Ein schrittweiser Phase-Down bringt Planungssicherheit und erreicht Ziel Emissionsreduzierung: potenziell 70 Mtonnes CO 2 eq in 2030 Zeit für Innovation und Anpassung von Technologien, Normen, etc. 2. Eine realistische Ausgangsbasis ist unerlässlich Marktwachstum bis 2010 muss berücksichtigt werden 3. Zu ehrgeizige Ziele verhindern eine effektive Reduzierung von Emissionen Heute nicht möglich wegen eingeschränktem Einsatz brennbarer Kältemittel Energieeffizienz und Wärmepumpenwachstum werden beeinträchtigt Schnell steigende Kosten 4. Emissionsreduzierung ist nicht umsonst Volle Umsetzung und Straffung der F-Gase VO ist kosteneffizient Kombiniert mit einem Phase-Down können Kosten über einen längeren Zeitraum verteilt werden 5. Neuabschätzung in 2020 ist erforderlich Technologischer Fortschritt Weiterentwicklung von Normen und Standards 8

10 SKM Phase-Down Study Conclusions (1) Making forecasts over next 20 to 30 years is difficult using products not on the market (e.g. HFO blends) or products in early stages of development (e.g. CO2) Phasing down R404A quickly helps using medium GWP refrigerants is good for the environment if no other alternative currently cost effective Leakage prevention remains a key strategy leakage = 75% of emissions in Scenario A Energy is always of crucial importance 9 80% of total RAC emissions in 2015

11 SKM Phase-Down Study Conclusions (2) Heat pump energy benefits potentially massive 200+ MT CO2 benefit in 2030 compared to approximately 65 MT CO2 for HFC phase down Baselines in NA and EU proposals unfair based on consumption in 2004 to 2008 increases in actual consumption after baseline periods Early availability and commercial development of HFO blends could have an important influence Cost effectiveness in RAC sectors in region of 15 to 25 per tonne saved 10 but this is very sensitive to input assumptions values in range 5 to 50 are possible

12 SKM Phase-Down Study Conclusions (3) Use of reclaimed refrigerant is potentially very important Use of A2L refrigerants very important development of Codes and National Regulations must keep pace with opportunity to use these fluids Refrigeration sectors can make best progress SAC sectors potentially more difficult will probably need to rely on A2L refrigerants market growth rapid, which increases consumption 11
