1 Cross-Country Rules Precisions 2016/2017, edition Below are the rules precisions confirmed by the FIS Council and minor editorial changes which are not yet in the printed booklets, distributed at the FIS Autumn Meetings in Zurich (SUI) end of September International Competition Rules 303 The Jury and its Duties Members of the Jury For EYOF, Asian Winter Games (AWG) and for Roller skiing WSC the jury will consist of the following: - The TD, who is chair of the Jury (appointed by FIS) - The Assistant TD (appointed by FIS) - The Chief of Competition - The National TD Assistant (appointed by the host NSA in cooperation with the regional TD coordinator). 324 Pursuit Under difficult weather conditions the Jury may decide to postpone the start or to cancel the competition. If it is cancelled the result from the first part of the competition will count as the final result. 325 Individual Sprint competitions If a competitor does not finish a heat due to force majeure he is ranked last in this heat Age Categories The FIS competition year (or season) is July 1 st - June 30 th of the following year Seniors (ladies and men) must be at least 21 years old during the calendar year ( ). The right to start begins with the beginning of the competition season (e.g. for 2017 from 1 st July 2016 onwards) Junior ladies and junior men must be no older than 20 during the calendar year ( ) in which the season ends. Nordic Junior World Ski Championships A competitor must have reached his 16 th birthday before the end of the calendar year (1 st January 31 st December) in question which the season ends. 2 Junior ladies and junior men should normally start in their own classes. They may start in the respective ladies or men s classes At all FIS competitions a competitor must have reached his 16 th birthday before the end of the calendar year (1 st January 31 st December) in question which the season ends as is: Season Years of birth 2016/ and earlier 2017/ and earlier 2018/ and earlier Rollerskiing: The competition season is defined as 1 st July to 30st June (see ICR article 341 for age categories) In classical technique competitions, the maximum must not exceed 83% of the competitor s body height. In free technique competitions, the maximum must not exceed 100% of the competitor s height. The body height is measured with ski boots on from a flat surface, to the top of the uncovered head. World Cup Rules Travel and living costs The local organisers have to pay for the travel and living expenses of the teams as follow: - World Cup stages with 2 competitions days: CHF850 x quota (factor F) - World Cup stages with 3 competitions days: CHF1000 x quota (factor F) (Lillehammer, PyeongChang, Drammen/Oslo) - Tour de Ski: CHF1550 x quota (factor F) - World Cup finals: CHF1050 x quota (factor F) Rules FIS Cross-Country World Cup Final 9. Ceremony The winner ceremony and prize giving ceremonies are standardized. Introduction with the FIS fanfare: - Ceremony - Ranking of the day Overall WC Leader 2

3 - Helvetia U23 Leader - Official persons OC (1-2) & maid of honors. The award ceremonies of crystal globes (overall and distance World Cup) will take place after the last competition of the season. The award of the sprint World Cup crystal globe can take place after the last Sprint World Cup of the season. 4 IWO Präzisierungen Skilanglauf, Ausgabe Unten sind die IWO Präzisierungen, bestätigt durch den FIS Vorstand sowie einige wenige redaktionelle Anpassungen, die in den gedruckten Büchlein fehlen, welche Ende September an den FIS Herbstsitzungen in Zürich verteilt wurden. 303 Die Jury und ihre Pflichten Mitglieder der Jury Für die EYOF, Winter - Asienspiele (AWG) und für die Rollerski Weltmeisterschaften setzt sich die Jury wie folgt zusammen - TD, der Vorsitzender der Jury ist (von der FIS benannt) - TD Assistent (von der FIS benannt) - Chef des Wettkampfes - Nationaler TD Assistent (vom NSV des Organisators in Zusammenarbeit mit dem regionalen TD Koordinator benannt). 324 Verfolgungswettkämpfe Bei schwierigen Wetterbedingungen kann die Jury eine Verschiebung oder Absage des Wettkampfes beschliessen. Falls ein Wettbewerb abgesagt wird, gilt das Ergebnis des ersten Teils als Endergebnis 325 Einzelsprint Wettkämpfe Wenn ein Wettkämpfer auf Grund höherer Gewalt einen Lauf nicht beendet, wird er als letzter des jeweiligen Laufes gewertet Altersklassen Das Wettkampfjahr (Saison) dauert vom 1. Juli Juni des folgenden Jahres Senioren (Damen und Herren) sind während des Kalenderjahres ( ) mindestens 21 Jahre alt. Die Startberechtigung beginnt aber bereits mit Beginn der Wettkampfsaison (z.b. für 2017 ab 1. Juli 2016) Juniorinnen und Junioren dürfen während des Kalenderjahres in dem das Wettkampfjahr endet ( ) nicht älter als 20 Jahre sein. 5 Juniorinnen bzw. Junioren sollten in der Regel in ihren eigenen Klassen starten. Sie können aber auch in der entsprechenden Damen- bzw. Herrenklasse starten Bei allen FIS Bewerben muss ein Wettkämpfer vor Ende des entsprechenden Kalenderjahres in dem das Wettkampfjahr endet (1. Januar-31. Dezember) seinen 16. Geburtstag erreicht haben: Saison Alter Geburtsjahr 2016/ , 1995, / , 1996, / , 1997, Rollerski: Das Wettkampfjahr (Saison) wird festgelegt vom 1. Jul ibis zum 30. Juni (siehe Langlauf IWO Artikel 341 bezüglich der Altersklassen) In Wettkämpfen in der klassischen Technik darf die maximale Stocklännge nicht mehr betragen als 83 % der Körpergrösse des Wettkampfers. In Wettkämpfen in der freien Technikmdarf die Stocklänge nicht mehr betragen als 100% der Körpergrösse des Wettkämpfers. Die Körpergrösse wird gemessen mit LL-Skistiefeln von einem flachen Untergrund bis zur Kopfspitze ohne Kopfbedeckung. Die Stocklänge wird gemessen von der unteren Stockspitze bis zur oberen Anbringung der Schlaufe. Alle Messungen werden zum nächsten Zentimeter gerundet, und zwar: weniger als 0,5 cm werden abgerundet, 0,5 cm und mehr werden aufgerundet In allen Wettkämpfen dürfen Stöcke gewechselt werden ist ein Stockwechsel nur im Falle eines Stockbruchs oder Schadens erlaubt. In Wettkämpfen in klassischer Technik muss ein Stockwechsel beider Stöcke der Regel IWO entsprechen. Es ist jedoch erlaubt, währen dem Skiwechsel in Skiathlon Wettkämpfen die Stöcke in den Wechselboxen zu wechseln. 2

7 1. Procedural guidelines It is the responsibility of the jury to decide when and where the control(s) will take place and which athletes will be checked. The Organisers are responsible to provide the measurements devices. The jury should send to the organisers a list of required equipment several weeks before the event. It is not intended to check all the athletes but to carry out a random control. At the beginning of the season, a majority of the athletes should be checked. Pole marking will not be used. 2. Measurement A measurement device should be available during official training, so that athletes can check their equipment themselves. There should be a possibility to perform the measurements before the start and after the finish. If necessary, more than one measurement device should be available. For popular races a measurement device should be available at every entry to the start box. At mass start competitions, where measurement is not possible before the start, plan to do it after the finish. Sanctions An athlete controlled at the start with non-conforming equipment shall not be permitted to start (ICR 351.2). Athletes that have used s during the competition that do not conform with ICR , should be sanctioned. The decision chart should be used to determine the sanction. Pole exchange in case of broken If one is exchanged, the size of the exchanged is not relevant. If both s are exchanged, they must conform with ICR Rollerski competitions Due to the fact that athletes on rollerskis are standing higher than on their skis, the maximum must not exceed 83% of the competitor s body height + 5 cm (max = (h+5)*0,83). 2
