Der European Master in Official Statistics (EMOS) ist ein Projekt der Europäischen Union zur Entwicklung eines Programms für die Aus- und Weiterbildung in der amtlichen (=offiziellen) Statistik im Rahmen bestehender Master-Studiengänge in Europa auf Basis einer Kooperation von Universitäten und den nationalen Statistikinstituten Das Ziel ist die Heranbildung von Fachleuten, die vor dem Hintergrund des rasanten Wandels des Produktionssystems im 21. Jahrhundert mit den europäischen amtlichen Daten auf verschiedenen Ebenen auf Grund ihrer universitären Ausbildung umzugehen wissen

Quatember: EMOS in Österreich 4/16 Historische Entwicklung 2010 Erster EMOS-Workshop in Southampton produziert ein Visionspapier 2012 Eurostat startet eine Machbarkeitsstudie mit dem Titel Towards a European Master in Official Statistics (Survey an europäischen Universitäten und nationalen Statistikinstituten) Diese empfiehlt u.a. die Implementierung von EMOS als Label, das für Exzellenz in europäischer Statistik stehen soll, in bereits bestehende Masterprogramme, die bestimmte inhaltliche und organisatorische Vorgaben erfüllen

Quatember: EMOS in Österreich 5/16 2014 Eurostat und die Group of Experts entwickeln die genauen inhaltlichen ( Learning Outcomes ) und organisatorischen Vorgaben für in Frage kommende Curricula, die vom European Statistical System Committee (ESSC) akzeptiert werden 2014 Erster Call ergeht an Universitäten 2015 Das ESSC zeichnet die ersten 12 Studiengänge mit dem EMOS- Label aus (Beginn im Wintersemester 2015/16) 2015 Zweiter Call 2016 Das ESSC zeichnet weitere 10 Studiengänge mit dem EMOS-Label aus (Beginn im Wintersemester 2016/17)

Das EMOS-Label zeichnet existierende europäische Universitäts- Masterprogramme mit besonderem Ausbildungsschwerpunkt im Bereich der offiziellen Statistik und einer Zusammenarbeit mit dem nationalen amtlichen Statistikinstitut aus Das EMOS-Label ist ferner ein attraktives Zusatzzertifikat für Studierende eines solchen Masterprogramms mit (zukünftigem beruflichem) Interesse an amtlicher Statistik (Wettbewerbsvorteil auf nationaler und internationaler Ebene im Berufsfeld der amtlichen Statistik), welches sie auch als Experten auf dem Gebiet der offiziellen Statistik ausweist

Quatember: EMOS in Österreich 7/16 Das EMOS-Label wurde an insgesamt 22 Master-Studiengänge von 21 europäischen Universitäten in 14 Ländern vergeben Das englischsprachige JKU-Masterprogramm Statistics wurde im Mai 2016 als einziger österreichischer Studiengang mit dem EMOS-Zertifikat ausgezeichnet Neben der JKU Linz sind zb die University of Southampton, die Universita Roma La Sapienza, die Universidad Complutense de Madrid, die Freie Universität Berlin, die Universität Trier oder die LMU München an EMOS beteiligt

Quatember: EMOS in Österreich 8/16 Implementierung von EMOS im JKU-Masterprogramm Statistics Zur Erlangung des EMOS-Labels sind grundsätzlich (je nach Studiengang mehr oder weniger große) Anpassungen der Curricula an folgende festgelegten inhaltlichen Vorgaben vorzunehmen: 1) The system of official statistics a. To be aware of the relevance of official statistics as information infrastructure for the society and of its principles; b. To master the organisation and role of the European Statistical System (ESS), the European System of Central Banks (ESCB) and other official data producers and their legal bases, including those referring to confidentiality; c. To be aware of the main institutions operating at national and international level and their data sources (e.g. Eurostat, ECB, IMF, ILO, BIS, UN, OECD, World Bank); d. To understand the statistical principles in the European Statistics Code of Practice (for the ESS)1 and the Public Commitment (for the ESCB) and how they apply to the different steps of data production and dissemination; 2) Production models and methods a. To understand and be able to use different kinds of data sources (censuses, sample surveys cross section, longitudinal, administrative sources, big data, integrated sources) and critically evaluate pros and cons, also in terms of implications of the results; b. To be able to design and manage data production processes, including the definition of the main dimensions of quality and how to monitor and evaluate them;

To be aware of different production models, including the business and enterprise architecture concepts applied to official statistics (e.g. metadata management, Generic Statistical Business Process Model, data archiving, mixed mode surveys, statistical standard classification); 3) Specific Themes a. To be able to understand methodological issues related to some official statistics specific fields and to interpret correctly official statistics in the field (e.g. general and regional statistics, economy and finance, population and social conditions, industry, trade and services, agriculture and fisheries, international trade, transport, environment and energy, science and technology); b. To be able to apply methods suitable to produce and analyse data in the specific field; 4) Statistical Methods a. Knowledge of and ability to apply statistical methods such as sampling methods, small area estimation, non-response adjustments and imputation, treatment of big data, time series analyses, index theory, multivariate statistics, econometrics; b. Critical capacity of framing analysis of statistical data within the context of editing, imputation, missing data problems, knowing the definition of metadata and paradata, data integration; c. Ability to use statistical computer programmes such as SAS, R, SPSS or STATA; 5) Dissemination d. Ability to present data in an effective way to different kinds of audience; e. Understand confidentiality issues in the dissemination of official statistics and the main methods to ensure it (i.e. statistical disclosure control), especially when disseminating micro data; f. To be aware of the different tools available for data dissemination and presentation of results (tables, charts in a static and dynamic web-based environment, data warehouses, advanced visual graphics, etc.).

Quatember: EMOS in Österreich 10/16 Unter den derzeitigen gegebenen Rahmenbedingungen an der JKU Linz wurde folgender Weg gewählt: Einbau ergänzender EMOS-Inhalte nicht nur im, sondern auch rund um den JKU-Masterstudiengang Statistics Auf Basis einer Kooperationsvereinbarung zwischen JKU Linz und Statistik Austria für eine zukünftig verstärkte Zusammenarbeit in der Ausbildung beteiligt sich die Statistik Austria zukünftig an der Lehre der JKU

Das Masterstudium Statistics an der JKU Dieses (seit 1968 an der JKU Linz eingerichtete) Masterprogramm bietet eine vertiefende Ausbildung der Studierenden zu Generalisten in Statistik, die eigenständig neue statistische Methoden entwickeln und in der Praxis anwenden können Es beinhaltet aus dem EMOS-relevanten Bereich Lehrinhalte in Lehrveranstaltungen wie Advanced Regression Analysis, Applied Statistics, Bayes Statistics, Computational Statistics, Experimental Design, Methods for Statistical Projects, Statistical Learning, Statistical Projects, Stochastic Processes, Survival Analysis

Aus dem JKU-Bachelorstudium Statistik EMOS-Learning Outcomes in den Lehrveranstaltungen Amtliche Statistik (Statistik Austria), Datenmanagement, Demografie, Multivariate Verfahren, Nichtparametrische Verfahren, Programmieren mit statistischer Software, Stichprobenverfahren, Wirtschaftsstatistik, Zeitreihenanalyse 3. Außeruniversitärer EMOS-Kurs The European Statistical System and the Role of the NSI Gehalten an der Statistik Austria für die EMOS-interessierten Studierenden der JKU (1-3 liefern EMOS-Learning Outcomes im Ausmaß von 80 ECTS)
W. G. Müller & A. Quatember: EMOS in Österreich 14/16 4. Zusätzliche Ausbildungsangebote (freiwillig) ZB vom EMOS-Netzwerk (zb als Webinar) angebotene Summer Schools 5. Das EMOS-Master Thesis Project Dieses Project (40 ECTS) besteht aus der Masterarbeit zu einem Thema aus dem (weiten) Bereich der amtlichen Statistik (Mitbetreuung: Statistik Austria), den Masterarbeitsseminaren und einem themenspezifischen Praktikum inklusive Teilnahme am hausinternen Weiterbildungsprogramm an der Statistik Austria Alles zusammen zeichnet Absolventen des JKU-Masterprogramms Statistics als Generalisten der Statistik mit spezieller (zusätzlicher) Expertise im Bereich der amtlichen Statistik aus
