Änderungen aufgrund der Wetterlage oder technischer Störungen sind nur innerhalb der oben genannten Zeiten möglich. Maßgebend sind die Signale auf den Signalstellen (s. Krt.) und auf den Sicherungsfahrzeugen. Das Warngebiet auf See ist zu den oben genannten Schießzeiten gefährdet. Das Befahren ist gemäß Schifffahrtspolizeiverordnung über Sicherungsmaßnahmen für militärische Sperr- und Warngebiete an der schleswig-holsteinischen Ost- und Westküste und im Nord-Ostsee-Kanal vom 7. Mai 1984 (BAnz. S. 4837), zuletzt geändert durch die Verordnung vom 23. Juli 2009 (BAnz. S. 2752) verboten. Es finden auch außerhalb dieser festgesetzten Schießzeiten Übungen statt, bei denen Leucht- und Signalmunition, außer Signal rot, verschossen wird. Das Gefahrengebiet (bezeichnet durch die Leuchttonnen H 1 bis H 9) außerhalb der Warngebiete ist während der Schießzeiten möglichst zu meiden und kann nach vorheriger Absprache mit der Bundeswehr befahren werden. Die Küstenfunkstelle Todendorf Naval verbreitet von Montag bis Freitag jeweils 7:30, 11:00 und 15:30 Uhr, in Ausnahmefällen am Sonnabend 7:30 und 11:00 Uhr, eine Lagemeldung auf UKW-Kanal 11 zu den aktuellen Gefahrenbereichen für den Schießbetrieb. Die Lagemeldung wird 5 Minuten zuvor auf UKW- Kanal 16 angekündigt. The schedule is not guaranteed. Changes due to the weather or technical problems can only be made within the above time limits. The signals shown at signal stations (see chart) and on control vessels prevail. Navigation in the caution area during the above firing times is dangerous. Navigation is prohibited under the relevant shipping police ordinance on safety measures in exercise areas off the coast of Schleswig- Holstein, dated 7 May 1984, (Federal Legal Gazette, p. 4837), last amended by the Ordinance of 23 July 2009 (Federal Legal Gazette p. 2752). Exercises including use of illuminating and signalling ammunition, except red signals, also take place outside scheduled times. The danger area (marked by light-buoys H 1 to H 9) outside the caution areas should be avoided during firing exercises but vessels may pass through after permission has been granted by the Bundeswehr. The coast radio station Todendorf Naval transmits updated situation broadcasts concerning the danger area from Monday through Friday at 0730, 1100 and 1530, in exceptional cases also on Saturday at 0730 and 1100, on VHF channel 11. The situation broadcast will be announced 5 minutes in advance on VHF channel 16. (WSA Lübeck 14/13) 15/13 A Deutschland. Ostsee. Zeitweilige Messgeräte. (Mitteilung im NfS-Heft 8/2013 aufgehoben) Zahlreiche Messgeräte liegen zeitweilig in den Küstengewässern und der ausschließlichen Wirtschaftszone Deutschlands in der Ostsee aus. Die Tabelle weist auf die diesbezüglichen, gültigen Bekanntmachungen für Seefahrer (BfS) der zuständigen Wasser- und Schifffahrtsämter (WSÄ) hin. Die Bekanntmachungen enthalten weitere Angaben zu Anzahl der Messstellen, der genauen geographischen Lage, den betroffenen Karten, der voraussichtlichen Dauer und besondere Bemerkungen. A Germany. (Notification in NfS issue 8/2013 cancelled) Numerous measuring instruments are established temporarily in the German coastal waters and Exclusive Economic Zone in the Baltic Sea. (WSA Stralsund 31(T)/13) 15/13 ÖFFENTLICHE BEKANNTMACHUNG des Bundesamtes für Seeschifffahrt und Hydrographie und des Bergamtes Stralsund zum Vorhaben Errichtung und Betrieb einer Erdgashochdruckleitung von der Südküste des Golfs von Finnland (Russische Förderation) nach Lubmin/ Vierow (Bundesrepublik Deutschland). Die Nord Stream AG beabsichtigt die Errichtung und den Betrieb einer weiteren Erdgashochdruckleitung von Russland durch die Ostsee bis zum deutschen Anlandungspunkt bei Lubmin/Vierow. Es ist geplant, bis zu zwei Leitungen mit einem Durchmesser von je 1200 mm und einer Gesamtlänge von max km zu verlegen. Die neuen Leitungen sollen weitgehend parallel, jedoch in einem gewissen Mindestabstand und abhängig von den Gegebenheiten des Meeresbodens, zu der in Betrieb befindlichen Ostsee-Pipeline verlegt werden. Die Pipelinetrasse soll südwestlich von Bornholm kommend durch die deutsche AWZ und dann in südwestlicher Richtung im deutschen Küstenmeer durch den Greifswalder Bodden bis zum Anlandepunkt Lubmin oder Vierow verlaufen. PUBLIC ANNOUNCEMENT of the Federal Maritime and Hydrographic Agency and the Stralsund Mining Office concerning the project to construct and operate a natural gas high pressure pipeline from the south coast of the Gulf of Finland (Russian Federation) to Lubmin/ Vierow (Federal Republic of Germany). Nord Stream AG plans to construct and operate a further natural gas high pressure pipeline from Russia through the Baltic as far as the German landfall at Lubmin/Vierow. It plans to lay up to two pipelines, each with a diameter of mm and a maximum total length of 1250 km. The new pipelines will largely be laid in parallel, but at a certain minimum distance from the Baltic pipeline already in operation, depending on the seabed conditions. The pipeline route will run in the south-westerly direction from Bornholm, through the German EEZ, and then continue in the south-westerly direction in German coastal waters, through the Greifswalder Bodden as far as the landfall point at Lubmin or Vierow. 4.2

3 Mitteilungen/Notifications 15/13 Auf Grund der geplanten Länge und des geplanten Durchmessers der Leitungsstränge des Vorhabens im Küstenmeer und Festlandsockel Deutschlands besteht gemäß 43 Satz 1 Nr. 2 des Energiewirtschaftsgesetzeses (EnWG) vom 7. Juli 2005 (BGBl. I S. 1970, 3621), zuletzt geändert durch Artikel 1 des Gesetzes vom 21. Februar 2013 (BGBl. I S. 346), die Pflicht zur Durchführung eines Planfeststellungsverfahrens und gemäß 133 Abs. 1 Satz 1 Nr. 2 des Bundesberggesetzes (BBergG) vom 13. August 1980 (BGBl. I S. 1310), zuletzt geändert durch Artikel 15a des Gesetzes vom 31. Juli 2009 (BGBl. I S. 2585), in Verbindung mit 3 Abs.1 Satz 1 und Anlage 1, Nr des Gesetzes über die Umweltverträglichkeitsprüfung (UVPG) in der Fassung der Bekanntmachung vom 24. Februar 2010 (BGBl. I S. 94), zuletzt geändert durch Artikel 2 des Gesetzes vom 21. Januar 2013 (BGBl. I S. 95), die Pflicht zur Prüfung der Umweltverträglichkeit. Genehmigungsverfahren in Deutschland Am 22. März 2013 hat der Vorhabenträger Nord Stream AG, Grafenauweg 2, CH-6304 Zug beim Bergamt Stralsund 1. die Planfeststellung des o. g. Vorhabens gemäß 43 Satz 1 Nr. 2 EnWG im deutschen Küstenmeer 2. die Genehmigung des o. g. Vorhabens gemäß 133 Abs. 1 Satz 1 Nr. 1 BBergG im deutschen Festlandsockel und beim Bundesamt für Seeschifffahrt und Hydrographie (BSH) 3. die Genehmigung des o.g. Vorhabens gemäß 133 Abs. 1 Satz 1 Nr. 2 BBergG im deutschen Festlandsockel beantragt. Die beiden Genehmigungsbehörden haben vereinbart, die Verfahren in enger Kooperation durchzuführen und weitest möglich zu koordinieren. Die Scoping-Unterlage für die Nord Stream Erweiterung als Vorschlag für den Untersuchungsrahmen der Umweltverträglichkeitsstudie im deutschen Küstenmeer und Festlandsockel liegt zur Einsichtnahme im Zeitraum vom 16. April 2013 bis 15. The two approval authorities have agreed to conduct the procedures in close cooperation and to coordinate them as much as possible. Juni 2013, 10:00 Uhr Intercity Hotel Stralsund Tribseer Damm Stralsund durchgeführt. Dieser Scoping-Termin wird hiermit öffentlich bekannt gemacht. Diejenigen, die schriftliche Stellungnahmen abgeben, werden hiermit bereits zum Termin eingeladen. Hinweis: Diese Öffentlichkeitsbeteiligung im Scoping-Verfahren behandelt insbesondere Fragen zur Festlegung des Untersuchungsrahmens. Sie ersetzt nicht die Beteiligung und den Erörterungstermin in den Genehmigungsverfahren nach EnWG und BBergG, die nach Einreichung der Umweltverträglichkeitsuntersuchung und der übrigen Antragsunterlagen durchgeführt werden wird. Durch die Teilnahme am Verfahren entstehenden Kosten werden nicht erstattet. Verfahren nach dem UNECE-Übereinkommen über die Umweltverträglichkeitsprüfung im grenzüberschreitenden Rahmen ( Espoo-Konvention ) Die Gesamttrasse der geplanten Erdgashochdruckleitung von Russland bis nach Deutschland soll in Bereichen außerhalb deutscher Jurisdiktion durch die ausschließlichen Wirtschaftszonen der Länder Finnland, Schweden, Dänemark und Russland sowie durch russische Territorialgewässer in der Ostsee verlaufen. In diesen Ländern landesspezifische Genehmigungsverfahren und Umweltverträglichkeitsprüfungen für das Vorhaben durchgeführt. Da als Folge der Realisierung des Vorhabens grenzüberschreitende Auswirkungen auf sämtliche Ostseeanrainerstaaten möglich sind, ist entsprechend der Espoo-Konvention eine grenzüberschreitende Umweltverträglichkeitsprüfung durchzuführen. Die Espoo-Konvention sieht in Artikel 3 Abs. 1 vor, dass jeder Staat, in dem ein Projekt mit grenzüberschreitenden Auswirkungen geplant ist ( Ursprungsstaat ), die hiervon betroffenen Staaten zu einem möglichst frühen Zeitpunkt über das Vorhaben notifiziert und Gelegenheit gibt, an dem nationalen UVP- Verfahren teilzunehmen. Gemäß Artikel 2 Abs. 2 und 6, Artikel 3 Abs. 8 und Artikel 4 Abs. 2 der Espoo- Konvention ist die Öffentlichkeit in dem betroffenen Staat frühzeitig über Vorhaben zu informieren. Der Öffentlichkeit soll Gelegenheit zur Beteiligung durch Unterrichtung über das Vorhaben und die Möglichkeit zur Stellungnahme gegeben werden. Procedure according to the UNECE Convention on Environmental Impact Assessment in a Transboundary Context (Espoo Convention) The complete route of the planned natural gas high pressure pipeline from Russia to Germany will run in areas that are outside German jurisdiction, through the exclusive economic zones of Finland, Sweden, Denmark and Russia and also through Russian territorial waters in the Baltic. Specific national approval procedures and also environmental impact assessments will be conducted in these countries for the purpose of the project. Since transboundary effects on all Baltic neighbouring states are possible as a consequence of the implementation of the project, a transboundary environmental impact assessment will be made in accordance with the Espoo Convention. Article 3 para. 1 of the Espoo Convention requires that each country, in which a project with transboundary effects is planned ( Party of Origin ), the Affected Parties, are notified of the project at the earliest possible time and are granted the opportunity to participate in the national EIA process. Pursuant to Article 2 para. 2 and 6, Article 3 para. 8 and Article 4 para. 2 of the Espoo Convention, the public in the affected state must be informed of the project at an early stage. The public must be given an opportunity to participate through information on the project and also an opportunity to comment. 4.4

5 Mitteilungen/Notifications 15/13 Dänemark, Schweden, Finnland und Russland haben Deutschland als möglicherweise betroffenen Staat gemäß Artikel 2 Abs. 4 und Artikel 3 Abs. 1 und 2 der Espoo-Konvention über das geplante Vorhaben in Kenntnis gesetzt (notifiziert) und als zusätzliche Information die folgenden Dokumente übersandt: Nord Stream Extension Projektinformation (Project Information Document (PID)) Die Notifizierungsschreiben sowie das PID liegen mit den Unterlagen für die Genehmigungsverfahren im deutschen Bereich zur Einsichtnahme im Zeitraum vom 16. April 2013 bis 15. Mai 2013 an den oben angegebenen Orten öffentlich aus und sind außerdem im Internet auf den Seiten der beiden Behörden ( einsehbar. Jedermann kann zu den Projektabschnitten in Dänemark, Schweden, Finnland und Russland bis 2 Wochen nach Ablauf der Auslegungsfrist somit bis einschließlich 29. Mai 2013 schriftlich oder zur Niederschrift bei den oben genannten Stellen Stellungnahmen vorbringen. Hinweis: Diese Öffentlichkeitsbeteiligung ersetzt nicht die Beteiligung im weiteren Verlauf der Genehmigungsverfahren in den jeweiligen Ländern, die nach Einreichung der Umweltverträglichkeitsstudie erfolgen wird. Sitzung (26. bis 30. November 2012) eine Vielzahl von Maßnahmen beschlossen, die am 1. Juni 2013 bzw. am 1. August 2013, 00:00 Uhr UTC in Kraft treten, mit dem Ziel, die Sicherheit der Seeschifffahrt und den Umweltschutz zu verbessern. Recommendatory measure for vessels crossing the traffic separation scheme and precautionary areas in the Singapore Strait during hours of darkness (new on 1 June 2013), without BSH s responsibility; Neue Verbindliche Schiffsmeldesysteme (IMO SN.1/Circ.318): New mandatory ship reporting systems (IMO SN.1/Circ.318): 20. In the Barents Area (BARENTS SRS) (new system on 1 June 2013), without BSH s responsibility. Die betroffenen deutschen Seekarten werden rechtzeitig durch Neue Ausgaben ersetzt oder durch Deckblätter bzw. Kartenberichtigungen berichtigt. Die geänderte Wegeführung zwischen Rodsher Island und Gogland Island (gemäß Nr. 4, 17 und 18) wurde durch den Hydrographischen Dienst der Russischen Föderation bereits umgesetzt und ist in den deutschen Seekarten enthalten. The German nautical charts covering this area will be published as New Editions or updated by Blocks (Chartlets) resp. corrections for charts. The amended routeing systems between Rodsher Island and Gogland Island (according to no 4, 17 and 18) are already implemented by the Hydrographic Office of the Russian Federation and contained in the German nautical charts. Further details showing the amended routeing systems at Netherlands Coast (according to no 1 to 3 and 9 to 13) are included in the Netherlands NtM issue 14/157(P)/2013.
