In my role as President of the parents association A.P.E.G. of the German section I am now turning to you (i.e. to CERN) with a request for support. The problems seem to be related to a conflict between the Director of the Lycée International and the Communes of the Pays de Gex regarding the responsibilities for providing the infrastructure in particular classrooms for the primary education of the international sections. In view of this situation I am wondering whether the legal service of CERN could look into this question and clarify the relevant responsibilities, based on the French legislation taking into account in particular the existing agreements between CERN and the French authorities (dating from 1973, 1976 etc.) governing the creation of this educational institution in Ferney-Voltaire with international sections, as well as the protocol of the Inspection d Academique Ain (Académie Lyon/Education Nationale) with the parents associations of the international sections of the Lycée in Ferney concerning mother tongue education in Pays de Gex (from 29.9.2008).
Furthermore, I would like to ask CERN on the basis of the mentioned above agreements to endorse our demand for the provision of classrooms for the primary education of the international sections in Ferney-Voltaire at a higher-level of the French authority. Due to the current difficulties the continued existence of the primary part as well as finally of the whole sections (primary/collège/lycée parts) are seriously jeopardised. The consequences of this conflict over responsibilities are borne by our children, a situation we cannot accept. Thanking you and CERN in advance for any efforts undertaken in this matter. Wie Sie bereits vorab mündlich informiert wurden, haben die Elternvereine, die den Grundschulunterricht der internationalen Sektionen des Collège/Lycée International in Ferney-Voltaire stellen (finanziell und personell), aktuell mit massiven Problemen zu kämpfen, diesen auch über das laufende Schuljahr hinaus sicherzustellen. In meiner Eigenschaft als Präsidentin des Elternvereins APEG der deutschen Sektion erlaube ich mir daher, mich mit folgendem Anliegen an Sie, respektive CERN, zu wenden: Da die Probleme auf einer seit einiger Zeit andauernden Auseinandersetzung über die Zuständigkeit der Bereitstellung der Infrastruktur insbesondere der Klassenräume für den Muttersprachen- Grundschulunterricht zwischen dem Leiter des Lycée International und den Kommunen des Pays de Gex beruhen, möchte ich Sie fragen, ob es dem CERN Legal Service möglich wäre, zu prüfen, wer rechtlich für das Bereitstellen dieser Klassenräume zuständig ist und zwar auf Grundlage der französischen Gesetzgebung über die Schulbildung in Frankreich unter besonderer Berücksichtigung der Vereinbarungen des CERN mit dem französischen Staat über die Errichtung einer Bildungseinrichtung in Ferney-Voltaire mit internationalen Sektionen (von 1973, 1976 und ggf. ff.) sowie des Protocole der Inspection Academique Ain (Académie Lyon/Education Nationale) mit den Elternvereinen von fünf der sechs internationalen Sektionen am Lycée in Ferney über den Muttersprachen-Grundschulunterricht im Pays de Gex (vom 29.9.2008). Desweiteren erlaube ich mir, CERN auf der Grundlage der o.g. Vereinbarungen mit dem französischen Staat um Unterstützung zu ersuchen, auf zuständiger höherer Ebene der Forderung nach Bereitstellung von Klassenräumen für den Grundschulunterricht der internationalen Sektionen Nachdruck zu verleihen, da das Fehlen dieser Räume den Fortbestand der Sektionen entscheidend gefährdet. Die Auseinandersetzung über die Zuständigkeiten innerhalb der französischen Gremien wird zu Lasten unserer Kinder ausgetragen, was für uns nicht hinnehmbar ist.
