Projektinformation Titel: Projektnummer: Projekttyp: Jahr: 2013 Status: Marketing Text: Metaframework für Logistik DE/13/LLP-LdV/TOI/147618 Innovationstransfer bewilligt DE-Deutschland Ziel des METALOG-Projektes ist die Entwicklung eines sektoralen Qualifikationsrahmens für Logistik-Qualifikationen in Europa. Dazu ist es erforderlich, die Anforderungen an vorhandenen und neuen Arbeitsplätzen in Unternehmen und bei Beschäftigten zu kennen. Die Ergebnisse dieser Untersuchungen werden dann einer breiten Öffentlichkeit vorgestellt und in Form eines "European Logistics Skills Network " weiterverfolgt. Damit ist ein Grundstein für eine Knowledge Skills Alliance Logistik geschaffen, die die Lücke zwischen Bedarf der Unternehmen und den vorhandenen Qualifkationen der Beschäftigten besser schließen soll und damit zur Reduzierung der Arbeitslosigkeit in Europa beiträgt. Zusammenfassung: Beschreibung: In den Vorläuferprojekten (Central, Eucolog, Prolog, Novalog, Eurotranslog, ProfDRV) wurden bereits logistische Qualifikationen und ihr Bezug zu den europäischen Transparenzinstrumenten untersucht. In METALOG wurden diese Ergebnisse analysiert und systematisch zusammengefasst (Siehe Products: Synthesis Analysis). Auf Grundlage dieser Ergebnisse wurden dann Arbeitsprozessanalysen und Experteninterviews mit Personalverantwortlichen und Beschäftigten in Unternehmen durchgeführt, um die konkreten Kompetenzanforderungen darzustellen. Basierend auf diesen Ergebnissen erarbeitet das ITB zur Zeit eine erste Fassung des Logistik -Qualfikationsrahmens. Dies wird auf dem nächsten Verbundtreffen in Salzburg (Januar 2015) vom Konsortium diskutiert. Um die Nachhaltigkeit des Projektes zu sichern, sollen Personalverantwortliche, Mitarbeiter, Bildungseinrichtungen, Fachverbände etc. in einem Logistics Skills Network verbunden werden. Dieses Netzwerk wird sich mit den sich verändernden Anforderungen an Arbeitsplätze befassen und damit in der Lage sein, rechtzeitig neue Bedarfe zu identifizieren und entsprechend Empfehlungen für die Anpassung von Qualifikationen abzugeben. Logistik ist eine internationale Branche. Die Arbeiten eines solchen Netzwerkes verbessern also die Mobilität in Europa und damit die Position der Unternehmen aber auch die Qualität der Arbeit. Alle Partner verfügen über hohes Know-how im Logistik-Bereich und stellen sicher, dass die Projektziele erreicht werden: Bildungsanbieter, Stakeholder, Hochschuleinrichtungen und gewerbliche Unternehmen. Im Projekt nehmen die für europäische Logistik wichtigen Länder teil. Das Innovationstransferprojekt bezieht sich neben den Logistik-Projekten methodisch vor allem auf das vom ITB Bremen erfolgreich durchgeführte Projekt Matching Frames, in dem ein sektoraler Qualifikationsrahmen für den Automobilsektor entwickelt wurde. Arbeitspaket 1 umfasst das Projektmanagement und erstreckt sich über die gesamte Projektlaufzeit. Das Arbeitspaket 2 lieferte eine detaillierte und strukturierte Zusammenfassung bisheriger Projektergebnisse, die dann in die Entwicklung eines ersten Entwurfs für einen sektoralen Qualifikationsrahmen (Arbeitspaket 3) mündeten. In Arbeitspaket 4 wird momentan der Rahmen auf die anwenderorientierte Praxis bezogen. Erst nach den in diesem Arbeitspaket zur Zeit stattfindenden Konsultationen wird der Qualifikationsrahmen abgeschlossen. Zentrales Instrumentarium für die Umsetzung der Projektergebnisse in die Praxis wird in Arbeitspaket 5 (Exploitation) die Ausarbeitung nationaler Umsetzungsszenarien sein. Zur Zeit wird ein Fahrplan zur Etablierung eines European Logistics Skills Network erarbeitet. Das Arbeitspaket 6 Dissemination widmet sich der Öffentlichkeitsarbeit und 2

Hier sollen die Personalverantwortlichen der Unternehmen mit Trainingsanbieter und Entwicklern zusammengebracht werden. In 2015 werden noch zwei weitere (ggf. bei Bedarf drei) Verbundtreffen sowie die Abschlusskonferenz durchgeführt. Die Ergebnisse der Arbeitspakete werden in Form von Berichten und Guidelines zusammengefasst. Um die Praxisrelevanz des Qualifikationsrahmen sicher zu stellen werden Anfang 2015 länderspezifische Konsultationsworkshops und Firmenworkshops mit HR-Verantwortlichen durchgeführt. Most recently, the increased digitalisation of work processes in the framework of the fourth industrial revolution has reinforced these developments. These changes have a huge impact on the labour market and the knowledge and skills required by the logistics workforce of the future. The project METALOG has developed a Europe-wide Logistics Qualifications Framework which will serve the logistics sector as a reference tool in their recruitment activities on the one hand, and as a useful tool for the development of career and learning paths for the various occupational profiles within logistic companies on the other. In addition, the METALOG project lays the foundations for a European stakeholder network on qualifications within the Transport and Logistics sector.
