2 Senkaku/Diaoyutai The September 2010 collision between a Chinese fishing boat and a Japanese coast guard ship showed the ambiguities in American policy on the Diaoyu/Senkaku Islands. On the one hand, Washington has said that it takes no position on the sovereignty of the islands; on the other, it is bound by the terms of the US Japan security treaty to defend the islands. In a larger context, the incident highlighted a geopolitical dilemma for Japan: how to position itself between a rising China and a United States that seems to be in a state of decline. China, on the rise, seems to be testing its role with regard to the other two powers. The United States, which also sees itself in decline, is asking similar questions. Scholars have hinted that China kept silent about the Japanese claim on the Diaoyutai Islands since its 1895 annexation. As cartographic evidence in this report reveals, however, the ROC did not keep silent. By not including the Diaoyutai Islands in its official cartographic productions, the ROC admitted that the Diaoyutai Islands were not part of its territory. This has significant implications for the ROC because Japan exerts its claim over the islands not only on the terra nullius principle, but also on the fact that Taiwan viewed these islands as non-roc territory until the 1970s. Today, Taiwan continues to exert the claim that it has owned these islands since ancient times. The so-called 'cold politics and hot economics' has become a defining feature of Sino-Japanese political-economic relations. This puzzling pattern of interaction is clearly illustrated in the sovereignty dispute over the Senkaku/Diaoyu Islands. The island dispute has unfolded in five rounds of distinct clashes thus far. From one perspective, the competitive elements in the island dispute make it difficult for both Japan and China to give way to the other side on the territorial and maritime issues. At the same time, the two countries have successfully managed to contain their respective territorial and maritime claims thus far. Drawing on the liberal peace theory, this article systematically demonstrates that economic interdependence has repeatedly fostered the de-escalation of Sino-Japanese conflict over territorial and maritime rights. 9 Recent naval ship visits and exchanges of goodwill between China and Japan suggest an improvement in the two countries' bilateral relationship, which had been steadily deteriorating since the late 1990s. In the longer term, however, Sino-Japanese relations will likely be tested or constrained by five key sets of issues: (1) territorial and resource disputes, (2) nationalism and issues of mutual antipathy, (3) Taiwan's political status, (4) the rapid rise of China's military power, and (5) the U.S. -Japan security alliance. The manner in which these issues are managed or resolved will likely play a major role in shaping the Sino-Japanese relationship and thus the overall geopolitical environment in East Asia. A key complicating factor in the relationship, however, is the persistence of divergent worldviews: Chinese leaders appear to be more consistently persuaded by realist notions of international politics, whereas Japanese leaders tend to favor liberal-institutionalist values. To evalutate this agreement and its possible consequences, one has to look at the history of the disputes over the sovereignty of the Senkaku Islands (Diaoyu Islands in Chinese) and the delimitation of the maritime border in the East China Sea. This article argues that the June agreement does not solve either of these problems. Its value is more political than legal or economic. The elite commitment to arrive at a consensus emerged after a period of significant tension in the bilateral relationship. Given this turn around in bilateral relations, the process by which the "new consensus" emerged merits investigation as it may hold lessons for Sino-Japanese relations as a whole. In an effort to explain the circumstances of the June agreement and analyse what lessons it holds for the Sino-Japanese relationship, this article is divided into three sections. The first section explores the background of the Chunxiao gas dispute in an effort to understand what is at stake in the dispute and the barriers to compromise. This question has been under discussion for some four decades, and answers have often been put in terms of "power". By using a new framework for analyzing foreign policy - what is called "relational power analysis" - this article aims to offer a conceptually more coherent picture of Japan's foreign policy or role in the world in terms of power. It does so by assessing a "litmus test" for Japan's foreign policy, namely the dispute with China over the Pinnacle (Diaoyu/Senkaku) Islands. In particular, the article analyses new materials on Japan's response to the Territorial Waters Law passed by China in 1992, which strongly reasserted China's claim to the islands. It concludes that Japan exerted power over China in regard to the issue and suggests that it did so using mostly civilian instruments along non-traditional dimensions, for example, positively and defensively. What is called "ideational statecraft" - or attempts to exert influence relying primarily on the transmission of ideas, norms and symbols - is a part of the relational power framework, and it proves appropriate to the present analysis. Japan's ability to affect the PRC with such instruments, however, is helped by the fact that leading Chinese policy-makers prioritized economic development and modernization over sovereignty.
