Zurich s Future Challenge in Urban Development Higher Density: inhabitants & employees 2012: & : & Source: Grundlagen Siedlung und Verkehr, RZU 2004 New mobility solutions are necessary! Population compared with the greater region: City: Agglomeration: 1.2 million Metropolitan area: 1.7 million Greater Zurich Area: 3.2 million Page 7 Source: Bevölkerungsszenarien , Stand 2013 Commuter Interrelation City of Zurich with outer conurbation area Into the city Out of the city Quelle: Strukturerhebung 2010 BfS Page 8 40% of the commuters come from outside of the shaded area
Tight Urban Space Efficient mobility solutions are necessary Area consumption per person and transport means: PT, bicycle and walking is much more efficient than cars Page 9 Implementation of the Program Stadtverkehr 2025 The constitution of the city of Zurich include a new paragraph, which sets a new quantitative goal: 10% increase towards public transport, pedestrian and bicycle traffic until 2025 Qualitative goals will be enforced: 10% decrease of motorized vehicles: from 30% (2010) to 20% (2025) Protect inhabitants from negative impacts of traffic Focus on public, foot and bicycle traffic, namely tangential public traffic connections and seamless bicycle routes Building new main roads is only allowed when total net capacity of the street network is not enlarged Page 10
Usually long Planning and Political Processes BEFORE cars/day 950 cars/hour AFTER No through traffic anymore 150 cars/hour Limmatquai: 30 years 1963: First study on upgrading pedestrian zones 1987: Voters oppose blocking through traffic in combination with tunnel bypass 1999: Voters accept change of transport plan: no «continuous quarter street» anymore 2002: Voters authorizes credit (1.75 Mio. CHF) for upgrading bypass (existing streets) 2003: Administration court rejects objection against project 2004: Blocking through traffic 2005: Municipal council authorizes credit (14 Mio. CHF) for upgrading Limmatquai 2006: Opening after nine months rebuilding Page 11 APPROACHES Page 12
Zurich s Transport Policies a long history towards 2000W 1977 People s Initiative: promotion of public transport 1989 Parking ordinance 1990 Opening suburban railway system 1991 Implementation of the first zones with 30 km/h limits 1996 Historic parking compromise 2001 Mobility strategy (goal: sustainability) 2009 Opening West bypass relief of the city quarters 2011 New Tramway Zurich West 2012 Launch of the urban traffic programme «Stadtverkehr 2025» Page 13 The actual Transport Policy Stadtverkehr 2025 : Traffic should be city compatible Page 14
Stadtverkehr 2025: Goals Increase the modal split of PT, pedestrian and bicycle traffic Improve the availability and attractiveness of PT, pedestrian and bicycle traffic Not increase the capacity of MPT Implement the goals of the 2000 Watt Society in the mobility area Protect residents from the negative impacts of traffic Increase the quality of public spaces Page 15 Stadtverkehr 2025: Continuation of planned activities and Plan of Action with important new measures Page 16
Stadtverkehr 2025: Measurement of the development 17 Indicators measure the development of the program Starting point 2012 Annual reporting Page 17 Amount of traffic in urban areas on target Page 18
PROMOTING PUBLIC TRANSPORT (PT) Page 19 S-Bahn Zurich: The Suburban Railway System Opening in billion CHF investment 380km network More than duplication of travellers in 20 years Further extension of infrastructure 28 lines and 172 stations 950 trains per day Over passengers per day (crossing city border) S-Bahn-passengers per weekday at the city limits of Zurich, (source: Mobilität in Zahlen 2012/2) Page 20
Zurich - City of Tramways A close net all over the city A close timetable Reliable and fast transport to all parts of the city Clean and safe vehicles Priority for public transport at traffic lights (green on demand) Constant extension and modernisation of services and infrastructure Development of tram route network until 2030: sufficient capacity for urban development Expansion tangentials Page 21 REDUCING MPT AND TRAFFIC CALMING Page 22
Adaptive Traffic Net Management Traffic lights at the city limits to control the flow into town Automatic adaption according to the traffic volume with sensors in streets Example: Congestion at Bellevue - Ramp metering at the correspondent main access roads Page 23 Traffic Reduction due to Motorway Bypass opened 2009 Page 24
Weststrasse: slowed down and redesigned Weststrasse, November 2008 Page 25 Weststrasse, November 2012: Umbau zu verkehrsberuhigter Quartierstrasse mit Tempo 30 und Gegenverkehr City Speed an Important Pillar for Quality of Urban Life Zurich has already today almoste citywide Speed 30 km/h inresidential quarters Enlarging of 30 km/h zones for noise protection purposes until 2014 Main streets still 50 km/h all over Idea: Speed 30 km/h on selected main streets at night Page 26
RESTRICTIVE PARKING POLICY Page 27 Restriction of Private Parking depending on Area Areas with different minimums and maximums of allowed or mandatory parking places Page 28 Parking places: (2012): Public ground Private ground
Restriction of Private Parking depending on Area Example Residential area of 2400 m2 Wohnfläche (m2) Reduktionsgebiet Normalbedarf PPV10 (1PP/120m2) reduzierter Bedarf (Pflicht) (%) (PP) autoarm = unter Pflichtbedarf (PP) A <2 B <5 C <8 D <12 Übriges Geb <14 Page 29 Historical Compromise for the inner city (public parking) 1:1-change from on-street to offstreet parking Increase quality of urban spaces - upgrade urban areas for pedestrians and bicycles Base: 1990 (ca parking places) Page 30
Historical Compromise for the inner city: Example upgraded Sechseläutenplatz Theaterplatz, März 2009 Theaterplatz, Februar 2014: Umgestaltung Platz, Verlegung der Parkplätze ins Parkhaus Opéra Page 31 PROMOTING GOOD CONDITIONS FOR PEDESTRIANS AND CYCLISTS Page 32
Promoting Pedestrians Short and direct ways - tram or bus stops within 300m walking distance Attractive public and district spaces Promotion of attractive walking connections within the city Concentrate car traffic on main roads Slow down traffic in residential areas (30 or 20 km/h) Parking places reserved for residents Page 33 Promoting bicycling Infrastructure (fast and confortable network) at the expense of parking places, MPV-lanes or trees Promotion (goal: duble amount of bicycle trips) Page 34
PROMOTING SUSTAINABLE MOBILITY BEHAVIOUR Page 35 Mobility consulting: «Mobility in Companies» Consulting Process: Two modules to optimize mobility Simple questions «Start discussion» Free of charge for companies Determine the company situation, initial ideas for solutions, Information-portfolio «Consulting plus» Costs: 50%/50% Implementation proposals Detailed mobility analysis, e.g. employee polls Additional consulting or specific implementaion support on demand Implementation Implementation of proposals Complex questions Page 36

Conclusions The needed reduction of the mobility-caused GHG emissions until 2050 is only possible with widespread measures (efficiency + sufficiency) on all governmental levels With the program «Stadtverkehr 2025» Zurich is on target concerning surface transportation. On longer term, additional and more consistent measures promoting public transport, pedestrian and bicycle traffic must reinforce the intended effects Especially concerning air traffic the opportunity for actions by the city of Zurich are rather limited Page 41 GHG-Emissions per person 2050: Trend and 2000-Watt-Szenario surface traffic and air traffic Trendentwicklung Page 42 Quelle: Infras, Szenarien/Massnahmen,
