IK UND BIOPLASTICS Die IK Industrievereinigung Kunststoffverpackungen e.v. vertritt die Interessen der Hersteller von Kunststoffverpackungen und folien in Deutschland. Sie repräsentiert eine Industrie mit mehr als 4 Millionen Tonnen verarbeitetem Kunststoff pro Jahr, was einem Umsatz von 13 Milliarden Euro entspricht. Von ihren rund 350 Mitgliedern sind mehr als 30 Firmen im 1997 gegründeten fachgruppenübergreifenden Arbeitsgremium Bioplastics vertreten, das über weit reichende Kenntnisse und Erfahrungen zu Biokunststoffen im Bereich Verpackungen und in anderen Anwendungsbereichen verfügt. Vor allem zwei Aspekte haben die Diskussion über Bioplastics während der letzten Jahre geprägt: Die Frage nach dem Stellenwert der Verarbeitung nachwachsender Rohstoffe, sowie nach Aspekten der Bioabbaubarkeit/ Kompostierbarkeit von Kunststoffprodukten, wie z.b. Verpackungen. Diese Standortbestimmung richtet sich insbesondere an die gegenwärtigen und künftigen Verarbeiter von Bioplastics zwecks einer realistischen, auf Fakten basierten Einschätzung politischer und öffentlicher Diskussionen hinsichtlich der Einschätzung der Chancen und Risiken dieses wachsenden Geschäftsfelds in der Kunststoffverarbeitung. Darüber hinaus können sich auch andere interessierte Kreise wie z.b. Politik, Wissenschaft oder Fachmedien mit der Sichtweise der Verarbeiter von Bioplastics vertraut machen.
EIGENSCHAFTEN UND ANWENDUNGSBEREICHE Unter Bioplastics werden verstanden Kunststoffe aus nachwachsenden Rohstoffen (verarbeitet zu bioabbaubaren oder nicht bioabbaubaren Produkten) und bioabbaubare Kunststoffe aus nachwachsenden oder fossilen Rohstoffen. Die Bio -abbaubarkeit von Produkten aus solchen bioabbaubaren Kunststoffen in Kompostier - anlagen wird durch Normen wie EN 13432 und EN 14995 geprüft. Bioabbaubare Produkte können zertifiziert und entsprechend mit einem Keimling-Symbol gekennzeichnet werden. Bioplastics weisen wie konventionelle Kunststoffe ein überaus breites Eigenschaftsspektrum auf. Neben der biologischen Abbaubarkeit bieten die Materialien unterschiedlichste spezifische Eigenschaften, wie z.b. Kompostierbarkeit, hohe Fettdichte, hohe Wasserdampfdurchlässigkeit, gute Aromabarriere, Glanz, gute Bedruckbarkeit oder sehr gute antistatische Eigenschaften. Verpackungen und Folien aus Bioplastics haben sich insbesondere in Märkten kommerziell erfolgreich etablieren können, wo es gelingt, die besonderen Eigenschaften in nützliche Produktfunktionalität und Mehrwert umzusetzen. Ein Beispiel sind biologisch abbaubare Müllbeutel für organische Abfälle, die mit Inhalt kompostiert werden können. In der Landwirtschaft sind es die Agrarfolien, die direkt nach Gebrauch untergepflügt werden können. Im Bereich ökologisch erzeugter Lebensmittel ist die Bioverpackung die Alternative und ein EU-weiter Trend. Heute werden Verpackungen aus Biokunststoffen beispielsweise bei frischen Obst- und Gemüseprodukten, Hygienefolien z.b. für Windeln oder Versandhüllen eingesetzt. Weiterhin finden Schalen als Verpackungen für Süßwaren, Eier, Salate und Fleisch ihre ersten Anwendungen. Auch Behältnisse für Getränke und Molke reiprodukte sind bereits am Markt anzutreffen. Ebenso bilden Blisterverpackungen oder Verbundverpackungen aus Papier oder Karton mit Biokunststoffbeschichtungen eine neue Generation von Verpackungen mit kompostierbaren Eigenschaften.
BEWÄHRTE LEITLINIEN IN DER DISKUSSION ÜBER BIOPLASTICS Im Laufe seiner über 10jährigen Tätigkeit hat der Arbeitskreis Bioplastics in der IK eine Reihe von Verbands positionen entwickelt, die mittlerweile auch von anderen Verbänden und interessierten Kreisen aufgegriffen und vertreten werden. Dazu gehören Aussagen zur Umweltrelevanz (einschl. CO2-Bilanz von Bioplastics), zur Verwertung, zu anderen Abbaumechanismen oder zum Litterproblem. Bei der Einschätzung der ökologischen Nachhaltigkeit (einschließlich einer gesonderten Betrachtung der CO2-Bilanz) von Bioplastics sind produktkonkrete Einzelfallunter - suchungen erforderlich. Eine pauschale Wertung ist wissenschaftlich nicht fundiert, wie mehrere Ökobilanzvergleiche gezeigt haben. Ebenso wie für konventionelle Kunststoffe gilt auch für Bioplastics, dass alle Verwertungs optionen am Ende des Lebenszyklus offen zu halten sind. Dazu gehören für Bioplastics das Recycling, die energetische Verwertung und die Bioabbaubarkeit (Kompostierung oder Vergärung). Der Trend bei der Verwertung von Bioplastics geht mit Ausnahme von Produkten, bei denen der tatsächliche Bioabbau am Lebensende einen unmittelbaren Konsumenten- oder Anwendernutzen bringt zur energetischen Verwertung, da sie im Vergleich zur Kompostierung auch den Energieinhalt des Materials nutzen kann. Sollten sortenreine Bioplastics einmal in ausreichender Menge zur Verfügung stehen, kann auch das Recycling interessant werden.
Neben der Bioabbaubarkeit/Kompostierbarkeit gibt es weitere Abbaumechanismen (Oxo-Abbau, UV-Abbau), die bei speziell dafür modifizierten Kunststoffen wirken können. Kunststoffverpackungen mit solchen Abbaumechanismen sind keine Bio - plastics, sie erfüllen nicht die Normen zur Bioabbaubarkeit/Kompostierung. In Europa existieren derzeit keine Normen oder Zertifizierungen für die Bereiche oxo- oder UV-abbaubare Kunststoffe bzw. Kunststoffprodukte. Verpackungen aus Bioplastics sind keine Lösung des Litter-Problems, also das Wegwerfen von gebrauchten Verpackungen in die Landschaft. Es ist ein Verhaltens-, Erziehungs- und ggf. auch Kontrollproblem und kann auch nur über Maßnahmen in diesen Bereichen zurückgedrängt werden. Bioplastics sind ein integraler Bestandteil der Familie der Kunststoffe mit wachsender Marktbedeutung. Eine Diskriminierung einzelner Kunststoffe in dieser Familie aus welchen Motiven auch immer wird konsequent abgelehnt. Die Hersteller von Verpackungen und Folien aus Kunststoff benötigen das gesamte Eigenschaftsspektrum aller Kunststoffe, um innovative marktgerechte Produkte bereit zu stellen, die den steigenden Anforderungen der Kundenindustrien, z.b. nach noch besserem Produktschutz, längerer Haltbarkeit etc. der zu verpackenden Produkte gerecht werden.
Broschure_04 19.04.2008 8:37 Uhr Seite 6 CHANCEN FÜR DIE KUNSTSTOFFVERARBEITER Die IK unterstützt den Einsatz von Bioplastics für Kunststoffverpackungen, da er den Verarbeitern ein breites Spektrum an neuen Chancen bietet: Erweiterung der Rohstoffbasis mit der Perspektive mittelfristig interessanter Rohstoffpreise und dadurch Verbesserung der Wettbewerbsfähigkeit Anwendung bestehender Verarbeitungstechnologien Neue Geschäftsbereiche, auch für Nischenprodukte Zusätzlicher Nutzen für spezifische Produktfunktionen durch Bioabbaubarkeit Absatzförderung bestimmter Produkte wie Bio-Lebensmittel in Kombination mit kompostierbaren Verpackungen. Obwohl der Einsatz von Bioplastics im Kunststoffverpackungsmarkt noch deutlich unter 1% liegt, ist es das Anliegen des IK-Arbeitskreises Bioplastics, die Firmen der Branche an das neue Geschäftsfeld mit all seinen Chancen heranzuführen und politische und wirtschaftliche Rahmenbedingungen mitzugestalten und darüber zu informieren.
Broschure_04 19.04.2008 9:07 Uhr Seite 12 CHANCES FOR PLASTICS CONVERTERS IK supports the use of bioplastics for plastics packaging because they offer the converters a wide range of new chances: enlargement of the raw material basis, the prospect of interesting prices at medium-term, therefore improved competitiveness application of existing processing technologies new business fields, even for niche-products additional benefit for the function of a product through biodegradability where reasonable sales promotion for certain products like bio-food packed in compostable packaging. While the use of bioplastics in the plastics packaging market is still clearly below 1% it is the purpose of the IK Working Group Bioplastics to adapt the branch to the new business field with all its chances, help create political and economic frame conditions and provide information about these.
Further to biodegradation/compostability there are other degradation mechanisms (oxo-degradation, UV-degradation), acting on especially modified plastics materials. Plastics packaging with such degradation mechanisms are no bioplastics, they do not meet the standards on biodegradability / compostability. At present there are no standards or certifications for oxo- or UV-degradable plastics or plastics products in Europe. Bioplastics packaging are no solution to the litter problem. This is rather a matter of conduct, education and maybe control and can only be changed by countermeasures in this field. Bioplastics are part of the plastics family with increasing market importance. A discrimination for whatever reason of specific plastics materials in this family is consequently rejected. The manufacturers of plastics packagings and films need the whole property range of all existing plastics materials to provide innovative products that meet the market requirements, for example the increasing demands for improved product protection, longer shelf life etc. of the packed products.
APPROVED GUIDELINES IN THE DISCUSSION ABOUT BIOPLASTICS In the course of its activities during the past 10 years the IK Working Group Bioplastics has developed different position papers which were also adopted and championed by other associations and stakeholders. The positions include statements on the environment (e.g. carbon footprint of bioplastics), recovery, other degradation mechanisms or the litter problem. The assessment of the ecological sustainability of bioplastics (including separate carbon footprint consideration) requires individual product-related case studies. As the comparison of several life cycle assessments show, a general assessment is not scientifically tenable. The requirement that all recovery options should be left open at the end of the life cycle applies to both conventional plastics and bioplastics. For bioplastics these are recycling, energy recovery and biodegradation (composting or fermentation). Unless the biodegradation of special products brings well-defined benefit to the customer or user there is a clear tendency to energy recovery for bioplastics, allowing to make use of the energy contained in the material which is not possible when the material is composted. Nonetheless the recycling option might become interesting one day if there will be sufficient quantities of bioplastics material available.
PROPERTIES AND APPLICATIONS Bioplastics are generally understood as either plastics made of renewable raw materials (converted to biodegradable or nonbiodegradable products) or biodegradable plastics made of renewable or fossil raw materials. The biodegradability of products made of such biodegradable plastics material is defined by the standards EN 13 432 and EN 14 995. Biodegradable products can be certified and marked with a specific seedling symbol. Like traditional plastics, bioplastics offer a wide range of properties. Further to their biodegradability they show different specific properties such as compostability, greaseproofness, high water vapour permeability, good aroma barrier, brilliance, good printability or very good antistatic properties. Bioplastics packagings and films are commercially very successful in markets where it is possible to make use of their particular properties for product functionality and added value. One example are biodegradable waste bags for organic waste which can be composted together with their content. Another example are agricultural mulch films which can be ploughed directly into the soil. In the bio-food sector bio packaging represents an alternative and a Europe-wide trend. Bioplastics are used to pack fruit or vegetables, diapers, shipping envelopes for books and catalogues. Trays made of bioplastics are more and more used for sweets, eggs, salads and meat. There are also first containers for drinks and dairy products in the market. Blisters or compounds of paper or cardboard with bioplastics laminates are a new generation of packagings with compostable properties.
IK AND BIOPLASTICS IK Industrievereinigung Kunststoffverpackungen is the association of manufacturers of plastics packagings and films acting on the German market. It represents an industry with more than 4 million tonnes of converted plastics per year which corresponds to a turnover of more than 13 billion Euros. From the 350 IK-members there are more than 30 companies represented in the IK Working Group Bioplastics. The committee, founded in 1997, has far-reaching experience with bioplastics for packaging and other applications. During the last few years the political and public discussions on bioplastics concentrated mainly on the following two aspects: the role of renewable raw material on the one hand and of biodegradability / compostability of plastics products, e.g. packaging, on the other hand. This position paper is addressed to present and future bioplastics converters as a basis for the factual evaluation of political and public discussions evaluation of the risks and chances in this increasing business segment of plastics processing. It also offers the opportunity to other interested parties in politics, media or science to become familiar with the industrial statement of the bioplastics converters.
