5 Viele Gründe für Protestwahlen Einkommensungleicht. Beschäftigung in bestimmten Sektoren. Insgesamt können sozioökonomische Faktoren eine Menge erklären. Aber R2 nicht 100%, d.h. viel wird über Identitätsfragen, kulturelle Faktoren etc erklärt. Wie sieht es in Deutschland aus?

12 Wahl in Deutschland Eine der entscheidenden Faktoren für die AfD Wahl ist es, ob man im Osten oder Westen Deutschlands lebt. Der Osten und der Westen sind weiterhin sehr unterschiedlich was soziökonomische Faktoren angeht. Wird dies hinreichend in der deutschen politischen Debatte und den Koalitionsverhandlungen berücksichtigt?

15 Better delivery of policies builds output legitimacy Dustmann et al (2017) analyse the causes and remedies for Europe s trust deficit and conclude: 1. The same factors associated with negative attitudes toward European integration age, cohort, education and residence also explain a pessimistic attitude towards globalisation. 2. Improved macroeconomic conditions would help to restore trust in national political institutions and (to a lesser extent) trust in the EP. While it would not make a large difference to electoral and political support for the EU 3. It wouldn t hurt either (e.g completing the EU single market). Two sources of democratic legitimacy in a political system: input legitimacy - political system s responsiveness to citizens concerns as mediated by the participation of the people - weak output legitimacy - effectiveness with which the system delivers policy outcomes desired by its constituents Improving output legitimacy through better delivery of policies on both economic and non-economic matters (migration, employment) should be EU s target.

16 Abschließende Bemerkungen Protestwahlen getrieben von ökonomischen, sozialen Faktoren und aber auch vielen kulturellen und Identitätsfragen. Der Zusammenhang zwischen Globalisierung, der europäischen Integration und den ökonomischen/sozialen Faktoren vielschichtig. Reform der EU als Panacea für Populismus? Empirisch schwer zu beweisende oder zu widerlegende These Insbesondere nationale Institutionen müssen Antworten finden: zb Ost-West Bruch in Deutschland, Brexit auch Reaktion auf schlechte britische Gesundheitspolitik, etc. Trump und Ungleichheit? Rassismus? EU hat sicherlich eine Vertrauenskrise. Die Anwort darauf sollte bessere Arbeit und Reform der Institutionen sein. Die Vorschläge Junckers zur Eurozone werden dabei eher nicht hilfreich sein. Wichtig hingegen die gute Arbeit zur Besteuerung multinationaler Unternehmen etc. Richtig ist aber, dass Deutschland auf Emmanuel Macron eine ernsthafte Antwort geben muss. Reform der Eurozone bleibt wichtiges Thema.
