If an institutin (rganisatin) submits mre than ne applicatin fr the same target grup and if mre than ne is apprved fr financial supprt, nly the ne with the highest scre will be funded. In case f HE institutins each faculty is cnsidered t be a separate institutin (rganisatin). 2. Applicatins frm institutins, which have an nging mbility prjects within a particular target grup will be cnsidered ineligible. The previus mbility prject must be finalised and frmally clsed by 31st May 2013 at latest. BELGIUM FLEMISH COMMUNITY Prjects aimed at elabratin r implementatin f the ECVET methdlgy in IVT mbility fr secndary schls pupils (10 pints). BELGIUM FRENCH SPEAKING COMMUNITY Applicatins have t be submitted in French r English; if therwise riginal versin + translatin int French BELGIUM GERMAN SPEAKING COMMUNITY 1

2 BULGARIA 1. Each rganisatin may submit nly ne applicatin fr a Lenard da Vinci mbility prject. 2. If the applicant institutin is nt a public rganisatin, and is preregistered under the Trade Register Law, the rganisatin must indicate its Unified Identity Cde (BULSTAT cde). Otherwise the applicant must enclse the fllwing dcuments in additin t the Applicatin frm: A certified cpy f a curt judgment fr registratin r an Article fr assciatin/partnership. A certified cpy f a Certificate f Gd (Crprate) Standing. 3. In 2012 the minimum duratin f mbility perid, per target grup is as fllws: - trainees in initial vcatinal training (IVT) 3 weeks; - peple in the labur market (PLM) 4 weeks; - vcatinal educatin training prfessinals (VETPRO) 1 week. If the requested minimum duratin is nt bserved at applicatin stage, the submitted applicatin will be cnsidered ineligible. CZECH REPUBLIC 1. Only ne applicatin fr Lenard da Vinci Mbility Prjects per CZ institutin (any legal entity registered in the Czech Republic) will be accepted fr the same target grup (IVT, PLM r VETPRO). If an institutin submits mre than ne applicatin in the same target grup, the Natinal Agency will ask the applicant t chse nly ne and withdraw the rest f them. Shuld the applicant fail t d it in the time limit set by the Natinal Agency, the Natinal Agency will randmly select nly ne f the submitted applicatins that will be assessed.in 1. The pririty will be given t institutins that did nt receive a Lenard da Vinci Mbility grant within the Lifelng Learning Prgramme (Calls ); POINTS: 7 2. The pririty will be given t prjects submitted by institutins that are based in Karlvy Vary, Pilsen and Suth Bhemian Regins; POINTS: 4 3. If an applicatin is drafted in anther language than English r Danish, the applicant must submit bth the riginal applicatin and a translatin int English r Danish. If the applicatin is nt translated int Danish r English it will be rejected due t eligibility criteria. GERMANY 1. Begrenzung vn Teilnehmern und Reduzierung vn Punkten Die Anzahl der Teilnehmer je Prjektantrag kann begrenzt werden bei: a) einem deutlichen Überhang der förderfähigen Prjekte, Extra pints will be awarded t: New applicants ( 2 pints) Prjects invlving practical training fr IVT students (2 pint) Prjects with placements lasting mre than 4 weeks (2 pints) 1. ECVET, Zielgruppe IVT, 10 Punkte Die natinale Prirität sll die Einführung des eurpäischen Leistungspunktesystems in der beruflichen Bildung (ECVET) unterstützen. Insbesndere flgende Elemente des ECVET sllen dabei gemeinsam mit dem Prjektpartner erprbt werden: b) bei einer deutlichen Nichtausschöpfung der Mittel (>20%) in vrangegangenen abgeschlssenen Prjekten des Antragstellers und Identifikatin und Festlegung vn Lernergebnis-Einheiten Beschreibung vn Lernergebnissen nach den Deskriptren des EQF 3

4 c) bei neuen Prjektträgern die nch keine gute Past-Perfrmance nachweisen können (IVT und PLM max. 40 TN, VETPRO max. 20 TN). Die Punktzahl der gemittelten Bewertung kann reduziert werden, wenn ähnliche Prjekte des Antragstellers in der gleichen Zielgruppe mit deutlichen Mängeln abgeschlssen wrden sind (negative past perfrmance) und diese Mängel für die Fachgutachter auf der Grundlage des Antrags nicht ersichtlich gewesen sein knnten. 2. Plprjekte Im Rahmen vn Pl-Prjekten werden individuelle Auslandsaufenthalte für einzelne Teilnehmer/-innen gefördert. Auch Einzelpersnen erhalten s Zugang zum Prgramm. Sie ermöglichen insbesndere KMU indirekt am Prgramm zu partizipieren, indem sie ihren Auszubildenden individuelle Mbilität über Plprjekte ermöglichen. Pl-Prjekte müssen flgende Kriterien erfüllen: Bundesweite Zugänglichkeit mit einem einheitlichen und dkumentierten Bewerbungs- und Auswahlverfahren für alle Interessierte Ausschreibung aller geförderten Teilnehmerplätze Individuelle Vermittlung Individuelle Ausreisetermine Individuelle Praktikumswahl entweder vermittelt über das Partnernetzwerk der durch Teilnehmer/in selbst rganisierter Praktikumsplatz Vrbereitung wahlweise Individuelle Kursteilnahme der Angebten durch das Partnernetzwerk Einhaltung der Qualitätsstandards für Pl-Prjekte (s. Website der NA-BIBB) Die individuelle Mbilität verursacht einen erhöhten Aufwand in der Vrbereitung und Vermittlung der Teilnehmer/-innen. Prjekte in diesem Bereich erhalten daher unabhängig vn der Dauer des Auslandsaufenthalts Bewertung vn Lernergebnissen Dkumentatin vn Lernergebnissen im Eurpass Mbilität nach den Deskriptren des EQF Vraussetzung für die Erprbung vn ECVET-Elementen und die Förderung im Rahmen dieser Natinalen Prirität ist die Vereinbarung und Unterzeichnung eines Memrandum f Understanding mit mindestens einem Partner der Abschluss einer individuellen ECVET-Lernvereinbarung mit diesem Partner / den Partnern zum Zeitpunkt der Antragstellung und den Lernenden vr Beginn des Auslandsaufenthalts. Für das Memrandum f Understanding swie für die ECVET Lernvereinbarung sind die zur Verfügung gestellten Vrlagen zu nutzen (s. Hmepage der NA-BIBB). Das Memrandum f Understanding swie die ECVET Lernvereinbarung sind vllständig auszufüllen und zusammen mit der Papierversin als Anlage des Antrags einzureichen. Aufgrund des erhöhten Aufwandes erhalten Prjekte im Rahmen dieser Prirität den erhöhten Satz für die Organisatin der Mbilität. 2. Duales System, Zielgruppe IVT, 10 Punkte Prjekte für Auszubildende aus dem Dualen System werden auf der Grundlage der eurpäischen und natinalen Priritäten mit Vrrang gefördert, um eine angemessene Repräsentanz in der Aktin sicher zu stellen. Alle Teilnehmer/-innen müssen sich in einer dualen Ausbildung (nach BBiG der HWO) mit entsprechendem Eintrag des Ausbildungsverhältnisses bei der zuständigen Stelle befinden. 3. Neue Antragsteller, Zielgruppen IVT, PLM und VETPRO,10 Punkte Ziel der Ausschreibung ist es neue Antragsteller zu gewinnen und ihnen bei der Erstantragstellung eine gute Förderchance einzuräumen. Gegenstand der Prirität sind alle Anträge vn Prjektträgern, die im Rahmen des Prgramms für Lebenslanges Lernen (seit der Antragsrunde 2007) keine Prjektförderung im Rahmen der 4

5 eine erhöhte Pauschale für die Vrbereitung der Teilnehmenden und die Organisatin der Mbilität. 3. Einreichung vn Anträgen: Die Anträge müssen über die Online-Antrags-Datenbank MultiPass in deutscher der englischer Sprache erstellt werden. Bis zur Antragsfrist muss der Antrag elektrnisch übermittelt sein und der unterschriebene Originalausdruck per Pst an die Natinale Agentur geschickt werden (Pststempel). Die Datenbank ist unter zu erreichen. Aktin LEONARDO DA VINCI Mbilität erhalten haben. 4. Inklusin, Zielgruppe IVT, 10 Punkte Die natinale Prirität Inklusin fördert die Teilnahme vn Persnen mit besnderem Förderbedarf an der Aktin LEONARDO DA VINCI Mbilität. Es sll die Anzahl der Prjekte erhöht werden, die insbesndere die flgenden Ziele verflgen: Inklusive/ integrative Mbilitätsknzepte umsetzen (gemischte Teilnehmenden-Gruppen) Zielgruppenspezifische Mbilitätsknzepte umsetzen (hmgene Teilnehmenden- Gruppen) Den Kmpetenzzuwachs der Teilnehmenden durch den Auslandsaufenthalt für die Vermittlungsstrategie in den Arbeitsmarkt knkret nutzen Vraussetzung für die Vergabe der Zusatzpunkte und die erhöhte Förderung in den Bereichen Organisatin der Mbilität und Vrbereitung der Teilnehmenden: Knzeptinelle Beschreibung der inklusiven der zielgruppenspezifischen Prjektumsetzung mindestens 50% der Teilnehmenden haben einen besnderen Förderbedarf Inhaltliche Anfrderungen, anrechenbare Berufsausbildungsgänge mit besnderem Förderbedarf und Hinweise zum Antrag finden Sie in den Erläuterungen zur Natinalen Prirität Inklusin (s. unter Antragstellung 2013). IRELAND ESTONIA 5

6 GREECE 1. A maximum f three applicatins per rganisatin/institutin will be accepted. If an rganisatin/institutin submits mre than three applicatins, all applicatins will be cnsidered ineligible. 2. A maximum f 30 participants per applicatin will be accepted by rganizatins already funded with a LdV grant. 3. A maximum f 15 participants per applicatin will be accepted by rganizatins that have never been funded with a LdV grant. Extra pints will be awarded t mbility prjects that: 1. Fcus n the develpment f prfessinal skills f nn-specialised emplyees. (3 pints) 2. Invlve bdies frm remte reginal areas, specifically frm Vri Nti Aigai, Inia Nisia, Ipeirs, Anatliki Makednia and Thraki (2 pints) 3. Reinfrce the emplyability and the reintegratin int the labur market f yung unemplyed peple. (6 pints) 4. Invlve individuals frm disadvantaged scial grups (special needs, immigrants, minrity grups). (1 pint) 5. Are submitted by enterprises, mst imprtantly by small-medium enterprises (SME s) (3 pints) SPAIN 1. Only 1 applicatin fr LLP Mbility per institutin and target grup will be accepted fr funding, except fr reginal ministries, fr which up t tw applicatins per target grup will be accepted. If an institutin submits mre than the maximum number f applicatins stated abve, the lwer scred in the evaluatin will be discarded. 2. A maximum f 30 participants will be awarded fr rganisatins that have nt previusly btained funding under the Lenard Mbility Prgramme. Experienced rganisatins, with a gd capacity and prven gd quality perfrmance in the past, will be eligible t be awarded a 6

7 maximum f 100 Lenard participants in ttal (excluding thse rganisatins that have been awarded a Mbility certificate). 3. A reductin f mbilities r rejectin f the prpsal will be agreed by the Evaluatin Cmmittee fr applicants with a lw percentage f achievement f mbilities in past calls, r fr applicant institutins with similar past prjects under the same grup bjective, which have prved t have clear insufficient/pr results. FINLAND 1. Transparency and recgnitin f learning utcmes thrugh pilting f ECVET 2. Quality f mbility perids 3. Equal pprtunities fr all 4. New skills fr new jbs 5. The changing rle f teachers and trainers Each pririty is equal weight. An applicatin can be awarded a maximum f 10 extra pints, als if a prpsal relates t several pririties. FRANCE ITALY An rganisatin may submit nly ne applicatin as prject prmter in each f the mbility actins (IVT, PLM, VETPRO), while it can participate as a partner t ther applicatins, even in the same actin where it submitted an applicatin as prmter. If mre applicatins are submitted by the same prmter in the same actin, all prpsals submitted by that prmter are cnsidered ineligible. Fr the purpse f applying this criterin, the rganisatinal sub-structures f a same rganisatin - even when having 1. Pririty is given t prjects aimed at "Transnatinal placements in enterprises r in training rganisatins fr peple n the labur market" (PLM), particularly yung peple, emphasizing learning practices in the wrkplace, in rder t fster emplyability. This culd als be an pprtunity t reflect upn bth different methds and n the arrangements made fr the recgnitin f Learning Outcmes. (Maximum 5 pints) 2. Pririty is given t thse applicatins whse partnership invlve actively rganisms cming 7

8 rganisatinal and financial autnmy with respect t the rganisatin they belng t (e.g. departments f the same university, administrative districts f a municipality) - are nt cnsidered as separate subjects with respect t the rganisatin itself. frm at least tw macr-land areas f the cuntry (e.g. Nrth-Centre-Suth and Islands). (Maximum 0.50 pints) 3. Pririty is given t the applicatins that envisage the invlvement f prmting/sending rganisatins frm the Suth f Italy. (Maximum 0.50 pints) 4. Pririty is given t thse applicatins whse partnership invlve SMEs and scial partners, as suggested in the Cmmissin Cmmunicatin "Think Small First (Small Business Act fr Eurpe, ) and the next Eurpean Parliament reslutin f 10/03/2009, which asks fr plicies, guidance and cnduct f the Member States designed t encurage SMEs grwth. (Maximum 0.50 pints) The prpsals submitted, taking int accunt the criteria f pririty fr mbility, can achieve the maximum f additinal pints in relatin t each pririty given. CYPRUS 1. The maximum LdV Mbility grant amunt that can be awarded is 100,000 Eur per beneficiary rganisatin. 2. The NA applies a ceiling n travel csts per cuntry f destinatin. 3. Applicatins withut a letter f intent and a Training prgramme frm the Hst Organisatin will be cnsidered ineligible. In case the Hst is an intermediary rganisatin, the rganisatin(s) prviding the training must be indicated in the letter f intent, as well as in the training prgramme(s) 1. Applicant rganizatins, which have nt received an LdV Mbility grant during the last 3 years, will be awarded with 5 pints n tp f their ttal quality assessment scre f their submitted applicatin. 2. Pririty t IVT prjects (10 pints) 3. Pririty t prjects invlving yung graduates, withut previus wrking experience, as well as unemplyed peple (10 pints) Nte. A prject cannt be awarded with mre than 15 pints. LATVIA Only ne Lenard da Vinci mbility applicatin per rganisatin per actin (IVT, PLM, VETPRO) will be accepted. LITHUANIA 8

9 1. Only ne Lenard da Vinci Mbility applicatin per institutin per target grup (IVT, VETPRO and PLM) culd be granted. Organisatin can submit n mre than tw Lenard Mbility applicatins per target grup (IVT, PLM and VETPRO), hwever maximum f 3 Lenard Mbility prjects will be eligible fr funding per rganisatin. If an rganizatin submits mre than 2 applicatins per target grup (IVT, PLM, VETPRO), the NA will ask it t indicate which 2 prjects they want t enter evaluatin. 2. The grant fr ne mbility prject shuld nt exceed EUR. If the prject partnership invlves mre than 4 sending partners, the grant can be up t EUR. 3. N mre than 15 participants per visit will be accepted in VETPRO and PLM prjects The Mbility prjects, which are applied by vcatinal educatin and training institutin* that has nt previusly received funding f the Lifelng Learning prgram (since 2007.) additinal 3 pints. applicant rganisatin is a vcatinal educatin and training institutin, which has nt received a Lenard Mbility grant since Only institutins registered as vcatinal educatin and training institutins at the Register f Institutins f Science and Training f the Ministry f Educatin and Science ( wuld be given additinal pints. (3 pints) 2. Mbility prjects with nt less than 4 sending partners, which participatin in prject is equivalent - equal r similar number f participants frm partners rganizatinsprjects with nt less than 4 sending partners (2 pints) 3. PLM prjects fr the unemplyed graduates wh were graduated frm vcatinal schl, cllege r university n mre than 2 years befre the placement perid and d nt study in any educatinal institutin. Additinal pints will be given t the PLM prjects which applicants are an educatinal institutins, Chambers f Cmmerce, Industry and Crafts, Chamber f Agriculture, emplyers' assciatin (unins, cnfederatins, etc.)., Labr exchange ffices. (5 pints) LUXEMBOURG 1. Each rganisatin/institutin cannt have mre than three nging Eurpean LLP prjects (applicable fr Cmenius, Grundtvig and Lenard da Vinci Partnerships, Grundtvig Wrkshps, Senir Vlunteering Prjects, Lenard da Vinci Mbility and Transfer f Innvatin Prjects). 2. Fr nn public bdies: Only rganisatins which have been existing fr at least 3 years ( registered in the Mémrial ) and which have the financial capacity as well as the peratinal capacity are eligible. HUNGARY 9

10 1. Target grup f IVT: 1.1. The percentage f scially disadvantaged participants is significant (minimum 20%) in the prject; (max 10 pts) In line with the prprtin f scially disadvantaged participants in the prject, applicants can get 5-10 pints (the rating system is available n the NA website) The percentage f participants learning in prfessins stated as shrtage fr the 2012/13 schl year in the fficial reprts f the Reginal Develpment and Training Cmmittees is minimum 40%. [link t be published]. (5 pts) 2. Target grup f PLM: 2.1. Mbility prpsals - submitted in by labur rganizatins (labur centres, reginal training centres, NGOs prviding help with the (re)integratin f unemplyed persns) - facilitating the participatin f permanently unemplyed in transnatinal placements (min. 50% f the participants). (5 pts) 3. Target grup f VETPRO: The cre bjective f the prpsal is studying the best practices f integrated educatin f pupils with special learning needs; (5 pints); (5pts) 3.2. Thse applicatins where the partners intend t test r implement ECVET. (10 pts) 4. In case f every target grup: 4.1. Prjects submitted by prmters having had n apprved Lenard mbility prject either in LdV first and secnd phase r in the LLP first phase. (5pts) 4.2. Prjects carried ut in the active cperatin f minimum 3 Hungarian institutins, ne f them being an emplyer prviding apprenticeship and the participants invlved in mbility are frm all f these cperating institutins. (5pts) MALTA - The prpsal has t cmply with the minimum duratin accrding t the actin type i.e. IVT and PLM (minimum 2 weeks) and VETPRO (minimum 1 week). - Fr nn public bdies requesting a grant exceeding 25,000 (twentyfive thusand) Eur, a cpy f the fficial accunts fr the mst recent 1. The use f ICT fr VET purpses 2. T prmte a mre entrepreneurial culture and create a supprtive envirnment fr SMEs 3. Pririty will be given t prjects addressing the enhancement f the emplyability f persns frm underrepresented and r underprivileged grups 10

11 financial year fr which accunts have been clsed is t be added t the applicatin frm. - The applicant is requested t prvide a filled-in Financial Identificatin sheet with the institutin s bank accunt details. This sheet has t be presented with the applicatin frm. NETHERLANDS 1. One applicatin per rganisatin per target grup is accepted, leading t a maximum f 3 prjects per call (1 VETPRO, 1 IVT, 1 PLM). If an rganisatin submits mre than 2 applicatins, the NA will ask it t indicate which prjects they want t enter selectin. If the rganisatin des nt reply, the NA will select tw applicatins at randm and reject the rest. An exceptin is being made fr prjects fcussing n scial inclusin. 2. Fr IVT and VETPRO, there are limitatins t the grwth f the budgets. The budget cannt grw mre than a certain percentage based n a calculatin f the amunt granted in the applicatins f the last 4 years. Applicants are ntified f their maximum budget in a timely manner. The exact frmula is als published in the handbk fr Mbility Prjects with n earlier applicatins and VETPRO prjects with an average belw have t start with a small prject (<25.000). 3. IVT minimum duratin is 3 weeks, except in cases f special needs. AUSTRIA All natinal pririties carry the same weight: - Prjects that d nt address any natinal pririties shall receive 0 pints - Prjects addressing ne natinal pririty shall receive 5 pints - Prjects addressing tw r mre natinal pririties shall receive 10 pints 1. Experimentatins with ECVET in mbility. Fr VETPRO applicatins this means that teachers and staff will wrk with partners abrad t prepare ECVET implementatin, describing learning utcmes, cmparing and agreeing abut assessment etc. Fr IVT this means that students participate in (testing) ECVET mbility.(4 pints) 2. Further prfessinalizatin f teachers with regards t the links with the wrld f wrk in relatin t Vcatinal and educatinal training especially placements in accredited cmpanies in VETPRO prjects (4 pints) The maximum number f extra pints is 8 in ttal. Each criterin will be assessed separately In dept infrmatin fr applicants twards the Natinal pririties will be prvided by the NA website and in Natinal Handbk Mbility Call Längerfristige Auslandspraktika für Persnen in der beruflichen Erstausbildung (IVT Schüler und Lehrlinge) Besnders begrüßt werden Mbilitätsprjekte, die mindestens dreimnatige Auslandspraktika für Schüler und/der Lehrlinge vrsehen. Der Einsatz des Transparenzinstruments EUROPASS Mbilitätsnachweis zur Dkumentatin vn Auslandsaufenthalten gilt als ein zusätzliches Merkmal für die Qualität vn Mbilitätsprjekten. Die Verwendung innvativer Methden der Anrechnung und Anerkennung der im Rahmen der Auslandsaufenthalte erzielten Lernergebnisse, wie z. B. auf der Grundlage vn ECVET (Kreditpunktesystem für die Berufsbildung), ist dabei erwünscht. Der Aufenthalt muss in diesem Zusammenhang als integraler Bestandteil der Ausbildung im Inland anerkannt werden. 11

12 Diese Anerkennung ist zwischen Entsende- und Aufnahmeeinrichtung im Vraus verbindlich schriftlich zu vereinbaren und den Schülern und/der Lehrlingen ebens verbindlich zu garantieren. Besnders begrüßt im Rahmen dieser Prirität werden auch slche Mbilitätsprjekte, welche zur Verbesserung der Chancengerechtigkeit vn Jugendlichen mit Migratinshintergrund im österreichischen Berufsbildungssystem beitragen. 2. Auslandspraktika für Lehrlinge Besnders begrüßt werden Mbilitätsprjekte, die Auslandspraktika für Lehrlinge vrsehen. Die Prjektanträge können vn Unternehmen, Bildungseinrichtungen und snstigen Institutinen gleichermaßen eingereicht werden. Der Einsatz des Transparenzinstruments EUROPASS Mbilitätsnachweis zur Dkumentatin vn Auslandsaufenthalten gilt als ein zusätzliches Merkmal für die Qualität vn Mbilitätsprjekten. Besnders begrüßt im Rahmen dieser Prirität werden auch slche Mbilitätsprjekte, welche zur Verbesserung der Chancengerechtigkeit vn Jugendlichen mit Migratinshintergrund im österreichischen Berufsbildungssystem beitragen Natinale Prirität 1: Max. 5 Punkte Natinale Prirität 2: Max. 5 Punkte POLAND 1.
