1 ECC Clearing-Information Nr. 32/2010 Abwicklung von CEGH Natural Gas Futures Sehr geehrte Damen und Herren, die ECC wird ab dem 10.Dezember 2010 erstmals Clearing-Dienstleistungen für CEGH Natural Gas Futures anbieten, die an der CEGH Gas Exchange der Wiener Börse AG gehandelt bzw. zum OTC-Clearing registriert werden. Mit dieser Clearing-Information möchten wir Sie über das Produktsetup, die Abwicklung der neuen Produkte, das Margining und über die geplante Simulation informieren. 1. Produktsetup Zum Marktstart werden ausschließlich Natural Gas Baseload Monatskontrakte im Clearing System der ECC (EUREX) wie folgt aufgesetzt: ISIN WKN Short Code Name AT0000A0HNX0 A1DKLZ G7BM CEGH Gas BMGT Base Month Futures AT0000A0HP17 A1DKL0 G8BM CEGH Gas OKAP Base Month Futures Transaktionen in CEGH Natural Gas Month Futures werden ebenso wie Futures-Kontrakte anderer ECC Partnerbörsen zeitnah nach Geschäftsabschluss in das Clearing-System der ECC (EUREX) integriert. Für offene Positionen in CEGH Natural Gas Futures wird täglich eine Variation Margin abgerechnet. Die hierfür benötigten täglichen Abrechnungspreise werden von der CEGH Gas Exchange ermittelt und im Clearing-System der ECC ab 18:00 Uhr veröffentlicht. In der Anlage zu dieser Clearing-Information erhalten Sie die ECC Clearing Spezifikation sowie eine CSV-Datei mit den Kontraktdetails, die zusammenfassend alle notwendigen Produktinformationen für Ihre Vorbereitungen enthalten. 2. Erfüllung im Liefermonat Im Gegensatz zu anderen physisch erfüllten Futures erfolgt das Settlement im Liefermonat außerhalb des EUREX-Systems. CEGH Natural Gas Month Futures verfallen im EUREX-System in der Regel 2 ECC- Geschäftstage vor Beginn der Lieferperiode (Ausnahmen siehe Contract Details File). Die ECC wird nach dem letzten Handelstag die Lieferinstruktionen für den entsprechenden Lieferzeitraum (1 Monat) zum jeweiligen Schlussabrechungspreis in das ECC Abwicklungssystem SMSS importieren (Produktgruppen CEGH_FE_NATGAS_BMGT bzw. CEGH_FE_NATGAS_OKAP). Bitte beachten Sie, dass im Unterschied zum BoM Settlement bei Futures die finanzielle Abwicklung der entsprechenden Warenwerte frühestens am Liefertag erfolgt. Dies entspricht der bisherigen Vorgehensweise bei ENDEX UK Power Futures und Geschäften, die am Spot- 1

2 markt abgeschlossen wurden und ermöglicht ein Netting der Zahlungsströme aus Spotmarkt und fälligen Futures-Positionen. Die finanzielle Abrechnung während des Liefermonats wird in die neue Payment Group EUR_1600 integriert. Alle Transaktionen werden entsprechend in den ECC Payment Reports ausgewiesen. Die täglichen Zahlungen werden wie gewohnt über das EUREX-System mit den Transaktionstypen 297 (Belastung) bzw. 298 (Gutschrift) am Liefertag bzw. am nächsten ECC Geschäftstag verrechnet und sind somit ebenfalls in den EUREX Reports CD010 und CD009 enthalten. 3. Margining Für offene Futures Positionen wird die ECC analog zu anderen Kontrakten eine Additional Margin berechnen. Sofern es die Korrelation zu anderen Gaskontrakten zulässt, werden die CEGH Natural Gas Futures in die bestehende Margin-Gruppe GMQY aufgenommen. Dadurch können sich in Abhängigkeit von den jeweiligen Portfolien der Handelsteilnehmer entsprechende Cross-Margining-Effekte ergeben. Die Margin-Anforderungen können über das Clearing-System der ECC (EUREX) abgefragt werden bzw. sind in den täglichen EUREX Reports (z.b. CC050) enthalten. Während des Liefermonats wird die Additional Margin um den Expiry Month Faktor erhöht (siehe ECC Margining Dokument Kapitel 4.1.1). Am Verfallstag des Futures werden nach Handelsschluss die so ermittelten Margin-Anforderungen mit der Margin Klasse CEGF in das EUREX System eingeladen und sind damit zusätzlich im täglichen Standard-EUREX-Reporting (z.b. Report CC050) enthalten. Die Summe der Margin-Anforderungen pro Handelsteilnehmer, Konto und Margin-Klasse enthält der Margin-Report-Summary (MRS). Der Report ist im XML-Format verfügbar und kann über die ECC-Member-Area abonniert werden. Eine Beschreibung des Reports enthält die SMSS_XML_Report_Specification in der Anlage zu diesem Rundschreiben. Die Höhe der Margin-Parameter sowie die Zuordnung zur Margin-Gruppe wird die ECC vor Handelsstart festlegen in einer separaten Clearing-Information veröffentlichen. 4. Member Readiness Die ECC Clearing-Lizenz für Clearing-Mitglieder sowie die NCM-Vereinbarungen mit dem gewählten Markt CEGH schließen bereits die Abwicklung der CEGH Natural Gas Baseload Month Futures ein. Bitte beachten Sie, dass auch für Clearing-Mitglieder zusätzlich der Zulassungsprozess am CEGH Gas Exchange der Wiener Börse durchlaufen werden muss. 2

3 5. Simulation Die CEGH Natural Gas Baseload Month Futures sind bereits in der EUREX-Simulationsumgebung aufgesetzt. ECC wird gemeinsam mit dem CEGH Gas Exchange der Wiener Börse AG im Zeitraum 8. November 2010 bis 7. Dezember 2010 eine Teilnehmersimulation durchführen. Zur Teilnahme an der Simulation setzen Sie sich bitte via an direkt mit uns oder mit Ihrem jeweiligen Ansprechpartner beim CEGH Gas Exchange in Verbindung. 4 ECC Clearing-Information No. 32/2010 Settlement of CEGH Natural Gas Futures Dear Sir or Madam, From 10 December 2010 ECC will offer clearing services for CEGH Natural Gas Futures which are traded or registered for OTC clearing on the CEGH Gas Exchange of Wiener Börse AG for the first time. In this Clearing Information we would like to provide information regarding the product set-up, the settlement of the new products, the margining and the planned simulation to you. 1. Product set-up For the launch of the market only Natural Gas Base Load Month Contracts will be provided in the ECC clearing system (EUREX) as follows: ISIN WKN Short Code Name AT0000A0HNX0 A1DKLZ G7BM CEGH Gas BMGT Base Month Futures AT0000A0HP17 A1DKL0 G8BM CEGH Gas OKAP Base Month Futures As in the case of futures contracts of other ECC partner exchanges, transactions in CEGH Natural Gas Month Futures will be integrated into the ECC clearing system (EUREX) promptly after the conclusion of the transaction. A Variation Margin is charged on a daily basis for open positions in CEGH Natural Gas Futures. The daily settlement prices required for this are established by the CEGH Gas Exchange and published in the ECC clearing system from 18:00. Please find enclosed with this Clearing Information the ECC Clearing Specification and a CSV file containing the contract details which provide a summary of all the required product information for your preparation. 2. Settlement during the delivery month Unlike other physically settled futures, settlement during the delivery month is effected outside the EUREX system. In the EUREX system CEGH Natural Gas Month Futures usually expire 2 ECC business days before the beginning of the delivery period (see Contract Details File for exceptions). After the last day of trading ECC will import the delivery instructions for the corresponding delivery period (1 month) into the ECC settlement system SMSS (product groups CEGH_FE_NATGAS_BMGT and CEGH_FE_NATGAS_OKAP) at the respective final settlement price. Please remember that unlike in the case of BoM settlement the financial settlement of the corresponding value of the commodities is effected at the earliest on the delivery day in the case of futures. This is in line with the current procedure for ENDEX UK Power Futures and 4

5 transactions which were concluded on the Spot Market and permits netting-out of the payment streams from the Spot Market and futures positions which have fallen due. Financial settlement during the delivery month is integrated into the new payment group EUR_1600. All transactions are reported accordingly in the ECC Payment Reports. The daily payments are netted out as usual via the EUREX system using the transaction types 297 (debiting) and 298 (crediting) on the delivery day or on the next ECC business day and are, hence, also contained in the EUREX Reports CD010 and CD Margining As in the case of other contracts, ECC will charge an Additional Margin for open futures positions. If this is permitted by the correlation with other gas contracts, the CEGH Natural Gas Futures will be integrated into the existing GMQY margin group. Depending on the respective portfolios of the trading participants, this can result in corresponding cross-margining effects. The margin requirements can be retrieved via the ECC clearing system (EUREX) and/or are contained in the daily EUREX Reports (e.g. CC050). During the delivery phase the Additional Margin is multiplied by the Expiry Month Factor (please refer to ECC Margining Document chapter 4.1.1). After the end of trading on the expiry day of the Future the so defined Margin Requirements will be uploaded through the Margin Class CEGF into the EUREX System and is therefore available in the standard EUREX reporting (e.g. Report CC050). The sum of the Margin-Requirement will be reported per trading participant, account and Margin Class and will be available in the Margin-Report-Summary (MRS). This report is available in the XML format and can be subscribed to via the ECC Member Area. The SMSS_XML_Report_Specification which is attached to this Clearing Information contains a description of the report. The amount of the margin parameters and the allocation to a margin group will be determined by ECC before the launch of trading and published in a separate Clearing Information. 4. Member Readiness The ECC clearing licence for Clearing Members and the NCM agreements with the selected market "CEGH already include the settlement of the CEGH Natural Gas Base Load Month Futures. Please remember that Clearing Members also have to undergo the admission process at the CEGH Gas Exchange of the Vienna Stock Exchange in addition. 5. Simulation The CEGH Natural Gas Base Load Month Futures are already provided within the EUREX simulation environment.
