2 The principles of the nzeb nearly zero-energy building means a building that has a very high energy performance. The nearly zero or very low amount of energy required should be covered to a very significant extent by energy from renewable sources, including energy from renewable sources produced on-site or nearby. 3 Plus-Energy Housing Standard Definition and Calculation Method Definition In its publication on the allocation of grants for model plus-energy housing projects, the Federal Ministry of Transport, Building and Urban Development defines the plus-energy house standard as achieving negative annual primary energy use ( Q p < 0 kwh/(m²a)) combined with negative annual final energy use ( Q e < 0 kwh/(m²a)). All additional conditions of the Germany Energy Conservation Regulation 2009 (EnEV), such as the provision of thermal comfort in the summer, must also be complied with. Calculation Method Primary and final energy use is verified on the basis of the German Energy Conservation Ordinance 2009 (EnEV) in accordance with DIN V In addition to the EnEV verification procedure, final and primary energy use values for household lighting, appliances and processes must be included in the calculation. This is based on a standard value of 20 kwh/m²a per dwelling (with cooking accounting for 3 kwh/m²a) up to maximum of 2,500 kwh/a per dwelling. 18 Conclusions The development of houses with high energy performance needs an holistic approach. There is other way. The goal of nezb can be reached by today kind of constructing. The nezb development has to consider all requirements for a building. Do not forget that a house has to be a shelter against future climate change, noise and fire. The concentration on only one component lead to undesirable developments and an artificial change in the construction market in Europe. It would be more useful to limit only the primary energy than heating demand. The future concept of nezb for buildings has to be driven by open minded competitions of technologies. The future owners of a nzeb need to be more in the focus. The goal fails when only technical questions rule the day. There must be enough distance between funded and required levels. Keep space to future developments. Related to the cost optimal level, the nzeb definition has to push to a reasonable and affordable level.
