Juli 2012 Die Woche wird organisiert von: Lübecker Yacht-Club, Norddeutscher Regatta Verein, Hamburger Segel-Club, Das Regattabüro befindet sich in Travemünde, Trelleborgallee 1. RULES 1.1. The regatta will be governed by the rules as defined in the Racing Rules (RR) of Sailing (RRS) The national authority prescriptions will apply for national and International German Championships Jury Hearings may act under the Arbitration System If there is a conflict between languages the English text will take precedence Each boat shall have a valid measurement certificate. In addition to RRS 78.2 the measurement certificate might be inspected throughout the event A change of the enter ed sail number will be allowed until registration. Boats are only allowed to use the sail number of their boats measurement certificate Offshore Regatta: ORC Special Regulations gover ning offshore racing shall apply. The Up&Down races are rated category 4 and the distance races ar e rated category 3. The Sicherheitsrichtlinien, int. und nat. In Ergänzung der WR 78.2 kann der Messbrief währ end der Veranstaltung überprüft werden Die gemeldete Segelnummer kann bis zum Einchecken geändert werden. Boote dürfen nur die Segelnummer ihres Messbriefes benutzen Seebahnen: Hinsichtlich der Sicherheit und Ausrüstung der teilnehmenden Yachten gelten die Sicherheitsrichtlinien, int. und nat. Richtlinien für Ausrüstung und Sicherheit Seegehender Segelyachten, neueste Ausgabe des DSV, einschließlich der Special Regulations des ORC. Die Wettfahrten der Travemünder Woche Seebahnen fallen für die Up&Down W ettfahrten in die Kategorie 4 und für die Mittelstrecken Wettfahrten in die Kategorie 3 dieser Richtlinien. 2. ADVERTISING 2.1 Boats may be r equired to display bow numbers and advertising chosen and supplied by the organizing authority. Please see the Sailing Instructions. 2. WERBUNG 2.1. The races of the Travemünder Woche are open to classes: see Notice of Race No 5. The ISAF Eligibility Code shall apply Eligible boats and coaches may enter either: Paper Mail: A completed and signed of ficial form shall be send together with the required fee to the organizers Internet: Online-entries via Inter net will be accepted only if the official entry form is being used. Die Regatten der T ravemünder Woche sind offen für die Klassen: siehe Ausschr eibung Nr. 5. Es gilt der ISAF Zulassungs Codex Zulassungsberechtigte Boote und Trainer können melden: per Post: Senden des komplett ausgefüllten of fiziellen Meldeformulars mit Unterschrift und der Einzugsermächtigung für das Meldegeld per Internet: Die Meldung über das Inter net ist nur gültig, wenn das offizielle Meldeformular benutzt wir d. Der Veranstalter muss zum Einziehen des Meldegeldes per Online-Zahlung ermächtigt werden per Fax: T elefax-meldungen werden nur akzeptiert, wenn das offizielle Meldeformular benutzt wird. Diese Meldungen werden mit einem 100 % Aufschlag angenommen. 4.5 Der Anspruch auf Zahlung des Meldegeldes entfällt nicht durch Rücknahme der Meldung oder dur ch Fernbleiben des Bootes. Das Meldegeld wir d nicht zurückerstattet. Minderjährige Teilnehmer unter 18 Jahr e müssen eine vom Erziehungsberechtigten unterzeichnete Einverständniserklärung vorlegen. Die V orlage steht auf zur Verfügung. 5. CLASSIFICATION 5.1. The ISAF Sailor Classification Code is r equired for Olympic classes. 5. KLASSIFIKATION 5.1. QUALIFYING SERIES AND FINAL SERIES 7.1. The regatta may consist of a qualifying and a final series. Classes may race a qualifying and a final series. This will be posted on the of ficial notice boards before 11:00 on the first day of scheduled racing. 7. AUSSCHEIDUNGEN UND FINALWETTFAHRTEN 7.1. Die Regatta kann Ausscheidungs- und Finalwettfahrten beinhalten. Dies wir d vor 11:00 Uhr am ersten T ag der Regatta ausgehängt. 8. SCHEDULE 8.1. Registration: The regatta office is located at the waterfr ont of the Leuchtenfeld opposite to the squar e-rigger Passat and will be open from Friday, July 20rd up to Sunday, July 29rd from :00 hrs. On Sunday, July 29rd the race office will close soon after the last price giving Boats which are not registered at least 1 hour before their first start may be scored DNS. 9. SKIPPERS MEETINGS The locations and times for the Skippers meetings will be published in the sailing instruction or on the Of ficial Notice Board. 8. ZEITPLAN 8.1. Einchecken/Anmelden Das Regattabür o befindet sich an der W asserseite des Leuchtenfelds gegenüber der Passat und ist geöf fnet von Freitag, 20. Juli bis Sonntag,29. Juli von bis Uhr. Am Sonntag, 29. Juli wir d das Regattabür o nach der letzten Siegerehrung geschlossen Boote die sich nicht bis spätestens eine Stunde vor dem ersten Start r egistriert haben können als DNS gewertet werden. 9. SKIPPERS MEETINGS Die Orte und Zeiten der Skippers Meetings wer den in den in den Segelanweisungen oder am Schwarzen Br ett bekannt gegeben.

MEASUREMENTS In addition to RRS 78 the measur ement certificate might be inspected throughout the event For Offshore A copy of the measur ement certificate shall be deliver ed with the entry form to the Race of fice, if not possible, latest at the Check-In in the race of fice. Only one certificate is allowed for the entire Travemünder Woche Classes 470 and Tornado: The class rules limitation to use only one set of sails will not apply. A change of sails is allowed. 10. VERMESSUNGEN In Ergänzung der WR 78.2 muss jedes Boot den gültigen Messbrief bereithalten Für Seeregatten Eine Kopie des Messbriefs ist mit der Meldung abzugeben, jedoch spätestens beim Check-In im Race Of fice. Nur ein Messbrief ist für die gesamte Travemünder Woche erlaubt Klassen 470 und Tornado: Die Klassenregellimitierung auf einen Satz Segel ist außer Kraft. Segel dürfen gewechselt werden. 11. SAILING INSTRUCTIONS The Sailing Instructions and the Notice of Race will be available at registration. 11. SEGELANWEISUNGEN Die Ausschreibung und Segelanweisung sind beim Einchecken erhältlich. 12. SCORING Dinghi Classes: The Low-Point System will apply Offshore: The Time on Time TMF Inshor e scoring will apply for ORC-Int and ORC-Club classes for the Upand-Down races ( July ). The Time on Time TMF Offshore system will apply for the medium distance race (July ). The recommendations of the German RVS will apply. 15. WERTUNGSSYSTEM Jollenklassen: Es wird das Low-Point-System angewendet Seebahnen: ORC-Int. und ORC-Club Klassen wer den für die Up-and-Down-Wettfahrten ( ) nach Time on Time TMF Inshore gewertet. Die Mittelstrecke am wird nach Time on Time Offshore gewertet. Die Empfehlungen der RVS werden angewendet. 16. TRAINERBOOTE 16.1 Vor dem Segeln müssen sich alle Trainerboote am Check In melden Jedem registrierten Trainerboot wird eine eindeutige Nummer zugeteilt Trainerboote müssen diese Nummer klar sichtbar anbringen Das Meldegeld für T rainerboote beträgt 50 inkl. Liegeplatz 17. BERTHING Boats shall be kept in their assigned places in the boat park/harbour. 17. LIEGEPLÄTZE Boote müssen den ihnen zugewiesenen Platz an Land / im Wasser behalten. 18. HAUL-OUT RESTRICTIONS Keel boats shall not be hauled out during the r egatta except with and accor ding to the terms of prior written permission of the jury Cranes: Keel boats arriving by trailer may be launched and hauled out with there own connection wire by the cra- 18. PLASTIKABHÄNGUNGEN Geräte um unter Wasser zu atmen und Plastik Abhängungen oder vergleichbare Ausrüstung ist für Kielboote nicht erlaubt vom Startsignal der ersten Wettfahrt bis zum Ende der Veranstaltung. 20. RADIO COMMUNICATION A boat shall neither make radio transmission while racing nor receive radio communication not available to all boats. This restriction also applies to mobile telephones. 20. FUNK/KOMMUNIKATION Während ein Boot in einer Wettfahrt ist darf es keine Funk Übertragungen machen und auch keine Funksprüche empfangen die nicht auch alle anderen Boote empfangen können. Dies trifft auch auf Handys zu. 21. PRIZES Special prizes and Perpetual tr ophies for the individual classes will be listed in the program A Super Cup will be given by Stadtwerke Lübeck to the overall winner of the Up-and-Down-Races and the Medium Distance Whenever there is any doubt as to the entitlement of claims or to awar ds of perpetual tr ophies or special prizes, a body constituted of the race committee chairman, the Jury chairman and the of ficer in char ge of prizegiving-ceremonies will decide. Their decision will be final All winners of perpetual tr ophies (except finally won) ar e requested to send those tr ophies back to the or ganizers at least 4 weeks prior to the beginning of the next T ravemünder Woche Prizes not claimed at the Prize Giving Cer emony will remain with the organizers. 21. PREISE Sonderpreise und Wanderpreise für die einzelnen Klassen sind in den Segelanweisungen aufgeführt Für die Teilnehmer der Seebahn gibt es den Super cup der Stadtwerke Lübeck für die Gesamtwertung der Upand-Down -Wettfahrten und der Mittelstrecke Bei Zweifelsfällen der Zuordnung von Anrechten, Wander-, Sonder- und Punktpreisen entscheidet ein Gr emium aus Wettfahrtleiter, Jury-Obmann und dem V erantwortlichen für die Siegerehrungen. Diese Entscheidung ist endgültig Jeder Gewinner von Anr echten auf Wanderpreise (außer den endgültig gewonnenen) hat diese spätestens vier Wochen vor der nächsten T ravemünder Woche an den Veranstalter zurückzusenden Preise, die auf der Sieger ehrung nicht abgeholt wer den, gehen an die Veranstalter zurück. 22. DISCLAIMER OF LIABILITY Limitation of liability - cognovits clause. The responsibility for the decision of a helmsman to participate in a race or to continue with it is solely with him; to that extent he also takes the r esponsibility for his cr ew. The coxswain is r esponsible for the qualification and the correct nautical conduct of his crew as well as for the suitability and the transport-safe condition of the r egistered boat. In cases of Force Majeure or on grounds of administrative orders or for safety reasons, the organizer is entitled to make changes in the r ealization of the event or to cancel the event. In these cases ther e does not exist any liability for compensation of the or ganizer to the participant. In case of a violation of obligations that do not constitute primary r espectively material contractual duties (cardinal obligations), the liability of the organizer, no matter because of which cause in law, for material and pr o- perty damages of all kinds and their consequences that arise to the participant during or in connection with the participation in the event r esulting from a conduct of the organizer, his r epresentatives, servants or agents, is restricted to damages that were caused wilfully or grossly negligent. When a violation of cardinal obligations occurs, in cases of simple negligence the liability of the or ganizer 22. HAFTUNGSAUSSCHLUSS Haftungsbegrenzung - Unterwerfungsklausel Die Verantwortung für die Entscheidung eines Bootsführers, an einer W ettfahrt teilzunehmen oder sie fortzusetzen, liegt allein bei ihm, er über nimmt insoweit auch die Verantwortung für seine Mannschaft. Der Bootsführ er ist für die Eignung und das richtige seemännische V erhalten seiner Crew sowie für die Eignung und den verkehrssicheren Zustand des gemeldeten Bootes verantwortlich. Der Veranstalter ist berechtigt, in Fällen höher er Gewalt oder aufgrund behördlicher Anordnungen oder aus Sicherheitsgründen, Änderungen in der Dur chführung der Veranstaltung vorzunehmen oder die V eranstaltung abzusagen. In diesen Fällen besteht keine Schadenersatzverpflichtung des Veranstalters gegenüber dem T eilnehmer. Eine Haftung des Veranstalters, gleich aus welchem Rechtsgrund, für Sach- und Vermögensschäden jeder Art und deren Folgen, die dem T eilnehmer während oder im Zusammenhang mit der T eilnahme an der V eranstaltung durch ein Verhalten des Veranstalters, seiner Vertreter, Erfüllungsgehilfen oder Beauftragten entstehen, ist bei der V erletzung von Pflichten, die nicht Haupt-/bzw. vertragswesentliche Pflichten (Kardinalpflichten) sind, beschränkt auf Schäden, die vorsätzlich oder gr ob fahrlässig verursacht wur den.

(g) Racing days from July 21 July 24, 2012 (h) Time of the first race each day hrs (i) Prize-giving on July 24, 2012 directly after racing in the Sailors Village 4.2 Unless excused by the OA, attendance at the following is mandatory: (a) Initial briefing for skippers. (b) Daily briefing, for skippers. (c) Prize-giving for the final skippers and cr ews. 5 SKIPPERS ELIGIBILITY 5.1 Fourteen open teams will be invited. Only skippers invited by the OA will be eligible to enter this event. Twelve entries will be based on the ISAF Match Racing Ranking 30 days prior to the event. 5.2 The Travemünder Woche g.m.b.h. has two Wildcar ds which can be given to any crew before the end of the registration period. If the T ravemünder Woche g.m.b.h. makes no use of the Wildcards, all fourteen entries will be based on the ISAF Ranking 30 days prior to the event. 5.3 Skippers need to qualify to participate at the Match Race Deutsche Meisterschaft The minimum qualifications are two Grade 4 events 30 days prior to the event. 5.4 The registered skipper shall helm the boat at all times while racing, except in an emergency. 5.5 To remain eligible a skipper shall confirm acceptance of invitation in writing, (fax or is acceptable) to be received by the date specified on the letter of invitation. 5.6 A non-refundable entry bond of 100,- shall be transferred to the club at the acceptance of invitation for this to be valid. All competitors (crew including skipper) shall be registered online at (DSV-Meisterschaftsordnung 8.2). 5.9 The person in charge shall have a valid driving license of the DSV, Jüngstensegelschein, Sportsegelschein or a valid official license prescribed or commended for the sailing area, issued by the DSV by order of the Bundesministerium für Verkehr, Bau- und Wohnungswesen The event will be open only for skippers fr om Germany. The winner of the event will be the German Match Race Champion ENTRIES 6.1 The team shall be enter ed on completion of r egistration, crew weighing and the payment of all fees and deposits. All payments shall be made in Euro ( ). 6.2 Entry Fee: The total entry fee is 350,-. This deposit is the maximum payable by the skipper as a r esult of any one incident. (b) In the event of a deduction from the damage deposit is decided by the OA it may r equire that the deposit be restored to its original amount befor e the skipper will be permitted to continue in the event. (c) Any remaining deposit after the event will be r efunded after the price giving ceremony. 6.4 Insurance: All competitors are required to have adequate third party insurance. 7 RULES 7.1 (a) The event will be governed by the rules as defined in the RRS, including Appendix C and the sailing Instructions. (b) The rules for the handling of boats will apply, and will also apply to any practice sailing and sponsor races. Class rules will not apply. (c) The German Masters Rules (DSV Pr escriptions) Wettsegelordnung, Meisterschaftsordnung and Appendix 3 Match Race will apply for this regatta. 7.2 Major Alterations to the RRS: (a) The warning signal for each flight shall be given 7 minutes before the start of the first match. This changes RRS C An National Jury (NJ) will be appointed, appr oved by the national authority, in accordance with RRS Appendix N. 8 BOATS AND SAILS (a) The event will be sailed in Hunter 707 type boats (b) Four boats will be provided. (c) The following sails will be pr ovided for each boat: Mainsail, Jib, Spinnaker. (d) Boats will be allocated by draw, either daily or for each round as decided by the Race Committee. Sails will be allocated by the race committee. 9 CREW (INCLUDING SKIPPER) (a) The total number of cr ew, including the skipper, shall be 4. All registered crew shall sail all races.

9 (b) Full women team may enter the event with a cr ew of 5 including the Skipper. The decision on the number of crew may not change after the confirmed entry. (c) The maximum total crew weight, including the skipper, determined prior to racing shall be 370 kg, when wearing at least shorts and shirts. Cr ew weight may be checked during the regatta. At any reweighing the total weight limit is increased by 10 kg. Any crew weighing in excess of this increased limit shall not be penalized, but they shall reduce their weight to the incr eased weight limit befor e racing again. (d) A change of the skipper is not allowed (Meisterschaftsordnung 12.2) (e) When a registered crew member is unable to continue in the event the NJ may authorise a substitute, a temporary substitute or other adjustment. 10 EVENT FORMAT (a) Skippers will be divided into two gr oups based on the ISAF ranking list 30 days prior to the event. (b) The Event will consist of the following stages: Stage 1 - First Round Robin Group A and Group B Stage 2 Semi-finals; maybe ranking place 5 to 14 Stage 3 Petit Final and Finals (c) The OA may change the format, terminate or eliminate any round, when conditions do not permit the completion of the intended format. 11 COURSE (a) The course will be windwar d/leeward with starboar d roundings, finishing downwind. (b) The course area will be the Lübeck Bay in fr ont of the jetty in Travemünde. 12 ADVERTISING (a) As boats and equipment will be supplied by the Or ganising Authority ISAF, regulation applies. Each boat will be required to display advertising as supplied by the OA. (b) Competitors may be permitted to display advertising ashore at the venue, but this is subject to individual negotiations with the Organizing Authority. (c) Boats shall not be permitted the right to pr otest for breaches of any rules r egarding advertising (amendment to RRS 60.1) 13 PRIZES (a) The winner of the German Championship will be awardees the title German Match Race Champion (b) DSV gold, silver and bronze medals will be given to the first three teams (c) DSV winner s certificates will be given to the first six teams. (d) There will be other prizes, but no prize-money. (e) The winner of the German Match Race Championships will qualify to participate in the 16th Match Race Germany 2013, if the winner is unable to attend, then the runner up will be entitled to take his spot, and so forth. 14 MEDIA, IMAGES AND SOUND The OA may require television personal and equipment (or dummies) or headsets to becarried on boar d while racing and may r equire competitors to be available for interviews. The OA shall have the right to use any images and sound recorded during the event free of any charge. 15 COACH BOATS (a) Coach boats shall conspicuously display identification of the team being coached. A coach boat is any boat that is under the dir ection or contr ol of a person gathering information or giving material support for the benefit of particular competitors either on the water or of f. (b) The organisers will not provide berths for coach boats. (c) Any interfer ence by a coach boat with the racing or event organisation may result in a penalty applied at the discretion of the NJ/Protest Committee to the appropriate skipper or team. 16 OTHER REQUIREMENTS All sailors are requested to use their own life jacket. 17 DISCLAIMER All those taking part in the event do so at their own risk. The OA, its associates and appointees accept no responsibility for any loss, damage, injury or inconvenience incurred, howsoever caused. 18 INVITATIONS Entries will only be accepted from invited skippers. On Sunday, July 29th the race office will close soon after the last prize giving. 9.2 Racing will take place on Luebeck Bay with one course in front of the Travemünde shore and another in front of the Priwall shore. 9.3 Attachment A shows the appr oximate location of the racing areas. 10 COURSES 10.1 The courses to be sailed will be windwar d-leeward courses. The race target time will be 30 minutes. 11 PENALTY SYSTEM 11.1 Rule 44.1 is changed so that the T wo-turns Penalty is replaced by the One-Turn Penalty Decisions of the jury will be final as pr ovided in rule SCORING 12.1 Five races are required to be completed by each fleet to constitute a qualifying series. If 5 races ar e not completed as scheduled, the qualifying series will be extended to complete them One qualifying race is r equired to be completed by all fleets to constitute a regatta If at the end of the qualifying series some boats have more race scores than others, scores for the most recent races will be excluded so that all boats have the same number of race scores For the qualifying series, rule A4.2 is changed so that the scores are based on the number of boats assigned to the largest fleet Except for race scores excluded under instruction 12.7, a boat s regatta score will be the total of her race scor es from her final-series races plus points equal to her qualifying-series rank Each final series fleet will be scor ed separately. Different final series fleets need not have completed the same number of final races. The boats in the Gold fleet will be ranked highest, etc Series Scores (apply separately to qualifying and final series): (a) When fewer than 5 races have been completed, a boat s series score will be the total of her race scor es. (b) When from 5 to 8 races have been completed, a boat s series score will be the total of her race scor es excluding her worst score. (c) When 9 or more races have been completed, a boat s series score will be the total of her race scor es excluding her two worst scores. 13 SUPPORT BOATS 13.1 Support boats shall register at the Race Office during the registration period The fee for support boat registration shall be 50 includes mooring A unique r egistration number will be assigned to each support boat. The r egistration number shall be visible at all times while on the water Support boats shall display their national letters on a flag or outboard covers. 14 PRIZES 14.1 Prizes will be awarded to the first thr ee boats in the gold fleet, and other fleets. 15 RIGHTS TO USE NAMES & LIKENESSES 15.1 Competitors automatically grant to the or ganizing authority without payment the right in perpetuity to make, use and show any motion pictur es, still pictur es and live, taped or filmed television of or relating to the event Every boat may r eceive on-board cameras, GPS navigators or similar equipment. 16 DISCLAIMER OF LIABILITY 16.1 Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race.
