PRESS RELEASE EPEX SPOT and Swissgrid prepare for Market Coupling on Swiss borders Cooperation Agreement to enable Day Ahead Market Coupling on Swiss borders if no objections from the relevant authorities of the European Union and Switzerland are raised. Frick/Paris, 07/11/2013 The European Power Exchange EPEX SPOT and the Transmission System Operator Swissgrid AG started cooperating with the aim to be ready to launch day-ahead market coupling projects in cooperation with other neighboring Transmission System Operators (TSOs). The partnership is based upon the Price Coupling of Regions (PCR), which was chosen as the market coupling solution for the integration of the European electricity market. It is therefore consistent with the roadmap for the integration of the European internal electricity market published by the Agency for the Cooperation of Energy Regulators (ACER). To this end, on 6 November 2013, with acceptance of the Swiss regulatory authority ElCom, the parties have signed a cooperation agreement defining the scope and the main features of their partnership. EPEX SPOT and Swissgrid will cooperate in day-ahead Market Coupling projects on Swiss borders. This includes the present activities on the Italian Border Market Coupling Initiative as well as future initiatives on the other Swiss borders. Furthermore, EPEX SPOT will establish a subsidiary in Switzerland located in Bern, to answer the needs of the Swiss stakeholders and, in particular, to guarantee compliant market data provision to authorities according to Swiss legislation. The cooperation of Swissgrid and EPEX SPOT regarding Market Coupling will use the already existing trading platforms for the Swiss market without introducing new ones. There will be no impact on the current trading possibilities of members on the Swiss market platforms currently operated by EPEX SPOT. By entering into the «Cooperation Agreement», Swissgrid and EPEX SPOT are making another step to strongly contribute to the integration process of wholesale electricity markets within Europe. * * *

As the owner of the Swiss extra-highvoltage grid, it is responsible for operating the grid safely and without discrimination, and for maintaining, modernising and expanding the grid efficiently and with respect for the environment. Price Coupling of Regions (PCR) is the initiative of seven European Power Exchanges (APX, Belpex, EPEX SPOT, GME, Nord Pool Spot, OMIE and OTE), to develop a single price coupling solution to be used to calculate electricity prices across Europe and allocate cross-border capacity on a day-ahead basis. This is crucial to achieve the overall EU target of a harmonized European electricity market. PRESSEMITTEILUNG Swissgrid und EPEX SPOT bereiten die Kopplung des Strommarktes an den Schweizer Grenzen vor Die nationale Netzgesellschaft Swissgrid und die europäische Strombörse EPEX SPOT haben eine Vereinbarung unterzeichnet, welche das Market Coupling an den Schweizer Grenzen im Day-Ahead-Markt ermöglichen soll. Das Market Coupling soll eingeführt werden, sofern die zuständigen Behörden der Europäischen Union und der Schweiz dagegen keine Einwände erheben. Frick/Paris, 07/11/2013 Der Übertragungsnetzbetreiber Swissgrid und der Strombörsenbetreiber EPEX SPOT starten eine Kooperation mit dem Ziel, Projekte zur Vorbereitung von Market Coupling im Day-Ahead-Markt zu lancieren. Hierfür wird eine enge Zusammenarbeit mit benachbarten Übertragungsnetzbetreibern notwendig sein. Die Zusammenarbeit folgt dem Prinzip des «Price Coupling of Regions», welches als Coupling-Lösung für die Integration des europäischen Strommarktes gewählt wurde. Die Partnerschaft steht somit im Einklang mit der von der Agentur für die Zusammenarbeit der Energieregulierungsbehörden (ACER) veröffentlichten Roadmap zur Integration des europäischen Binnenstrommarktes. Die Vertragsparteien haben daher mit dem Einverständnis der Schweizerischen Regulierungsbehörde ElCom am 6. November 2013 eine Vereinbarung unterzeichnet, welche das Ziel und die wichtigsten Eckpunkte der Partnerschaft definiert. Swissgrid und EPEX SPOT werden demnach bei der Planung und Implementierung von Market Coupling an den Schweizer Grenzen kooperieren. Darin eingeschlossen sind bereits laufende Aktivitäten an der Grenze zu Italien. EPEX SPOT wird zudem eine Schweizer Tochterfirma in Bern gründen, welche sich um die Bedürfnisse des Schweizer Marktes kümmert und dafür verantwortlich ist, dass die Schweizer Regulierungsbehörden die benötigten Daten gemäss Schweizer Gesetzgebung erhalten. Die Partnerschaft mit dem Ziel der Einführung von Market Coupling wird die bereits bestehenden von EPEX SPOT betriebenen Plattformen nutzen. Es werden keine zusätzlichen Plattformen geschaffen und es wird keine Auswirkungen geben auf die gegenwärtigen Handelsmöglichkeiten der Marktteilnehmer.

COMMUNIQUÉ DE PRESSE Swissgrid et EPEX SPOT préparent la mise en place du couplage de marché en Suisse La Société Nationale pour l exploitation du réseau Swissgrid et la bourse européenne de l électricité EPEX SPOT ont signé un accord qui doit permettre la mise en place d un couplage de marché day-ahead aux frontières suisses. Ce couplage sera introduit si les autorités de l Union Européenne et de la Suisse ne s y opposent pas. Frick/Paris, 07/11/2013 Le gestionnaire de réseau de transport Swissgrid et l opérateur des marchés électriques EPEX SPOT ont démarré une coopération dont l objectif est de se préparer au lancement des projets de couplage de marché day-ahead, en collaboration étroite avec les gestionnaires de réseau de transport voisins. Cette coopération suit le principe du «Price Coupling of Regions», choisi comme solution de couplage pour l intégration du marché de l électricité européen. Par conséquent, ce partenariat est conforme à la feuille de route de l ACER (Agency for the Cooperation of Energy Regulators) pour l intégration du marché intérieur européen de l électricité. Les parties ont signé un accord le 6 novembre 2013 avec l approbation de l autorité de régulation suisse ElCom, lequel accord définit la finalité et les principes fondamentaux de ce partenariat. Swissgrid et EPEX SPOT coopéreront donc à la planification et la mise en œuvre d un couplage de marché aux frontières suisses. Le projet reprend les initiatives de couplage en cours sur la frontière italienne ainsi que les initiatives à venir sur les autres frontières suisses. EPEX SPOT créera en outre une filiale suisse à Berne, chargée de répondre aux besoins du marché suisse et responsable de la transmission de toutes données utiles aux autorités de régulation suisses, conformément à la législation nationale. Ce partenariat, visant à instaurer un couplage de marché, s appuiera sur les plateformes de négociation existantes gérées par EPEX SPOT. Aucune nouvelle plateforme ne sera créée et les possibilités actuelles de négociation des membres de marché ne seront pas impactées. Cet accord de coopération représente pour Swissgrid et EPEX SPOT une étape essentielle dans la poursuite de l intégration des marchés de gros de l électricité européens.
