5 Foreword For more information Page 13 The book Ideen für die Schweiz [ Ideas for Switzerland ] has been the most successful book to date in the history of Avenir Suisse. If you want a good life, the place to be born is Switzerland: that is the conclusion of the British journal The Economist with its Where-to-be-born index. This is not the only international ranking where Switzerland occupies the top spot. However, although this might sound paradoxical, this success can also be a curse. It feeds complacency, leads to a careless use of the sources of wealth and welfare and can foster a slight arrogance. This is what Avenir Suisse competes against, with hundreds of blogs on Avenir Online, with articles, lectures, participation in panel discussions, appearances on television and radio, and, of course, above all with its core business, the many short and long studies. These form the basis of our information and lobbying campaigns. We are convinced that if Switzerland wants to secure its prosperity over the long term, it must have the ambition to be economically more successful than its competitors in the globalised economy. Avenir Suisse s most successful book yet, published in January 2013, with the programmatic title Ideas for Switzerland is a product of this conviction. The hope is that it will contribute at any early stage to an objective debate in Switzerland as to how to safeguard the future. And it follows the strategy of not abandoning the tried and tested means, but developing and modernising those features that have been successful for the country. Although Avenir Suisse does not, as a general principle, take part in referendum campaigns, a liberal Think Tank cannot watch from the sidelines while a movement of enraged citizens emerges and sets about attacking the foundations of a free economic and social order. In the case of issues of distribution, for instance, Avenir Suisse has helped to make the discussion more objective, with sobriety and with facts and figures. It has been as consistent as possible in its market-based reasoning which is theoretically well-founded. Finally, over the last year, Avenir Suisse has continued to intensify and broaden international cooperation, for even if Switzerland is one of the model students, it can still learn from other countries. 16 Switzerland needs a reform policy oriented towards the medium to long term that strengthens its strengths and weakens its weaknesses. That is the idea behind the most important Avenir Suisse publication of The book Ideen für die Schweiz 44 Chancen, die Zukunft zu gewinnen [ Ideas for Switzerland 44 Opportunities to Win the Future ], published in January, is the result of a two-year collaboration and contains contributions from all project managers. In addition to ideas for tomorrow launched by Avenir Suisse in recent years and yet to be put into practice, ideas for the day after tomorrow were also presented. These new ideas had not yet been fleshed out but were deliberately formulated in a thought-provoking manner. The book had the desired effect. The media presence was enormous, and numerous politicians and parties commented on it. The third edition was already being printed just a few weeks after the launch. Naturally, not all the reforms suggested met with approval, but even sceptical voices showed respect for the intention to initiate a debate about the future in society. Avenir Suisse was thus able to cement its role as a Think Tank and source of ideas. More Page 18 At the launch of the idea book, prominent personalities gave their views on Avenir Suisse s proposals. Questions of distribution are a cause for concern across the country Not least due to the Rip-Off Initiative and the 1 : 12 Initiative, there was an emotional debate about the distribution of wealth in Switzerland throughout the whole of An astonishing number of people seem to believe that Switzerland is a country of sharp economic and social divides with ever-widening disparities. However, this perception does not stand up to objective analysis, as shown by Patrik Schellenbauer in July in an Avenir special with the concise title Distribution. On the contrary, Switzerland is among the countries with relatively low income disparities. If they were to be reduced even further by interventions in the labour market, which has until now been gratifyingly liberal, and with respect to free wage determination, Switzerland s prosperity would be jeopardised in the long run. The fierce criticism of multinational companies in Switzerland is also indirectly related to distribution. Due to the global activities of these companies, even if they are of Swiss origin, they bring other ideas about salary structures and the right level for top salaries into the country and given their sheer size and huge profits, they are more likely to pay exorbitantly high salaries to top earners. 18 maceutical sector, the country would hardly count among the regular frontrunners in terms of innovation and patent applications. The state is making fundamental changes to the primary income distribution, not only with its tax policy, but also with its spending policy less than some would like, but more than most think. In the book, Zwischen Last und Leistung ein Steuerkompass für die Schweiz [ Between Burden and Benefit a Tax Compass for Switzerland ] published in the autumn, Marco Salvi and Luc Zobrist do away with the widespread preconception that Switzerland is a tax haven. In this respect, there would definitely be room for tax cuts. However, even if there is no desire to reduce the tax burden for political reasons, there is room for reforms. A total of 13 reform proposals aim at more transparency and goal orientation for taxes and transfer payments. They want to make individual saving more attractive again, bring about a radical rethink in terms of wealth taxes, provide for lower corporation taxes and much more besides. The reallocation from workers to pensioners in occupational pension plans is too high. This is the topic of the first Avenir Points of View, with which the solutions proposed by Avenir Suisse are highlighted with a brief summary for decision-makers. According to Jérôme Cosandey, effective remedies to combat veritable pension fraud are a lower conversion rate, special rules for the transitional generation and a stronger division of responsibility in the second pillar, perhaps by means of decentralised determination of the minimum conversion rate by the pension funds. The canton monitor The Labyrinth of Financial Equalisation, by Lukas Rühli, which was presented in October, does not deal with interpersonal distribution, but rather with regional distribution and redistribution. It presents an evaluation of the intracantonal financial equalisation systems that had never previously been undertaken in Switzerland. Its conclusion: intermunicipal solidarity in Switzerland is often achieved at greater expense than necessary, and most cantonal systems are faced with even greater challenges than national financial equalisation at the federal level. Keeping an eye on the international dimension In 2013, Avenir Suisse increasingly cultivated international topics, less in publications and to a greater degree at events. An Evening Talk on the future of corporation tax generated great interest despite the glorious summer weather, also because Adrian Hug, the new director of the Eidgenössische Steuerverwaltung [Swiss Federal Tax Administration], made one of his first public appearances in his new function. His message: The G20 countries are considering stricter tax standards for international groups, and the EU does not intend to tolerate cantonal tax regimes for holding and domiciliary companies and joint enterprises any longer. 19 needs to actively tackle the complex project of corporation tax reform, in order to create legal certainty and maintain the attractiveness of Switzerland as a location. Yves Rossier, the state secretary of the Eidgenössische Departement für auswärtige Angelegenheiten (EDA) [Federal Department of Foreign Affairs], explained at another event, why the federal council has decided to continue along the bilateral path and why and how it is also seeking a solution to institutional questions. An Evening Talk on bank regulation was a special intellectual treat. Urs Rohner, chairman of the board of the Credit Suisse Group, and Martin Hellwig, director at the Max-Planck-Institut zur Erforschung von Gemeinschaftsgütern [Max Planck Institute for Research on Collective Goods] in Bonn, largely agreed in principle that increased regulation is not the solution to a whole host of problems and that over-regulation is a threat to financial centres. While Martin Hellwig doubts, however, that the banking system will become more secure with Basel III, Urs Rohner views the future more optimistically. Thanks to the Swiss finish and the rapid implementation of the Too Big to Fail bill, large banks are prepared for a crisis situation. The European Union has been characterised from its inception by centrifugal and centralising forces. Which one of these forces is set to dominate will be instrumental for Switzerland s relationships with the EU. Avenir Suisse s traditional autumn conference therefore dealt with regional independence efforts under the title Happily Separated. Mikuláš Dzurinda, the former prime minister and foreign minister of the Slovak Republic for many years, explained why Slovakia was able to succeed on its own despite initially unfavourable conditions. Wilfried Scharnagel, author of the book Bayern kann es auch allein [ Bavaria Can Also Go It Alone ] and mastermind of the CSU [Christian Social Union], submitted twelve theses as to why the Freistaat Bayern [Free State of Bavaria] could also try to go it alone within the EU. The podium discussion, moderated by Haig Simonian, included contributions from Professor Albert Carreras, assistant finance minister of Catalonia, and Matthias Diependaele, parliamentary party leader of the liberal New Flemish Alliance in the Flemish parliament. They presented the EU not as a monster, but rather as a guardian also of smaller regions. Internationally networked Think Tank In the past year, Avenir Suisse also experienced its international dimension by carrying on with established cooperations and exploring new ones. 20 measuring reform efforts in the three neighbouring countries since Unfortunately, the March 2013 issue notes that the reform effort is losing momentum in all three countries. An exchange of experiences also takes place with the Industriellenvereinigung [Federation of Austrian Industry] in Vienna on a regular basis. Avenir Suisse is also helping to compile Austria s Think Tank agenda. It was formally launched in the spring of 2013 and is already becoming an important talking point. Singapore and Switzerland: Learning from each other was the slogan of a seminar held in Singapore at the beginning of October with the Institute of Policy Studies (IPS). The objective of the event was for each country to learn more about the other and to explore opportunities for cooperation between the two Think Tanks. As different as the respective political systems may be, when examined more closely, there are striking parallels between Singapore and Switzerland. With more than 100 participants from the economic, political, academic and diplomatic worlds, as well as a balanced mix of guests with backgrounds in Singapore and Switzerland, the seminar met with a lively response. A sequel is planned for 2014 in Zurich. The publication with the programmatic title Ideas for Switzerland is deliberately broad-based. Avenir Suisse is anything but a one-topic Think Tank, of which there are many, particularly in the USA. The topic mobility pricing has already been launched as part of the ideas framework and further explored in a discussion paper and a supplement to the Swiss Month in the autumn. According to Daniel Müller-Jentsch, mobility pricing, the application of market-based price mechanisms in transport, is the best way to curb the not least due to massive subsidies excess demand for mobility in Switzerland. Various case studies also show that mobility pricing is successfully practised in many countries and has proved its worth. At the end of the year, Avenir Suisse once again generated considerable interest with two entirely serious but playful websites. The advent calendar presented 24 portraits of women who made a particularly large impact on Switzerland. The selection deliberately concentrates less on the usual suspects and instead puts the spotlight on female entrepreneurs in the Schumpeterian sense, women who are movers and shakers. Finally, Marion Haemmerli and Samuel Rutz question whether life is equally free everywhere in Switzerland and where the differences lie. The newly conceived Avenir Suisse Freedom Index is an interactive online tool allowing each user to select which of 21 economic and civil indicators most closely correlate to their idea of freedom.
