Restrictions of flight operations 1.1 Der Flughafen dient dem allgemeinen Verkehr für Flugzeuge und Drehflügler. Für die Nutzung mit aerodynamisch gesteuerten Ultraleichtflugzeugen und Motorseglern bedarf es der vorherigen Zustimmung (PPR) durch den Flughafenunternehmer. Andere Luftfahrzeuge wie Luftschiffe, Ballone, Segelflugzeuge und Luftsportgeräte dürfen den Flughafen nur mit Zustimmung des Flughafenunternehmers und nach Erteilung einer Außenstart- und Landeerlaubnis durch die zuständige Luftfahrtbehörde gemäß 25 Abs. 1 LuftVG benutzen. Die Grasflächen sind für Starts und Landungen nicht geeignet. 1.2 Beschränkungen in der Nachtzeit 1.2 Restrictions of night traffic In der Zeit von 2100 (2000) bis 0500 (0400) wird der Flugbetrieb auf dem Flughafen Leipzig/Halle zum Schutz der Nachtruhe beschränkt. Flugbewegungen in der Zeit zwischen 2100 (2000) bis 0500 (0400) sind nur wie folgt zulässig (die genannten Zeiten sind Start- bzw. Landezeiten): 1.1 The airport serves general traffic for aeroplanes and rotorcraft. Prior permission (PPR) from the airport operator is required for the use of aerodynamically controlled ultra-light aircraft and powered gliders. Other aircraft, such as airships, balloons, gliders and air sports equipment, may use the airport only with the consent of the airport operator and after permission for an off-field take-off and landing has been granted by the competent aeronautical authority in accordance with Section 25 (1) of the German Aviation Act (LuftVG). The grass areas are unsuitable for take-off and landings. From 2100 (2000) until 0500 (0400), flight operations at Leipzig/Halle Airport will be restricted to prevent noise disturbance at night. Flüge, die die Luftaufsichtsstelle in begründeten Ausnahmefällen zugelassen hat, weil sie zur Vermeidung erheblicher Störungen im Luftverkehr oder aus sonstigen Gründen besonderen öffentlichen Interesses erforderlich sind. 11 LUFTFAHRTHANDBUCH DEUTSCHLAND AD 2 EDDP OCT Eine innerhalb der Beschränkungen in der Nachtzeit von ATC erteilte Startfreigabe beinhaltet nicht die erforderliche Ausnahmegenehmigung der Luftaufsicht auf dem Flughafen Leipzig/Halle. ATC übermittelt über Sprechfunk grundsätzlich keine Ausnahmegenehmigungen für Nachtlandungen innerhalb der Beschränkungen in der Nachtzeit. Die aus Sicherheitsgründen erteilte Landefreigabe durch ATC enthält daher noch keine Entscheidung der Luftaufsicht über die Zulässigkeit der Nachtlandung. Bei einer von der zuständigen Behörde nicht genehmigten verspäteten/verfrühten Landung (nach 2300 (2200) bzw. vor 0400 (0300)) hat sich der Pilot unmittelbar nach der Landung mit der Luftaufsicht in Verbindung zu setzen (Tel.: +49 (0) oder +49 (0) ) und die Zulässigkeit der Nachtlandung zu rechtfertigen A take-off clearance, issued by ATC in keeping with the restrictions applying at night, does not include the required exceptional permission from the aviation supervision office at Leipzig/Halle Airport. Triebwerksprobeläufe 2. Sofern keine vertragliche Regelung besteht, erfolgt die Nutzung gegen Entgelt entsprechend der Entgeltordnung der Flughafen Leipzig/Halle GmbH in der jeweils gültigen Fassung. 2.4 Die Benutzung des Triebwerksprobelaufstandes ist rechtzeitig (mit möglichst 2 Stunden Vorlaufzeit) bei der Verkehrszentrale des Flughafens über Telefon (+49 (0) ) anzumelden. 2.5 Die Verkehrszentrale legt in Abhängigkeit von der Verfügbarkeit des Triebwerksprobelaufstandes Reihenfolge und Zeitpunkt der Triebwerksprobeläufe fest. 2.6 Den Anweisungen des Hallen- und Bedienpersonals ist unbedingt Folge zu leisten. 2.7 Die geltenden Durchführungsbestimmungen sind entsprechend der "Betriebsordnung Triebwerksprobelaufstand" in der jeweils gültigen Fassung verbindlich. 2.2 Engine test-runs may be carried out in the engine test-run stand only. Trainings- und Übungsanflüge 4. Luftfahrzeuge dürfen auf dem Vorfeld nur mit der unbedingt erforderlichen Mindestdrehzahl der Triebwerke gerollt werden. Rollbahn-Mittellinienfeuer sind von der RWY-Mittellinie bis zum Verlassen der ILS-Schutzzonen farbkodiert (gelb/grün). Gelandete Luftfahrzeuge sind aufgefordert, das Verlassen der farbkodierten Mittellinienfeuer zu melden, um darauf hinzuweisen, dass das Luftfahrzeug die ILS-Schutzzone verlassen hat. Guidance of aircraft in CAT II or III All-Weather Operations Aircraft will taxi off after landing following a taxi guidance system which uses rapid exit TWY indicator lights (RETILs see ), TWY centreline lighting and stop bars according to the generally recognized regulations. TWY centreline lights are colour-coded (yellow/green) from the RWY centreline up to leaving the ILS protection areas. Aircraft having landed are requested to report leaving the colour-coded centreline lights in order to indicate that the aircraft has left the ILS protection area. AMDT 07/16

Bei freien Standplätzen wird zum Rollen in die befeuerte Rollspur auf Anforderung durch die Flugplatzkontrolle oder die Luftfahrzeugbesatzung ein Leitfahrzeug bereitgestellt. Das Rollen zu den RWYs erfolgt über ein Rollführungssystem mittels Rollbahn-Mittellinienbefeuerung und Haltebalken. 7.5 Verhalten an Haltebalken (rote Unterflurfeuer über die gesamte Rollbahnbreite) An den Rollhalten CAT II/III, Rollbahnkreuzungen, -einmündungen und -abschnitten sind Haltebalken installiert, die unter keinen Umständen überrollt werden dürfen, wenn sie eingeschaltet sind. Freigaben jeglicher Art beinhalten keine Erlaubnis zum Überqueren eines eingeschalteten Haltebalkens. Aircraft shall taxi onto and exit the RWY via TWYs A1-W1 (W1-A1) or A9-C- E7/E8 (E7/E8-C-A9). Die Abstellung der Luftfahrzeuge erfolgt hauptsächlich auf dem Vorfeld 1, Ostseite. Das Abstellen der Luftfahrzeuge auf den Standflächen erfolgt durch Signale des Einweisers. Zugewiesene Flugzeugstandplätze können auch nicht markierte Abstellpositionen sein. Anmerkung: Außerhalb der GAT-Öffnungszeiten erfolgt die Abfertigung im Rahmen der Öffnungszeiten des Flughafens über Terminal B.
