Calendar Planning, Entry and Appointment of the Competitions 1.1 FIS World Cup Nordic Combined presented by Viessmann Each National Ski Association is entitled to apply to the Nordic Combined Committee for WC-NC competitions (individual and team competition) by the pre-established deadline The application has to be made two years in advance and on the official FIS entry form. The application form must show the expiration date of the hill and course certificate The last WC-NC event in this competition season is the WC-NC final. In connection with the WC-NC final the overall WC-NC prize-giving ceremony will take place. 1.2 Appointment of the WC-NC Events The Nordic Combined Committee examines: - the suitability of the hill and course in question for WC-NC-competitions by means of the valid certificate - the suitability of the organizers in question for WC-NC-competitions by means of a selection criteria which includes, among other things, the guaranteed availability of an international TV-signal suitable for live transmissions - for the entire duration of the competition According to the result of this evaluation and the proposed dates the Nordic Combined Committee establishes a provisional WC-NC competition schedule for the upcoming five years. The final WC-NC competition calendar for the current season requires the approval of the FIS Council. 1.3 Date Protection Only one WC-NC event can take place on the same date The International Championships (OWG + WSC) are protected as to their date which means that no WC-NC competitions can take place. 1.4 Cancellations In the events that the selected competition site cannot be used, the respective National Ski Association must cancel the event(s) and this must be done at the latest eight (8) days before the competition.

3 1.5 Waxing Cabins and Changing Area The Organising Committee is obliged to put necessary waxing cabins as well as a separate changing area at disposal without any additional costs for the user. 2. Participation Right in WC-NC Competitions 2.1 Only competitors with a FIS-Code are allowed to be entered. 2.2 Allowed to start are: a) Competitors who are born in 1999 or earlier b) Competitors who have already gained WC-NC points c) Competitors who have gained at least one COC-NC point of the past or of the current season d) Medal winners from the individual events in the JWSC will get a personal right to start in World Cup until the start of the next JWSC 3. WC-NC Evaluation 3.1 Individual Competitions 1 st place = 100 points 16 th place = 15 points 2 nd place = 80 points 17 th place = 14 points 3 rd place = 60 points 18 th place = 13 points 4 th place = 50 points 19 th place = 12 points 5 th place = 45 points 20 th place = 11 points 6 th place = 40 points 21 st place = 10 points 7 th place = 36 points 22 nd place = 9 points 8 th place = 32 points 23 rd place = 8 points 9 th place = 29 points 24 th place = 7 points 10 th place = 26 points 25 th place = 6 points 11 th place = 24 points 26 th place = 5 points 12 th place = 22 points 27 th place = 4 points 13 th place = 20 points 28 th place = 3 points 14 th place = 18 points 29 th place = 2 points 15 th place = 16 points 30 th place = 1 point In case of equality in points between competitors, each athlete receives the points corresponding to the rank (the following place is omitted) A minimum of eight (8) National Ski Associations must participate if a WC-NC competition is to count for the WC-NC evaluation World Cup Standing The WC-NC points of all individual competitions of the current season will be counted for the WC-NC overall winner. In case of an equality of points in the WC-NC standing the better ranking order of the different competitions will be used to decide the ranking. If the competitors are still equal, the starting order will be drawn Rules FIS Nordic Combined World Cup

4 3.1.4 The current leader of the WC-NC overall evaluation receives the "WC-NC Leader bib", which he is allowed to keep. The "WC-NC Leader bib" has to be worn by the leader at the WC-NC event, at the official winner's ceremony and at all official Ski Jumping trainings. 3.2 Team Competition and Team Sprint Team Competition 1 st place = 400 points 5 th place = 200 points 2 nd place = 350 points 6 th place = 150 points 3 rd place = 300 points 7 th place = 100 points 4 th place = 250 points 8 th place = 50 points Team Sprint 1 st place = 200 points 5 th place = 100 points 2 nd place = 175 points 6 th place = 75 points 3 rd place = 150 points 7 th place = 50 points 4 th place = 125 points 8 th place = 25 points In case of equality of points of teams, each team obtains the points corresponding to the rank. The following place is omitted At least eight (8) National Ski Associations must participate if a WC-NC team competition/team Sprint is to count for the WC-NC Nations Cup Starting order in team competition/team Sprint: The starting order will be based on the reverse order of the actual World Cup Nations standings WC-NC Nation Cup The sum of the points of all competitors from one nation of all WC-NC competitions of the current season including the points of the team competition/team Sprint (one per nation) will be taken into consideration for the WC-NC evaluation per nation. In case of an equality of points in the WC-NC nations evaluation, the better ranking order of the different competitions (individual, team competition and Team Sprint) will decide. 4. WC-NC Competitions 4.1 Number of Participants for the National Ski Associations The number of participants will be calculated periodically according to: - the World Ranking List (see art ) - the standings of the actual COC-NC period The basis for the calculation is: - the top 50 competitors in the World Ranking List (with a maximum of seven (7) athletes per nation) - the top three (3) of the COC-NC period Rules FIS Nordic Combined World Cup

5 However, a nations quota is limited to a maximum of twelve (12) athletes per nation. This includes the basic quota 7+1, the additional quota per name from art. 2.2 c) and the national quota for the host nation. - Apart from the nations quota (according to the ranking list), each nation which has gained at least one (1) individual or team competition point during the past or the current competition season shall have a basic quota of one plus two (1+2) for a maximum of 2 x 4 periods FIS World Ranking List The quota calculation as well as the payment of the travel expenses will be done according to the World Ranking List which is established according to the following criteria: - The points system is the same as for the World Cup ranking (1 st rank 100 points, 30 th rank 1 point). - The competition results of the 4 periods of the past World Cup season will gradually be replaced by the competition results of the 4 periods of the current World Cup season. - This updating procedure is repeated after each of the periods, so that the 4 most current periods are used to calculate the World Ranking List. - The 50 best competitors of this World Ranking List will be taken into consideration for the quota. - The nations quota is valid for the entire period that follows and is not affected by actual competition results Division into periods The FIS World Cup NC calendar 2014/2015 is divided into the following four (4) periods: 1 st period: (Ruka - Ramsau a.d.) 2 nd period: (Schonach Seefeld) 3 rd period: (Sapporo - Liberec) 4 th period: (Lahti - Oslo) Starting quota in the official training and the competition round Each National Ski Association is allowed to enter the number of athletes according to their nations quota, but no more than twelve (12) as a maximum. Nations with quota one, two and three are allowed to enter one (1) athlete in addition. Nations without a quota at all or with a basis quota (see art. 4.1) are allowed to enter up to two (2) athletes as a maximum Rules FIS Nordic Combined World Cup

6 The National Ski Association of the organising country has the right to enter an additional National Group (group I) up to a maximum of four (4) athletes for the official training, the PCR/QR and the competition round. However, if an event program includes a team competition or Team Sprint, the participating nations with quota less than four are allowed to enter up to a number of four (4) athletes as a maximum for the individual competition as well, as long as the conditions according to art. 2.2 are kept. Each nation can start with one (1) Team in team competition and with a maximum of two (2) Teams in Team Sprint competition. The maximum starting quota of each National Ski Association is twelve (12) athletes for the official training and the provisional competition/qualification round If more than four (4) WC-NC competitions is planned to be carried out in one country, the hosting National Ski Association is only entitled to enter a National Group in a maximum of four (4) competitions. 4.2 Competition Modes and Starting Order WC-NC competitions As a rule, a Nordic Combined competition consists of: - the official training - the provisional competition round (PCR/QR) Ski Jumping - one or two competition round Ski Jumping and - one 5 km race Cross Country (NC-T) - one 10 km race Cross-Country - one 15 km race Cross-Country (Ind. Gundersen final and NC-T) - one 4 x 5 km race Cross-Country (team competition) or - one 2 x 7.5 km race Cross-Country (Team Sprint) For the official training Ski Jumping, the trial, the provisional competition/qualification round and the competition round the number of competitors will be divided into three groups. The number sequence of the groups is as follows: - Group I athletes of the organising country - Group II athletes without WC-NC points - Group III athletes with WC-NC points The starting order within the group will be determined as follows: - Group I: draw or seeding through the organizing country - Group II: draw - Group III: reverse order of the actual WC-NC standings. For the first WC-NC competition of the season, the final WC-NC standings of the past season is decisive. As soon as athletes appear in the World Cup Standings, they are seeded in group III according to their ranking Rules FIS Nordic Combined World Cup

7 After the formation of the seeded Group I and II, the Jury can make the draw before the official training In case of only one official training for two competitions carried out on the same hill (individual and team competition/team Sprint or two individual competitions), only the single quota is allowed to start. The competition schedule has to be published together with the invitation for the competition. Changes can be made by the Jury in case of force majeure Trial round A trial round must be carried out before the provisional competition round/competition round (exception see ICR art ) Provisional competition round (PCR) including Qualification (PCR/QR) The provisional competition round will be carried out according to the regulations for a competition round. The scores can be used as a result for the start of the CC race only if the actual competition round Ski Jumping cannot be carried out. This score can be used only one time as a maximum for a weekend The PCR/QR (qualification round) reduces the number of participants to 50 for the individual competitions on a weekend. The top 10 athletes of the actual World Cup standings are prequalified. If there is a second Individual Gundersen competition on a weekend the trial round will be counted as a qualification. The top 10 athletes of the actual WC-NC standings are prequalified. This qualification can t be used as a PCR result. If the PCR will be used all athletes starting in the PCR can start at the Cross-Country race. The total score counts for the PCR result. A competitor, who has reached 95 % of the maximum length of the longest jump of the round but has a fall, has the right to participate in the competition in addition to the 50 athletes Season Finale If the last competition of the season is a final with 2 jumps and 15 km race the present top 30 athletes of the actual World Cup overall standings are qualified for the event Formats The Nordic Combined Committee is entitled to use other formats in the World Cup series as long as the used format is described in the ICR, or the WC-NC/COC-NC rules Penalty Race The realization of the Penalty Race is the following: Realisation of the Ski Jumping competition - The jumping competition will be organized as a Gundersen Jumping competition (with judging and wind/gate compensation) - All results will be automatically calculated to the jump with the best result as highest points - The number of penalty laps will be fixed according to the point differences in the jumping competition: Rules FIS Nordic Combined World Cup

8 Winner 0 lap + 10sec bonus 0 lap points behind the winner 1 lap points behind the winner 2 laps points behind the winner 3 laps points behind the winner 4 laps points behind the winner The calculation is valid for NH and LH Realisation of the Cross-Country race - The winner of jumping is starting 10 sec. ahead at the mass start - Max. 50 meters of no skating zone - The Penalty loop is 150 meters in the stadium - No restriction on when the athlete has to run the Penalty laps - Additional markings on the bibs showing the number of laps - The course length is 10 km by a 2.0 km lap. 4.3 Nordic Combined Triple - Day 1 1 jump 5 km Individual Gundersen - Day 2 1 jump 10 km Individual Gundersen - Day 3 2 jumps 15 km Individual Gundersen - All athletes start on Day 1 - The top 50 athletes from Day 1 competition start on Day 2. - The top 30 overall athletes of the Nordic Combined Triple start on Day 3. The athletes will take the results from each day to the next day, and the first athlete crossing the finish line on Day 3 wins the Nordic Combined Triple. If only two events can be carried out the winner of the 2 nd competition wins the Nordic Combined Triple. He will then receive the Prize Money according to item and WC points according art Nordic Combined Triple: Competition realization Ski Jumping: See ICR art Addition: The result from the 1 st competition is the basic for the start list of the 2 nd Ski Jumping competition. The winner of the 1 st competition will start in the Ski Jumping competition as the last starter with no disadvantage. All other athletes are calculated behind with the residue from the previous competition e.g. second placed athlete ends 8 seconds behind the winner, he will start with 2 points in the Ski Jumping competition. 1 point = 4 seconds 15 points = 1 minute Cross-Country race: See ICR art PCR in Nordic Combined Triple The PCR will be carried out the day before the 1 st competition. This PCR can be used 1 time during the NC-T Rules FIS Nordic Combined World Cup

WC-NC Prizes 5.1 Prize Money The Organising Committee must provide prize money of at least the following amount in Swiss Francs (CHF) per competition: Individual competition - CHF 33`150, divided between the top 20 athletes: 1 st place = CHF th place = CHF nd place = CHF th place = CHF rd place = CHF th place = CHF th place = CHF th place = CHF th place = CHF th place = CHF th place = CHF th place = CHF th place = CHF th place = CHF th place = CHF th place = CHF th place = CHF th place = CHF th place = CHF th place = CHF 350. Team competition CHF , divided between the top 3 teams: 1 st place = CHF nd place = CHF rd place = CHF 4`000 Team Sprint competition: CHF , divided between the top 6 teams: 1 st place = CHF nd place = CHF rd place = CHF th place = CHF th place = CHF th place = CHF 1` Payment of Prize Money The prize-money has to be paid electronically 1 week after the last competition. A late payment charge will apply for organizers from the second week on: CHF 999 per week in default. Excluded from this is a delay due to wrong or missing bank account information. 5.2 FIS World Cup Trophy The winner of the Overall FIS World Cup Nordic Combined (including all individual World Cup competitions) receives the big World Cup trophy, which will be provided by the FIS. 5.3 FIS World Cup Medals The first three competitors receive FIS World Cup medals. 5.4 FIS Nations Cup Trophy The winner of the FIS-Nations Cup receives the FIS-Nations trophy. 5.5 Provision of Awards The trophies and medals will be provided by the FIS Rules FIS Nordic Combined World Cup

11 5.6 Presentation The awarding ceremony for the overall winners will take place in connection with the World Cup final. 6. Reimbursement of Expenses 6.1 Nations Quota for the Reimbursement of Expenses The national quota for the participating nations will be determined as follows: - A World Ranking List will be established using the results from the WC-NC competitions (art. 4.1). From this World Ranking List will be included at the end of each period s: - the top 50 competitors in the World Ranking List with a maximum of seven (7) athletes per nation - the top three (3) athletes of the current COC-NC period, - as well as a basic quota. Each National Ski Association has the right to be reimbursed for a maximum of eight (8) athletes. The number of officials that have to be taken over will be determined according to the following standards: Key for the quota of officials: 1 5 athletes 2 officials 6 8 athletes 3 officials 6.2 The following reimbursements must be paid to the teams according to the quotas determined in art. 6.1 for the reimbursement of expenses of the National Ski Associations Accommodation Room and full pension in a good hotel in the competition resort for the duration of the event, beginning one night before the first official training resp. the following night after the last competition. Two single rooms per nation must be provided for nations with starting quota 4 and more. The organizer must send an invitation and information packet to each National Ski Association. Participating teams must enter their competitors prior to the published entry deadline. By doing so, secure their required number of booked room reservation. For booked room reservation not used, the organizer has the right to demand a cancellation fee from the National Ski Associations. In case reimbursements of travel expenses for the nations concerned occur, the organiser has the right to deduct the cancellation fee directly from the reimbursement of the travel expenses. By no means is the organiser or the hotel manager allowed, without agreement of the team captain, to demand the vacating of the rooms on the day of the competition Rules FIS Nordic Combined World Cup

12 For competitors and officials not included in the quota, the Organising Committee has to provide competitors and officials accommodation and meals at least 25% below the normal price at the place of question, whereby CHF 125,- is the maximum price Travel expenses The WC-NC organiser has to pay the following minimum reimbursement per person, according to the travel regions established by FIS for travel costs, based on Swiss Francs (CHF): 1. Organizers of group A have to pay: - for quota from a country in group A CHF for quota from a country in group B CHF for quota from a country in group C CHF for quota from a country in group D CHF for quota from a country in group E CHF Organizers of group B have to pay: - for quota from a country in group A CHF for quota from a country in group B CHF for quota from a country in group C CHF for quota from a country in group D CHF for quota from a country in group E CHF Organizers of group C have to pay: - for quota from a country in group A CHF for quota from a country in group B CHF for quota from a country in group C CHF for quota from a country in group D CHF for quota from a country in group E CHF Organizers of group D have to pay: - for quota from a country in group A CHF for quota from a country in group B CHF for quota from a country in group C CHF for quota from a country in group D CHF for quota from a country in group E CHF Organizers of group E have to pay: - for quota from a country in group A CHF for quota from a country in group B CHF for quota from a country in group C CHF for quota from a country in group D CHF for quota from a country in group E CHF 250. 13 The FIS members are divided into five travel resp. organizer regions as follows 1) Northern Europe Group A (DAN, EST, FIN, ISL, NOR, SWE) 2) East Europe Group B (BLR, BUL, GEO, LAT, LTU, RUM, RUS, UKR, UZB) 3) Middle and South Europe Group C (AND, AUT, BEL, BIH, CRO, CZE, FRA, GER, GBR, GRE, HUN, IRE, ITA, LIE, LUX, MON, NED, POL, RSM, SPA, SVK, SLO, SUI, TUR) 4) Overseas I Group D ALG, CAN, EGY, IRA, ISR, LIB, MAR, MEX, RSA, SEN, SUD, SWZ, USA, ZIM) 5) Overseas II Group E (ARG, AUS, BRA, CHI, CHN, FIJ, GUA, HON, KAZ, JPN, KOR, PRK, MGL, NZE, PHI, PUR, URU, ISV) Charter arrangements (flight, train, bus, ship) may be organized and charged for by the OC or between several OC s (coordinated arrangements); this offer must be made in writing and be included in the program or invitation. The teams must confirm their acceptance or refusal to the organisers within the official entry deadline Bus journeys should be limited to 400 km. The transfer from and to the airport will be organized and covered by the organiser, as long as the resp. National Ski Association has informed the OC of the members of the team, arrival day, arrival time and the flight number The designated Technical Delegates (TD, TD-A, nat.td), the Assistant RD, the Equipment Controller and the Jumping Judges have to be paid according to the ICR (art ) Payment FIS Officials A late payment charge will apply for organizers from the second week on: CHF 999 per week in default. Excluded from this is a delay due to wrong or missing bank account information. 7. FIS WC-NC Title Sponsor / Advertising / Media Service 7.1 The FIS signs an agreement with the official FIS World Cup presenting sponsor or with an agency. 7.2 The "FIS World Cup Organiser agreement", concluded between FIS and the NSA/OC respectively club, contains all advertising matter to be strictly observed by the parties involved Rules FIS Nordic Combined World Cup

14 7.3 The OC's Chief of Press will be supported by the FIS World Cup press coordinator, nominated by the FIS, for general services regarding PR information, press service, winners press conference etc. The OC has to pay for his travel, accommodation and board. Prior to his travel the press coordinator must contact the organiser regarding the arrangements. 7.4 The press-/media service has to be organised and performed according to the recommendations and guidelines of the International Ski Federation as well as the International Association of Ski Journalists (AIPS). 8. Rescue Service Medical Support Requirements The Organizer is responsible for setting up and operating during all competition times (training and competitions) an appropriate rescue service. The Medical Support Requirements for FIS Event Organizers are set forth in the ICR, as well as chapter 1 of the FIS Medical Guide (containing Medical Rules and Guidelines). 9. WC-NC Report 9.1 The FIS TD is responsible for the report on the WC-NC competition (see art ). Immediately after the competition ends the report shall be completed and submitted. Kalenderplanung, Anmeldung und Zuteilung der Wettkämpfe 1.1 FIS Weltcup Nordische Kombination präsentiert von Viessmann Jeder Nationale Skiverband ist berechtigt, bis zum ausgeschriebenen Termin WC-NC Wettkämpfe (Einzel- und / oder Mannschaftswettkämpfe) beim Komitee für Nordische Kombination anzumelden Die Anmeldung hat zwei Jahre im Voraus auf einem Antragsformular für FIS-Wettkämpfe zu erfolgen. Am Antragsformular muss auch das Ablaufdatum des Schanzen- und Streckenzertifikates angegeben sein Die letzte WC-NC Veranstaltung der Wettkampfsaison ist das WC-NC Finale. Beim WC-NC Finale findet zugleich auch die Siegerehrung für die WC-NC Gesamtsieger statt. 1.2 Zuteilung der WC-NC Wettkämpfe Das Komitee für Nordische Kombination überprüft: - die Eignung der betreffenden Schanzen/Strecken für WC-NC Wettkämpfe an Hand der gültigen Schanzen- und Streckenzertifikate; - die Eignung der betreffenden Veranstalter für WC-NC Wettkämpfe an Hand eines Kriterienkataloges, der auch die Garantie für die Verfügbarkeit eines international verwendbaren TV-Signals für die gesamte Wettkampfzeit - für Live-Ausstrahlungen geeignet - beinhaltet Auf Grund des Überprüfungsergebnisses und der Terminangebote stellt das Komitee für Nordische Kombination provisorische WC-NC Terminkalender für die folgenden fünf Wettkampfsaisonen auf. Der endgültige WC-NC Terminkalender für die jeweilige Wettkampfsaison wird durch den FIS-Vorstand genehmigt. 1.3 Terminschutz Zum gleichen Termin darf immer nur ein WC-NC Wettkampf stattfinden Die internationalen Meisterschaften (OWS + SWM) erhalten Terminschutz. Zu diesen Terminen finden keine WC-NC Wettkämpfe statt. 1.4 Absagen Für den Fall, dass der Wettkampf auf der geplanten Wettkampfanlage nicht stattfinden kann, muss der jeweilige Nationale Skiverband seine(n) Bewerbe

16 unaufgefordert absagen und zwar mindestens acht (8) Tage vor dem Wettkampf. 1.5 Wachsräumlichkeiten und Umkleidebereich Das Organisationskomitee ist verpflichtet, die nötigen Wachskabinen und separaten Umkleideräumlichkeiten kostenlos zur Verfügung zu stellen. 2. Startberechtigung für WC-NC Wettkämpfe 2.1 Nur Wettkämpfer, die einen FIS-Code besitzen, dürfen zu WC-NC Wettkämpfen angemeldet werden. 2.2 Startberechtigt sind: a) Wettkämpfer, die 1999 oder früher geboren sind b) Wettkämpfer, die bereits WC-NC Punkte erzielt haben c) Wettkämpfer, die bei COC-NC Wettkämpfen aus der vergangenen oder der laufenden Saison mindestens einen COC-NC Punkt erreicht haben d) Medaillen Gewinner der Einzelbewerbe an JSWM erhalten ein persönliches Startrecht im WC-NC bis zum Start der nächsten JSWM 3. FIS Weltcup-Punktewertung 3.1 Einzelwettkämpfe 1. Rang = 100 Punkte 16. Rang = 15 Punkte 2. Rang = 80 Punkte 17. Rang = 14 Punkte 3. Rang = 60 Punkte 18. Rang = 13 Punkte 4. Rang = 50 Punkte 19. 17 Bei Punktegleichstand in der WC-NC Wertung ist die Anzahl der besseren Ränge bei den einzelnen Wettkämpfen für die Reihenfolge massgebend. Bei gleichen Resultaten wird die Rangfolge für die Startreihenfolge gelost Der jeweils in der WC-NC Gesamtwertung führende Springer erhält das "Trikot des Weltcupführenden", das in seinem Eigentum verbleibt. Für das "Trikot des Weltcupführenden" besteht Tragepflicht beim Wettkampf, bei der offiziellen Siegerehrung und beim offiziellen Training im Skispringen. 3.2 Team Wettkampf und Team Sprint Team Wettkampf 1. Rang = 25 Punkte Bei Punktegleichstand im Tagesergebnis erhält jede Mannschaft die dem Rang zugeteilten Punkte und der folgende Rang wird ausgelassen Ein WC-NC Mannschaftswettkampf bleibt in der WC-NC Nationenwertung, wenn mindestens acht (8) Nationale Skiverbände teilgenommen haben Startreihenfolge bei Teamwettkämpfen: Die Startreihenfolge ergibt sich aus der umgekehrten Reihenfolge des aktuellen Standes im Nationencup WC-NC Nationen Wertung Die Summe der erzielten WC-NC Punkte aller Teilnehmer einer Nation einschliesslich der Punkte der Team Wettkämpfe (einer pro Nation) der laufenden WC-NC Saison werden für die WC-NC Nationenwertung herangezogen. Bei Punktegleichstand in der WC-NC Nationenwertung ist die Anzahl der besseren Ränge bei den einzelnen Wettkämpfen (Einzel-, Team Wettkämpfe und Team Sprint) für die Reihenfolge massgebend. 4. Durchführung von WC-NC Wettkämpfen 4.1 Teilnehmerquoten der Nationalen Verbände Für die Berechnung der Starterquote wird periodenweise herangezogen: - die Weltrangliste (siehe Art ) - der Stand der jeweiligen COC-NC Periode Reglement FIS Weltcup Nordische Kombination

18 Die Grundlage für die Berechnung bilden: - die ersten 50 klassierten Wettkämpfer der Weltrangliste, daraus ein Maximum von sieben (7) Athleten pro Nation - die ersten drei (3) Bestklassierten der letzten COC-NC Periode Die Nationenquote ist jedoch mit einem Maximum von zwölf (12) Athleten pro Nation limitiert. Diese schließt die Basisquote 7+1 sowie die zusätzliche persönliche Quote von Art. 2.2 d) und die Nationale Quote des Veranstalterlandes ein. - Jene Nationen, die nach dem oben erwähnten Berechnungssystem keine Nationenquote erreichen, aber in der vergangenen bzw. in der laufenden Saison mindestens einen Weltcuppunkt (Einzel- oder Teamwettkampf) erreicht haben, erhalten für die gesamte laufende Saison (insgesamt für 2x4 Perioden) eine Basis-Nationenquote von eins plus zwei (1+2) FIS Weltrangliste Für die Quotenberechnung sowie für die Reisespesenabrechnung gilt eine Weltrangliste, die nach folgenden Kriterien geführt wird: - Es wird dasselbe Punktesystem wie beim Weltcup-Stand (1. Platz 100 Punkte, 30. Platz 1 Punkt) herangezogen. - Die Wettkampf-Ergebnisse der 4 Perioden des vergangenen Weltcup Kalenders werden sukzessive durch die Wettkampf Ergebnisse der 4 Perioden des laufenden Weltcup Kalenders ersetzt. - Dieser Vorgang wird nach Ende einer jeden Periode wiederholt, so dass jeweils eine Periode des Vorjahres durch eine Periode des laufenden Jahres ersetzt wird. - Aus dieser Weltrangliste werden die ersten 50 klassierten Athleten für die Quotenberechnung der Nationen herangezogen. - Unbeschadet von den aktuellen Wettkampfresultaten hat diese Nationenquote Gültigkeit für die gesamte folgende Periode Periodeneinteilung Der FIS Weltcup-Kalender NC 2014/2015 wird in folgende vier (4) Perioden unterteilt: 1. Periode: (Ruka - Ramsau a.d.) 2. Periode: (Schonach Seefeld) 3. Periode: (Sapporo - Liberec) 4. Periode: (Lathi - Oslo) Starterquote im offiziellen Training und Wertungsdurchgang Jeder nationale Verband ist berechtigt, die Anzahl von Athleten gemäss der Nationenquote anzumelden, jedoch keinesfalls mehr als zwölf (12) Reglement FIS Weltcup Nordische Kombination

19 Nationen mit Quote eins, zwei oder drei dürfen zusätzlich einen (1) Athleten anmelden. Nationen mit keiner Quote oder einer Basisquote (siehe 4.1), dürfen maximal zwei (2) Athleten anmelden. Der Nationale Verband des Veranstalterlandes kann zusätzlich eine Nationale Gruppe (Gruppe I) in der Anzahl von vier (4) Athleten für das offizielle Training, den PCR/QR und Wertungsdurchgang stellen. Sollte ein Wettkampfprogramm einen Team Wettkampf oder Team Sprint beinhalten, so ist jeder teilnehmende Verband berechtigt, mindestens vier (4) Athleten auch für den Einzelbewerb anzumelden, sofern die Bedingungen des Art. 2.2 erfüllt sind. Jede Nation kann mit einem (1) Team am Team Wettkampf und mit maximal zwei (2) Teams beim Team Sprint starten. Die maximale Starterquote für jeden Nationalen Skiverband beträgt zwölf (12) Athleten für das offizielle Training und den Provisorischen Wettkampfdurchgang (PCR/Qualifikationsdurchgang). Wenn in einem Veranstalterland mehr als vier (4) Einzel Wettkämpfe geplant sind, so ist der Nationale Verband des Veranstalterlandes nur viermal (4x) berechtigt, eine Nationale Gruppe zu stellen Wettkampfablauf und Startreihenfolge WC-NC Wettkämpfe Eine WC-NC Veranstaltung besteht in der Regel aus: - dem offiziellen Training - dem Provisorischer Wettkampfdurchgang (PCR/QR) im Skispringen - einem oder zwei Wertungsdurchgang(en) im Skispringen und - einem 5 km Langlauf (NC-T) - einem 10 km Langlauf - einem 15 km Langlauf (Ind. Gundersen Finale und NC-T) - einem 4x5 km Langlauf (Team Wettkampf) oder - einem 2x7,5 km Langlauf (Team Sprint) Für das offizielle Training Skispringen, den Probedurchgang, dem Provisorischen Wettkampfdurchgang/Qualifikationsdurchgang und dem Wertungsdurchgang werden in der Auslosung drei Gruppen gebildet. Die Gruppenreihenfolge ist wie folgt: - Gruppe I Springer des Veranstalterlandes - Gruppe II Springer ohne WC-NC Punkte - Gruppe III Springer mit WC-NC Punkten Die Startreihenfolge innerhalb der Gruppe wird wie folgt ermittelt: - Gruppe I: Auslosung oder Setzen durch das Veranstalterland - Gruppe II: Auslosung - Gruppe III: In umgekehrter Reihenfolge des aktuellen WC-NC Standes Reglement FIS Weltcup Nordische Kombination

20 Für den ersten WC-NC Wettkampf der Saison ist der WC-NC Stand der vorangegangenen Wettkampfsaison massgebend. Sobald Athleten in der WC-NC Punktestandliste aufscheinen, sind sie für die Gruppe III, der Rangfolge nach, gesetzt. Bei Vorliegen der Gesetzten Gruppen I, II kann die Jury vor dem offiziellen Training die Auslosung vornehmen. Im Falle, dass nur ein offizielles Training für zwei Wettkämpfe auf einer Schanze durchgeführt wird (Einzel- und Team Wettkampf/Team Sprint oder zwei Einzelwettkämpfen), darf pro Nation nur die einmalige Quote gestellt werden. Der Programmablauf ist mit der Ausschreibung des Wettkampfes zu veröffentlichen. Durch äußere Umstände erzwungene Änderungen des Programmablaufes können von der Jury festgelegt werden Probedurchgang Vor dem Provisorischen Wettkampfdurchgang / Wertungsdurchgang muss ein Probedurchgang durchgeführt werden (Ausnahme siehe IWO Art ) Provisorischer Wettkampfdurchgang (PCR) einschliesslich Qualifikation (PCR/QF) Dieser sogenannte PCR wird gemäß den Bestimmungen für einen Wertungsdurchgang Skisprung durchgeführt. Das Resultat kann als Ergebnis für die Durchführung des Langlaufes verwendet werden, sollte der eigentliche Wertungsdurchgang nicht durchgeführt werden können. Das Ergebnis dieses Durchganges kann maximal einmal an einem Wettkampf Wochenende herangezogen werden. Der PCR/QF (Qualifikationsdurchgang) reduziert die Anzahl der Teilnehmer auf 50 für die Einzelwettkämpfe an einem Wochenende. Die Top 10 Athleten des aktuellen WC-NK Weltcupstandes sind vorqualifiziert. Wenn ein zweiter Individual Gundersen Wettkampf am gleichen Wochenende stattfindet, wird dieser Probedurchgang als Qualifikation gewertet. Die Top 10 Athleten des aktuellen WC-NK Weltcupstandes sind vorqualifiziert. Diese Qualifikation kann nicht als PCR Resultat gewertet werden. Wenn der PCR verwendet wird, können alle beim PCR gestarteten Athleten beim Langlaufrennen starten. Das Gesamtergebnis zählt für den PCR. Ein Wettkämpfer welcher 95% der maximalen erzielten Länge eines Durchganges erreicht hat und gestürzt ist erhält das Recht zusätzlich zu den 50 Teilnehmern zu starten Saison Finale Wenn der letzte Wettkampf der Saison ein Finale mit 2 Sprüngen und einem 15 km Langlauf ist sind die anwesenden Top 30 Athleten des aktuellen Weltcupstandes für das Finale qualifiziert Reglement FIS Weltcup Nordische Kombination

21 Formate Das Komitee der Nordischen Kombination ist berechtigt, auch andere Formate im Weltcup zu verwenden, sofern diese in der IWO oder im WC-NC/COC-NC Reglement beschrieben sind Penalty Race Der Durchführungsmodus beim Penalty Race ist wie folgt: Skisprung Wettkampf - der Skisprung Wettkampf wird als Gundersen Skisprung organisiert (mit Sprungrichterwertung und Wind/Gate Kompensation) - alle Ergebnisse werden automatisch zum Sprung gerechnet, mit den höchsten Punkten als bestes Resultat - Die Anzahl der Penalty Runden wird entsprechend der Punktedifferenz im Skisprung Wettkampf festgelegt: Sieger 0 Runden + 10 Bonus Sekunden 0 Runden 0,1-4,9 Punkte hinter dem Sieger 1 Runde 5,0-9,9 Punkte hinter dem Sieger 2 Runden 10,0-16,9 Punkte hinter dem Sieger 3 Runden 17,0-24,9 Punkte hinter dem Sieger 4 Runden 25,0-35,0 Punkte hinter dem Sieger Die Kalkulation ist gültig für NH und LH Skilanglauf Wettkampf - der Sieger des Sprungwettkampfes startet 10 Sekunden vor dem Massenstartfeld - eine no Skating Zone ist maximal 50 m - die Penalty Runde im Stadium ist 150 m - es gibt keine Festlegung wann der Wettkämpfer seine Penalty Runden zu laufen hat - zusätzliche Markierung auf der Startnummer zeigen die Anzahl der zu laufenden Runden - die Streckenlänge ist 10 km bei 5 x 2,0 km Runden 4.3 Nordic Combined Triple - 1. Tag 1 Sprung 5 km Individual Gundersen - 2. Tag 1 Sprung 10 km Individual Gundersen - 3. Tag 2 Sprünge 15 km Individual Gundersen - alle Athleten starten am 1. Tag - die besten 50 Athleten vom 1. Wettkampftag starten am 2. Tag - die besten 30 Athleten des Nordic Combined Triple starten am 3. Wettkampftag Die Athleten nehmen das Tagesergebnis zum nächsten Tag mit und der Athlet, welcher am 3. Wettkampftag als Erster über die Ziellinie läuft ist der Sieger des Nordic Combined Triple Reglement FIS Weltcup Nordische Kombination

22 Falls nur zwei Wettkämpfe durchgeführt werden können ist der Sieger des 2. Wettkampfes der Sieger des Nordic Combined Triple. Er erhält das Preisgeld laut Art und WC Punkte laut Art Nordic Combined Triple: Wettkampfdurchführung Skisprung Wettkampf - siehe IWO Art Ergänzung: Das Ergebnis vom 1. Wettkampf ist die Basis für die Startliste des 2. Skisprung Wettkampfes. Der Sieger des 1. Wettkampfes startet im Sprungwettkampf als Letzter ohne Minuspunkte. Alle anderen Athleten starten mit dem Rückstand des vorangegangenen Wettkampfes. z.b. Wenn der zweitplatzierte Athlet das Rennen 8 Sekunden hinter dem Sieger beendet, startet er mit -2 Punkten in den Sprungwettkampf. 1 Punkt = 4 Sekunden 15 Punkte = 1 Minute Skilanglauf Wettkampf - siehe IWO Art PCR in Nordic Combined Triple Der PCR wird einen Tag vor dem 1. Wettkampf durchgeführt. Dieser PCR kann nur einmal während eines NC-T zur Anwendung kommen. Falls der PCR am 1. Tag zur Anwendung kommt wird der Probedurchgang am 2. Tag als PCR gewertet und kann falls notwendig am 2. oder 3. Tag verwendet werden Weltcup Punkte beim Nordic Combined Tiple - Für den 1. und 2. 24 5.1.1 Bezahlung des Preisgeldes Das Preisgeld muss elektronisch 1 Woche nach dem letzten Wettkampf bezahlt werden. Ein Säumniszuschlag von CHF pro Verzugswoche wird für die Organisatoren von der zweiten Woche an fällig. Ausgenommen hiervon ist eine Verzögerung, die durch falsche oder fehlende Bankverbindung verursacht wurde. 5.2 FIS Weltcup Trophäe Der Gesamtsieger des FIS Weltcups Nordische Kombination erhält die grosse FIS Weltcup-Kugel, die von der FIS zur Verfügung gestellt wird. 5.3 FIS Weltcup Medaillen Die ersten sechs klassierten Wettkämpfer erhalten FIS Weltcup Medaillen. 5.4 FIS Nationencup Die beste Nation erhält den FIS Nationencup. 5.5 Beschaffung Die Beschaffung der FIS-Weltcup-Kugeln, des FIS-Nationencup s und der FIS-Medaillen wird von der FIS organisiert. 5.6 Übergabe Die Übergabe erfolgt bei der letzten FIS-WC-NC Veranstaltung der Saison (Finale). 6. Spesenvergütungen 6.1 Nationenquote für die Spesenvergütung Die Nationale Quote der teilnehmenden Nationen wird wie folgt festgelegt: - Wie im Art dargelegt, wird neben dem offiziellen Weltcup-Stand eine Weltrangliste geführt, die für die Quotenberechnung massgebend ist. Aus dieser Weltrangliste werden am Ende einer Periode herangezogen: - die ersten 50 klassierten Wettkämpfer der Weltrangliste (max. sieben (7) pro Nation) - die ersten drei (3) Klassierten der letzten COC-NC Periode - sowie eine Basisquote. Jeder Nationale Verband hat für diese Quote das Recht auf Spesenvergütung bis zu einem Maximum von acht (8) Athleten. Entsprechend dem nachfolgenden Schlüssel werden die Anzahl der Betreuer, die ebenfalls vom Veranstalter übernommen werden müssen, festgelegt: Schlüssel für die Betreuerquote: 1 5 Athleten 2 Betreuer 6 8 Athleten 3 Betreuer Reglement FIS Weltcup Nordische Kombination

25 6.2 Die folgenden Entschädigungen müssen gemäss der in Art. 6.1 festgelegten Quoten für die Spesenvergütung an die Nationalen Skiverbände bezahlt werden: Aufenthalt Aufenthalt bei Vollpension in einem guten Hotel im Ort der Veranstaltung während der Dauer des Wettkampfes, beginnend mit der Nacht vor dem ersten offiziellen Training bzw. der darauffolgenden Nacht nach dem letzten Wettkampf. Für Nationen mit Starterquote 4 oder mehr müssen zwei Einzelzimmer zur Verfügung gestellt werden. Der Veranstalter muss jedem nationalen Skiverband eine Einladung und ein Informationspaket senden. Anspruch auf reservierte Unterkunft haben die teilnehmenden Nationen nur für jene Anzahl von Personen, die rechtzeitig zum Anmeldetermin gemeldet waren. Der Meldetermin muss vom Veranstalter mit der Einladung zum Wettkampf veröffentlicht und den Nationalen Verbänden mitgeteilt werden. Bei Zimmerreservierungen, die nicht in Anspruch genommen werden, ist der Veranstalter berechtigt, eine Stornogebühr beim betreffenden Nationalen Verband einzufordern. Fallen für diese betreffenden Nationen Reisespesenvergütungen an, so ist der Veranstalter berechtigt, die Stornogebühr direkt von der Reisespesenvergütung einzubehalten. Auf keinen Fall darf ohne Zustimmung der Mannschaftsführer durch den Veranstalter oder die Hoteldirektion die Räumung der Zimmer der Mannschaften am Wettkampftag verfügt werden. Das Organisationskomitee muss den Wettkämpfern und Offiziellen, die nicht unter die Bestimmungen für Reise- und Aufenthaltsspesen fallen, für Unterkunft und Verpflegung Preise zu mindestens 25% unter den Normalpreisen anbieten, im Maximum CHF Reisekostenzuschuss Von den Weltcup-Organisatoren sind entsprechend den von der FIS festgehaltenen Reiseregionen folgende Mindestvergütungen in Schweizer Franken pro Person an die Nationalen Verbände als Zuschuss für die Reisespesen zu bezahlen: 1. Eine Gebühr von CHF pro Verzugswoche für verspätete Bezahlung des OK s wird ab der zweiten Woche nach der Veranstaltung eingehoben. Ausgenommen von dieser Regelung sind Verzögerungen durch falsche oder fehlende Bankdaten Die FIS-Mitglieder sind wie folgt in fünf Reise- bzw. Veranstalterregionen eingeteilt: 1) Nordeuropa Gruppe A (DAN, EST, FIN, ISL, NOR, SWE) 2) Osteuropa Gruppe B (BLR, BUL, GEO, LAT, LTU, RUM, RUS, UKR, UZB) 3) Mittel- und Südeuropa Gruppe C (AND, AUT, BEL, BIH, CRO, CZE, FRA, GER, GBR, GRE, HUN, IRE, ITA, LIE, LUX, MON, NED, POL, RSM, SPA, SVK, SLO, SUI, TUR) 4) Übersee I Gruppe D (ALG, CAN, EGY, IRA, ISR, LIB, MAR, MEX, RSA, SEN, SUD, SWZ, USA, ZIM) 5) Übersee II Gruppe E (ARG, AUS, BRA, CHI, CHN, FIJ, GUA, HON, JPN, KAZ, KOR, PRK, MGL, NZE, PHI, PUR, URU, ISV) Charterreisen (Flug, Bahn, Bus, Schiff) können vom OK bzw. zwischen verschiedenen OK s (bilaterale Abkommen) gegen Bezahlung angeboten werden. Dieses Angebot muss mit der Ausschreibung bzw. Einladung Reglement FIS Weltcup Nordische Kombination
