4 Facts about Migrants in the German Labour Market Germany is home to around 16 million people with a migration background. This corresponds to 19.5% of the population as a whole (rising trend) The unemployment rate of people with a migration background (25-65) is 9.3%, about twice as high as for people without migration background (unemployment rate in the entire population: 4.9%) The labour-market situation of people with a migration background has not improved significantly in recent years Source: Mikrozensus

6 Development of the Network IQ Design and development Development of products and strategic approaches with 70 projects as part of the EQUAL Community Initiative (ESF) Transfer The IQ network develops, tests and transfers instruments and strategies for the following action fields: employment counselling, occupational German, business start-ups, intercultural opening, competence assessment and qualification measures The Funding Program IQ The instruments are now to be transferred and implemented nationwide eventually they must be integrated into standard employment support schemes 6

10 Competence Centres Occupational German Recognition of professional qualifications obtained abroad Qualification and training Business start-ups Diversity Management Gather, process and disseminate specialist knowledge Ensure / enhance the development of quality standards Organise and moderate working groups and conferences in order to facilitate knowledge exchange across the network 10

11 Regional Networks 16 Regional Networks (1 per each Bundesland) With the entry into force of the Federal Recognition Act, the Regional Networks help establish widespread structures for providing first information and guidance to advice seekers Advise and train employment agencies to help them cater to the specific requirements of migrants Close cooperation with labour-market stakeholders in order to create a coherent process chain 11

12 Goals of the Regional Networks Focus 1: Facilitating the Implementation of the Recognition Act A nationwide infrastructure of information & counselling offices has been established Counselling and orientation for migrants in need of advice Assistance, training, and supervision of regular job-market institutions (e.g. employment agencies) to ensure quality standards in their counselling activities on recognition Embedding recognition-related counselling in a coherent chain of support measures

13 Goals of the Regional Networks Focus 2: Advising and Coaching Labour-market Institutions Consultancies and training have been provided to regional labour-market institutions (esp. employment agencies) The intercultural competence and the migrant-tailored knowledge of counsellors in these organizations were enhanced Several employees were trained to function like disseminators in their institution

16 In a Nutshell: The Network IQ s Ingredients for Success! Regionally and locally tailored approaches Available leeway for experimentation Long-term perspective (Transferring IQ s successful concepts and practices into standard support schemes is a priority) Wide variety of actors involved, which gives way to mutual respect and cooperation between institutions (migrant organisations, educational institutions, public administration etc.) 16

17 Where is the Network IQ currently standing? Supporting the implementation of the Recognition Act is still an important core area, yet this goal has to a large extent been secured Following steps in the process chain in need of improvement: Training (adjustment training, further qualification) Access to the labour market 17

18 Broader Context: Rising shortage of highly skilled and mid-skilled workers in Germany Germany s persistent inattractiveness for skilled migrants, despite liberal policy changes The Network IQ is developing in line with this general context 18

19 New Work Streams within the Network IQ The considerable expansion of the Program since January 2013 (from about 100 to 239 projects, a host of new organizations involved) has brought about a larger variety of approaches and themes Examples of new work streams: Improve a culture of welcoming / appreciation of migrants Projects targeting foreign students in Germany Projects focusing on new migrants (both pre-arrival and postarrival measures) Cooperation with small and medium-sized firms 19
