Zur Vorgeschichte: SBSTTA, MA und IPCC Das wissenschaftliche Beratungsgremium (SBSTTA = Subsidiary Body on Scientific, Technical and Technological Advice) Anspruch und Wirklichkeit keine unabhängige Beratungsinstanz Vorbereitung der Vertragsstaatenkonferenzen hochgradig politisiert: Verhandlungen um Vorbereitungspapiere Reform dringend erforderlich aber wie? Ausblick drei zentrale und z.t. neue Herausforderungen: Nicht nur Assessments Politikrelevanz und Umsetzung wie erreichen, ohne Unabhängigkeit aufzugeben? wie andere Stakeholder beteiligen, ohne governmental ownership preiszugeben? Einbindung unterschiedlicher Wissensformen wie Qualitätssicherung? Einbindung unterschiedlicher räumlicher Skalen (global bis lokal) nested networks unterschiedlicher Wissenstypen Page 19
