF EU FUNDS IN With the start of the new programming period new regulations and rules regarding financial management, control and audit have been introduced. On the basis of the Common Provisions Regulation, Fund-specific rules as well as delegated and implementing acts EU-Member States have created and set up management and control systems for the European Structural and Investment Funds (ESI Funds) Although many professionals are already experienced in financial management, control and audit issues, the present rules introduce new elements like flexibilities for dealing and reimbursement of costs, drawing up of management declaration and audit of accounts. Anti-fraud and anti-corruption strategies are often not effective enough and damages done to public institutions and their budgets by fraud and corruption can be enormous ranging from financial loss to reduction of organisational performance, reputation, credibility and public confidence.
