3 Tschechisch-Deutsche Initiative für eine Ökologische Steuerreform in der Tschechischen Republik Kommt die Ökosteuer nach Tschechien? Seminar für Unternehmer 10. Mai 2004 Goethe-Institut Prag Hana Potůčková Umwelt-Area-Manager Deutsch-Tschechische Industrie- und Handelskammer, Prag In Deutschland kennt man die Ökosteuer schon seit Mittlerweile steht das Thema auch in Tschechien auf der Tagesordnung. Denn eine aufkommensneutrale ökologische Steuerreform ist Teil des Regierungsprogramms der amtierenden Mitte-Links-Koalition. In Tschechien tätige Unternehmen sollten sich daher über die geplanten umweltpolitischen Instrumente informieren und deren potentielle Auswirkungen kennen lernen. Eine hervorragende Gelegenheit dazu bietet ein Workshop, den die Forschungsstelle für Umweltpolitik der Freien Universität Berlin gemeinsam mit ihrem tschechischen Kooperationspartner ecoconsulting s.r.o. am 10. Mai 2004 im Prager Goethe-Institut veranstaltet. Auf dem Workshop, der von der Deutsch-Tschechischen Industrie- und Handelskammer und der Tschechischen Energieagentur unterstützt wird, berichten deutsche Unternehmer über ihre möglicherweise auch negativen - Erfahrungen mit der deutschen Steuerreform. Das Programm bietet ausreichend Gelegenheit zur Diskussion. Die Veranstaltung gehört zu einer Workshop-Reihe, die einen tschechisch-deutschen Dialog über Einführung und Umsetzung einer ökologischen Steuerreform in Tschechien zum Ziel hat. Bislang fanden sechs Workshops mit verschiedenen gesellschaftlichen Gruppen statt - so waren Vertreter von Regierung und Verwaltung, aus Wissenschaft und Forschung, dem Medienbereich, aus Stiftungen und Kirchen und Gewerkschaften eingeladen, wobei sich stets lebhafte Diskussionen entwickelten. Die Initiatoren der Workshop-Reihe verbinden mit den Workshops die Hoffnung, dass sich daraus in der Zukunft ein ständiger tschechisch-deutscher Dialog zu Themen der Umwelt- und Energiepolitik entfaltet, durch den eine engere Partnerschaft der beiden Länder innerhalb der Europäischen Union entsteht.

6 Reserven & Resourcenbegrenzung Unsicherheit über die tatsächliche Reichweite der Öl-Reserven und Öl-Ressourcen (Schätzungen schwanken stark: 40 bis 160 Jahre). Asiatische Länder werden industrialisiert und motorisiert und werden zunehmend Anteile an der Ölverfügbarkeit beanspruchen. Die Situation des Ressourcenauslaufs ist also den deutschen Herstellern bekannt. IMAK Prag, Mai

7 Umweltverträglichkeit & Mobilität Hohe Verkehrsdichten und Industriekonzentrationen in Ballungsräumen können zu Luft- und Geräuschbelastungen der Bevölkerung führen. Die Effizienz des Materialeinsatzes, der Produktions- und Entsorgungsprozesse werden deshalb ständig verbessert, um Kosten zu senken und die Umweltverträglichkeit zu verbessern Ziel der Autoindustrie: Nachhaltige Mobilität bereitzustellen. Diese umfasst: - die Umweltverträglichkeit - im weitesten Sinne - die Mittel- bis langfristige Kraftstoffverfügbarkeit - und die Erschwinglichkeit für den Kunden IMAK Prag, Mai

8 Stand des Automobils im Entwicklungszyklus I In den westlichen Industrieländern ist der Mobilisierungsbedarf nahezu gesättigt. Absatzsteigerungen sind nur durch Verdrängung von Wettbewerbern möglich => Preisdruck steigt. Ausweg war bisher: Verbilligung der Produkte durch die Verlagerung von Forschung & Entwicklung auf Teile-Zulieferer. Folge: Moderne Kfz-Technologie ist auch für neue Konkurrenten in Niedriglohnländern verfügbar geworden (Daewoo, Hyundai ). IMAK Prag, Mai

9 Stand des Automobils im Entwicklungszyklus II Folge: Viele Hersteller aus Niedriglohnländern liefern attraktive Produkte zu günstigen Preisen; d.h. drücken weiter auf die Margen, Folge => Die Amortisation von F&E ist in kürzerer Zeit erforderlich. Der richtige Zeitpunkt für die Investition in neue Anlagen ist kritischer denn je zuvor für den Unternehmenserfolg. Die Automobilindustrie hat im Entwicklungszyklus ihr Maximum (Gewinne) überschritten; ist eine reife Industrie. IMAK Prag, Mai

10 Verbrauchertrends Kunden wollen: Großräumigere & leistungsstärkere Fahrzeuge (Entwicklung der Großraumlimousinen, stärkere Motoren) Mehr Komforteinrichtungen im Fahrzeug Elektrische Fensterheber & Schließeinrichtungen, Klimaanlage, Sitzfunktionalität, kombinierte Radio- & Navigations-Systeme. Folge: Das Fahrzeuggewicht und die Fahrzeuggröße steigen tendenziell weiter an und verringern erheblich die Erfolge der Verbrauchs- und Schadstoffreduzierung. IMAK Prag, Mai

11 Gesetzgebung I Gesetzgeber fordert: Abgas- & Schadstoffreduzierungen (CO2-Reduzierung, Kat/Partikelfilter/DeNOx-Systeme, umfangreichere Testverfahren). Erhöhte Unfallsicherheit (Crashtests, akt. & passiver Passantenschutz). Geräuschreduzierung (Motordämmung, leisere Reifen, ). Gesetzgeber hat die ökologische Steuerreform eingeführt: Ziel war die Forcierung der Entwicklung umweltverträglicher Mobilität. => IMAK Prag, Mai

12 Gesetzgebung II Fiskalische Maßnahmen hierunter sind u.a.: Verteuerung konventioneller Kraftstoffe für den Verbraucher. => die Betriebskosten der Benzin- & Dieselfahrzeuge steigen. Subventionierung alternativer Kraftstoffe, z.b. Erdgas als Autokraftstoff - mineralölsteuerreduziert bis Ende 2020; d.h. halber Preis im Vergleich zu Benzin. Kraftstoffe aus Biomasse hergestellt sind mineralölsteuerfrei (Biogas, Rapsmethylester, Äthanol, Sunfuel..). => Zwingt die Hersteller zur Neuentwicklung von Antriebssystemen und Fahrzeugkonzepten. 13 Verbrauchertrend & Gesetzgebung III Folge: Kosten für Forschung & Entwicklung von Autos steigen weiter: Die Herstellkosten für die Fahrzeuge steigen und damit die Kosten für die individuelle Mobilität des Bürgers. Erfolge von Kostenreduzierungsmaßnahmen der Hersteller werden aufgezehrt. Die Wettbewerbsfähigkeit der deutschen Produkte wird verringert. IMAK Prag, Mai

14 Nachhaltige Mobilität & ökologische Steuerreform Sicht der deutschen Automobilhersteller I Die Notwendigkeit schadstoffarme Fahrzeuge möglichst energie- und ressourcenschonend herzustellen ist akzeptiert. Die Begrenzung der Verfügbarkeit des konventionellen Energieträgers Erdöl ist bekannt. Alle deutschen Hersteller arbeiten deshalb an nachhaltigen Mobilitätsstrategien und betreiben die Erforschung und Entwicklung neuer Fahrzeug- und Antriebskonzepte, wie folgt: IMAK Prag, Mai

17 Sicht der deutschen Automobilhersteller II Staatliche Überregulierung durch vorzeitiges und einseitiges Agieren des Gesetzgebers birgt Risiken für die Konkurrenzfähigkeit der deutschen Automobilindustrie auf dem Weltmarkt (>70% Export). Die Selbstverpflichtung der Automobilindustrie, (z.b. ACEA- Commitment % CO2-Emission) erscheint dieser als das geeignete Mittel, statt vorgreifender staatlicher Vorschriften. Die Investitionen in Forschung, Entwicklung und neue Fabrikanlagen für neue Fahrzeug- und Antriebskonzepte sind extrem teuer (ca. 1 Mrd. pro Fahrzeuglinie mit 1 neuen Motor) Massenproduktion notwendig!!! 18 Sicht der deutschen Automobilhersteller III Staatliche Förderung der F&E alternativer Fahrzeugkonzepte, die heute noch nicht vom Markt gefordert werden, erscheint daher unumgänglich. Die europaweite Koordination der gesetzlichen Maßnahmen muss gewährleistet sein. Das Zusammenwirken der Marktpartner bei der Einführung neuer Kraftstoffe und Antriebssystem ist erforderlich; d.h.: - Kraftstofflieferanten, -Teile- & Systemlieferanten - Gesetzgeber -Autohersteller. 19 Zusammenfassung Die deutschen Automobilhersteller arbeiten aktiv an der Entwicklung nachhaltiger Mobilität. Direktionalen staatlichen Eingriffen steht man eher skeptisch gegenüber. Eigenverpflichtungen wird hier der Vorzug eingeräumt. Die Unterstützung der europäischen Regierungen wird erwartet, damit die Automobilstandorte in Europa gesichert werden können. IMAK Prag, Mai

27 Before we start: Let s look at another great debate and the lessons for the Eco-debate What petrol and diesel is today, bread and corn has been for thousands of years. Give us today our daily bread! Price of corn and bread famine, bread riots, revolutions. Kings lost jobs and heads (why don t they eat cake?) Today, Social Question largely resolved no famines, almost no hunger in Western Democracies. Still injustice and inequality but not in the headlines French last to abolish State control of bread price If problems today, then oversupply, not undersupply! 39 EU DISCUSSION ON ENERGY TAXATION (I) From National Ecotaxes to European Green Budget Reform Phase 1: Enthusiastic beginnings, growing obstacles : EU discussion before Earth Summit in Rio de Janeiro EU wants to demonstrate commitment as environmental global leader 1992: First proposal for CO2/energy tax (exemption of energy intensive industries, dependent on similar action by other OECDcountries (conditionality clause) 1993: White Paper on growth, Competitiveness and Employment Chapter Ten sets out principle of double dividend of an ETR Despite of positive momentum, no real progress was achieved (partly due to ambivalence of large members like Germany) 1994: Rising difficulties; realization that successful CO2/energy tax needs more flexibility in terms of rates and time Dr. Görres July E.F.R.

Continuing opposition based on unanimity requirement for fiscal matters 1997: new, but much less ambitious Monti-Proposal 1999: Germany submits new compromise 2000: Protests against high oil prices bog down debate in most of EU 2001: EU Presidencies of Sweden and Belgium open renewed initiatives 2002: Spanish Presidency, after long and hard opposition, makes U-turn towards slight increase of energy taxation. IRL, LUX, P, GR still oppose Phase 3: Beginning of a European Green Budget Reform Process? 41 EU DISCUSSION ON ENERGY TAXATION Some conclusions from European experiences: An excellent product, but difficult to sell! Overall: Positive environmental impacts, economic benefits and innovations throughout Europe Ecotaxes work best when part of a policy package (combined with subsidies for innovation, energy saving, new energies plus administrative controls) Without ecotaxes, most other measures are much less efficient Choosing broader tax base avoids environmental and fiscal trade-off Combination with broader fiscal reforms facilitates burden compensation Barriers to competitiveness and social equity are more perceived than real and can be overcome by intelligent policies ETR is controversial, partly complicated and vulnerable to populist attacks Political alliances and active communication strategies are required to sell ETR and to point out opportunities (and funding) for energy savings Revenue effects of ETR are crucial to get political support Dr. Görres July E.F.R.

For German industry, ETR means a net relief up to 4 billion ¼ p.a. Ecotaxes will lead to an increase of the total tax burden. By integration in general tax reform, overall tax quota in Germany was decreased, with net relief for the great majority of taxpayers. Ecotaxes will be self-defeating through tax base erosion. Trough gradual and slow increase of ecotaxes, stable and even growing tax returns can be expected over many years (as has been the case with gasoline taxes in the past). Ecotaxes hit poor harder than the rich. Phantom pain! Many European nations showed that purely national reforms were possible, though limited in scale and with particular concessions. Ecotax revenues must be devoted to ecological projects. German experience confirms this as a popular demand, but there are strong economic arguments against this demand, mainly the independence of revenue and expense items in the public budget. Ecotaxes do not lead to ecological effects. This position contrary to most economists firm belief in market forces was rebuted by the conincidence of tax increases with increases in crude oil prices. 69 Schlussbemerkungen Die Wirkung von Ökosteuern muss durch Anreizbrücken katalysiert werden! Transparenz schafft Akzeptanz auch für Ökosteuern. Die Aufkommensneutralität muss verteidigt werden. Auch der Rückfluss aus Ökosteuern sollte individualisiert transparent gemacht werden (Steuerbescheid, etc.). Der Zertifikatehandel droht einen enormen Wasserkopf zu entwickeln, noch bevor er startet! Er kann einen sinnvollen Zwischenschritt darstellen, WENN es rechtzeitig gelingt, auf Ökosteuern umzusteigen. 15

70 Schlussbemerkungen Der Staat ist nicht fähig, durch direkte Subventionen sinnvoll zu fördern. Die gesamte Forschungs- und Projektförderung insbesondere der EU sollte gestrichen werden. Sie erreicht die Falschen und wirkt eher kontraproduktiv! Ökosteuern sollten umfassend UND einfach sein. Energie ist kein sehr guter Stellvertreter für die wirklichen Ziele. Die Besteuerung nach chemischen Elementen am Markteingang wäre wahrscheinlich charmanter

109 Možné přístupy hospodářské politiky začlenit EDR do širšího rámce reformy veřejných financí postupně odstranit stávající úlevy a výjimky využit spíše duální sazby než výjimky pro sektory vystavené mezinárodní konkurenci oznámit nové daně a sazby dostatečně dlouho předem zavést plnou sazbu na průmysl, část výnosu vrátit zpět, avšak se zachováním pobídek ke snížení znečištění (jako např. daň na NO x ve Švédsku)
