Promotion of Walking is actually the basis of all transport policies, needs a strategic approach, has a high public awareness, also from politics, is less expensive compared to other transport modes, is of course competing with other interests, therefore needs goal-orientied pragmatism. 4. Conclusions Senatsverwaltung für Stadtentwicklung und Umwelt Berlin Abteilung VII 41 The has helped to move the demands and needs of pedestrians into consciousness of politics and media, is a good example, how important a participatory process including all important stakeholders can be to create a consensus concerning the main targets, fields of action and measures, is still endangered concerning its implementation (lack of financial and personal resources), but has been a big step forward to create pedestrian friendly conditions in Berlin. 4.
