1 ECC Clearing-Information Nr. 47/2011 Einführung von EEX NBP-Natural-Gas-Futures Sehr geehrte Damen und Herren, die European Commodity Clearing AG (ECC) wird ab dem ersten Quartal 2012 Clearing- Dienstleistungen für NBP-Natural-Gas-Futures anbieten. Diese werden über die European Energy Exchange (EEX) als OTC-Geschäfte zum Clearing bei der ECC registriert und am virtuellen Lieferpunkt (NBP National Balancing Point) des britischen Übertragungsnetzbetreibers National Grid physisch erfüllt. Mit dieser Clearing-Information möchten wir Sie über das Produktsetup, die finanziellen und physischen Abwicklungsprozesse sowie die Zulassungsvoraussetzungen informieren. 1. Produktsetup Nachfolgend aufgeführte Produkte werden im Clearing-System der ECC (EUREX) aufgesetzt, zur OTC-Registrierung werden allerdings vorerst nur Monats-, Quartals-, und Season-Futures angeboten. Wochen- und Jahreskontrakte werden gegebenenfalls zu einem späteren Zeitpunkt für die OTC Registrierung aktiviert. Dadurch muss die Umstellung auf Sommer- bzw. Winterzeit nicht berücksichtigt werden. Die Registrierung von OTC-Geschäften im Handelssystem der EEX erfolgt in Pence Sterling pro therms (GBX/1.000 therms). Das Kontraktvolumen wird (gemäß den Standards am britischen Gasmarkt) in therms angegeben (1 Kontrakt entspricht therms pro Liefertag therms entsprechen gerundet 29,3071 MWh). 1

2 In der Anlage zu dieser Clearing-Information erhalten Sie die ECC-Clearing-Spezifikation, die SMSS-XML-Report-Spezifikation sowie die ECC-Contract-Details, die zusammenfassend alle notwendigen Produktinformationen enthalten. 2. Finanzielle Abwicklung und Verfall NBP-Natural-Gas-Month-Futures verfallen in der Regel zwei ECC-Geschäftstage vor Beginn der Lieferperiode (Ausnahmen siehe ECC Contract Details). Die Abwicklung im Liefermonat erfolgt über das Clearing-System SMSS analog zu den APX-ENDEX-Wochenfutures, HUPX-Power- Futures, CEGH-Natural-Gas-Futures oder den UK-Power-Futures. Ein BoM-Settlement findet nicht statt. Nach Verfall der Kontrakte erfolgt eine Kaskadierung in tägliche Lieferinstruktionen für die gesamte Lieferperiode. Im Rahmen der weiteren Verarbeitung dieser Lieferinstruktionen im ECC Abwicklungssystem (Produktgruppe EEX_FE_NATGAS_NBP) erfolgt unter anderem die Umrechnung des Schlussabrechnungspreises von Pence Sterling (GBX) in Britische Pfund (GBP). Die tägliche finanzielle Abwicklung und die monatliche Rechnungserstellung erfolgen somit in Britischen Pfund (GBP). Für offene Positionen aus NBP-Natural-Gas-Futures wird an jedem ECC Geschäftstag Variation- Margin in Britischen Pfund (GBP) berechnet. Die dazu erforderlichen täglichen Abrechnungspreise werden von der EEX dagegen in GBX ermittelt und im EUREX Clearing-System der ECC gegen 18:00 Uhr veröffentlicht. Zahlungen der täglichen Variation-Margin sowie der Warenwerte (ggf. zzgl. VAT) aus der physischen Erfüllung erfolgen an allen GBP-Settlement Tagen der Clearstream-Banking- Luxembourg. Die täglichen Zahlungsbeträge sind im EUREX-Report CD010 enthalten und werden über die bereits bei der ECC hinterlegten CBL 6-Series-Konten (analog zu USD-Zahlungen) abgewickelt. Fällige Zahlungen aus Lieferungen werden i.d.r. am Tag vor Lieferung in den ECC Payment Reports ausgewiesen (Payment Group GBP_1600), am Liefertag im EUREX-System mit den Transaktionstypen Miscellaneous Debit bzw Miscellaneous Credit erfasst und über die Clearing Banken der Teilnehmer verrechnet. 3. Physische Abwicklung Während des Liefermonats werden fällige Kontrakte durch Lieferung von Gas am virtuellen Handelspunkt (NBP) des britischen Übertragungsnetzbetreibers National Grid erfüllt. Die physische Erfüllung der NBP-Natural-Gas-Futures erfolgt durch die luxemburgische Tochter der ECC - die European Commodity Clearing Luxembourg S.a.r.l. Diese übermittelt einmal täglich die Nominierungen für den nächsten Liefertag an den britischen Übertragungsnetzbetreiber. Eine Nominierung seitens der Handelsteilnehmer ist nicht erforderlich, die ECC wird die Nominierungen single-sided durchführen. Um diesen Service anbieten zu können, ist die schriftliche Zustimmung (Formular TP19 - Appointment of User Agent) des Handelsteilnehmers erforderlich. Nähere Informationen dazu enthalten die Zulassungsunterlagen, die Sie im Downloadbereich der ECC-Webseite einsehen können ( 4. Margining ECC wird für offene Positionen in NBP-Natural-Gas-Futures bis zur Fälligkeit der Kontrakte eine Margin berechnen und Cross-Margining-Effekte zwischen verschiedenen Commodities (z.b. NBP vs. PHELIX) nutzen. 2

3 Die Margin-Anforderungen können über das Clearing-System der ECC (EUREX) abgefragt werden und sind in den täglichen EUREX-Reports (z.b. CC050) enthalten. Am Verfallstag des Futures wird die ECC eine Margin zur Absicherung der Lieferrisiken ermitteln. Diese entspricht dem Kontraktvolumen des Futures multipliziert mit dem jeweils gültigen Additional Margin Parameter und dem Expiry Faktor. Die so ermittelten Margin-Anforderungen werden über die Margin-Klasse NBPF in das EUREX-System importiert und sind danach ebenfalls in den täglichen EUREX-Reports ersichtlich. 5. Teilnahmevoraussetzungen Die ECC Clearing-Lizenz schließt bereits die Abwicklung von EEX NBP-Natural-Gas-Futures ein, sofern das Clearing-Mitglied ein Konto zum Settlement von GBP gegenüber der ECC nachgewiesen hat. Um als Handelsteilnehmer für dieses Produkt von ECC anerkannt zu werden, ist der Nachweis der Fähigkeit zur physischen Erfüllung im britischen Übertragungsnetz der National Grid sowie die schriftliche Zustimmung zur Nominierung (Appointment of User Agent) erforderlich. Die genannten Formulare stehen zeitnah auf der Internetseite der ECC ( zum Download bereit. 6. Simulation Die NBP-Natural-Gas-Futures sind bereits in der EUREX-Simulationsumgebung aufgesetzt. Die ECC wird voraussichtlich zu Beginn des ersten Quartals 2012 gemeinsam mit der EEX eine Simulation für die Registrierung und das Clearing der NBP-Natural-Gas-Futures anbieten. Während der Simulation werden die an der EEX registrierten Testgeschäfte von der ECC zeitnah in die entsprechenden Abwicklungssysteme übernommen und verarbeitet. 4 ECC Clearing Information No. 47/2011 Introduction of EEX NBP Natural Gas Futures Dear Sir or Madam, The European Commodity Clearing AG (ECC) will offer clearing services for NBP Natural Gas Futures starting in the first quarter of These will be registered as OTC transactions via the trading platform of the European Energy Exchange (EEX) and fulfilled on the virtual delivery point (NBP National Balancing Point) of the British transmission system operator, National Grid. In this Clearing Information we would like to provide you with information regarding the product set-up, the financial and physical settlement processes as well as the conditions for admission. 1. Product Setup The products listed below will be provided within the ECC clearing system (EUREX), but at first only Month, Quarter and Season Futures are offered for OTC registration. NBP weeks and calendar year contracts will be made available at a later stage depending on market demand. As a result, the switch from daylight saving time to standard time and vice versa does not have to be considered. OTC transactions are registered in the EEX trading system in pence sterling per 1,000 therms (GBX/1,000 therms). In accordance with the standards on the British gas market, the contract volume is specified in therms (1 contract corresponds to 1,000 therms per delivery day - 1,000 therms correspond to approximately MWh after rounding). Please find enclosed with this Clearing Information the ECC Clearing Specification, SMSS XML Report Specification as well as the ECC Contract Details which contain a summary of all the required product information. 4

5 2. Financial settlement and expiry NBP Natural Gas Month Futures usually expire two ECC business days before the beginning of the delivery period (see ECC Contract Details for exceptions). Settlement in the delivery month is provided through the SMSS clearing system and is, thus, equivalent to the settlement processes which are already known for APX-ENDEX Week Futures, HUPX Power Futures, CEGH Natural Gas Futures and UK Power Futures. BoM settlement is not provided. After expiry the contracts cascade into daily delivery instructions for the entire delivery period. In the course of processing those transactions within ECC s settlement system (product group: EEX_FE_NATGAS_NBP) the conversion of the final settlement price from pence sterling (GBX) into British pounds (GBP) is carried out. Thus, daily financial settlement and monthly invoicing is conducted in British pounds (GBP). A Variation Margin is calculated in British pounds (GBP) for open positions in NBP Natural Gas Futures on every ECC business day. The daily settlement prices needed for that calculation, however, are established by EEX in GBX and published in the EUREX clearing system of ECC at approx. 18:00 CET. Payments of the daily Variation Margin and of the value of the commodities (plus VAT if applicable) from physical settlement are made on all GBP settlement days of Clearstream Banking Luxembourg. The daily payment amounts are contained in the EUREX Report CD010 and are settled via the CBL 6 Series accounts already specified to ECC (as in the case of USD payments). Payments regarding deliveries which have fallen due are usually contained in the ECC Payment Reports (Payment Group GBP_1600) on the day preceding delivery; they are recorded within the EUREX system with the transaction types Miscellaneous Debit or Miscellaneous Credit on the delivery day and they are settled via the trading participants clearing banks. 3. Physical settlement During the delivery month contracts in NBP Natural Gas Futures which have fallen due are fulfilled by means of the delivery of gas at the virtual trading point (NBP) of the British transmission system operator, National Grid. Physical settlement of the NBP Natural Gas Futures is provided by the Luxembourg subsidiary of ECC - European Commodity Clearing Luxembourg S.a.r.l. Said company reports delivery positions for the following delivery day to the British transmission system operator once a day. Nomination by the trading participants is not required as ECC will carry out the nominations on a single-sided basis, i.e. ECC will nominate both its own side and the client s side. In order to be able to offer this service a written approval (form TP19 Appointment of User Agent) from the trading participants concerned is required. More detailed information on this is contained in the admission documents which are available in the download centre of the ECC web site ( 4. Margining For all open positions in NBP Natural Gas Futures a Margin will be calculated until contract expiry. ECC will establish a cross margining between different products and commodities (e.g. NBP vs. PHELIX). The Margin Requirements can be retrieved via ECC s clearing system (EUREX) and are also contained in the daily EUREX reports (e.g. CC050). On the expiry day of the Future, ECC will compute a Delivery Margin that covers the delivery risk. The margin equals the contract volume of the Future multiplied with the Additional Margin 5

6 Parameter and the Expiry Factor and is imported into the EUREX system via Margin Class NBPF. It will also be available in the daily EUREX reports afterwards. 5. Preconditions for participation The ECC clearing license already includes the settlement of EEX NBP Natural Gas Futures as long as the Clearing Member has provided ECC with an account for settlement of GBP. To gain admission as trading participant for that product by ECC the submission of the following forms are required. Participants have to proof their capacity to ensure physical fulfilment in the British National Grid transmission system. In addition to this, the form referred to above regarding the transfer of the obligation to provide physical fulfilment has to be submitted to ECC as well. The forms specified will be provided on the ECC website ( for downloading promptly. 6. Simulation The NBP Natural Gas Futures are already available within the EUREX simulation environment. Together with EEX, ECC will offer a simulation for the registration and clearing of the NBP Natural Gas Futures at the beginning of the first quarter of In this phase, the test transactions registered on EEX will promptly be taken over into the corresponding settlement systems and processed by ECC.
