Zwischenstaatliche Organisation zur Förderung der deutsch-amerikanischen Verständigung im Rundfunkwesen Die BERLIN KOMMISSION fördert gemäß dem am 19. Mai 1992 zwischen der Regierung der Bundesrepublik Deutschland und der Regierung der Vereinigten Staaten von Amerika unterzeichneten Abkommen den Austausch von Personen und Informationen im Bereich des RundfunkjournalismU.S. zwischen beiden Ländern. Durch Vergabe von Produktionszuschüssen und eines jährlichen Radio-, Fernseh- und Neue-Medien-Preises unterstützt die BERLIN KOMMISSION Produktionen, die in besonderem Maße zur deutsch-amerikanischen Verständigung beitragen. Dear Friends of, Dear Friends, Supporters, and Fellows, It is a pleasure to report to you that we held our Board meeting here in Berlin on October 31, 2008. I wish to thank Minister Neumann and Ambassador Timken for attending the meeting, and for making such strong statements of support for the Journalism Exchange Program. I look forward to working with all of you over the coming months to promote the mandate to strengthen the German-American partnership through journalism exchange. The year 2008 has been an exciting and important year for German-American ties, culminating in the U.S. election, which opened a new chapter in transatlantic relations. The BERLIN COMMISSION lived up to this event by organizing a special one-week program for several German journalists to experience the election very closely and ultimately produce a report for their respective stations. All of the participants emphasized this occasion as an opportunity to witness a historical election. Over the past year, I have had the opportunity to meet with both the German and American participants in the program on many occasions. I have sat on panels to evaluate the many talented German candidates for the exchange. I can personally attest to the very high quality of the applicants. I have also attended the international reunion of former American participants in the United States. Their enthusiasm for this exchange program is unbounded. Overall, I must say that the Alumni network on both sides of the Atlantic is extensive, dedicated and involved in promoting the program. Other highlights included the meeting of the newly constituted BERLIN COMMISSION that has been opened in October by the Honorary Chairmen of the BERLIN COMMISSION, Staatsminister Bernd Neumann, Minister of State for Culture and the Media and Ambassador William R. Timken Jr., Chief of the Diplomatic Mission of the United States of America. Moreover, a milestone was reached in September 2008, when the BERLIN COMMISSION welcomed its 1000th participant, U.S. journalist Kate Ryan. Senator Fulbright coined the phrase giving the rationale behind our most prestigious exchange programs the promotion of mutual understanding. The program has excelled in this regard. We have a marvelous history so far. Let s work together to maintain the high reputation of the Journalism Exchange Program well into the future. I would like to thank our scholars, alumni, colleagues and friends for helping to flourish and strengthen transatlantic relations. I am convinced that the new Commission will continue to enrich the German-American friendship and leave a lasting imprint on the transatlantic agenda in our increasingly globalized world. The BERLIN COMMISSION is continuing to be the transatlantic bridge of truth and democracy represented by Berlin. It preserves the station s journalistic tradition, rooted in freedom and democracy, and passes this heritage on to a new generation of journalists. In its role as a forum and point of contact for broadcast journalists from Germany and the United States of America, the BERLIN COMMISSION is making an important contribution to revitalizing the intercultural exchange between Germans and Americans. The former radio station and its tradition represent an important part of close German-American relations over the last decades. Berlin played an important role in the fall of the wall and in making German unification possible. It is important to remember these achievements of German- American cooperation. Without this partnership, unification in peace and liberty would not have been possible. There are only a few institutions which carry on these ideas, and the BERLIN COMMISSION is one of them. HE Ambassador William R. Timken Jr. stated in his address: The BERLIN COMMISSION is a successful, independent, bilateral exchange program created in 1992. The agreement on which the BERLIN COMMISSION was created states that it is a bi-national exchange program. The BERLIN COMMISSION is modelled on the Fulbright Commission. As of this year, more than 1,000 journalists from Germany and the United States have participated. I was very pleased to speak at the Award Ceremony this year, and to note the enormous crowd of over 400 well-known journalists present. Both U.S. and German journalists have praised the program. For the U.S. journalists, the independence of the BERLIN COMMISSION is crucial. Ambassador William R. Dr. Helena Kane Finn, Vorsitzende der BERLIN KOMMISSION, begrüßte die 400 Gäste, gefolgt von einer Ansprache von H.E. William R. Timken Jr., Botschafter der Vereinigten Staaten von Amerika in der Bundesrepublik Deutschland und Ehrenvorsitzender der BERLIN KOMMISSION. Danach zeigte die Kurzdokumentation Die Rückkehr der U.S.-Botschaft zum Pariser Platz 2 die wechselvolle Geschichte der amerikanischen Vertretungen in Berlin. USA Herbstprogramm USA Fall Program In der Wahlnacht auf dem Times Square in New York: Ich frage mich, ob Politik in Deutschland einen solchen kollektiven Freudentaumel auslösen könnte und bin mir sicher, die Antwort ist nein, wenn man vom Mauerfall einmal absieht. Eine Frau neben mir sie ist schwarz und um die 30 sagt, sie könne sich an keinen glücklicheren Moment in ihrem Leben erinnern. Melanie Montag Als wir in Washington ankamen, war er noch Präsidentschaftskandidat. Und dann der 4. November: Es war ein Volksfest! Die Erleichterung, ja Erschütterung vieler, vor allem schwarzer Menschen, war geradezu körperlich spürbar, als der Sieg Barack Obamas recht früh feststand. Die Amerikaner als Internet-Nation Nummer Eins wollen an diesem 5. November 2008 Papier in den Händen halten, sie wollen schwarz auf weiß lesen, was da in ihrem Land geschehen ist. Zum Glück kaufe ich bereits um kurz nach 8 Uhr die historische Ausgabe der New York Times. Die Titelschlagzeile: Obama. Racial barrier falls in decisive victory. Bianca Speck Obama wen sonst, sagte der Taxifahrer, der mich vom Flughafen in Washington zu unserem Hotel brachte, als ich ihn zwei Wochen vor der Wahl nach seinem Lieblingskandidaten fragte. Dann endlich der 4. November: Tausende Mensche waren auf den Beinen. Dann für viele die Erlösung: Obama is next president, lief am Rockefeller Center über ein Text-Laufband. Langanhaltender Jubel wie bei der Fußballweltmeisterschaft 2006 in Deutschland. Fremde Menschen fielen sich tränenüberströmt in die Arme, Taxifahrer hupten doppelt so viel wie sonst, ganz New York, die Mehrheit Amerikas, hat ihren neuen Präsidenten gefeiert: Yes, we can und Ja, wir waren dabei. Duke University U.S. Media Fellowship Program for Visiting Journalists Für uns Duke Media Fellows hätte es keinen besseren Zeitraum geben können in den Staaten zu sein. Und dann ausgerechnet in North Carolina, erstmals seit Jahrzehnten wieder ein Swing-State, sprich unentschlossen. Entsprechend präsent waren Barack Obama und John McCain und auch ihre beiden Vizekandidaten, Joe Biden und Sarah Palin, in unserem unmittelbaren Radius. So hatten wir die Chance alle vier Kandidaten live on stage aus nächster Nähe zu erleben. Michael Naumann Vier Wochen an einer renommierten Universität in den USA. Kein Pflichtprogramm, dafür eine Kür, die ihresgleichen sucht. Da North Carolina ein Battleground State ist, geben sich die Kandidaten hier die Klinke in die Hand. Wir haben sie alle gesehen, manche sogar mehrfach. Dann die Wahlwoche in Washington, D.C. ein besserer Zeitpunkt für den Hauptstadt-besuch ist schwer vorstellbar. Dr. Michael Groth 10 Dass diese Wahl historische Dimensionen hat, das konnten wir an jeder Straßenecke spüren. Was haben wir für ein Glück, dass wir gerade in diesem defining moment in history einen Monat in den USA verbringen können. Und dann sitzen wir in North Carolina auch noch mitten drin, in einem der wichtigen Swing States. Auf der anderen Straßenseite haben sich Obama- Anhänger aufgestellt, die Stimmung gegen Palin machen. Es kommt zu einigen hässlichen verbalen Attacken von beiden Seiten, aber sonst bleibt es friedlich. My blog about the trip was featured prominently several times in Shoptalk a daily newsletter to media people across the country. The chance to learn about German media, culture, politics and history with a group of bright, young American broadcast journalists was priceless an amazing and life changing trip. Lori Bergen 12 The program far exceeded my expectations. When I first saw the itinerary, I wondered if I would be able to sit still for all those briefings. In fact, those briefings alone were worth the trip. Perhaps the most emotionally satisfying part of the trip was Berlin itself. What a city! It is imbued with history and culture, and it is a very walkable and enjoyable place. In many, many ways this trip was a trip of a lifetime and I m so appreciative for having had the experience. Dale Cressman Perhaps one of the most exciting elements of our trip was the backdrop of the European Cup. The pride of the German people was on full display as the country sailed to the finals of the championship. However, along with the excitement came tension. On a few occasions, minor clashes erupted between German and Turkish fans, reflective of the racial divisions which exist in Germany. It was interesting to hear the perspective of Ms. Bilkay Oney, a Turkish member of the Green Party. She discussed some of the societal matters involving the Turkish population in Germany, including unemployment, crime and citizenship. The visiting U.S. journalists celebrated this in front of Brandenburg Gate and met with the legendary radio host Rick DeLisle, who works now for the private rs2 radio in Berlin. The more than a thousand participants of the BERLIN COMMISSION come from all parts of Germany and the United States, creating a diverse and comprehensive German-American network of journalists. 13

Miguel Marquez (ABC news Los Angeles) and Deborah Block (VOA) talked about their assignments in Iraq. RTNDA President Barbara Cochran stressed the successful cooperation between RTNDA and and the importance of the Rias Germany programs for U.S. journalists in a meeting with Claus Detjen. fellows Lee Anderson, Tom Tangney, Missy Belote, Bill Silcock, Dan Tritle, and Jann Tracey with BERLIN COMMISSION Executive Director Rainer Hasters Dr. Helena Kane Finn, chairwoman of the BERLIN COMMISSION jury member Claus Detjen Miguel Marquez and Deborah Block Barbara Cochran with Claus Detjen Ralph Begleiter, former Commissioner and jury member and former CNN World Affairs Correspondent, offered Fellows some analysis of the U.S. presidential election campaign. He focused on the increasingly significant influence of non-mainstream media on the campaign, noting especially that internet-based so-called citizen or participatory journalism is completely unfettered by rules of engagement or ethics in the campaign. He cited several examples of recent instances in which untrained citizen journalists powerfully influenced the primary election campaign, especially the contest between Hillary Clinton and Barack Obama. He called the attention of the Fellows to the role of internet-based multimedia (digital video, audio, photos and advertising), which in the United States is not subject to any regulation or rules of fairness, financing or attribution. Even within the mainstream, or traditional media, Begleiter observed the increasingly blurred line between original reporting and commentary in broadcast media. Finally, Begleiter reminded the Fellows of a longstanding current of racism which has simmered below the surface of American elections, and warned that the historic selection of Obama to be the official Democratic Party nominee could revive the spectre of this undercurrent. If that proves wrong, if racism proves insignificant, the 2008 election could turn out to be important beyond even Obama s candidacy, reflecting a significant development in the history of the United States. 4th Alumni Conference of the Round Table USA in California at Stanford University, Palo Alto, and San Francisco from June 26 to June 29, 2008 Verschiedenes Miscellaneous Fellows guests at the opening of the new U.S. Embassy in Berlin The 4th joint transatlantic Alumni Conference was held in San Francisco and Stanford/Palo Alto, USA, from June 26 29, 2008. The Round Table USA, initiated 1998 by the Robert Bosch Foundation and the Institute for Foreign Relations (ifa), gathers some 30 German and bilateral institutions and foundations that are engaged in the transatlantic exchange. The fourth time brought together alumni of the Round Table institutions from both sides of the Atlantic in order to strengthen transatlantic networks and to discuss issues of common interest. The topic was Societies in Transition Adjusting to Changing Global Environments. Discussed was the sustainability of our societies in times of global change. Issues on the agenda were changes in values and the glue that holds our societies together: Themes were migration, mobility and the nation state; individual and structural social mobility, i.e. openness and permeability of social structures; question of social cohesion and the potential to adjust to rising inequalities, also transnational politics and global responsibility with regard to energy security and climate change the two twin challenges of the 21st century, and the dichotomy between science and religion in our societies. On July 4th, three American Fellows attended the grand opening of the new United States Embassy to Berlin at its historic pre-war location at Pariser Platz next to the Brandenburg Gate. Though it started to rain thousands of Berliners and VIP-Guests, which included members of the BERLIN COMMISSION, enjoyed the festivities and the glorious fireworks. RTNDA Jahrestagung in Las Vegas Auch im April 2008 war die BERLIN KOM- MISSION wieder auf der Jahrestagung der Radio and TV News Directors Association in Las Vegas vertreten. As in previous Alumni Conferences, there were plenary sessions with high-ranking keynote speakers and parallel working group sessions where the main themes were discussed in detail and where alumni became involved as speakers or moderators. Some 150 participants from both sides of the Atlantic took part, among them 11 Fellows. At the German consulate in San Francisco: Fellows Brent Geoff and Frank Ucciardo are pictured with Dr. Christian Stocks (center), the German Consul General, who is a big fan and supporter and came up from Los Angeles to participate in the discussions.
