Recommendations (WHO, ICNIRP) All scientific panels up to now came to the conclusion that exposure below limit values is safe EU countries: most comply with Recommendation: 2002 Implementation Report of the EU Coucil Recommendation

BImSchV, since ) >> Limits for low frequency and high frequency EMF follow ICNIRP/WHO and Council Recommendation Control of limit values All RF emitters have to comply with site certification procedure (Federal Network Agency) >> site goes into operation only, if public cannot access safety distance (= areas with RF above limit values of EMF-Ordinance)

12 BAVARIAN APPROACH RESEARCH PROJECTS Since 1992: 15 Projects Since 1998: Trend to support applied research (e.g. work on precautionary approaches, measurements of screening materials...) leave basic research to Federal Institutions ( >> German RF Research Programme)

17 BAVARIAN APPROACH PUBLIC PARTICIPATION Mobilfunkpakt II - Framework for dialogue between providers and communities for new mobile phone sites: Time allowances for consecutive steps - communities < Round tables - communities > multiple use of sites - state and communal properties provided for sites - studies and measurements - communication

18 BAVARIAN APPROACH PUBLIC PARTICIPATION Communities < : Provider informs community about new planning Community considers involvement within 30 days If decision is positive: 60 days for suggesting own sites Providers has to check max. 3 suggestions If suggestion qualifies: site is built If suggestion does not qualify: rejection with explanation Final discussion round within 1 month
