4 Vorwort Bis Mitte dieses Jahrhunderts werden mehr als 65 Prozent der Weltbevölkerung in Städten leben. Die Städte sind auch die Orte, in denen die Gegenwarts- und Zukunftsthemen nachhaltig beeinflusst werden können. Prozesshafte und partizipatorische Stadtentwicklung und bottom up Prozesse bestimmen vermehrt die Praxis. Zwischenzustände sind Normalität und Zwischennutzungen setzen Impulse für die Stadtentwicklung. Die Stadtbevölkerung, Bauherrn und Investoren, Fachleute und Verwaltung begegnen sich als Partner auf gleicher Augenhöhe. Die Öffentliche Hand muss dabei Initiator, Anreger und Förderer zukunftsorientierter innerstädtischer Prozesse sein. Berlin ist Hauptstadt, steht aber gleichzeitig für geringen Investitionsdruck und begrenzte Mittel, verfügt jedoch umgekehrt über das Geschenk von viel Raum Spielraum und eine unglaublich innovative und experimentierfreudige kreative Szene. Eine Stadt also, die immer wieder exemplarische und qualitätsvolle Projekte hervorbringt, die durch das Engagement unterschiedlichster Akteure aus unterschiedlichsten Kontexten entstehen Modelle, die in die Zukunft weisen. Der vom Senat für Stadtentwicklung in diesem Jahr zum ersten Mal europaweit ausgeschriebene Urban Intervention Award Berlin soll dazu beitragen, diesen lebendigen Prozess der kreativen und innovativen Auseinandersetzung mit der Stadt zu würdigen und zur Nachahmung anzuregen. Ingeborg Junge-Reyer Senatorin für Stadtentwicklung Berlin Foreword By the middle of this century more than 65 percent of the world s population will be living in cities. Thus cities are the sites in which contemporary and future themes can be influenced on a sustained basis. Processual and participative urban development and bottom up processes increasingly determine praxis. Transitory states are now normality and intermediate utilisation gives an impulse to urban development. The urban population, builders and investors, specialists and administrators, encounter each other as equal partners. Throughout, public authorities must act as initiator, inspirer and supporter of future-oriented inner-city processes. Berlin is a capital city, however it also stands for low investment pressure and limited funds, while conversely being blessed with the gift of much space free space and an incredibly innovative creative scene which delights in experimentation. It is a city which continues to produce exemplary, high quality projects, generated through the commitment of a range of stakeholders from different contexts - models which point the way to the future. The Urban Intervention Award Berlin, a European-wide competition organised for the first time this year by the Senate Department for Urban Development, aims to both honour this vital process of a creative and innovative exploration of the city and inspire emulation. 5 Einführung Schon bald nach meinem Amtsantritte als Berliner Senatsbaudirektorin reifte in mir die Idee, einen Urban Intervention Award ins Leben zu rufen und es ist mir eine große Freude, ihn dieses Jahr zum ersten Mal vergeben zu können. Der von der Senatsverwaltung für Stadtentwicklung europaweite ausgelobte Preis sollte die etablierte und bewährte Preistradition Berlins und Deutschlands ganz bewusst ergänzen. Es geht bei dem Urban Intervention Award Berlin um die Entwicklung neuer, kreativer urbaner Orte von hoher architektonischer Qualität mit Vorbildcharakter, die durch ein innovatives und interdisziplinäres Zusammenwirken von Kooperationspartnern unterschiedlicher Bereiche und Disziplinen wie Kultur, Architektur, Initiativgruppen, Wirtschaft usw. entstanden sind und die wie Kristallisationspunkte in die Stadt hineinwirken und Lebensräume nachhaltig verändern. Die Auswahlkriterien sind demnach die städtebauliche und räumliche Herangehensweise, der soziokulturelle und gesellschaftliche Kontext, die Gestaltungsaspekte, das Nutzungskonzept und die Zusammenarbeit mit den Kooperationspartnern. Der Urban Intervention Award Berlin 2010 würdigt Arbeiten, die im europäischen Raum innerhalb der letzten fünf Jahre entstanden sind und die nachweislich das Umfeld und den Lebensraum für Menschen verändert haben. Es gibt zwei Preiskategorien: Die eine berücksichtigt die gebaute Stadt, (Built), die andere bezieht sich auf temporäre Projekte (Temporary), die für kurze Zeit wirken und wie Vagabunden durch ihren temporären Charakter städtische Orte verändern. Die erstmalige Ausschreibung des Urban Intervention Award Berlin 2010 hat ein erfreulich großes Echo ausgelöst. Über 60 Arbeiten aus Berlin, Deutschland und Europa wurden vor allem von jungen innovativen Büros eingereicht. Die Qualität der Arbeiten hat nicht nur die Jury überrascht, sondern auch alle, die an diesen Preis geglaubt haben, belohnt. Die erstmalige Verleihung des Urban Intervention Award Berlin 2010 soll nicht nur Auftakt für eine wiederkehrende Vergabe des Preises sein, sondern gleichzeitig Motivation und Veranschaulichung für eine geplante 3. Internationale Bauausstellung in Berlin. Glücklicherweise konnte für die detaillierte Erarbeitung der Awardkonzeption die erfahrene Kuratorin Kristin Feireiss gewonnen werden, als profunde Kennerin des internationalen Stadtentwicklungs- und Architekturdiskurses. Ihr gilt mein größter Dank für die kreative engagierte und hartnäckige Arbeit zusammen mit ihrem Team. Ein zweiter großer Dank geht natürlich an die prominente und interdisziplinär zusammengesetzte Jury. Wir haben gemeinsam in intensiven aber auch lustvollen Diskussionen versucht, den Arbeiten gerecht zu werden und die Besten aus den Guten herauszudestillieren. Mein wärmster Dank geht an Undine Giseke, Landschaftsarchitektin, Professorin an der TU Berlin; Bart Lootsma, Architekturgeschichte und -theorie, Professor an der Universität Innsbruck; Enrique Sobejano, Madrid, Architekt, Professor an der UdK Berlin und Hortensia Völckers, Vorstand und Künstlerische Direktorin der Kulturstiftung des Bundes, Kuratorin. Das Zusammenspiel von verschiedenen Akteuren und klugen Nutzungsszenarien als Impulsgeber von Stadtentwicklung ist das eine aber ohne Gestaltqualität geht es nicht. Das machen allen präsentierten Projekten, ganz besonders aber die ausgezeichneten Arbeiten auf eindrucksvolle Weise deutlich. Diese Qualität wollen wir auch in den nächsten Jahren fördern. Darin sehen wir einen erheblichen Beitrag zur Förderung einer zukunftsweisenden Baukultur. Regula Lüscher Senatsbaudirektorin Senatsverwaltung für Stadtentwicklung Berlin Introduction Shortly after taking offce as the Berlin Senate Director of Building, the idea began to form in my mind of establishing an Urban Intervention Award and it is a great pleasure for me to confer this award for the first time this year. The European-wide competition, initiated by the Senate Department for Urban Development, was consciously designed to extend Berlin s and Germany s established and cultivated prize tradition. The Urban Intervention Award Berlin is concerned with the development of new, creative urban sites with a high architectural quality and exemplary character. Generated through an innovative and interdisciplinary collaboration of cooperation partners from different fields and disciplines, such as culture, architecture, initiative groups and business etc., these sites act like crystallisation points within the city, generating a sustained change in the living space. Accordingly, the selection criteria are the urban development and spatial approach, the socio-cultural and social context, the design aspect, the utilisation concept and the collaboration with cooperation partners. The Urban Intervention Award Berlin 2010 honours work which has been created within Europe over the last five years and has demonstrably changed people s environment and living space. There are two prize categories: the first considers the built city, (Built), the second considers temporary projects (Temporary), which function for a limited period, and like vagabonds alter urban locations with their temporary character. The first prize invitation of the Urban Intervention Award Berlin 2010 generated a pleasingly large response. Over 60 projects from Berlin, Germany and Europe were submitted, above all by young, innovative offces. The quality of the projects not only surprised the jury, it also rewarded all those who believed in this prize. The first time bestowal of the Urban Intervention Award Berlin 2010 is not only designed as the begin of a recurrent series of prize competitions, but as motivation and demonstration for a planned 3rd International Building Exhibition in Berlin. Fortunately, for the detailed realisation of the award concept it was possible to win the experienced curator Kristin Feireiss, with her profound knowledge of the international urban development and architecture discourse. I would like to express my gratitude for her creative commitment and determined work together with her team. A second thank naturally goes to the jury, composed of its prominent and interdisciplinary members. Together, in intensive as well as passionate discussions, we have attempted to do justice to the projects and distil the best from the good. My warmest thanks go to Undine Giseke, landscape architect, Professor at the TU Berlin; Bart Lootsma, architectural history and theory, Professor at the University of Innsbruck; Enrique Sobejano, Madrid, architect, Professor at the UdK Berlin, and the curator Hortensia Völckers, Executive Committee and Artistic Director of the Federal Cultural Foundation. The interplay of different stakeholders and smart utilisation scenarios as impulse generator for urban development is one thing, however, design quality is also essential. This is clearly demonstrated by all the showcased projects, especially the award winning works. We intend to promote this quality in forthcoming years. It is in such projects that we see a significant contribution to the promotion of a future-oriented building culture. 7 Die Kategorie Built umfasst gebaute und fest installierte Projekte. Die eingereichten Arbeiten zeigen die gesamte Palette städtischen Bauens: Umnutzungen, Ergänzungen und Neubaumaßnahmen, räumliche und freiräumliche Projekte. Die Innovationen sind vielschichtig und stellen neue Angebote für kulturelle, sportliche aber auch kommerzielle Einrichtungen dar. Neben der architektonischen Qualität werden bei den Arbeiten sowohl der Prozess der Entstehung als auch die nachhaltige Wirkung auf den Stadtraum bewertet. Die vorgestellten 13 Arbeiten, die alle im Alltag erprobt sind, belegen und verdeutlichen eine Gesamtkonzeption, die aufgegangen ist. Die in einer Vorjury ausgewählten Projekte spiegeln die Lebendigkeit der entstanden Orte wider. Und noch eine Sache ist an dieser Stelle zu erwähnen: Es gibt sie, die Bauherren und Investoren, die ein gutes innovatives Projekt mittragen, unterstützen und zu einem erheblichen Masse entwickeln und befördern. Das Gleiche gilt für Genehmigungsbehörden und Verwaltungen, die innovativ mit Vorgaben umgehen. Es ist mehr möglich, als wir oft annehmen. Mit diesem Preis wollen wir dazu animieren, Unmögliches möglich zu machen. The category Built encompasses built and permanently installed projects. The submitted projects display the entire palette of urban building: conversions, extensions and new building measures, spatial and open space projects. The innovations are multifaceted and offer new forms of cultural, sporting as well as commercial facilities. In addition to their architectonic quality, the projects were also assessed in terms of their creation process and sustained effect on the urban space. The 13 projects presented, all of which have been tested under everyday conditions, document and highlight a successfully realised total concept. The projects selected by a preliminary jury reflect the vitality of the resulting sites. How-ever, there is something else that needs to be mentioned at this point. They are out there the builders and investors that fund and support good, innovative projects, developing and promoting them to a considerable degree. The same applies to regulatory authorities and administrative bodies which make innovative use of directives. More is possible than we often assume. With this prize we want to animate people to make the impossible possible. 7

9 Die Bibliothek steht am Anfang eines Stadterneuerungsvorhabens der Stadt Torre Pacheco. Zu dem Projekt gehören außer einer Schule, eine Bushaltestelle sowie ein für die Öffentlichkeit zugänglicher Park. Die allgemeine Entwicklung und die sich beschleunigenden Veränderungen in Torre Pacheco erforderten in architektonischer und stadtplanerischer Hinsicht neue integrative Planungsprozesse, welche die demografischen, sozio-ökonomischen, multikulturellen und touristischen Wachstumsprozesse berücksichtigen. Dieser Wandel machte ein neues Modell für die Stadtplanung erforderlich. Ausgangspunkt der Bibliotheksanlage ist eine Topografie, die sich wie eine Landschaft in das Gesamtareal einfügt. Dem Besucher erschließen sich die verschiedenen Ebenen und Geschosse über eine zentral angeordnete Rampe, die gleichzeitig Bestandteil des Innenhofs ist. Zu den Außenanlagen gehören ein Park des Lesens, ein Wald, Sportbereiche, eine Kletterwand sowie ein Akustik-Park. Bei diesem großangelegten Projekt, das die Lebensqualität der Anwohner verbessern soll, geht es vor allem um eine langfristige nachhaltige Strategie. Aspekte wie geringe Kosten, einfache Technologien, ein niedriger Energieverbrauch und niedrige Unterhaltskosten spielen eine wichtige Rolle. Dazu der Architekt Martin Lejarraga: Architektur sollte dazu beitragen, eine andere Form der Stadt zu vermitteln, in der sich Menschen wohl fühlen, ohne die Gründe dafür kennen zu müssen. The Library Torre Pacheco is the first part of an urban intervention project for the promotion, management and planification of Torre Pacheco which will include a school, a bus station and a public park. The general evolution and the accelerated changes of the city of Torre Pacheco bring with them actions that, from the field of architecture and urbanism, contribute to develop in an organized, joint and integrated way all the parameters affected by the demographic, socioeconomical, multi-racial, cultural and touristic growing process. This approach finally proposes a new urban model for the city. The project appears from the creation of a new topography that indexes and qualifies this expansion zone in Torre Pacheco, on a public plot; an urban, cultural and enjoyment alternative for the citizens. The library is designed as a landscape. The visitor can reach the different levels of the building through a central ramp which is as the same time part of the inner court of the building. The open spaces includes a park for reading, a forest, sporting areas, a climbing wall and an acoustic park. Effcacy is the main issue of all interventions as well as long-term sustainable approaches a like low cost, low technology, low consuming, low keeping. The architecture should produce effects that make us understand a different city, in which even without knowing why, citizens feel better. Martin Lejarraga. 11 Koog aan de Zaan war ein nettes kleines Dorf am Fluss Zaan in der Nähe von Amsterdam, bevor Anfang der 1970er Jahre eine Autobahn gebaut wurde. Auf sieben Meter hohen Pfeilern überquert seither die A8 den Fluss. Das Projekt ist ein Versuch, beide Seiten der Stadt wieder miteinander zu verbinden und den Raum unterhalb der Straße zu beleben. Der außergewöhnliche Platz unter der Straße wurde nicht mehr als Fehlplanung, sondern als Möglichkeit gesehen. Aus einem verwahrlosten Parkplatz wurde ein Mischgebiet; ödes Brachland verwandelte sich in einen Blickfang; was einst Peripherie des Ortes war, ist nun das Zentrum. Von den Einheimischen Einwohnern wie Händlern, Jung und Alt kamen zahlreiche Vorschläge, die als Ausgangspunkt für die Erneuerung dienten. Der Plan wurde in enger Zusammenarbeit mit der Kommunalverwaltung und der Bevölkerung entwickelt. Heute befinden sich unter der Straße eine Skateanlage, die so genannte Rampenlandschaft, ein Spielplatz, eine Breakdance- Bühne, ein Kickertisch, ein Fußball- und ein Basketballfeld, Parkplätze, eine Querstraße, der überdachte Platz mit dem Supermarkt, der Blumen- und der Fischladen, ein beleuchteter Springbrunnen, eine künstlerisch gestaltete Bushaltestelle, ein Minijachthafen, das Panoramadeck und der Fluss. Neben der Autobahn liegt ein kleiner Park, dessen Hügel das Bild der grünen Landschaft verstärken und eine Grillhöhle und einen Fußballkäfig beherbergen. Durch den kleinen Hafen, der unter der Autobahn ausgehoben wurde, schließt der Fluss an die Hauptstraße an. Vom Panoramadeck aus hat man einen herrlichen Blick über den Fluss. Ganz unerwartet bietet die hoch gelegene Autobahn so die Möglichkeit, die Gemeinde wieder zusammen zu fügen. kid zone grafitti wall soccer / basketball fields table tennis / breakdanceplateau s katepark park barbecue cave birch hill jeu de boulle soccer cage Koog aan de Zaan was a charming little village near Amsterdam, located on the river Zaan, before a freeway was constructed in the early seventies. In order to provide access across the river, Highway A8 was built on seven metre-high columns. This project represents an attempt to restore the connection between both sides of town and to activate the space beneath the road. Instead of a disaster, the remarkable space under the road was now regarded as an opportunity: it was transformed from a desolate parking lot to a mixed use area, from a wasteland to a focal point, from a downtown periphery to a centre. The locals residents and retailers, young people and old came up with numerous proposals that were used as the starting point for the renewal. The plan was developed in close collaboration with the local government and the population. Under the road from west to east you will find a skate bowl, the so-called ramp scape and toy area, a break dance stage, tabletop football, a football pitch, a basketball pitch, parking, a cross street, the covered square with the supermarket, pillar boxes, the flower and fish shop, a light fountain, a sculptural bus stop, a mini-marina, the panorama deck and the river. Next to the highway is a small park with some hills that intensify the experience of the greenery. Carved out from these are a barbecue cave and a football cage. By introducing the mini harbour that was excavated from the land under the highway, the river connects to the main street. The panorama deck features wonderful views over the river. In an unexpected way the elevated highway offers the opportunity to reconnect the village to the source of its existence. 13 Der Fischmarkt im Istanbuler Stadtteil Besiktas ist ein eindrucksvolles Vorhaben der Stadt zur Verbesserung der Lebensqualität in diesem Wohngebiet. Besiktas liegt in einem der am dichtesten besiedelten und vielfältigsten Viertel von Istanbul. Der auf einer dreieckigen Fläche im Zentrum des Geschäftsbezirks befindliche Markt ist sehr bekannt. Viele Einheimische und Besucher kaufen hier jeden Tag frischen Fisch und Frischprodukte. Das Gebäude des alten Fischmarkts war in schlechtem Zustand und musste erneuert werden. Aufgrund der direkten Zusammenarbeit mit der Kommunalverwaltung von Besiktas steht das Projekt symbolisch für die Bemühungen des Bezirks, das Stadtgefüge dieses Gebiets und dessen Lebensqualität zu verbessern. Bei der Konstruktion ließ man sich von dem Anspruch leiten, die ikonische Ausstrahlung zu erhalten und die einladende Atmosphäre zu bekräftigen. Das von Gokhan Avcioglu geleitete Architekturbüro GAD entwickelte eine dreieckige Beton- und Stahlmuschel, die den gesamten Platz überspannt und sich zum Straßenraum öffnet. Diese Konstruktion ermöglicht einen Innenraum ohne Säulen und ist damit optimal auf die programmatischen Ziele des Projekts abgestimmt. Der Innenraum ist in sechs Auslagenbereiche unterschiedlicher Größe unterteilt, die durch einen Umlauf miteinander verbunden sind und sich in den größeren urbanen Kontext fügen. Ein weiteres Anliegen ist die Umgestaltung der Fassaden der umliegenden Gebäude in eine Plattform für künstlerische Veranstaltungen wie die Istanbul Biennale oder lokale Events. Die Grenzen zwischen öffentlichem und privatem Raum sind ein weit verbreitetes Problem der türkischen Städte und können nur durch ständiges Experimentieren gelöst werden. The Besiktas Fish Market project is an impressive effort by the community of Besiktas to improve their neighbourhood. Besiktas is located in one of Istanbul s most populated and diverse district. Located on a triangular site in the heart of the commercial area, the market is well known and many locals and visitors buy fresh fish there daily. The physical structure of the old fish market was in poor condition and needed to be replaced. Working directly with the municipality of Besiktas, the project is symbolic of the community s effort to improve the area s urban fabric and its quality of life. The design solution was to maintain its iconic neighborhood presence, while also reaffrming its welcoming feeling. GAD and Gokhan Avcioglu designed a triangular shaped concrete and steel seashell-like form covering the entire site with large openings at street level. The shell provides a column-free interior space, optimising the project s programmatic needs. The interior volume is divided into 6 display sections of various sizes that are joined by a circulation that easily connects all the sections and extends to the larger urban fabric. Another intention is to transform the facades of the sorrounding buildings into a platform for artistic events such as the Istanbul Biennale or more local events. Determining the boundaries between public and private spaces is a common problem in Turkish cities and can only be softened by means of continuous experimentation. 15 Das Grundstück des Lesezeichens Salbke liegt im Zentrum des ehemaligen Fischerdorfes, das in der Gründerzeit stark industriell überformt wurde und dessen Ortsmitte heute zu 80 Prozent leer steht. Die Findung von Form und Funktion gründet auf einem Partizipationsprozess, an dessen Anfang eine Intervention im öffentlichen Raum stand. Obwohl das damals errichtete improvisierte Bibliotheksmöbel nur für zwei Tage den Stadtraum bestimmte, hat es eine dauerhafte Wirkung entfaltet. Die Anwohner haben die Idee aufgegriffen und als informelle Bürgerbibliothek zunächst in eigener Regie fortgeführt. In dem weiteren Beteiligungsprozess wurde zusammen mit den Architekten die Idee eines Ortes, der geschützt vom Straßenlärm eine Ruhezone im Stadtteil bieten soll, weiter vertieft. Auffälligstes Merkmal des endgültigen Objekts ist die Fassade, welche samt Unterkonstruktion von einem ehemaligen Horten Warenhaus von 1966 stammt. In der äußeren Fassade sind gläserne Aluminium-Vitrinen eingelassen, die im Sinne einer Info-Tafel der Präsentation von Vereinen dienen. Die gläsernen Aluminium-Vitrinen in der inneren Fassade nehmen den Buchbestand auf, der rund um die Uhr frei zugänglich ist. Entlang der Holzfassade verläuft durchgängig eine ca. 30 Meter lange Sitzbank. An zwei Stellen vermitteln sogenannte Leseinseln zwischen Straße und Freiraum. Die Gestaltung mit Grafftis erfolgte im Rahmen eines Wettbewerbs, zu dem alle Jugendlichen aus Magdeburg ihr tag, d. h. ihre persönliche Graffti-Unterschrift, einreichen konnten. The plot of the Bookmark Salbke is situated in the centre of the former fishing village, which was subject to radical industrialisation during the period of promoterism and whose centre is now almost 80% empty. The establishment of form and function was based on a participation process, beginning with an intervention into the public space. Although the improvised library furniture erected during this stage only dictated the urban space for a period of two days, it succeeded in leaving a permanent impression. The residents took up the idea and initially extended it in the form of an informal citizens library under their own direction. In the subsequent participation process, the idea of a location providing a quiet zone in the district, protected from street noise, was further refined in collaboration with the architects. The most prominent feature of the final building is the façade, which, complete with the substructure, originates from a former Horten department store from Glazed aluminium display cabinets were set into the outer façade, serving as information boards for the district, presenting the local associations. The glazed aluminium display cabinets in the inner façade contain the inventory of books, which are accessible around the clock. A circa 30 m long bench runs along the wooden facade. At two locations so called reading islands mediate between the street and the free space. 17 Das wichtigste Merkmal des Zamet Centers (mit öffentlichen Einrichtungen wie Sportanlagen, Geschäften, der Stadtbibliothek und der Stadtverwaltung) in Rijeka, Kroatiens größtem Hafen, ist die Eingliederung eines Großprojekts in das städtebauliche Gefüge. Der in das Gebiet eingefügte Gebäudekomplex hat auf unterschiedlichen Ebenen neue öffentliche Räume geschaffen. Das Center verfügt über einen Fußgängerweg in Nord-Süd-Richtung, ein Plateau und einen Park vor der Schule. Es wird damit zum Mittelpunk der Kommunikation. Mit dieser neuen Art der räumlichen Definition einer öffentlichen Institution wird dem aktuellen gesellschaftlichen Bedarf an öffentlichem Raum und kommunalen Einrichtungen Rechnung getragen. Das Entwurfskonzept zeigt sich in der Herausbildung parallel angeordneter Bänder, die senkrecht zu dem unebenen Niveau des Geländes verlaufen, wodurch eine von unten emporragende Reliefstruktur erzeugt wird. Die Anordnung ist nicht hierarchisch, sondern erinnert vielmehr an eine Kette tektonischer Verschiebungen. Der öffentliche Raum auf dem Dach ist nicht nur ein Merkmal des Gebäudes im Zentrum des Gewerbeteils, sondern das Dach der Halle dient auch als eine Art Erweiterung des nördlich gelegenen Parks. Trotz der kurzen Nutzungsdauer seit der Eröffnung Mitte September 2009, hat sich das Zamet Center bereits als lebhafte Begegnungsstätte und Ort für unterschiedliche gesellschaftliche Ereignisse, Sportveranstaltungen, Konzerte, Festivals und Feiern etabliert. The basic characteristic of the Zamet Centre in the city of Rijeka, Croatia s biggest port (including public and sport facilities, retail spaces, the city library and the local authority offces) is the integration of a large project into the urban structure of Zamet, with the objective of minimising disruption and evaluating the existing urban conditions. The new structure, which unlevels the terrain, created the new public spaces, a north-south pedostrian link, and a quality plateau and park zone in front of the school, placing the programme in the centre of Zamet at the intersection of communications. The current social needs for public space and community facilities are articulated in this new spatial type of public institution. The conception of the ensemble is imagined in the form of a progression of parallel bands placed vertically on the de-leveling ground, which creates a relief structure extruded from the sub-wall. The public space on the roof is not only a feature of the building in the commercial part of the centre, but the roof of the hall is also used as a kind of extension of the park situated to the north of the hall. Experiences gained from the very short period of use since its opening (in mid-september 2009) have confirmed Zamet Centre as a new vibrant community centre, a space for a variety of daily social events, sport events, concerts, festivals and celebrations. 19 Der 300 Meter lange und 130 Meter breite ehemalige U-Boot-Bunker am Hafenbecken von Saint Nazaire, rund einen Kilometer vom Stadtzentrum entfernt, wird mittels einfacher Eingriffe in einen Ort für neue Kunst und Musik transformiert. Das Programm besteht aus zwei Einrichtungen, dem LiFE (Internationales Zentrum für neue Kunstformen) und dem VIP (Bühne für neue Musik). Eine innen liegende Straße stellt die Verbindungen zwischen den Bunkerkammern her. Die innere Straße entlang eines ehemaligen Schienenstrangs wird von einem hängenden Lichtteppich überspannt. Eine Treppe führt durch das Dach auf eine Experimentierplattform. Dort dient eine implantierte geodätische Kuppel vom Berliner Flughafen Tempelhof als think-tank für Kunst- und Musikprojekte. Der praktisch unzerstörte Bunker, der noch bis vor kurzem eine starke Barriere für den Zugang zum Hafen bildete, öffnet sich durch diese Transformation zur Stadt und dem Umfeld. Zur Zeit werden auf beiden Seiten des Hafenbeckens Projekte für unterschiedliche Nutzungen (u. a. Wohnen sowie kulturelle und kommerzielle Einrichtungen) entwickelt. Das Projekt Alvéole 14 greift die Qualitäten des Ortes auf. Mittels einfacher Interventionen wird der Bunker transformiert. Durch einige wenige Öffnungen wird der Zugang nach draußen sowie auf das Dach ermöglicht und machen dadurch den Bunker zu einen einladenden Ort. The 300 meter long and 130 meter wide former submarine bunker at the port basin of Saint-Nazaire, approximately one kilometre from the city centre, has been transformed through a series of simple measures into a location for new art and music. The program consists of two facilities, the LiFE (international centre for emerging art forms) and the VIP (venue for contemporary music). An internal street establishes the connection between the bunker chambers. Running along a former section of track, it is covered by a suspended carpet of light. A staircase leads through the roof to an experimental platform Here, an implanted geodesic dome from Tempelhof Airport serves as a think-tank for art and music projects. Through these transformations, the practically undamaged bunker, which until very recently formed a strong barrier blocking access to the port, has been opened up to the city and its surroundings. Currently, projects serving a range of different usages (including residential as well as cultural and commercial facilities) are being developed on both sides of the port basin. The project Alvéole 14 utilises the site s qualities. Through a series of simple interventions the bunker has been transformed, providing access to the exterior and the roof through a limited number of openings, thus making the bunker liveable and inviting for the new facilities.
