1. Chair's announcements 1.1 Interpretation Interpretation was available in German, English and Italian and Danish. 1.2 Unused interpretation at shadows meetings The Chair reminded the Coordinators that Members who requested interpretation and could not be present must notify the Secretariat as soon as possible in order to cancel unneeded interpretation. The Chair also underlined that shadows meetings should not be organised during Committee meetings. 1.3 Possible cancellation of EMPL meeting of 22 December 2015 Decision: The Coordinators decided to cancel the EMPL meeting scheduled for 22 December (2 halfdays). 1.4 State-of-play on conflicts of interests with FEMM on different files Social/Female Entrepreneurship The Coordinators noted that EMPL had been authorised to draw-up an own-initiative report on "Social entrepreneurship and social innovation in combatting unemployment" (rapporteur Ms Lope Fontagné), that the FEMM Committee had requested permission to draw-up a similar own-initiative report on "External factors that represent hurdles to European female entrepreneurship, including social entrepreneurship" and that due to the overlap and the scope of the FEMM INI interfering with EMPL competences, the FEMM request had been blocked by EMPL in the CCC. agreed on the following position: FEMM should give up its own INI and become opinion giving Committee to the EMPL INI, as appropriate under Rule 54 (enhanced cooperation) with FEMM having exclusive competence for the topic of "hurdles to European female entrepreneurship" (a special section on this topic could be taken on board in the EMPL report). Women Domestic Workers and carers in the EU The Coordinators noted that the Chairs of the two Committees agreed on the application of rule 54 to this report, with FEMM as lead Committee and EMPL as associated Committee. The Coordinators noted that following EMPL s contest of FEMM drafting the implementation report on parental leave, which is the remit of EMPL, and since the two committees have not reached agreement, the CCC is preparing a recommendation for a solution for this issue. 1.5 Proposal to amend ESF increasing the possibility to pre-finance measures under YEI advancing of deadline for amendments to Thursday 12 March noon The Chair announced that with regard to the proposal "Youth Employment Initiative: increase of the initial pre-financing amount paid to operational programmes (2015/0026(COD))" the rapporteur, Ms Morin-Chartier, had suggested to advance the deadline for amendments to 12 March. Therefore, the date of the deadline for amendments would exceptionally be before the date of the discussion of the draft report in EMPL which is scheduled to take place on 24 March. The draft report of the rapporteur should be available on 5 March. The Chair will announce this new deadline for amendments at the EMPL Meeting on 5 March and the EMPL Secretariat will inform all Members by email. 2. EMPL public hearings in the second half of 2015 (ZP) In view of the decision on the committee hearings to be held in the 2 nd half of 2015 (July- December), committees are requested to submit requests for public hearings until 10 April 2015 at the latest. Social dimension of the EMU (PR/AC) The papers for the meeting included an analytical note from President Juncker and a note prepared by the secretariat with EP conclusions on the Social Dimension of the EMU. Decision The Coordinators Took note of footnote 1 on page 8 of the analytical note from President Juncker which reads: "The President of the European Commission has indicated his intention to draw on the input from the President of the European Parliament in his reflections during the preparation of the report." 13. Petitions (MM) 13.1 Petition 2335/2013 by Dardan Haxhija (German) on instituting a minimum salary across the EU Decision: No action needed. The petition has been forwarded to EMPL for information only. 13.2 Petition 2382/2013 by Robert Duch (Polish), on treating seasonal workers in the same way as other workers Decision Mandate EMPL Chair to write back to PETI along the following lines: Directive 2014/36/EU of the European Parliament and of the Council of 26 February 2014 on the conditions of entry and stay of third-country nationals for the purpose of employment as seasonal workers (http://eur-lex.europa.eu/legal-content/en/txt/?uri=celex:32014l0036) determines the conditions of entry and stay of third-country nationals for the purpose of employment as seasonal workers and defines the rights of seasonal workers. According to Article 23 seasonal workers shall be entitled to equal treatment with nationals of the host Member State inter alia with regard to terms of employment, including the minimum working age, and working conditions, including pay and dismissal, working hours, leave and holidays, as well as health and safety requirements at the workplace as well as branches of social security, as defined in Article 3 of Regulation (EC) No 883/2004. Member States shall provide for measures to prevent possible abuses and to sanction infringements of this Directive. Member States shall ensure that there are effective mechanisms through which seasonal workers may lodge complaints against their employers directly or through third parties. Every three years, and for the first time no later than 30 September 2019, the Commission shall submit a report to the European Parliament and to the Council on the application of this Directive in the Member States and shall propose any amendments necessary. However, the deadline for the transposition of this directive is 30 September 2016.
