1 Kurzfassung Einen Leitfaden für die Einführung eines qualitätsorientierten Mobilitätsmanagements bietet ein CEN Workshop Agreement (CWA), das im Oktober 2009 veröffentlicht wird. Dieses Dokument wurde in Zusammenarbeit von MAX, einem Forschungsprojekt des 6. EU-Rahmenprogramms über Mobilitätsmanagement, und dem CEN Workshop MOBIMA, dessen Sekretariat von Austrian Standards Institute geführt wird, erarbeitet. Das CWA beschreibt ein Qualitätsmanagement-Schema für Mobilitätsmanagement (QMSMM). Es wurde dazu entwickelt, um Konsulenten, öffentlichen Stellen oder daran interessierten Organisationen zu helfen, qualitätsorientiertes Mobilitätsmanagement effektiv und effizient einzuführen und zu betreiben. Das Schema besteht aus vier grundlegenden Teilen mit insgesamt zwölf Elementen für die Einführung eines qualitätsorientierten Mobilitätsmanagements. Bei der Entwicklung dieses Schemas wurde Wert auf praktische Anwendbarkeit und Benutzerfreundlichkeit gelegt. Deshalb waren die versuchsweise Anwendung des Schemas in den Städten Kortrijk (Belgien), und Lund (Schweden) und die dabei gewonnenen Erfahrungen wichtige Schritte bei der Entwicklung des QMSMM. 2 Mobilitätsmanagement Mobilitätsmanagement (MM) ist ein Konzept zur Förderung des nachhaltigen Verkehrs und zur Verringerung der Auto-Nutzungsnachfrage durch die Veränderung von Einstellungen und Verhaltensweisen der Verkehrsteilnehmer. Mobilitätsmanagement basiert auf sanften Maßnahmen, wie Information, Kommunikation, Organisation von Services sowie Koordination der Aktivitäten verschiedener Partner. Sanfte Maßnahmen bewirken meist eine Effizienzsteigerung von harten Infrastruktur-Maßnahmen im urbanen Bereich, wie neue Straßenbahnlinien, Straßen und Radwege. Diese MM-Maßnahmen erfordern (im Gegensatz zu harten Infrastruktur-Maßnahmen) keine umfangreichen finanziellen Investitionen und können einen hohen Kosten-Nutzen-Faktor aufweisen. Eine Reihe von Städten und Organisationen hat bereits Mobilitätsmanagementsysteme eingeführt. Für die Einführung eines qualitätsorientierten Mobilitätsmanagements stand bisher allerdings noch kein anerkanntes Verfahren zur Verfügung. Um diese Lücke zu schließen, wurde das Forschungsprojekt MAX initiiert, das unter anderem ein Qualitätsmanagement-Schema für Mobilitätsmanagement beschreibt und normativ festlegt. 3 MAX und der CEN Workshop MOBIMA Im Oktober 2006 wurde MAX Successful Travel Awareness Campaigns and Mobility Management Strategies, ein Forschungsprojekt des 6. EU Rahmenprogramms, gestartet. Die Forschungsaktivitäten im Rahmen von MAX sind in vier thematischen Arbeitspaketen (Workpackages, WP) organisiert WP A Innovative Approaches in Travel Awareness, WP B Behaviour Change Models and Prospective Assessment, WP C Quality Management and Mobility Management For Smaller Cities, WP D Integrating Planning and Mobility Management. Organisation von MAX Nach der Erfassung des Stands der Technik wurden für alle thematischen Arbeitspakete Forschungspläne erstellt, nach denen sich die weiteren Forschungsaktivitäten im Projektverlauf gerichtet haben. Die Ergebnisse der Forschungsaktivitäten werden zusammengefasst und zum Projektende im Herbst 2009 zur Verfügung stehen. Das Qualitätsmanagement-Schema für Mobilitätsmanagement (QMSMM) wurde in WP C Quality Management and Mobility Management For Smaller Cities entwickelt. Parallel zu MAX/WP C wurde der CEN Workshop 37 MOBIMA initiiert, um den formellen Rahmen für die Entwicklung eines normativen Dokuments, eines so genannten CEN Workshop Agreements (CWA), mit dem Titel Leitfaden für die Einführung eines qualitätsorientierten Mobilitätsmanagements in kleinen und mittelgroßen Städten, zu bieten. Dieses CWA basiert auf den Forschungsergebnissen von MAX/WP C und kann zur Zertifizierung eines Qualitätsmanagement-Schemas für Mobilitätsmanagement herangezogen werden. Dies ist einer der bisher seltenen Fälle, in denen Normung direkt zur Verbreitung der Ergebnisse eines EU- Forschungsprojekts genutzt wird. 4 Forschungsaktivitäten Nach der Erstellung eines Berichts über den Stand der Technik wurde ein Prototyp eines QMSMM entwickelt. Dieser basierte auf dem prozessorientierten QM-System gemäß EN ISO 9001 und dem EFQM Excellence Model. 4
Als Folge von Gruppendiskussionen mit Mobilitätsmanagement-Experten in Gent (Belgien) wurde der Prototyp im Juli 2008 überarbeitet und das CWA umgeschrieben. Der Entwurf des CWA war vom November 2008 bis Februar 2009 zur Stellungnahme durch die Öffentlichkeit verfügbar. Prototyp des QMSMM Zeitgleich wurde das QMSMM versuchsweise in der Stadt Kortrijk (Belgien) angewendet. Ziel waren die Verbesserung des QMSMM und die Evaluierung bestehender Mobilitätsmanagementvorgaben von Kortrijk hinsichtlich des vorgeschlagenen Schemas. Dabei hat sich gezeigt, dass einige praxisrelevante Punkte im QMSMM nicht ausreichend behandelt waren und entsprechende Änderungen notwendig wurden. Die Kommentare, die zu dem CWA während der Frist zur Stellungnahme durch die Öffentlichkeit abgegeben wurden, und die Erfahrungen aus der Anwendung des QMSMM in Kortrijk führten zu einem verbesserten QMSMM. Dieses verbesserte Schema wurde in Lund (Schweden), getestet, um herauszufinden, ob es einfach verständlich und in der Praxis anwendbar sei. 5
5 Das QMSMM Was ist das QMSMM? Die Politik einer Stadt oder Organisation definiert die Gesamtvision der nachhaltigen Transportplanung. Im Rahmen der übergeordneten Mobilitätsmanagement-Politik wird eine Mobilitätsmanagement-Strategie entwickelt, die das umzusetzende Mobilitätsmanagement-Programm, sowie Festlegungen hinsichtlich Kooperationen, Budget und interne (Re-)Organisation enthält. Darauf folgt die Einführung von Mobilitätsmanagement-Maßnahmen und deren Dokumentation. Neben einer planmäßigen Umsetzung von Mobilitätsmanagement-Maßnahmen trägt auch die einem Plan folgende Evaluierung zur Qualität des Mobilitätsmanagements bei. Dieser Evaluierungsplan sollte auch Leistungsindikatoren zur Messung der Wirksamkeit aller Maßnahmen und Dienstleistungen enthalten. Dazu empfiehlt sich die Anwendung des MaxSumo-Anwendungsprogramms, das ebenfalls im Rahmen des MAX-Projekts entwickelt wurde. Das QMSMM ist nicht vorschreibend. Es fordert von den Anwendern, dass sie eine aktive Rolle bei der Prüfung und Beurteilung der bestehenden Vorgangsweisen hinsichtlich der QMSMM-Kriterien einnehmen und anschließend festlegen, wie Änderungen dieser Elemente zu einer weiteren Verbesserung des Mobilitätsmanagements beitragen können. Durch Zusammenstellung und Analyse von Unterlagen zu jedem Element (Durchsicht von Dokumenten, 6
persönliche Gespräche und Gruppendiskussion auch mit Vertretern von interessierten Kreisen) können der vorliegende Status des QM-Schemas eingeschätzt und Verbesserungsmaßnahmen formuliert werden. Es wurde auch ein Auditprozedere entwickelt, das die Einführung eines QMSMM unterstützen soll. Es beurteilt bestehende Mobilitätsmanagement-Praktiken und dient als Leitfaden für weitere Verbesserungen. Was ist der Nutzen des QMSMM? Qualität ist ein Muss, und Qualitätsmanagement (QM) ist der beste Weg, dies zu erreichen. Qualitätsmanagement wird bereits in zahlreichen Organisationen und für viele verschiedene Dienstleistungen angewendet. Der qualitätsorientierte Ansatz führt zu besseren Dienstleistungen und Kostenreduktion. Er kann in eine bestehende Mobilitätspolitik eingebunden werden. Mobilitätspolitik und Mobilitätsmanagement-Maßnahmen werden auf eine gleichbleibende, systematische und organisierte Weise behandelt. Die Glaubwürdigkeit eines Mobilitätsmanagement-Systems wird wesentlich verbessert. Alle am Mobilitätsmanagement-System interessierten Kreise (Geschäftsführung, Angestellte, Nutzer) werden aktiv in die erfolgreiche Entwicklung und Verbesserung eingebunden. Eine Organisation mit einer bereits bestehenden QM-Kultur in anderen Bereichen (z. B. Abfallwirtschaft, Umweltmanagement) kann diese Erfahrungen in den Bereich Mobilitätsmanagement einbringen. Wer kann das QMSMM anwenden? Das QMSMM richtet sich vor allem an Mitarbeiter in MM-Projekten in Städten, vor allem an Personen in leitenden Positionen. Dazu gehören etwa Vertreter der Stadtverwaltungen oder Mobilitätsmanager für Städte, Unternehmen und Organisationen. Alle Verantwortlichen für Mobilitätspolitik, -strategien und -maßnahmen können von der Übernahme des QMSMM-Systems in ihr Mobilitätsmanagement profitieren. CWA Code of practice for implementing quality in mobility management in small and medium sized cities 1 Abstract A guideline for implementing quality in mobility management will be provided by a CEN Workshop Agreement (CWA) which will be published in October 2009. This document was elaborated as a joint effort of MAX, a research project on mobility management and travel awareness in transport within the 6 th Framework Programme of the EU, and the CEN Workshop MOBIMA, the secretariat of which is held by the Austrian Standards Institute. This CWA describes a quality management scheme for mobility management (QMSMM) which was developed to aid consultants, authorities or interested organizations in introducing and maintaining a QMSMM in an effective and efficient way. This scheme consists of four basic parts containing twelve elements for the implementation of quality in mobility management. When developing this scheme emphasis was put on applicability and user-friendliness. Thus, the trial application of this scheme in the cities of Kortrijk, Belgium, and Lund, Sweden and the experience gained were important steps when developing the QMSMM. 2 Mobility Management Mobility Management is a concept to promote sustainable transport and to manage the demand for car use by changing travellers attitudes and behaviour. At the core of Mobility Management are soft measures like information and communication, organising services and coordinating activities of different partners. Soft measures most often enhance the effectiveness of hard measures within urban transport (e.g. new tram lines, new roads and new bike lanes). Mobility Management measures (in comparison to hard measures) do not necessarily require large financial investments and may have a high benefit-cost ratio. A number of cities and organizations have mobility management schemes in place. However, no tool for implementing quality in mobility management was available. To close this gap the research project MAX was initiated to provide and standardize a quality management scheme for mobility management. 3 The EU s 6th framework programme MAX and the CEN Workshop MOBIMA In October 2006 MAX Successful Travel Awareness Campaigns and Mobility Management Strategies, a research project within the 6 th Framework Programme of the EU, was started. Work is organized in four thematic work packages: WP A Innovative Approaches in Travel Awareness, WP B Behaviour Change Models and Prospective Assessment, WP C Quality Management and Mobility Management For Smaller Cities, WP D Integrating Planning and Mobility Management. Organization of MAX After the completion of State-of-the-Art reports research plans were defined for all work packages to provide a guideline for the way forward. The results of the work of all work packages will be summarized and available at the end of the project in fall of 2009. The quality management scheme for mobility management (QMSMM) was developed in WP C Quality Management and Mobility Management for Smaller Cities. In parallel to MAX/WP C the CEN Workshop 37 MOBIMA was initiated to provide the formal framework for drafting a normative document, a so called CEN Workshop Agreement (CWA), titled Code of practice for implementing quality in mobility management in smaller and medium sized cities. This CWA is based on the findings of MAX/WP C and can be used for certification of a quality management scheme for mobility management. This is one of the few instances where standardization is used as a means of dissemination of the results of an EU research project. 4 Research activities Following the State-of-the-Art report of MAX/WP C a prototype QMSMM was developed. It was based on the process-based quality management loop described in EN ISO 9001 and the EFQM Excellence Model. 12
Based on the results of MAX/WP C focus group meetings with experts in mobility management in the city of Gent (Belgium) the QM-scheme prototype was refined in July 2008 and the CWA completely redrafted. This draft was available for public comments from November 2008 to February 2009. Prototype QMSMM In parallel a small-scale demonstration of the QMSMM was undertaken in the city of Kortrijk (Belgium). The objectives were to improve and amend the QMSMM and to evaluate the existing mobility management policies of the city of Kortrijk with respect to the proposed scheme. It was found that some issues were not paid enough attention to and an amendment of the scheme was necessary. The comments received on the publicly available draft CWA and the experience gained from the demonstration in Kortrijk lead to an improved QMSMM. This improved scheme was tested at a small-scale demonstration in the city of Lund, Sweden to find out whether it was understandable and easy to follow. 5 The QMSMM What is the QMSMM? The QMSMM scheme is practically a process, which can be adopted by any organization for managing their mobility policy and measures. That process focuses on developing, monitoring, assessing and improving both the overall mobility management policy and measures in a repeated, systematic way. It involves four basic parts ( policy, strategy, implementation and monitoring and evaluation ) and twelve elements, which are structured in a loop: 13
The city s policy defines the overall vision of a city or an organization for the promotion of sustainable transport through adopting a demand oriented approach. Within the framework of the overall MM policy a MM strategy is developed, which includes the MM programme to be implemented, along with necessary partnerships, budget issues and internal organization restructuring. Implementation of measures follows, accompanied with good documentation of them. Finally, next to a sound implementation plan for each of the MM measures implemented, also a sound evaluation plan contributes to the overall quality of the mobility management conducted. This plan should contain the performance indicators to measure direct output of all measures and services. For this purpose MaxSumo, at tool to plan, monitor and evaluate mobility projects, was developed within the MAX project. The QMSMM is not prescriptive. It requires a city administration/department or organization to take an active role in examining and assessing their current practices regarding each of the QMSMM criteria and then determine how changes in some of these elements could further improve mobility management. By collecting and analysing evidence of each element (through a combination of document analysis, personal interviews and collective discussions with the MM team and with the main stakeholders.), an assessment can be made on the current QMstatus and actions for further improvement can be formulated. An audit procedure has also been developed for supporting the implementation of the QMSMM. It assesses the current practice of mobility management within the city in all its aspects and it can be used as a guidance to make further improvements. 14
Why use the QMSMM? Quality is a must, while quality management is the modern and best way to achieve it. Quality management is a tool already used in a wide range of organizations and services. The quality management approach and culture lead to better performance of provided services and reduced costs. It can be introduced into the mobility policy and management system. Mobility policy and measures will be run and managed in a consistent, systematic and organized way. The credibility of a mobility management system and organization will be considerably improved. All stakeholders of a mobility management system (senior management, employees, users) will be actively involved in the system s successful development and improvement. A city or organization already has a quality management culture in other services (waste management, environmental management etc) and you would like to extend or try it in mobility management. Who can use the QMSMM? The QMSMM focuses on mobility management practitioners, especially in higher levels. This includes city officials and senior mobility managers of cities, companies and organizations. Anybody responsible for the city s / organization s / company s mobility strategy, policy and measures, can benefit from adopting the QMSMM in their mobility management operations.
