2 Situation 2011 in Austria: linked utilities & lack of transparency Electricity from renewable sources is produced in large quantities in Austria (64,6 % 2011) and sold in many cases, only the electricity certificates were exported. Verbund (Austria s largest utility) exported green electricity certificates for 12 mio. and sold the physical electricity without any label to industry. Most trade is done in direct, Over the Countercontracts / OTC, volume of the electricity exchange EXAA Energy Exchange Austria is low (7 %, compared to EEX European Energy Exchange Leipzig 17 %)

Labelling: Austria Legal Basis 2011 Elektrizitätswirtschafts- und organisationsgesetz regulates labelling, but (3) allows for electricity without known source of origin to be sold ( Strom unbekannter Herkunft ), without any limit. For this, the average European electricity mix (minus RES) is assumed. Some further regulations in Ökostromgesetz 2012 and Stromkennzeichnungsverordnung (Electricity Regulation).

5 Import of nuclear electricity Campaign by GLOBAL 2000 / Friends of the Earth Austria and Greenpeace CEE, successful 2012: 1) legal changes to the national electricity law will make it mandatory from 2015 that the entire electricity supplied is labelled This implements the intention of the Electricity Internal Market Directive (full transparency for consumers). Costs are negligible (between 13 cent and 1,95 per household per year.) 2) nuclear certificates & electricity: Austrian utilities voluntarily exclude certificates and direct contracts from nuclear generation from their portfolio

8 What s the benefit? Transparency for customers: it is no longer possible for utilities to hide unwanted amounts of electricity in Strom unbekannter Herkunft. The market for electricity generated in NPP is reduced by 141 Mio. annually (2011 levels Strom unbekannter Herkunft in Austria, nuclear part). This also results in economic insecurity for nuclear new-build projects in neighboring countries (like Temelín) that aim to export more or less all of the electricity generated.

9 Effects of full disclosure on the Austrian market - unlabeled electricity reduced to 6,8 %, full effect from origin of certificates: 73,1 % Austria, followed by 19,58 % Norway - no discernible effect on electricity from fossil fuels (beyond market effects) -customer s willingness to change electricity provider (to green providers) steadily growing (H1 2014: customers ~ 2,6 %, compared to 1,9 % 2013) -(slightly) greater trust in electricity labelling E-Control Stromkennzeichnungsbericht 2014

10 Limitations Green electricity utilities frequently are subsidiaries of utilities with a mostly fossil / nuclear portfolio. Lacking further legislation on joint disclosure, we as Friends of the Earth Austria recommend utilities - that are green electricity providers - and that do not have shares in / are subsidiaries of conventional utilities On the basis of full transparency of economics: we aim for electricity companies to be part of the Energiewende, not just monetize from (historic) investment.
