The role of Landscape Planning Delivering Information Landscape planning can contribute to a sustainable development of areas, if it is integrated into the planning and environmental assessment system. There are examples in Germany for the extension of landscape plans to environmental plans covering all issues and supporting this way the elaboration of sound urban development and the performance of environmental assessments. 21 4. Conclusions All instruments dealing with environmental topics are requiring and using existing information and producing new data. In combination with systems of environmental monitoring and surveillance the quantities of environmental data are increasing rapidly. For supporting sustainable development information exchange and data evaluation concerning the environment becomes more and more important. This process can be supported by implementing environmental information systems with a cycling up date of information, as it is required by many German laws and regulations. 21

24 4. Conclusions In combination with Environmental Information Sytems the Landscape Plan can contribute to awareness raising concerning the environmental values of a region. The knowledge of natural resources and their role in the ecosystem of an area can help to better decision making in the sense of sustainable development. 24

Umweltprüfung und Landschaftsplan Landschafts- und Umweltplan Ein zum Landschafts- und Umweltplan erweiterter Landschaftsplan kann den nach UVPG und BauGB inhaltlich erweiterten Katalog von Schutzgütern bzw. Umweltbelangen abdecken. Menschen Tiere Pflanzen Biologische Vielfalt Boden Wasser Klima Luft Landschaft/ Erholung Kultur-/ Sachgüter Wechselwirkungen Vermeidung von Emissionen/ Erneuerbare Energien/ Erhaltung bestmöglicher Luftqualität UVPG BNatSchG UVPG BauGB Hierdurch ergeben sich vielfältige Ansätze zur Verknüpfung von Arbeitsschritten im Rahmen der Umweltprüfung und zur Effizienzsteigerung bei der Bearbeitung unterschiedlicher Instrumente (SUP, UP, Eingriffsregelung, FFH-VP, Lärmminderungsplanung, Luftreinhalteplan). 28

Conclusions A good-quality Strategic Environmental Assessment (SEA) process informs planners, decision makers and affected public on the sustainability of strategic decisions, facilitates the search for the best alternative and ensures a democratic decision making process. This enhances the credibility of decisions and leads to more cost- and time-effective EA at the project level. [IAIA] Für eine effiziente Umweltprüfung ist die Organisation und Koordination von Planungen und Prüfungen erforderlich. Hierzu bedarf es eines Managements von Kommunikation und Interaktion zwischen den Beteiligten sowie aktueller Umweltinformationssysteme. Die Verfügbarkeit vorhandener Daten muss gewährleistet sein. Eine Effizienzsteigerung im Sinne einer wirksamen Umweltvorsorge ist möglich durch eine systematische Prüfung von Alternativen auf einer hohen Planungsebene. Die Alternativenprüfung muss bei jedem nachgelagerten Verfahren nicht wiederholt werden. 30

31 5. Fazit Planungsprozess Das Bauleitplanverfahren als Trägerverfahren bietet Möglichkeiten der verfahrenstechnischen und inhaltlichen Verknüpfung von Planaufstellung und - prüfung. Hierdurch entstehen Synergieeffekte, die inhaltlich und verfahrensmäßig genutzt werden können. Landschaftsplan und Lärmminderungsplan liefern im Verbund mit weiteren Fachgutachten wichtige Grundlagen für die Umweltprüfung der Bauleitplanung. Eine Harmonisierung der Planungs- und Prüfungsinstrumente ist notwendig (z.b. Weiterentwicklung der Raumanalyse bei der Landschaftsplanung zu einer Umweltgrundlagenplanung). Der Drei-Schritt >Prognose - Schwierigkeiten/ Lücken - Monitoring< muss als Kernstück der Umweltprüfung eines Planes im Umweltbericht dokumentiert werden. 31
