1 Euprevent Educational Centre for Healthcare Professionals (Educap) Background Public health is an important topic in the Euregio Meuse-Rhine (EMR); the cross border region between Germany, Belgium and the Netherlands. In the EMR are living 3.2 million inhabitants and there are several healthcare centres located in this area including university hospitals, large and small hospitals, nursing homes, general practitioners, insurance companies and so on. To improve the quality of live for the inhabitants concerning healthcare many different cross border projects were carried out. This resulted in a close cooperation between many different healthcare stakeholders, like providers, patient organizations, governmental organizations, research/educational institutes and insurance companies. Their combined mission is to contribute to the quality of life of the inhabitants in the EMR. To do so, the euprevent EMR was founded. Their goal is to initiate, stimulate and facilitate cross border cooperation concerning euregional public health topics. euprevent EMR supports the stakeholders to do so. The healthcare institutions in this cross border region face several common problems and challenges. One of the challenges is education. It is clear that cooperation between the different educational centres can improve mutual knowledge, can work synergistically and can improve citizen s quality of live. Corollary education of healthcare professionals is an important topic in public healthcare in general and especially in the cross border healthcare region EMR. 1

2 In the EMR there are several healthcare related educational institutes. Every institute has their own competence. EuPrevent EMR aims to combine the competences of these educational institutes in favor of the healthcare professional working in the EMR. Mission The mission of euprevent Educational Centre for Healthcare Professionals is: To improve mutual knowledge and experience for healthcare professionals by organizing educational meetings in the Euregio Meuse-Rhine. This mission is applicable to all programs of euprevent EMR. Healthcare in general and especially topics like patient safety, patient rights, prevention (obesity, drugs related problems, smoking and so on) and cross border healthcare are important subjects for national, European and international (healthcare) organisations including the EU and the WHO. Advantages of cooperation are amongst others i) exchange of specific knowledge of the participants between the partners ii) Harmonization of guidelines and strategies in the participating healthcare centres iii) Saving costs, which is nowadays an important problem for the healthcare organisations in general iv) Support of an EU labor market v) Harmonisation of knowledge vi) Enhancement of the knowledge and expertise of the healthcare professionals in the EMR 2

3 euprevent EMR will integrate the topic education in their different programs. Organization Every program of euprevent EMR is free to set up an educational program with educational institutes which support their topic. 3

4 euprevent EMR Program Infectious disease control and patient safety Patient safety is an important subject for health care organisations in the EMR. Also on national level there are important institutes important for this euprevent EMR program like Robert Koch Institute, RIVM and. Beside that there are also EU related organisations like the ECDC who are very important concerning the topic infectious disease control. As most health care centres face the same problems in terms of patient safety and infectious disease control close cooperation will not only improve mutual knowledge but will be in the end also cost effective as the participants will make use of each specific knowledge. In a cross border area as the EMR with a lot of different health care centres and patients go and see a doctor at the other side of the border for several reasons, close cooperation between the centres to discuss the mutual problems is important. Patient safety when patients see a doctor at the other side of the border the euprevent MRSA project was initiated and carried out successfully. In the Euregion Meuse-Rhine there are several educational institutes that can contribute to the topic infectious disease control and patient safety. Beside the general advantages, specific advantages for cross border cooperation in this program are: i) improvement of patient safety, ii) Harmonization of guidelines concerning infection control, antibiotic treatment protocols, protocols on wound care and so on. This in the participating health care centres. 4

5 Partners The educational part of this program will start with a few interested partners: MINC Ten years ago MINC (Maastricht Infection Centre) was founded, a cooperation between the department of Medical Microbiology, Internal Medicine, especially the infectious disease unit, General Practice and Public Health Infectious Disease Control of the university hospital in Maastricht, the Netherlands. One of the aims of the MINC is to organise 3-4 postgraduate meetings each year for the medical specialists. The purpose of these meetings is to spread knowledge between the different medical specialists. It was primarily meant for the Dutch specialists, but MINC is open for all healthcare specialists in the Euregion Meuse-Rhine. Euregionale Akademie für Patientensicherheit und Infektionsschutz (Süd) (Euregionale academie voor patiëntenveiligheid en infectiebescherming [Zuid]) The Akademie Süd is an educational centre which was founded as Workpackage 4.2 of the euregional (INTERREG IV A) project called EurSafety Health-net ( The aim of the academy is to foster knowledge among healthcare workers of the prevention of healthcare-associated infections and multidrug-resistant organisms. Since 2010 the Akademie Süd is organizing or helping to organize educational events for different healthcare workers in the Euregios Rhine-Waal, Rhine- Meuse-Nord, and Meuse-Rhine. The academy is located at the University of Düsseldorf, Germany. 6

Zielgruppe ist das gesamte medizinische Personal einschließlich klinisch und ambulant tätigen Ärzten und Pflegepersonal sowie öffentlichem Gesundheitsdienst aus beiden Ländern. Es sollen Themenschwerpunkte angeboten werden, die alle diese Berufsgruppen ansprechen als auch Veranstaltungen, die sich an spezielle Berufsgruppen wenden. Trotz geographischer Nachbarschaft basieren das niederländische und das deutsche Gesundheitssystem auf unterschiedlichen Strukturen und Traditionen. Entsprechend unterschiedlich sind die Probleme durch nosokomiale Infektionen und multiresistente Erreger, die Wahrnehmung dieser Probleme sowie die im Laufe der Zeit entwickelten Lösungsstrategien. Ziel: Die augenfälligen Unterschiede animieren die Teilnehmer, lange existierende Dogmen und Rituale zu hinterfragen, wirksame Maßnahmen beizubehalten bzw. zu übernehmen und überflüssige Maßnahmen aufzugeben. Gemeinsame deutsch-niederländische Fortbildungsveranstaltungen in der Grenzregion helfen nicht nur, diese Unterschiede zu verstehen, sondern auch von den Erfahrungen und Erfolgen des jeweils anderen Landes zu lernen. Sie fördern eine Abstimmung zwischen Institutionen und Behörden in dieser wichtigen Frage der Patientensicherheit und helfen Kommunikationslücken und Missverständnisse zu überbrücken. Aufbau einer Akademie zur Fort- und Weiterbildung von Personal im Gesundheitswesen für die Euregios Rhein-Waal, Rhein-Maas-Nord und Maas-Rhein in Kooperation mit der Akademie für den Öffentlichen Gesundheitsdienst. 7

They decide among themselves how often they will meet and what their educational program for the next year will be. This will be done apart from their own programs. They will start with four meetings of the management board each year. They will meet each other to discuss the program for the next year. Financial support will be asked from euprevent EMR, different stakeholders, pharmaceutical companies and the participants. Conditions for financial support by the pharmaceutical industry must be laid down in a sponsor document. Organisation A Steering Committee (SC) will be formed which is responsible for the content and the organisation. 8

Every time the SC will decide were they meet. Location of the expert meetings: for every individual expert meeting, the SC will decide were this will be held. Language of the expert meetings: 1) Dutch 2) German 3) English The choice of language depends on the target group and the theme. Sometime it will be held in Dutch or German, sometimes translation will be provided and sometimes it will be possible to use English. Accreditation: If possible there will be arranged accreditation. Grants: If possible there will be handed in applications for (EU) grants. Program An important aim of the Educational program is to intend to provide scientific educational meetings for the healthcare professionals with different expertises and 9

10 knowledge. The yearly program needs to fulfil the gap of the knowledge between the different professional groups experience as much as possible. 10
