3 IV Abstract The rise of Internet of Things applications has important socio-technical implications for organisations. Internet of Things applications can create completely new scenarios of use, including also benefits and challenges for organisations. While most research on the Internet of Things has been about the development of the technology and the identification of business benefits, less is known about the relation between the Internet of Things and accountability. Organisations see much potential of Internet of Things applications to respond to increasing accountability demands. In contrast, specific approaches for designing Internet of Things applications to realize this potential are lacking. To address this research gap, this thesis addresses the relation between accountability and Internet of Things applications in detail with a theoretical framework and a design approach for managing accountabilities. First, a theoretical framework is developed to study the relation between accountability, control capabilities and capacities of Internet of Things applications. A multi-dimensional concept of accountability, with the three dimensions visibility, responsibility and liability is introduced. Required control capabilities, namely transparency, predictability and influence to satisfy accountabilities are outlined. Subsequently it is discussed how accountabilities and control capabilities are related to the capacities of an Internet of Things application to automate, informate and transform work activities. Second, building on the theoretical framework, a method for prospectively designing controllable accountabilities is developed. The method builds on the core design principle that an actor s accountabilities need to be aligned with an actor s control capabilities. Third, a toolbox on how to manage organisational issues of Internet of Things technologies in the early stage of technology development is developed. The toolbox builds on socio-technical systems design and consists of

4 V three tools: the work process tool, which supports the description of envisioned work processes, the work system tool, which manages the alignment between an Internet of Things application and a self-regulated work system, the human controllability tool, which analyses how an individual worker s capability to fulfil his or her responsibilities is enabled or constrained with the Internet of Things application. The empirical bases of the thesis are three case studies. Qualitative interviews were conducted and participant observations done for the identification of organisational issues of relevance for Internet of Things applications. In a field trial, the design method and the toolbox were applied and tested. The presented thesis contributes to and has implications for theory and practice. The thesis shows the value of studying accountabilities and control capabilities of actors to learn about the consequences of Internet of Things applications for organisations. The thesis contributes to the on-going debate on benefits and risks of Internet of Things technologies in organisations. It offers a theoretical framework to study benefits and challenges of Internet of Things applications to enable the fulfilment of accountabilities. It provides a design method and a toolbox allowing designers and involved stakeholders to address organisational issues during the early stage of technology development. And finally, the thesis makes clear that accountability and other organisational issues need to be addressed from the onset of technology development to guarantee the fulfilment of hoped benefits and to avoid difficulties once the technology is deployed in an organisation.

5 VI Zusammenfassung Die zunehmende Verbreitung von Anwendungen im Bereich des Internets der Dinge hat wichtige sozio-technische Implikationen für Organisationen. Das Internet der Dinge kann zu völlig neuen Szenarien führen. Dies kann Vorteile haben, bietet aber auch Herausforderungen für Unternehmen. Der grösste Teil der Forschung über das Internet der Dinge konzentriert sich auf die technische Entwicklung und die Identifikation des betriebswirtschaftlichen Nutzens. Weit weniger Forschung gibt es über das Verhältnis zwischen dem Internet der Dinge und Verantwortlichkeiten ( Accountability ). Unternehmen sehen ein grosses Potential im Internet der Dinge um auf zunehmende Forderungen von Verantwortlichkeit zu reagieren. Es fehlen dazu jedoch Ansätze zur Gestaltung von Anwendungen, welche es ermöglichen würden, ein solches Potential zu realisieren. Diese Dissertation schliesst diese Forschungslücke mit einem neu entwickelten Theorieansatz zur Analyse von Verantwortlichkeiten im Zusammenhang mit Internet der Dinge Anwendungen. Zusätzlich wird eine Designmethode zum Gestalten des Verhältnisses zwischen Verantwortlichkeiten und Internet der Dinge Anwendungen entwickelt. Erstens wird ein theoretisches Modell zur Analyse von Verantwortlichkeiten, Kontrollmöglichkeiten und technischen Kapazitäten von Internet der Dinge Anwendungen vorgestellt. Ein mehrdimensionales Konzept für Verantwortlichkeiten mit den Dimensionen Sichtbarkeit ( Visibility ), Zuständigkeit ( Responsibility ) und Haftbarkeit ( Liability ) wird eingeführt. Kontrollmöglichkeiten, namentlich Transparenz, Vorhersehbarkeit und Einfluss, zur Befriedigung von Verantwortlichkeiten werden dargestellt. Zweitens wird diskutiert, wie Verantwortlichkeiten und Kontrollmöglichkeiten verändert werden durch die Möglichkeit der Automatisierung, Informatisierung und Transformation von

6 VII Tätigkeiten mittels einer Internet der Dinge Anwendung. Aufbauend auf dem theoretischen Modell wird eine Designmethode zur prospektiven Gestaltung von kontrollierbaren Verantwortlichkeiten ( controllable accountabilities ) vorgestellt. Die Designmethode basiert auf der Grundannahme, dass die Verantwortlichkeiten eines Akteurs an seine Kontrollmöglichkeiten angepasst sein müssen. Drittens wird eine Toolbox eingeführt zur Gestaltung von Organisationsaspekten die durch eine Internet der Dinge Anwendung beeinflusst werden könnten. Die Toolbox erlaubt es bereits in der Frühphase der Entwicklung einer neuen technischen Innovation Organisationsaspekte zu berücksichtigen. Sie baut auf bestehenden sozio-technischen Ansätzen auf und besteht aus drei Tools. Erstens, einem Tool zur Arbeitsprozessanalyse ( work process tool ), welches die detaillierte Beschreibung von zukünftigen Arbeitssprozessen ermöglicht. Zweitens, einem Tool zur Arbeitssystemanalyse ( work system tool ), welches die Passung zwischen einer Internet der Dinge Anwendung und einem selbstregulierten Arbeitssystem analysiert. Drittens, einem Tool zur Analyse der Kontrollmöglichkeiten ( human controllability tool ), welches analysiert, wie die benötigten Kontrollmöglichkeiten zur Erfüllung der Verantwortlichkeiten eines Mitarbeiters mittels einer Internet der Dinge Anwendung ermöglicht oder beschränkt werden. Die empirische Grundlage der Arbeit sind drei Fallstudien. Es wurden qualitative Interviews und teilnehmende Beobachtungen durchgeführt, um zentrale Organisationsaspekte zu identifizieren, die durch eine Internet der Dinge Anwendung verändert werden können. Beide entwickelten Designmethoden wurden im Rahmen eines Feldtestes eines Internet der Dinge Prototypen angewendet und evaluiert. Die vorliegende Arbeit leistet einen Beitrag zur Theorie und Praxis der Gestaltung von sozio-technischen Systemen. Die Arbeit zeigt wie wichtig es ist,

7 VIII Verantwortlichkeiten und Kontrollmöglichkeiten von Akteuren bereits in der Frühphase der Technikentwicklung zu analysieren, um potentielle Konsequenzen für Organisationen zu verstehen und zu gestalten. Die Arbeit trägt bei zur Diskussion über Vorteile und Risiken von Internet der Dinge Anwendungen für Organisationen. Ein theoretisches Modell wird zur Verfügung gestellt, um Vorteile und Herausforderungen von Internet der Dinge Anwendungen zur Erfüllung von Verantwortlichkeiten zu verstehen. Zwei Designmethoden ermöglichen beteiligten Entwicklern und Interessengruppen organisationale Aspekte bereits in der Frühphase der Technikentwicklung anzugehen. Schliesslich macht die Arbeit deutlich, dass Verantwortlichkeiten und andere organisationale Aspekte schon zu Beginn einer neuen technologischen Entwicklung berücksichtigt werden sollten, um bei Einsatz der Technologie in einer Organisation erhoffte Vorteile zu realisieren und Schwierigkeiten zu vermeiden.
