ANSWER TO THE INITIAL QUESTION At Swiss Post, about 1/3 of the route time is independent of the quantity of mail. The «quantity-independent route time» can be calculated with GIS The GIS calculation works, though it could be enhanced There is no proof that the GIS calculation is better other systems Everybody agrees, that there was need for a standardized calculation, in order to be able to benchmark units High expectations, little trust, lots of emotions lead to a never-ending story Seite 13
