560 KG GYROS Obwohl immer wieder behauptet wurde und wird, dass die Grenze von 450 kg unverrückbar ist, kam in 2008 völlig überraschend die Änderung für Gyros auf 560 kg. Niemand weiß genau, wer daran gedreht hatte. Aber der damalige Vorstoß auf 600 kg für alle Uls wurde in Europa geblockt. Although it is often claimed that the limit of 450 kg is fixed, there was a completely surprising change to 560 kg for Gyros in 2008 No one knows exactly who had a shot at this. OUR PROPOSAL FOR THE NEW TEXT EAS DULV LAA ČR : Luftfahrzeuge mit einer messbaren stall speed oder einer Fluggeschwindigkeit in Landekonfiguration von 45 Knoten (CAS) mit nicht mehr als zwei Sitzen, und einer maximalen Abflugmasse von 600 kg und einer Höchstleermasse von 350 kg. PS: EAS schlägt als Leermasse 405 kg vor. EAS DULV LAA ČR : aircrafts having a measurable stall speed or the minimum steady flight speed in landing configuration not exceeding 45 knots calibrated air speed (CAS) and having no more than two seats that have a maximum take-off mass (MTOM) of no more than 600 kg and an empty mass of no more than 350 kg. PS: EAS is proposing for an empty mass of 405 kg.

ABOUT MYTH No 1: IT WILL HAPPEN SOON! Entsprechend einer Information während eines Meetings des Ministerrates ist mit dem Inkrafttreten der neuen BR nicht vor 2017 oder 2018 zu rechnen. According to information given by some participants of a council meeting, the new BR can't be expected to commence before 2017 or 2018.
ABOUT MYTH No 2: IT WILL AUTOMATICALLY APPLY TO ALL MICROLIGHTS! Drei Schritte der Umsetzung: 1. Anhebung der Gewichtsgrenze im Annex I 2. Umsetzung in den nationalen Bestimmungen 3. ABOUT MYTH No 3: WE CAN FLY EVRYWHERE IN EU! Annex I bestimmt die nationale Zuständigkeit Im Gegensatz zu einer EASA-Zertifizierung gelten nationale Zulassungen als beschränkte Zulassungen. Dies gilt auch für die Lizenzen. Das heißt der Flugbetrieb bestimmt sich ausschließlich auf nationales Hoheitsgebiet. Wir sind dabei stets von gegenseitiger Anerkennung abhängig. Annex I determines the national regime Unlike an EASA certification national approvals are considered as limited approvals. This also applies to the licenses. ABOUT MYTH No 4: OPERATION OF LIGHTWEIGHT MICROLIGHT WILL BE COMPLICATED BY MORE BURDEN! Die Gewichtserhöhung bei den Tragschraubern im Jahre 2008 durch die europäischen Institutionen von 450 auf 560 kg hat keinerlei weitere Auflagen oder Beschränkungen mit sich gebracht. Wieso sollte das jetzt so sein? The weight increase of gyroplanes in 2008 by the European institutions from 450 to 560 kg has brought no further conditions or restrictions. Why should it this time be like that?
ABOUT REALITY No 1: IF IT WILL APPLY TO MICROLIGHTS IT DEPENDS ON EACH MEMBER STATES! Entsprechend der BR bestimmen die Regelungen des Annex I die Zuständigkeit der Nationen. Es wird zunächst nur der europäische Deckel angehoben. Die Nationen bestimmen die Umsetzung in nationales Recht. According to the BR, the provisions of Annex I determine the competence of nations. First of all only the European cover is lifted. The nations determine the transposition into national law.
ABOUT REALITY No 2: THE WAY FORWARD IS MUTUAL RECOGNITION! Der einzige Weg für eine Europäisierung der ULs über Ländergrenzen hinweg ist die Gegenseitige Anerkennung von Zulassungen, Lizenzen und flugbetrieblichen Bestimmungen. The only way to a "Europeanisation" of the microlights across national boundaries is the Mutual Recognition of Certifications, Licenses and Flight Operation Regulations.
ABOUT REALITY No 3: ALL THIS IS POSSIBLE IF THE OPT-IN WILL BE ALLOWED! Die Hersteller sollten wählen können, welchem System sie ihr Produkt zuordnen. Zum Annex I als UL in nationaler Zuständigkeit Oder Zum EASA-System mit Zulassung als EU-LSA The manufacturers should be able to choose which system they want to have their product in. Annex I under national regime as a microlight or EASA-Certifcation as EU-LSA
ABOUT REALITY No 4: EASA-ROAD MAP FOR GENERAL AVIATION! Die EASA verspricht seit vielen Jahren eine bessere Regulierung der Allgemeinen Luftfahrt. Aktuelle wieder mit einer GA Road Map. Wenn die EASA nützliche Lösungen bietet wird es Zeit, sich ihr anzuschließen. Wir wollen aber eine schnelle und reale Lösung auf nationaler Ebene unter Verwendung bestehender Ultraleichtflugzeug- Regularien. The EASA keeps promising a better regulation of General Aviation for many years now. Currently by the means of a GA Road Map. When the EASA will come up with a useful solution it will be time to join them, but for now we do not want experiments, we want a quick solution which is practicable on national level using existing microlight systems.
FOOTPRINTS BY NOW Sehr große Zustimmung zu dem Projekt bei Piloten und Herstellern (LAMA-EUROPE) Zum ersten mal fand ein Expertenmeeting im Ministerrat statt. Die Ländervertreter haben überwiegend positiv reagiert. Huge support of the project by Pilots and Manufacturers (LAMA-EUROPE) For the first time there was an expert meeting held in the Council.
