2 Projektinformation Titel: Projektnummer: Projekttyp: Jahr: 2010 Status: Land: Marketing Text: Förderung von Einsatz freier Software in den Baltischen Staaten LV1-LEO Innovationstransfer abgeschlossen LV-Lettland Das Hauptziel des Projekts ist die Ausarbeitung eines Schulungsprogramms zur Schulung im Bereich IKT-Tools der freien Softwares, Entwicklung von E-Learning, ECDL-Test-Paket sowie die Durchführung einer Schulung zu freier Software in Lettland, Litauen und Estland. Zusammenfassung: Das zu lösende Hauptproblem ist der Mangel an aktualisiertem und einfach anwendbarem Schulungskurs zu freier Software (kurz FSW, engl. free software) sowie Mangel an Informationen zum Einsatz und zu den Möglichkeiten dieser Softwares. Die FSW haben in den letzten Jahren eine rasche Entwicklung erlebt und bieten heute so viele und so gute Möglichkeiten wie komerzielle Softwares. Freie Softwares reduzieren die Kosten und können sowohl im Geschäfts- als auch Unterhaltungsbereich eingesetzt werden. Die Anwendung von offenen Standards garantiert eine vollständige finanzielle Unabhängigkeit von Softwareherstellern, was insbesondere im Kontext der Wirtschaftskrise von Bedeutung ist. Die Ziele des Projekts umfassen die Steigerung der Kenntnis von FSW-Lösungen als Alternative zu kommerzieller Software in den Baltischen Staaten und die Verbesserung von Fähigkeiten und Fertigkeiten der FSW-Benutzer, die freie Software für private oder geschäftliche Ziele einsetzen. Ein weiteres Ziel ist es, die IKT-Ausbildung allgemein zugänglich für alle zu machen, die sie benötigen: Studenten, Arbeitslosen, lebenslange Lerner, Menschen mit besonderen Bedürfnissen. Durch die Entwicklung von innovativen Lösungen für alternative Lernsoftwares soll das Projekt darüber hinaus die IKT-Ausbildung in den Baltischen Staaten und die Anpassung dieser Ausbildung an die Bedürfnisse der Arbeitgeber verbessern. Zu der Durchführung des Projekts werden Nichtregierungsorganisationen (NGOs) und Fachunternehmen herangezogen, die im Bereich Anwendung, Förderung, Schulung und Entwicklung der IKT- und FSW-Programme spezialisiert sind, sowie weitere leitende Institutionen der IKT-Branche in Lettland. Greifbares Ergebnis und immaterielle Ergebnisse des Projekts: Als das wichtigste Ergebnis wird ein FSW-Bildungsprogramm in Übereinstimmung mit internationalen Standards für die IKT-Bildung (ECDL - European Computer Driving License) geplant. Das Programm wird unter anderem Grafikübungen und E-Learning umfassen und so gestaltet werden, dass es den Anforderungen der Arbeitgeber in den Baltischen Staaten entspricht. Als Basis soll die jeweils modernste FSW dienen (mit einer leicht durchführbaren Aktualisierung). Das Programm wird frei zugänglich sein und es wird die Möglichkeit einer freien Anpassung je nach Bedürfnissen und Wünschen der Bildungs- bzw. Schulungsinstitution bieten. Des Weiteren wird eine auf Video-Training basierende E-Learning-Plattform geplant, um sicherzustellen, dass jede interessierte Person mit dem Programm leicht und unkompliziert umgehen und sich eigenständig als Selbstlerner auf den ECDL-Test vorbereiten kann. Im Rahmen des Projekts erfolgt die Schulung von Lehrern un Angestellten der Institutionen für berufliche Aus- und Weiterbildung in Lettland und die Schulung von Studenten und Arbeitslosen in 3 Baltischen Staaten. Beschreibung: Main activities of the Project: 1.Management to ensure the Project implementation and coordination according to the Project plan. 2.Research best practices from the Baltic States about FSW were collected to ensure relevant and effective project results. The situation was analyzed in Latvia, Lithuania and Estonia regarding FSW. Additionally, this activity explored hindering factors in usage of FSW and the needs of employers for ICT education of their employees. The research results were used in Education programme. 3.Education programme consists of 3 sections. The first one is for ICT users with basic ICT knowledge about OpenOffice.org and Linux Ubuntu. This material consists 2

The two following sections e-learning course development and teaching with Moodle and mastering graphic with GIMP are prepared for users with more advanced ICT skills. All materials are available in Latvian, Lithuanian, Estonian and English. 4.E-learning course development for ECDL on OpenOffice.org and Linux Ubuntu platform. The work was done in Latvia at first and was used as a basis for work in Lithuania and Estonia. E-learning course is available for self-learning in Latvian, Lithuanian and Estonian. 5.Training and online training. Pilot-trainings were held in Latvia, Lithuania and Estonia for ECDL on OpenOffice.org and Linux Ubuntu, e-learning course development and teaching with Moodle and mastering graphics with GIMP. Online training was available in all Baltic countries particularly for unemployed people and people with special needs in Latvia. 6.ECDL testing suite development. Available in Latvian, Lithuanian and Estonian for successful pass of ECDL exams and for each module 4 variants of tests were developed. ECDL exams are authorized in Latvia and Estonia. 7.Dissemination activities and Final conference to present project results and good practice as well as award of ECDL certificates.
