1 BUNDESREPUBLIK DEUTSCHLAND FEDERAL REPUBLIC OF GERMANY DFS Deutsche Flugsicherung GmbH (German Air Navigation Services) Büro der Nachrichten für Luftfahrer (Aeronautical Publication Agency) Am DFS-Campus Langen Germany Redaktion/Editorial office: desk@dfs.de Vertrieb/Distribution: customer-support@eisenschmidt.aero AIP AIC IFR 09/17 Betriebliche Einführung von Lufträumen mit freier Streckenführung (Free Route Airspace (FRA)) im Bereich Karlsruhe UAC, Bremen ACC und München ACC oberhalb von FL EINFÜHRUNG 1.1 Dieses AIC soll über die betriebliche Einführung von Lufträumen mit freier Streckenführung (Free Route Airspace) in jenem Teil Deutschlands informieren, der von der DFS kontrolliert wird und sich innerhalb der unten beschriebenen vertikalen Grenzen befindet, d.h. innerhalb des Zuständigkeitsbereichs von Karlsruhe UAC (EDUU) und den entsprechenden Teilen der Zuständigkeitsbereiche von Bremen ACC (EDWW) und München ACC (EDMM). Das Gesamtgebiet wird DFS FRA genannt. 1.2 Die Veröffentlichung des Free Route Airspace im Zuständigkeitsbereich der DFS erfolgt mittels sogenannter FRA-Zellen. Definition FRA-Zelle: Ein FRA innerhalb einer Flugverkehrsdienststelle oder einer FIR/UIR kann lateral und/oder vertikal in "FRA-Zellen" unterteilt werden, die aus mehreren Sektoren oder einer oder mehreren Sektorgruppen bestehen. Jede FRA-Zelle stellt einen unabhängigen FRA dar und verfügt über eigene signifikante Punkte (E/X/A/D/I) und eigene Merkmale wie vertikale Grenzen oder zeitliche Verfügbarkeit. 1.3 Der von der DFS kontrollierte Luftraum wird in folgende FRA- Zellen unterteilt: Implementation of Free Route Airspace (FRA) Operations within Karlsruhe UAC, Bremen ACC, München ACC above FL INTRODUCTION 1.1 The purpose of this AIC is to provide information concerning the implementation of Free Route Airspace Operations within the part of Germany that is controlled by DFS and lies within the vertical limits described below, i.e. within the Area of Responsibility (AoR) of Karlsruhe UAC (EDUU) and the respective parts of the AoRs of Bremen ACC (EDWW) and München ACC (EDMM). This whole area is called DFS FRA. 1.2 Free route airspace within the DFS area of responsibility is published by means of so called FRA cells. Definition FRA cell: A FRA within an ATS unit or within an FIR/UIR can be laterally and/or vertically subdivided into FRA cells, containing several sectors or one or more sector groups. Each FRA cell is implemented as an independent FRA with its own significant points (E/X/A/D/I) and its own FRA characteristics, e.g. vertical limits or time availability. 1.3 The airspace controlled by DFS is divided into the following FRA cells: * Die Sektoren BBG und HOF werden zum AMDT-Termin 01 FEB 2018 eingeführt und ersetzen die bestehenden Sektoren FRKU und FRKH (laterale anstatt vertikale Teilung). * The sectors BBG and HOF will be implemented effective AMDT 01 FEB 2018 and will replace the presently existing sectors FRKU and FRKH (lateral split instead of vertical). ZIEL 2.1 Gemäß EU-Durchführungsverordnung 716/2014 (Gemeinsames Pilotvorhaben - PCP), wonach der Free Route Airspace (FRA) bis 01 JAN 2022 umgesetzt werden muss und gemäß dem europäischen Plan zur Streckennetzverbesserung (European Route Network Improvement Plan - ERNIP) ermöglicht die DFS Free-Route- Betrieb in bestimmten Teilen ihres Zuständigkeitsbereichs (d.h. in bestimmten Flugverkehrskontrollsektoren) und anfänglich in bestimmten Zeiträumen. 2.2 Innerhalb des DFS FRA können Luftfahrzeugbetreiber eine Strecke beliebig zwischen einem festgelegten FRA-Einflugpunkt und einem festgelegten FRA-Ausflugpunkt planen. Je nach Verfügbarkeit des Luftraums kann dabei die Strecke über FRA-Zwischenwegpunkte ohne Bezug zum ATS-Streckennetz führen. 2.3 Ziel der Umsetzung ist es, dem Luftraumnutzer mit Free Route Airspace ausgehend von den heute publizierten ATS-Strecken und DCTs eine noch stärker an die gewünschten Flugprofile angeglichene Routenplanung zu ermöglichen und dadurch sowohl die Wirtschaftlichkeit zu erhöhen als auch die Umweltbelastung (Treibstoffverbrauch, Ausstoß von Treibhausgasen) zu verringern. Dies soll unter Beibehaltung oder Verbesserung der etablierten Ergebnisse in den Kennzahlen für Sicherheit und Kapazität erfolgen. 2.4 Luftraumnutzer werden dazu angehalten, zu den entsprechenden Verfügbarkeitszeiten ihre Flugpläne gemäß FRA aufzugeben. 3. GELTUNGSBEREICH 3.1 Der erste Schritt des DFS FRA wird zum 01 MAR 2018 umgesetzt. Er wird in folgenden Bereichen gelten: in den FRA-Zellen EDUU North (FL 285+) und EDUU East (FL 315+) mit einer betrieblichen Verfügbarkeit von H24; in den FRA-Zellen EDUU West, EDUU South, EDMM South, EDMM East und EDWW East (FL245+) mit einer betrieblichen Verfügbarkeit zwischen ( ). 3.2 Die lateralen Grenzen ergeben sich aus den FRA-Zellen und den 2. OBJECTIVE 2.1 In accordance with Commission Implementing Regulation (EU) 716/2014 (Pilot Common Project [PCP]), which requires Free Route Airspace (FRA) to be implemented by 01 JAN 2022 and following the European Route Network Improvement Plan (ERNIP), DFS facilitates Free Route Operations in selected parts of its AoR (i.e. specific ATC sectors) and, initially, during defined time periods. 2.2 Within DFS FRA operators will be able to freely plan a route between a defined FRA Horizontal Entry Point and a defined FRA Horizontal Exit Point, with the possibility of routing via FRA Intermediate Points without a reference to the ATS route network, subject to airspace availability. 2.3 The objective of Free Route Airspace is to allow airspace users to plan their routes closer to their desired flight profiles on the basis of the ATS routes and DCTs published today. This should result in a boost of costefficiency and reduce the impact on the environment (fuel consumption, emissions of greenhouse gases). Simultaneously, established safety and capacity levels should be maintained or improved. 2.4 Airspace users are encouraged to file their flight plans in accordance with FRA during the times of availability. 3. APPLICABILITY 3.1 The first step of DFS FRA will be implemented as of 01 MAR It will be available in the FRA cells EDUU North (FL 285+) and EDUU East (FL 315+) with an operational availability of H24; in the FRA cells EDUU West, EDUU South, EDMM South, EDMM East and EDWW East (FL245+) with an operational availability between ( ) The lateral limits are derived from the FRA cells and their DFS Deutsche Flugsicherung GmbH AIC IFR 09/17

4 Seite 4 von 5/Page4of5 LUFTFAHRTHANDBUCH DEUTSCHLAND zugeordneten Flugverkehrskontrollsektoren, die oben sowie im Luftfahrthandbuch Deutschland Teile ENR 2.1 und 2.2 festgelegt sind. 3.3 Innerhalb der FRA-Zellen, in denen der FRA nur nachts zur Verfügung steht, bleibt das ATS-Streckennetz weiterhin bestehen und ist H24 verfügbar. Innerhalb der FRA-Zellen, in denen der FRA H24 verfügbar ist, wird das ATS-Streckennetz oberhalb von FL 285/FL 315 teilweise aufgehoben, um den Überflugverkehr aufzufordern, die FRA-DCT-Optionen zu nutzen. Beibehaltene Segmente oberhalb von FL 285/FL 315 sind H24 verfügbar und werden angepasst, um die Verbindung zwischen dem FRA und dem festen ATS-Strekkennetz zu gewährleisten. Zusätzlich stehen in allen Gebieten zahlreiche Direktverbindungen (DCTs) gemäß Route Availability Document (RAD) Appendix 4 weiterhin zur Verfügung. 3.4 Daher haben Luftraumnutzer während der Geltungszeit des DFS FRA folgende drei Möglichkeiten zur Flugplanung: entlang veröffentlichter ATS-Strecken, entlang der im RAD veröffentlichten DCTs oder gemäß FRA. Wenn und soweit verfügbar, sollten Flüge bevorzugt gemäß DFS FRA geplant werden. 4. Additionally, numerous direct routings (DCTs) as laid down in the Route Availability Document (RAD) Appendix 4 remain available in all areas. 3.4 Therefore, during the time of application of DFS FRA, airspace users have the following three options for flight planning: along published ATS routes along DCTs as published in RAD or in accordance with FRA. When and where available, preference should be given to filing in accordance with DFS FRA. 4. FLIGHT PLANNING AND ATC PROCEDURES 4.1 Within DFS FRA, aircraft operators will be able to flight plan direct routes freely, according to the table below, while complying with the corresponding times of availability. 4.2 Nur FRA-relevante signifikante Punkte dürfen zur Flugplanung genutzt werden. Alle im RAD veröffentlichten Regelungen zur Luftraumnutzung und -verfügbarkeit sind einzuhalten. Segmente zwischen den FRA-relevanten signifikanten Punkten sind mittels DCT (Direct) anzugeben. Die allgemeine RAD-DCT-Begrenzung beträgt weiterhin 0 NM. Das bedeutet, dass nur die im FRA verfügbaren DCTs (über veröffentlichte Einflugpunkte, Ausflugpunkte, Abflugverbindungspunkte, Anflugverbindungspunkte oder Zwischenwegpunkte) sowie die in RAD Appendix 4 veröffentlichten DCTs genutzt werden können. Innerhalb des DFS FRA sind DCT-Segmente so zu planen, dass sie nicht näher als 2.5 NM von der seitlichen Grenze der jeweiligen FRA-Zelle entfernt verlaufen. Sofern für einen bestimmten FRA-Einflugpunkt oder FRA-Ausflugpunkt nichts anderes festgelegt ist, sind für die Flugplanung die im Luftfahrthandbuch Deutschland, Teil ENR 1.7 beschriebenen ICAO- Halbkreis-Flughöhen zu verwenden. 4.3 Abgesehen von Segmenten, die auf ATS-Strecken, im RAD Appendix 4 und auf SIDs/STARs festgelegt sind, ist der laterale Einflug in bzw. Ausflug aus dem DFS FRA nur mit Hilfe der veröffentlichten FRA-Einflug- und FRA-Ausflugpunkte zu planen; sind der vertikale Einflug in bzw. Ausflug aus dem DFS FRA nur mit Hilfe der veröffentlichten FRA-Abflug- und FRA-Anflugverbindungspunkte zu planen; Einflug/Ausflug bei An- bzw. Abflügen ist auch über die an die ATS-Streckensegmente angeschlossenen 4.2 Only FRA relevant significant points shall be used for flight planning. The general RAD DCT limit will be kept at 0 NM. So, only those DCTs available from FRA (via published entry, exit, departure connecting, arrival connecting or intermediate points) or DCTs as published in RAD Appendix 4 can be used. Within DFS FRA, DCT segments shall not be planned closer than 2.5 NM to the lateral border of the respective FRA cell. Unless otherwise stated for a specific FRA Horizontal Entry point or FRA Horizontal Exit point, flight planning shall follow the ICAO semicircular cruising level rules as described in the AIP Germany ENR Except for segments defined in ATS Routes, RAD Appendix 4 and SIDs/STARs: Lateral entry and exit to/from DFS FRA cells shall be planned using the published FRA Horizontal Entry and FRA Horizontal Exit points only; Vertical entry and exit to/from DFS FRA cells shall be planned using the published FRA Departure and FRA Arrival Connecting points; entry/exit for arrivals and departures might also be possible via FRA Intermediate Points connected to ATS route segments; AIC IFR 09/17 DFS Deutsche Flugsicherung GmbH

5 LUFTFAHRTHANDBUCH DEUTSCHLAND Seite 5 von 5/Page5of5 FRA-Zwischenwegpunkte möglich; ist die Planung von DCT-Segmenten, die sich teilweise außerhalb der vertikalen und lateralen Begrenzungen der DFS-FRA-Zellen befinden (Wiedereinflugsegmente) nicht zulässig; ist die Planung von DCT-Segmenten über die Zellgrenze des DFS FRA hinweg (grenzüberschreitendes DCT) nicht zulässig, außer von/zu jenen FRA-relevanten signifikanten Punkten, die sich außerhalb der jeweiligen DFS-FRA-Zellen befinden. 4.4 Flüge können durch Flugbeschränkungsgebiete (restricted airspaces - RSA) in der Zuständigkeit der AMC (Airspace Management Cell) gemäß Luftraumnutzungsplan (European Airspace Use Plan, EAUP; European Updated Use Plan, EUUP) geplant werden. Die entsprechenden Regelungen sind in RAD Appendix 7 aufgeführt. Bei Ad-hoc-Aktivierungen von Flugbeschränkungsgebieten und wenn ein Durchflug nicht möglich ist, haben Luftraumnutzer eine taktische Flugumleitung (Rerouting) oder Radarführung durch die Flugverkehrskontrolle zu erwarten. 5. In case of adhoc activations of RSA, and where crossing is not possible, airspace users shall expect a tactical rerouting/vectoring by ATC. 5.
