4 Preface Three nations as guests in Germany: With the Federal Chancellor Fellowship Programme, which is under the patronage of Chancellor Angela Merkel, the Alexander von Humboldt Foundation is sponsoring young prospective leaders from the USA, the Russian Federation and the People s Republic of China. It is thus promoting bilateral exchange with some of Germany s important partner countries. But it is also promoting a very different, very special dialogue: dialogue among young Americans, Russians and Chinese. As a group, the Fellows are sharing a year in Germany, asking questions and discussing issues, and experiencing cultural differences as well as cultural aspects they share. Thus Germany is initiating an exchange linking up future leaders of three nations, and is becoming the hub of a network impacting on the partner countries while simultaneously encompassing them. This brochure presents the group of Federal Chancellor Fellows of the year 2011/2012 to you. The Fellows represent subject areas as diverse as law, political science and economics, communications and media science, town planning, didactics of the German language, theatre and art studies as well as education science. They are conducting research-related projects at universities and research institutions, in cooperation with associations, foundations and federations, businesses and cultural institutions. They are living in Berlin, Hamburg, Bremen, Kiel, Frankfurt am Main, Wiesbaden, Darmstadt, Kassel, Bayreuth, Tübingen, Constance, Essen, Göttingen and Leipzig. 5 Vorwort Drei Nationen zu Gast in Deutschland: Mit dem Bundeskanzler-Stipendienprogramm fördert die Alexander von Humboldt-Stiftung unter der Schirmherrschaft der Bundeskanzlerin Nachwuchsführungskräfte aus den USA, der Russischen Föderation und der Volksrepublik China. Sie fördert so den bilateralen Austausch mit wichtigen Partnerländern Deutschlands. Sie fördert aber auch einen ganz besonderen Dialog: den Dialog junger Amerikaner, Russen und Chinesen. Als Gruppe verbringen die Stipendiatinnen und Stipendiaten gemeinsam ein Jahr in Deutschland. Sie fragen und diskutieren, erleben kulturelle Unterschiede, aber auch Gemeinsamkeiten. Deutschland wird so zum Stifter eines Austauschs, der künftige Führungskräfte dreier Nationen verbindet und zum Knotenpunkt eines Netzwerks, das in die Partnerländer hineinwirkt und sie gleichzeitig umspannt. Vorgestellt wird Ihnen in dieser Broschüre der Jahrgang der Bundeskanzler-Stipendiaten 2011/2012. Die Stipendiatinnen und Stipendiaten repräsentieren so vielfältige Fachbereiche wie Jura, Politik- und Wirtschaftswissenschaften, Kommunikations- und Medienwissenschaften, Städtebau, Didaktik der deutschen Sprache, Theater-, Kunst- und Erziehungswissenschaft. Sie verwirklichen Projektvorhaben an Universitäten und Forschungseinrichtungen, in Kooperation mit Vereinen, Stiftungen und Verbänden, Unternehmen und Kultureinrichtungen. Dabei leben sie in Berlin, Hamburg, Bremen, Kiel, Frankfurt am Main, Wiesbaden, Darmstadt, Kassel, Bayreuth, Tübingen, Konstanz, Essen, Göttingen und Leipzig. Alexander von Humboldt ( ) 6 Die Alexander von Humboldt- Stiftung Die Alexander von Humboldt-Stiftung fördert seit 1953 Wissenschaftskooperationen zwischen ausländischen und deutschen Forscherinnen und Forschern aller Fachgebiete. Nach dem Vorbild Alexander von Humboldts fördert sie den Aufbau eines internationalen Netzwerks der Kooperation und des Vertrauens, in dem hoch qualifi zierte Wissenschaftler und Entscheidungsträger aus aller Welt gemeinsam mit deutschen Fachkollegen Antworten auf aktuelle Fragen an den Grenzen des Wissens suchen. Dem Netzwerk der Alexander von Humboldt-Stiftung gehören mehr als Geförderte aus über 130 Ländern an unter ihnen 44 Nobelpreisträger. Das Bundeskanzler- Stipendienprogramm Das Bundeskanzler-Stipendienprogramm wurde 1990 unter der Schirmherrschaft von Bundeskanzler Helmut Kohl zur Förderung der transatlantischen Partnerschaft zwischen der Bundesrepublik Deutschland und den USA ins Leben gerufen. Im Jahr 2002 wurde das Programm auf Initiative von Bundeskanzler Gerhard Schröder auf die Russische Föderation und 2006 auf Initiative von Bundeskanzlerin Angela Merkel schließlich auf die Volksrepublik China ausgeweitet. Jedes Jahr werden jeweils bis zu zehn Stipendien an Nachwuchsführungskräfte der drei Länder vergeben. Finanziert werden die Bundeskanzler-Stipendien aus Mitteln des Auswärtigen Amts. Die Stipendiatinnen und Stipendiaten repräsentieren ein breites Spektrum von Fächern und Berufsbildern. Einige haben den Weg einer wissenschaftlichen Universitätskarriere eingeschlagen, andere haben Erfahrungen in nichtakademischen Berufsfeldern gesammelt. Alle verbindet, dass sie in ihren individuellen Lebensläufen bereits besonderes Führungspotential bewiesen haben. Es wird erwartet, dass sie in

7 Das Programm der Zukunft in ihrem jeweiligen Tätigkeitsfeld eine führende Position einnehmen werden und als wichtige Botschafter Deutschlands agieren können. Im Rahmen eines einjährigen Aufenthaltes in Deutschland führen die Bundeskanzler-Stipendiaten in Kooperation mit Fachkollegen an einer deutschen Gastinstitution ein selbst gewähltes Projektvorhaben durch. Programmveranstaltungen Ein zentraler Bestandteil des Bundeskanzler- Stipendienprogramms sind Veranstaltungen, die die Stipendiaten mit den aktuellen sozialen, politischen, kulturellen, wirtschaftlichen und historischen Gegebenheiten in Deutschland vertraut machen und zudem die Vernetzung innerhalb der Gruppe sowie mit Multiplikatoren in Deutschland fördern sollen. Bereits einige Wochen vor Beginn ihres Deutschlandaufenthaltes kommen die neu ausgewählten Stipendiaten mit der im Vorjahr zurückgekehrten Stipendiatengruppe in ihrem jeweiligen Heimatland zu einem Vorbereitungs- und Alumnitreffen zusammen. Das Einführungsseminar, das für die Stipendiaten aller drei Länder im September in Bonn und Berlin stattfi ndet, ermöglicht einen ersten umfassenden Einblick in Gesellschaft und Politik, Wirtschaft und Kultur Deutschlands. Im Frühjahr führt eine zweiwöchige Studienreise die Stipendiaten durch Deutschland. Das Programm umfasst auch einen Besuch in Brüssel. Höhepunkt des Stipendienjahres ist das Abschlusstreffen in Berlin mit einem Empfang im Bundeskanzleramt. Förderleistungen Zusätzlich zur fi nanziellen Förderung des einjährigen Deutschlandaufenthaltes gewährt die Alexander von Humboldt-Stiftung Sprachstipendien, die die Geförderten bereits vor Beginn der Arbeiten zur Durchführung des Projektvorhabens beim Erwerb der deutschen Sprache unterstützen. Alexander von Humboldt ( ) The Alexander von Humboldt Foundation The Alexander von Humboldt Foundation has been promoting academic cooperation between foreign and German researchers of all disciplines since In the spirit of Alexander von Humboldt, the Foundation promotes an international network of cooperation and trust in which highly-qualifi ed academics and decisionmakers from all over the world work together with specialist colleagues from Germany to seek the answers to the questions at the very frontiers of our knowledge. The Alexander von Humboldt Foundation s network embraces over 25,000 alumni from more than 130 countries among them 44 Nobel Laureates. The German Chancellor Fellowship Programme The German Chancellor Fellowship Programme was introduced in 1990 under the patronage of Federal Chancellor Helmut Kohl with the aim of promoting the transatlantic partnership between the Federal Republic of Germany and the USA. In 2002, the programme was extended to the Russian Federation on the initiative of Federal Chancellor Gerhard Schröder, and, fi - nally, in 2006 to the People s Republic of China on the initiative of Federal Chancellor Angela Merkel. Each year, up to ten fellowships are awarded to potential leaders from each of the three countries. The German Chancellor Fellowships are funded by the Federal Foreign Offi ce. Fellows come from a broad spectrum of academic fi elds and professional occupations. Some have embarked on an academic career, others have gained professional experience outside the academic context. What is common to all of them is that they have already demonstrated outstanding leadership potential in their careers so far. They are expected to take on 8

9 Th e P r o g r a m m e leading positions in their respective fi elds in the future and to be able to act as important ambassadors for Germany. During a twelve-month stay in Germany, German Chancellor Fellows conduct a project of their own choice in cooperation with specialist colleagues at a German host institution. Fellowship Events Activities that familiarise the fellows with current social, political, cultural, economic, and historical conditions in Germany are one of the essential elements of the German Chancellor Fellowship Programme. They are also designed to promote networking amongst the group as well as with multipliers in Germany. Several weeks before coming to Germany, the newly selected fellows meet the group of returning fellows to take part in a combined preparatory and alumni meeting in their respective home countries. The introductory seminar for fellows from all three countries, which takes place in Bonn and Berlin in September, provides an initial, comprehensive insight into society, politics, business, and culture in Germany. In spring, fellows take part in a two-week study tour of Germany. The programme also includes a visit to Brussels. The highlight of the fellowship year is the fi nal meeting in Berlin with a reception at the Federal Chancellery. The problem is acute in the USA where people use their cars for trips best suited for cycling or public transport. Some cities in Germany have large numbers of residents using public transport, cycling/walking or carpooling instead of using their own cars. Learning how they successfully encouraged this shift to sustainable transport is the focus of this project, which addresses two questions about Germany s success with sustainable transport: First, why did some cities choose to make it a priority and second, which strategies have had the greatest impact? The project will create case studies of cities with a large share of sustainable transport modes using national data sets and the results of user surveys conducted by Michael Amabile. He expects to learn what planning and policy strategies are most successful in encouraging a shift to more sustainable transport and how these programmes are implemented. Mr. Amabile will use these lessons to inform his future work back in the USA and elsewhere. 10

Led by the stage director, the Regietheater approach to opera conceptualisation takes canonical works and updates their setting of time and place. Such productions become more relevant to their audiences and successfully highlight the cultural importance of storytelling through music. The Staatstheater Darmstadt is unique among German opera houses in that all its productions are original creations and not revivals of previously staged works from an extant repertory. As an artist-in-residence, Mr. Cederquist will collaborate with a variety of stage directors to craft new interpretations of classic operas. He plans to adapt these directors individual methods and devise a new system of opera dramaturgy for his own work in the United States and Europe. This contemporary approach to stage direction aims not only to inspire his own artistic collaborators but also to build a new audience for opera in America by reviving opera s importance as a necessary part of American life. 11

On the basis of German theory and practice he will investigate the potential for the former dominant party in a one-party polity to play a positive role in promoting democratic reform; the relationship between the election system and political stability under Chinese context; how to prevent the activities of parties from distorting the constitutional arrangement for the prevention of power centralisation; the dual-edged role of party institutions in the operation of a federal constitution; the appropriate constitutional status for party institutions. Under Professor Karpen s direction, Mr. Cheng s research stay in Germany will contribute to both his theoretical studies and his empirical knowledge, which will be introduced to Chinese science and the public and will support the constitutional transformation of China. 13 Projektdarstellung/Project Summary The adventure playground, an unfamiliar concept to Americans but a common fi xture for Germans, may hold the key to progressive reforms in education curriculum design and urban planning in the United States. Andrew Chu, aided by Martin Sorge and Netzwerk Spiel/Kultur Prenzlauer Berg, will examine the designs and philosophies of Berlin adventure playgrounds to determine their social, developmental, and educational benefi ts for children. Through participant observation and by conducting semi-structured interviews, Mr. Chu seeks to gain insights into the methodology of play occurring at adventure playgrounds and the implications of these sites in a postmodern urban center. In collaboration and consultation with German educators and designers, he will also develop a plan for an American adventure playground. Mr. Chu s research will culminate in a paper to share with Bund der Jugendfarmen und Aktivspielplätze (BDJA) and with the Landesverband Abenteuerspielplätze und Kinderbauernhöfe in Berlin (AKIB), and a concrete design for an American adventure playground. During the same period, different political factions especially Bündnis 90/Die Grünen have questioned what role, if any, nuclear power should play in the continuing transition to renewable energy. As Germans continue to debate this question, Bündnis 90/Die Grünen themselves have arrived at a critical juncture in their history. This research project, which will be completed at Humboldt-Universität zu Berlin, will focus on the historical and current nuclear energy debate in Germany and the role that Bündnis 90/Die Grünen play in it. To study this, John Cooper will examine government reports, newspaper coverage, sources from academia, as well as pursue interviews with key players in the environmental movement and the current nuclear power debate. From this research, Mr. Cooper hopes to fi nd lessons that can inform the nuclear energy debate and environmentalists in Germany and the United States. 14

15 Projektdarstellung/Project Summary Derzeit wird das Thema Klimawandel und Umweltschutz als eine der großen Herausforderungen der Zukunft intensiv diskutiert und daher sollte es auch fester Bestandteil der schulischen Ausbildung sein. Das Projekt beschäftigt sich mit dem Umwelt- und Klimaschutz und richtet sich an Schüler im Alter von 16 bis 19 Jahren in Deutschland und China. Ding Xue wird zu dem Thema unter anderem eine Broschüre für Jugendliche erstellen, Schulungen für Lehrer durchführen sowie Wettbewerbe und Ausstellungen veranstalten. Sie möchte erforschen, wie Jugendliche in China und in Deutschland mit diesem Thema umgehen und welche Bedeutung der Klimawandel in China und in Deutschland für Schüler hat. Das Projekt verfolgt das Ziel, Elemente des deutschen Umweltschutzes nachhaltig in den Stundenplan einiger chinesischer Schulen einzubinden, chinesische und deutsche Schüler für das Thema Klimawandel und Umweltschutz zu sensibilisieren, sie auf mögliche Herangehensweisen aufmerksam zu machen, ihr Umweltbewusstsein zu schärfen und den Austausch unter den Jugendlichen zu fördern. In most cases, it is hardly possible to change the overall culture of a nation in a relatively short time, and that is one of the reasons why many states try to establish innovative communities bringing together inventors, researchers, technology companies, Research and Development departments of transnational corporations, venture capitalists and university students. Germany has been one of the world s most innovative nations for centuries and, therefore, studying the experiences of its innovation centres is especially promising. Specifi cally, Alexey Dolinskiy is interested in researching the culture of Adlershof, which is one of the world s most famous international innovation centres. 16

17 Projektdarstellung/Project Summary As the interface issues between anti-monopoly legislation and Intellectual Property Rights (IPRs) are affecting more parties from developing as well as industrialised countries than ever before, it is very timely for lawyers to conduct relevant research and make comparisons in this cross-disciplinary fi eld. This will provide the legislators as well as the public with useful and feasible information on lawmaking and application. With a focus on the contradiction between IPRs and anti-monopoly policy, the proposed project will try to examine the development of anti-monopoly enforcement in the IP area in the EU and China. It will also compare the differences between the two systems of legislation and their application. The aim is to support lawmaking regarding implementation rules and guidelines in China after analysing the merits and drawbacks of the two different legislative systems on the basis of a comparative study. A further aim is to contribute to the mutual understanding between the EU and China in this regard. The proposal is a response to the need for better guidelines for the development and implementation of high-speed rail stations in California. Ms. Garcia will investigate two major areas for her research in Germany: The overall governance and planning regimes of rail stations in Germany and the integrated land use and transportation planning for successful rail stations in Germany. The research will begin in Berlin, examining the existing high-speed rail stations within the city. These will be analysed at the micro and macro levels in order to understand their local and regional impacts. The aim of her project is that Germany s successful experience in developing large high-speed rail stations will help guide systems planning in California at many levels and better illuminate the ways stations relate to transit users, existing transit systems, and the surrounding urban environment. 21 From Doener to Diploma: An Intimate Look at Education Equity for Turkish Teens Projektdarstellung/Project Summary Nearly 3 million people in Germany possess Turkish heritage, but only a fraction of those have a formal education an especially alarming rate below their native German counterparts. But why? Beyond the statistics there are personal triumphs and tribulations to tell. With support from the Alexander von Humboldt Foundation, Lori Herber seeks to put a face behind those statistics. For her academic research and subsequent journalistic project, Ms. Herber will focus on the Ruhr region, where one in three schoolchildren is of migrant origin. Through a literature review of immigration and education research, she will establish an academic foundation for the implications of education equity; through journalistic interviews and photography, she will provide a platform for those who live the statistics to present their stories. Partnering with the Regionalverband Ruhr (RVR), Ms. Herber will build rapport with fi ve Turkish pupils, documenting their last year of school with audio interviews and portraits as they embark on the next step. For the end product, Ms. Herber will program the interviews and photos into an interactive digital project titled From Doener to Diploma. The project will be shared online by RVR, easily accessible to a wide audience. In September 2010 the German government announced a plan to integrate immigrants by focusing on schools and education, making this documentation timely and relevant. A format featuring real people will inspire the students peers and other youth with or without an immigration background. The project will document the realities of a society many politicians in Germany may not know, thus potentially informing policy. In the end, the project seeks to share a story between one human and another, via a modern form of communication. The appropriate development of Green Supply Chain Management (GSCM) concepts and practices will aid China regarding this issue but there is a gap between the desirability of GSCM and the slow implementation at the aggregate level across Chinese enterprises. On the other hand, European enterprises have adopted strict standards in manufacturing and GSCM has been practised widely. The project aims to study GSCM in German and Chinese enterprises and to fi nd solutions through site visits as well as case studies. The study will focus on industries, which are closely related to the environment, including major manufacturers in both countries. It may formulate suggestions for improving their environmental situations by portraying and comparing differences in GSCM situations in China and Germany. 28 Organisation of Just-in-Time Cargo Transportation from Germany to Russia Projektdarstellung/Project Summary Germany is one of the major Russian partners in foreign trade. A complicated and extremely bureaucratised process of customs clearance in Russia appears to be the main hindrance to conveying goods in the just-in-time mode. This means much higher logistics costs. The problem of overcoming the customs barriers should be considered within the context of re-engineering conventional supply chains, whereby business processes that ensure the effi cient circulation of documents in foreign trade and information sharing with customs authorities in Russia are fi nally developed and implemented. It is an objective of this project to research conventional supply chains, prepare recommendations and a system of interconnected measures to adapt foreign trade business processes to requirements set by customs authorities, including those applicable within the Customs Union, and to develop an effi cient model for controlling chain supplies between Germany and Russia. An effi cient model and techniques for cooperation between foreign trade companies and shipping companies, customs brokers and customs authorities will help to minimise the risk of goods lying idle at customs and sharply reduce logistics costs. The experience of Berlin during the Cold War era as represented in architecture, art, fi lm, literature and other forms of cultural production will be the specifi c material from which to develop a group of art works that explore the distinctions in our physical and social spaces that infl uence identity, psychological experience, and our relationship with our bodies. The most important component of VOM is the centrality of the victim throughout the process. Germany, in particular, is known for its active commitment to implementing VOM programmes. Catherine Salzinger will provide a comparative analysis of German and U.S. VOM programmes by utilising data made available by Tübingen University s VOM database. Extensive fi eld research will also be conducted through interviews with victim and offender participants, as well as interviews with staff, trained mediators and volunteers. Ms. Salzinger will use qualitative methods to assess the German experience alongside previously collected data on juvenile VOM programmes in the United States, including programmes evaluated in her graduate research. Policy recommendations and best practices on future implementation will be presented. Perhaps most signifi cantly, Ms. Salzinger hopes to continue strengthening collaboration between restorative justice researchers and advocates in the United States and the innovative work of top researchers, academics and policy makers in Germany. 30
