The Guomindang (GMD) government, publicly at least, supported Korean independence and its leading organization, the Korean Provisional Government (KPG). However, the Chinese did not recognize the KPG on the grounds that they had to avoid any possible dispute with the Soviet Union, and had to consider the positions of the Allies, especially on colonial issues. In fact, the GMD government controlled the KPG by various means, and also conveyed information to the Allies detrimental to Korea. This Chinese smear campaign had a definite negative influence on the Allies attitude towards the Korean question. At the same time, China and the United States did not always agree upon ways to solve Korean question. But China was not completely relieved of responsibility for Korea s division. North Korea is usually seen as a buffer-zone for China, but now many Chinese see this as an outdated concept. Over the past two years the refugee and nuclear crises have tested China s policies toward North Korea. The growing number of North Korea refugees coming into China truly surprised Beijing. Beijing adopted multiple means, including a massive search for defectors and repatriating them to North Korea, but also allowing asylum seekers in the embassies to go to Seoul via a third country. The last approach seems a successful compromise. The recent nuclear crisis gravely endangers Chinese interests. To rein in this crisis, Beijing took a more proactive role than ever before, leading to trilateral talks among Washington, Beijing and Pyongyang, and the six-party talks adding Japan, South Korea and Russia. For various reasons, China significantly cut down its economic assistance from , consequently limiting its political influence on North Korea. However, Beijing has turned this curtailed support into an incentive to lure North Korea in to participating in some regional economic cooperation programs, promoting gradual reform based on the survival while abandoning its 4

5 military-first strategy. It argues that there has been an evolution in terms of Beijing s approaches toward these two international crises over time. One can discern three different approaches. First, historical legacies have always played a critical role in the formulation of China s policy calculations and the Korea and Taiwan issues are no exception. I call this the history-embedded perspective. Second, with the recent rise of China s economic and political might, nationalism in China has correspondingly been on the rise. National interests have been further prioritized over ideological considerations. This approach can be called national interest-driven foreign policy. Third, Beijing has become increasingly confident not only about its strengths in the world arena but also about its ability to coordinate with related powers regarding their various interests. This approach can be called comanagement of international crises with major powers. The article argues that until recently China has emphasized the first two sets of considerations, but seems to be gradually moving toward a new approach, namely co-management with major powers. The sequence path began when China s threat perceptions began changing in the early 1970s. The next stage witnessed significant decline in China s credibility as an alliance partner. As a result, the third stage showed North Korea s increasing secondary alliance dilemma that was further stimulated by the collapse of the communist world and the end of the Cold War. As a solution, North Korea bandwagoned with the United States. The final picture of this ongoing sequence path has appeared with North Korea s maneuvering between Washington and Beijing, as well as China s attempts to preserve its traditional sphere of influence against encroachment by the United States. This paper concludes that the alliance is being transformed from an ideological military alliance to a new triangular security relationship between North Korea, China, and the United States. Since normalization, for much of the 1990s the relationship basked in a honeymoon period, in which mutual understanding and accommodation flourished. In the summer of 2000, however, the so-called garlic battle erupted between South Korea and China, pointing to the possible termination of the honeymoon phase. The pace, magnitude and subsequent shock waves of the trade dispute were felt so intensely that many observers assessed that the special relationship might finally give way to a more normal relationship based on interest and reciprocity. While, in retrospect, the dispute has not necessarily put an end to the Sino-South Korean honeymoon, it has nevertheless revealed the sobering implication that China may have become willing to implement punitive actions against South Korea instead of adhering to a silent understanding and benign tolerance just for the sake of sustaining the beneficial relationship. More specifically, this article explores why China chose to retaliate against South Korea in the way it did, considering that Beijing applied tougher measures against Seoul than against Tokyo in a similar trade dispute. It seems that China did not retaliate against South Korea more harshly because it was weaker than Japan. Quite the contrary, it was South Korea that escalated the dispute prematurely out of considerations for its domestic politics, only to find itself facing a further escalation by China. At the end of the 1990s, the course of Korean reunification still seems to be beyond the control of the Koreans. Four major powers in the region, the USA, China, Japan and Russia, continue to hold the key to the political future of the Korean Peninsula. The author explores the Chinese view and policy on Korean reunification. This study hypothesizes that some sort of reconciliation process, leading ultimately to reunification, will take place on the Korean Peninsula over the next decade. It postulates that Korean unification would occur without an armed conflict that would poison relations between North and South, and that it would leave the peninsula under the control of Seoul. Unification would give birth to a sizable regional power, whether measured by population, industrial capacity, or military capability. The study considers how China would respond to these striking developments. In so doing, it identifies dynamics that would influence China s response, even should unification play out in a less benign fashion than hypothesized here. Viewed from Beijing, a united Korea, especially one that played host to U.S. military and naval forces, could cast a long shadow over China s seaborne commerce,the wellspring of economic vitality for northern China. In recent years it has become abundantly clear that Beijing will play a crucial role in the future of Korea. Despite the intellectual and policy attention accorded China s role on the peninsula, one factor remains woefully unexplored: the influence of geopolitics on Chinese strategic thought. This essay argues that geopolitics is alive and well in East Asia. China s history will shape its attitude toward Korean unification and impart a distinct geographical hue to its foreign policy calculations. Beijing will resist the emergence of a pro-american Korea that could imperil China s access to East Asian and Pacific waterways. It will formulate its regional policy and maritime strategy accordingly.
