Abstract Public policies regarding information and communication technologies (ICTs) are a quite recent phenomenon. To capture the complexity and speed of the changes produced by these technologies as well as its impact in all spheres of society is not an easy task. The transformation of industrial societies to information societies and knowledge societies requires institutional frameworks that promote access, use and skills as necessary conditions for individuals to participate in them. Furthermore, actions to mitigate the digital divide between developed and developing countries are also needed. Therefore, these types of policies surpass all national considerations as they become an international priority. The elac is, in this regard, an emblematic regional policy initiative for bridging the digital divide and promoting economic and social progress in Latin America and the Caribbean through more than a decade by means of consolidating information societies in the region. However, despite its strengths, its policy formulation still lacks elements to foster the qualitative leap from information societies to knowledge societies. In this respect, a comparison of ICT development proposals between ECLAC (the promoter of the elac) and UNESCO was quite useful for finding elements that could be incorporated in the regional plan of action. Furthermore, reflections on the initiatives that UNESCO is promoting in the field of education and ICTs showed the necessity to include some of them in a future evaluation of the elac. Their inclusion might improve the plan s overall impact in the region, while also help in giving the first steps towards the transformation of Latin American information societies into knowledge societies. These elements consider the general development of ICT literacy, by means of promoting lifelong learning, adult education and capacity building approaches, as well as the enhancement of a well-thought investment in R&D activities. Abstrakt Public Policy in Bezug auf Informations- und Kommunikationstechnologien (IKT) ist ein eher neues Phänomen. Es ist daher nicht einfach, die Komplexität und Geschwindigkeit der durch Technologien hervorgerufen Veränderungen in allen Bereichen der Gesellschaft zu erfassen. Die Umwandlung der Industriegesellschaften zu Informations- und Wissensgesellschaften benötigt einen institutionellen Rahmen, der die Fähigkeiten von Individuen und deren Zugang zu IKT fördert, damit sie bei der Transformation der Gesellschaft aktiv mitarbeiten können. Zudem muss Public Policy Maßnahmen beinhalten, welche die digitale Spaltung zwischen den entwickelten und weniger entwickelten Nationen reduziert. Diese politischen Maßnahmen bedürfen eines internationalen Lösungsansatzes. Der elac-plan ist hierfür eine beispielhafte, regionale Politik-Initiative, die seit mehr als einem Jahrzehnt die digitale Spaltung in Lateinamerika und der Karibik überbrückt und den wirtschaftlichen und sozialen Fortschritt in dieser Region durch die Etablierung von Informationsgesellschaften fördert. Jedoch fehlen ihm, ungeachtet seiner Stärken, immer noch Elemente um den Schritt von den quantitativ orientierten Informationsgesellschaften zu den qualitativ ausgerichteten Wissensgesellschaften gehen zu können. Deswegen ist ein Vergleich der Informations- und Kommunikationstechnologie-Entwicklungsvorschläge zwischen der Wirtschaftskommission für Lateinamerika und der Karibik (ECLAC, Unterstützer des elac- Plans) und der UNESCO recht nützlich um die benötigten Elemente zu finden, die dann in die regionalen Aktionspläne eingearbeitet werden könnten. Außerdem zeigen die Analysen von Initiativen der UNESCO, welche die Bereiche Bildung und IKT fördert, die Notwendigkeit einige Projekte der UNESCO in eine modifizierte Version des elac-plans zu integrieren um so nicht nur seinen Einfluss auf die betreffende Region insgesamt zu verbessern, sondern auch um mit seiner Hilfe erste Schritte in Richtung einer kompletten Transformation der lateinamerikanischen Informationsgesellschaften in Wissensgesellschaften zu unternehmen. Die entsprechenden Initiativen der UNESCO zielen konkret auf die Weiterentwicklung der Fähigkeiten, die zur Benutzung von IKT notwendig sind (IKT-Bildung), ab. Dies geschieht durch die Förderung des lebenslangen Lernens, der Erwachsenenbildung und durch den Aufbau von individuellen Fähigkeiten zur Nutzung von IKT (Hilfe zur Selbsthilfe). Außerdem wirbt die UNESCO für eine Ausweitung der Investitionen in Forschungs- und Entwicklungstätigkeiten. Stichwörter: Digitale Spaltung, Informationsgesellschaft, ICT4D, Wissensgesellschaft, Bildung, IKT-Bildung, Lateinamerika Sinopsis Las políticas públicas relativas a las tecnologías de la información y la comunicación (TIC) son un fenómeno reciente. Capturar la complejidad y la rapidez de los cambios producidos por estas tecnologías, al igual que su impacto en diferentes esferas sociales no es una tarea fácil. La transformación de las sociedades industriales en sociedades de la información y en sociedades del conocimiento require de marcos institucionales para promover el acceso, el uso y las capacidades como condiciones necesarias para que los individuos puedan participar en ellas. Adicionalmente, acciones para mitigar la brecha digital entre los países desarrollados y en vías de desarrollo también son necesarias. Por estas razones, este tipo de políticas sobrepasa todas las consideraciones nacionales, para convertirse en una prioridad internacional. El elac ha sido, en este sentido, un política regional emblemática para reducir la brecha digital y para promover el desarrollo económico y social en Latinoamérica y el Caribe por más de una década a través de la consolidación de sociedades de la información. Sin embargo, a pesar de sus fortalezas, esta iniciativa aún carece de los elementos necesarios para realizar una transformación cualitativa de las sociedades de la información en sociedades del conocimiento. Por ello, la comparación de las perspectivas de desarrollo a través de las IX
TIC de la Comisión Económica para América Latina y el Caribe (CEPAL, promotora del elac) y la UNESCO fue útil para encontrar elementos que podrían ser incorporados al plan regional. Además, las reflexiones sobre las iniciativas que la UNESCO está promoviendo en materia de educación y TIC mostró la necesidad de incluir algunas de ellas en una futura evaluación del elac. Su inclusión podría mejorar el impacto general del plan en la región, al tiempo que ayudaría a dar los primeros pasos hacia la transformación de las sociedades de la información latinoaméricanas en sociedades del conocimiento. Los elementos antes mencionados consideran el desarrollo general de la alfabetización tecnológica mediante la promoción de conceptos como la educación permanente, la educación para los adultos y la implementación de capacidades para el desarrollo sostenible, así como una mayor y mejor inversión en actividades relativas a la investigación y el desarrollo.
