- VII - Zusammenfassung In dieser Arbeit wird eine Methode des Projektportfoliomanagements ZlH Auswahl und Kontrolle von Projekten in Dienstleistungsunternehmen am Beispiel eines internationalen Versicherungskonzerns vorgestellt. In diesen Firmen läuft in der Regel andauernd eine grosse Zahl von Projekten. Bei diesen Projekten handelt es sich in der Regel um Informatikprojekte. Mit der Auswahl und Kontrolle von Projekten sind immer auch Probleme auf der Ebene des Managements verbunden. So fehlte im betrachteten Unternehmen vor der Einführung des Projektportfoliornanagements beispielsweise ein Überblick über das Projektportfolio. Prioritäten zwischen den Projekten bei knappen Personalressourcen, eine Unterstützung für die Projekte sowie eine Kontrolle über die planmassige Durchführung und den erfolgreichen Abschluss eines Projektes. Derartige Probleme sind nicht nur für das betrachtete Unternehmen spezifisch. Mittels des beschriebenen Verfahrens kann ein Projektportfolio gestaltet werden, dessen Projekte einen möglichst hohen finanziellen Nutzen bei geringem Risiko haben, die Strategie umzusetzen helfen und die auch einen qualitativen Nutzen für das Unternehmen bringen. Weiterhin kann durch die regelmassige Kontrolle der Projekte sichergestellt werden, dass die Projektmanager für die Projektauswahl möglichst genaue Plandaten zur Verfügung stellen, bei Problemen in der Projektdurchführung rasch eingeschritten werden kann und durch die systematische Sammlung von Erfahrungswerten sowie Verbesserungspotentialen die Planung und Auswahl von Projekten langfristig verbessert werden. Das Projektportfoliomanagernent läuft wie folgt ab: Vor der eigentlichen Projektallswahl wird für alle Projekte überprüft, ob die Projektdaten zuverlässig sind, ob für Projekte Koordinationsbedarf besteht, 0 b das Projekt strategiekonform ist und ob es die geforderte Minelestrentabilität erfüllt. Ausserdern werden Sonderfälle von Projekten wie solche ohne quantifizierbaren finanziellen Nutzen oder Projekte, die auf jeden Fall durchgeführt werelen müssen, identifiziert. \'Veiterhin wird festgestellt, welche Projekte einzeln und welche als Teil eines Programmes von Projekten in die Auswahl einbezogen werden sollen. In der Projektauswahl werden die Projekte aufgrund ihres Verhältnisses von Nutzen und Risiko in die drei Kategorien "Sicher zu realisieren", "Realisierung weiter prüfen" und "Sicher nicht realisieren" eingeteilt. Bei der ersten und letzten Kategorie ist die Entscheidung klar, Projekte aus der Kategorie "Realisierung weiter prüfen" werden anhand weiterer Faktoren selektiert. Für das betrachtete Unternehmen sind dies der Beitrag des Projektes zur Umsetzung der Strategie, die absolute Höhe des Projektrisikos, sein qualitativer Nutzen und seine Auswirkung auf die Free Cash Flows des Unternehmens. \\7ährend dieser Auswahl wird laufend geprüft, ob die gewählten Projekte mit den verfügbaren Ressourcen auch realisierbar sind.
- VIII - Die Kontrolle der Projekte teilt sich in die Projektüberwachung und die Nachkontrolle auf. Die Projektüberwachung basiert einerseits auf der wiederholten Auswahl der Projekte, in der die laufenden Projekte aufgrund der aktuellen Werte der Entscheidungskriterien wiederum ihre Nützlichkeit belegen müssen. Die Projektauswahl findet im betrachteten Unternehmen halbjährlich statt. Monatlich wird erhoben, wie die aktuelle Situation des Projektes bezüglich der Elemente Kosten, Termine und Funktionalltat des Spannungsdreiecks des Projektmanagements ist. Gibt es in diesen Elementen grössere Abweichungen, so ist dies ein Indikator für Abweichungen in elen Auswahleigenschaften. Bei solchen Projekten wird die aktuelle Ausprägung der Auswahleigenschaften festgestellt und darauf basierend eine Entscheidung über die weitere Durchführung des Projektes getroffen. Die Nachkontrolle prüft die Zielerreichung des Projektes. Es wird festgestellt, 0 b der angestrebte finanzielle und qualitative Nutzen und der geplante Beitrag zur Umsetzung der Strategie erreicht wurden oder ob das Auftreten von Risiken dies verhindert hat. Daraus können dann sowohl für das Projektmanagement wie auch für das Projektportfoliornanagement Erfahrungswerte abgeleitet werden. Aussetdem können Verbesserungspotentiale für das betrachtete Projektresultat gesammelt werden. Bei seiner Umsetzung im betrachteten Unternehmen wird das Projektportfoliomanagement durch eine Datenbanklösung unterstützt. Die Einführung wurde schrittweise vorgenommen, um ausreichendes Training sicherzustellen und Widerstände zu vermeiden. Basierend auf den Resultaten kann festgestellt werden, dass wesentliche Verbesserungen in Planung, Auswahl und Kontrolle von Projekten erreicht werden konnten.
- IX- Abstract This thesis presents a method for managing project portfolios, and for selecting and monitoring of projects for businesses in the service sector. It is principally illustrated by the example of an international insurance company. A Luge nurnber of projects are carried out on an ongoing basis in firrns like this. Almost all these projects are TIvprojects. Several problems are regularly associated with the selection of such projects and with their management. Such problerns were also present in the company featured in this study. Prior to the introduction of a systernatic approach to the management of project portfolios, the cornpany examined in this study was faced with significant challenges. These included: no overview of projects, difficulties with the prioritization of projects when faced with a scarcity of resources; Iack of support for projects in progress, and insufficient control over the plannecl execution and successful terrnination of projects. These kinds of problerns are not unique. The clescribeclmethocl of project portfolio management makes it possib1e to design for maximurn possible benefits, while at the sarne time minimizing the level of risk. This system also facilitates the implernentation of strategies and the identification of projects that are qualitatively advantageous for the cornpany. Monitoring the various projects on a regular basis ensures that project managers give reliable p1anning inforrnation. Moreover, it allows for quick responses to unexpected circurnstances and issues relating to the project. Finally, by taking advantage of a systernatic collection of experience and the potential for improvement, the planning for and selection 01' future projects may be greatly improved. The management of the project portfolio works as follows: Before the actual selection process takes place, all projects are reviewed to ascertain the reliability of their data, to identify which projects require coordination, to ensure that projects conform to the broader company strategy, anel to deterrnine whether a minimurn level of profitability may be realized. Special cases are also identified, e.g. those without measurable financial beriefit, as weil as those, which must be implernented regarclless of their financial viability, In addition, this systern determines which projects should be treateel as distinct projects anel which may be vieweel as part of a larger program. Throughout the entire selection process, projects are classified into three categories based on the ratio of benefit to risk associated with each, namely "attainable", "further review required", ancl "unattainable". ]'be decision in case of the first ancl third categoly is fairly self-evident. Projects that fall into the seconcl category, however, are sl1bjecteel to further revic~'\7 accorcling to aelditional criteria. For the company investigated in this study, these criteriawere the contriblltion of the project to the success of the company's strategies, the level of risk attachecl to the project, its qualitative benefits and the impact on the free cash t10ws of the company. Throughout the selcction process, the feasibility of the projects selectecl is checked with the resources available.
x- The process of reviewing projects is divided into two parts: monitoring projects underway and following up once projects are implemented. The monitoring component begins with Iaunch of new projects, which in turn must have won selection by their potential usefulness. In the specific company exarnined in this study, this selection process takes place biannually. Projects are then assessed on an ongoing monthly basis, accorcling to the triangular model of cost, progress and functionality. When major c1eviations show up in any of these three factors, the actual values of the project criteria are reevaluated and taken into consideration for detennining whether 01' not the project warrants continuation. On completion, the project is subject to a review, which examines the extent to which its objectives have been achieved. Specifically, the financial and qualitative benefits of the project are Iooked at; the extent to which it contributes to the broaeler strategy is eletermineci anel whether or not unanticipatecl risks hinciered the execution of the project. This analysis provicles useful insight into the improvement of both project management ancl project portfolio management. Moreover, improvement opportunities may be compiled. In the case of the company reviewed for this study, the management of the project portfolio is supported by a clatabase solution. Furtherrnore, the company took care to implernent its project portfoiio management system graclually, in order to provicle time for training anel to reduce user resistance.
