4 Abstracts / Kurzfassungen der Beiträge MICRO DATA ACCESS Internationale und nationale Perspektiven Introduction Prof. Dr. Susanne Rässler Susanne Rässler, Prof. Dr. rer. pol., was born in 1962 and holds the Chair of Statistics and Econometrics at the Otto-Friedrich-University of Bamberg since She received her Doctorial Degree in 1995 for her book on survey sampling. In 2001 she finished her Habilitation with a book on data fusion. Besides her professorship position she is speaker of the methods group of the German National Educational Panel Studies. Moreover, she is member of the German Census Commission as well as a member of the German Data Forum. Her special interests are methods for handling missing data, multiple imputation, Bayesian methods as well as survey sampling techniques, and matching techniques for causal analysis as well as marketing research. Detailed microdata are important for modern quantitative research. Consequently more and more data sources for microdata emerged. Giving access to this data is not an easy task. While the amount of detailed microdata increases, securing the individuals behind the data becomes a more and more important task for scientific research. In order to organize access to microdata a growing number of Research Data Centers (RDCs) respectively Safe Centers were established. There are three state of the art solutions for microdata access. The researcher can visit the facility of the data provider and can work with the data. This solution results in a very safe surrounding for the data, the data will stay at the IT-infrastructure of the data provider. On the other hand researchers have to travel to specific RDCs to analyze the data. Scientific Use Files (SUF) are another approach. Researchers can analyze the data at their own computer. According to the fact that data providers are not totally aware of what the researcher is doing with the data, less detailed information are given to the researchers via SUF. The third solution brings together advantages of on-site and SUF. Researchers are able to work with highly detailed data without the need to travel. They simply send their program syntax to the RDC where the RDC staff runs it on the data. Sadly this solution comes with big disad- Statistisches Bundesamt, MICRO DATA ACCESS,
5 vantages. Because the researcher does not see the data, it is hard to create a valid syntax. This often results in errors. The RDC staff has to send the syntax back without results and the researcher has to make another try - a work intensive and frustrating procedure. A nearly perfect solution would be real remote access, i.e. the researcher can work on his own computer via a secure connection to the server of the data provider. The data cannot be copied and remains in the facility of the data provider. Beside the different data access solutions, techniques for statistical disclosure control are used to secure the data and give as much as possible details to the researchers. New developments in this area can be found all over the world. Approaches like synthetic or partially synthetic data and other statistical solutions appear very promising. At the same time disclosure control is not only a technical or statistical issue. It is also a legal affair and solutions have to be discussed with data protection officers as well. The goal must be best practice for data protection and for scientific research. A not trivial aspect of statistical disclosure control lies in the tradeoff between highly secure data protection and the usability of the data. Points like these also have to be discussed. To prepare the empirical science for the data of the future, research has to be pushed in both areas. Usable and effective solutions cannot be found on national level. Financial support and scientific coordination are needed on international level. Projects like Data without Boundaries are already moving into this direction. Innovative Methods for Statistical Disclosure Control Prof. Dr. Jörg Drechsler Jörg Drechsler is a researcher at the Institute for Employment Research in Nürnberg. He studied business administration in Nürnberg and obtained his Ph.D. from the University in Bamberg in Since October 2011 he is also an interim professor at the Institute for Statistics at the Ludwig-Maximilians-University in Munich. His main research interests are data confidentiality and nonresponse in surveys. He received several awards for his research on synthetic data and recently published a book on this topic. Data collecting agencies such as the German Federal Statistical Office or the Institute for Employment Research face the constant dilemma of balancing the benefits of a broad data access with the Statistisches Bundesamt, MICRO DATA ACCESS,
6 potential risk of confidentiality violations from ill-intentioned users of the data. Broader access would stimulate academic research, provide a solid foundation for policy decisions, and enable feedback from the data users that might improve the data collection process in the future. On the other hand, broader access obviously imposes an increased risk of disclosure of sensitive information. Most data gathered by the agencies are collected under the pledge of confidentiality and besides the legal and moral obligations there is also a strong internal motivation for the agencies to keep this pledge. Once the data confidentiality is compromised, survey respondents might not be willing to participate in the survey anymore which might have a strong negative impact on the quality of the collected data. For these reasons direct access to the microdata has always been strictly regulated. Currently, two different access channels are available for external researchers not employed at the agency: On the one hand some agencies established research data centers, where approved researchers can analyze the microdata onsite. Alternatively, some datasets are released as Scientific-Use-Files (SUF) to the scientific community. For these datasets confidentiality is guaranteed by reducing the level of detail for some variables and/ or applying some form of data perturbation to prevent a direct identification of a specific survey respondent. Both approaches have drawbacks. The RDC solution is costly in terms of time and money for both, the external researcher and the data providing agency since the researcher has to travel to the RDC and staff at the agency needs to check all outputs of the researcher for possible confidentiality violations. From this point of view, the SUF seem to be more attractive since the researcher does not need to travel to the RDC. However, because the data needs to be altered before the release, some information is lost and depending on the SDC methods applied to protect the data, results based on the released datasets might be biased. Recently, two promising alternatives have been suggested that might help overcome the respective shortcomings of research data centers and traditional SDC techniques: Remote access and generating synthetic datasets. With remote access, the researcher connects to a server through a secure remote desktop connection. He or she will then be able to run his or her analysis on the original data and will obtain the results instantaneously from the server. However, the underlying microdata will never leave the secure environment of the server. As an alternative, agencies might decide to generate synthetic datasets from their surveys and release these Statistisches Bundesamt, MICRO DATA ACCESS,
7 datasets to the public. With this approach sensitive values in the dataset are replaced by synthetic values generated from a model fit to the original data. In this talk, I will illustrate the basic setup of the two approaches and discuss their respective merits and drawbacks. I will argue that a combination of both methods might be the ideal concept to satisfy the wide variety of user needs. Statistical Disclosure Control The Dutch Point of View Dr. Eric Schulte Nordholt Eric Schulte Nordholt, born in 1967 is a senior researcher and project leader at Statistics Netherlands. After graduating in Mathematics and Econometrics, he joined Statistics Netherlands in He first worked in the department of Statistical Methods and since 1996 he is working in Social Statistics. In 1995 he had a secondment at Eurostat in Luxembourg and in 2006 at Statistics New Zealand in Wellington. Eric Schulte Nordholt is Statistics Netherlands advisor on the Statistical Disclosure Control of social data and contributed several times to statistical courses. Since 2002 he is responsible for the Dutch Virtual Census where all tables are estimated based on already existing data sources (registers and household surveys). Eric Schulte Nordholt presented his work at various conferences and has published in different refereed journals. Eric Schulte Nordholt is a member of the ISI, IAOS, IASS and Netherlands Society For Statistics and Operations Research. Up to the late 1980 s microdata files were rarely available outside statistical offices. Only tabular data were produced and compared between countries. Given the Ethical Codes, UNECE Principles and Guidelines and Laws statistical information is nowadays available for the public in tabular and microdata form. These microdata can be conveyed with CD-ROMs, USB sticks and other means. Recently, other possibilities of getting statistical information have become more popular as on-site facilities, remote access and remote execution. With remote techniques researchers can get access to data that remain in a statistical office or can execute set-ups without having the data on their own PC. For very sensitive information some National Statistical Institutes (NSIs) have the possibility to let bona fide researchers work on-site within the premises of the NSI. In Europe the software packages -ARGUS and -ARGUS were developed for the Statistisches Bundesamt, MICRO DATA ACCESS,
8 Statistical Disclosure Control of tabular data and microdata. With these packages the protection processes have been automated to a high degree. Anonymized Firm Data Potentials and Pitfalls Prof. Dr. Joachim Wagner Prof. Dr. Joachim Wagner, born in 1954, studied economics at the University of Hannover (Diplom 1979, Dr. rer. pol. 1984, Habilitation 1990). From 1993 until today he is professor of empirical economic research at the Leuphana University Lüneburg. In most of his recent research Joachim Wagner uses longitudinal data for firms (establishments or enterprises) to investigate the causes and consequences of international firm activities (exports, imports, foreign direct investments, offshoring) and topics in firm demography. These data are confidential micro data taken from surveys by the Statistical Offices that he accesses via the research data centres. He published widely in international refereed journals. In the most recent research ranking of economists in German speaking countries he is number 24 (among ranked economists) and number 15 in Germany. Joachim Wagner is one of the two managing editors of Schmollers Jahrbuch / Journal of Applied Social Science Studies where he is, among others, in charge of the section European Data Watch that documents newly available data and new institutions that make data available to researchers. Furthermore, he is on the editorial board of the Jahrbücher für Nationalökonomie und Statistik / Journal of Economics and Statistics and the Zeitschrift für Arbeitsmarktforschung / Journal of Labour Market Research. Joachim Wagner is a member of the German Data Forum (Rat für Sozial- und Wirtschaftsdaten) and of the Statistischer Beirat of the Federal Statistical Office. He is a research fellow of IZA Institute for the Study of Labor. Firm (establishment or enterprise) data are an indispensable tool for empirical research in many areas of economics. Usually, the most rich and interesting data are confidential for legal reasons. A case in point are the data collected by the Statistical Offices that are confidential by the law. How can researchers use these confidential micro data? In Germany, there are four ways how this is done. (1) The Statistical Offices prepare the programs and perform the computations needed and send the results to the researcher (provided that these results do not reveal any confidential information). 9 (2) The researcher writes a program and sends it to the research data centre of the Statistical Office where the results are produced and checked for violation of privacy. (3) The researcher works in-house in the Statistical Office and receives the results later on after they were checked for violation of privacy. All three ways are widely used but costly and time consuming for both the employees in the Statistical Office and the researcher. (4) The researcher uses an anonymized version of the data (that does not allow the identification of the micro units) on her/his own computer. These data are labeled scientific use files (SUFs) and they are widely used for person or household data but not yet for firm data. This presentation will not discuss the important question (that has to be answered first) how firm data can be anonymized in a way that makes them bullet proof against disclosure attacks. Instead, it will discuss how useful anonymized firm data are for researchers. The approach used to deal with this question is to report and discuss results of a replication study. In this study the estimations performed for two published papers were repeated with an anonymized version of the original data and the results based on the original data and the anonymized data are compared. The method used to anonymize the data is micro-aggregation. In a nutshell, the idea of this method can be sketched as follows: Take data for n firms; combine firms to form g groups of size three using a criterion of maximal similarity; within each group replace the value of each variable selected by the average value over the three firms. Results can be summarized as follows: The worst case different signs for statistically significant coefficients estimated from the original data and the anonymized data never happens. Point estimates of statistically significant coefficients do often differ by order of magnitude based on original data and anony mized data. Levels of statistical significance reported do often differ when original or anonymized data are used. Statistisches Bundesamt, MICRO DATA ACCESS,
10 This leads to a take-home message: Micro-aggregation can lead to wrong estimates of the size and the variance of coefficients in regression models. The story told from results estimated with original data and anonymized data about the statistical significance and the size of a relationship between variables can be different. This can lead to wrong conclusions about the validity of a theoretical hypothesis and to wrong advice to policy makers (who, however, might ignore the advice anyway ). The limitations of the results from the replication study and the conclusions with regard to the potentials and pitfalls of anonymized firm data are discussed in the presentation. Microdata Access The European Vision Daniel Defays and Mihaela Agafitei Daniel Defays is currently responsible of the directorate Quality, methodology and information systems in Eurostat. Born in 1950, he got a Ph.D. in Sciences at the University of Liege in He has been working in different areas of statistics: research on data structures, on techniques to protect data confidentiality, on data representations issues and has worked as an official statistician since 1979 in the European Commission. He spent one year in the University of Michigan, Ann Arbor, USA and headed from 2006 to 2010 a regional statistical office in Belgium. He also teaches an introductory course of artificial intelligence at the university of Liège. Co-author Mihaela Agafitei is working in the Methodology and Research unit within Eurostat. One of her main responsibilities is providing technical support within projects on statistical confidentiality carried out in Eurostat. She got a Master degree in Social and Economic Statistics at the Academy of Economic Studies in Bucharest in After getting her diploma in statistics, she worked for about 9 years at the Romanian National Institute of Statistics as a sampling expert. She joined Eurostat in The objective of the paper is to present the way microdata access is currently regulated and organised at the EU level and the way it could evolve in the coming years to face a growing demand from the research community. The regulation (EC) 223/2009 of the European parliament and of the Council on European statistics establishes a legal framework for the development, production and dissemination of European statistics. In its article 23, the regulation authorizes the access to confidential Statistisches Bundesamt, MICRO DATA ACCESS,
11 data - which only allow for indirect identification of the statistical units - to researchers carrying out statistical analyses for scientific purposes. It stipulates as well that if the data have been transmitted to Eurostat, the approval of the National Statistical Institute which provided the data is required for each access. The modalities for access are established in the Commission regulation 831/2002. This covers the conditions under which access to confidential data transmitted to the Community authority (Eurostat) may be granted and the rules of cooperation between the Community and national authorities in order to facilitate such access. As the demand for microdata has been growing steadily in recent years, given technological evolution which now facilitates remote access to data and the emergence of different initiatives (for instance the emporwerment of Data Archives network at European level) to promote and facilitate access to microdata, a broad consensus among the European Statistical System (ESS) has been reached on the need to revise the existing legal framework and procedures. The current setting (legal environment, procedures, resources devoted to the provision of microdata) presents the following drawbacks: the procedures are fairly heavy given the fact that access can only be granted when some conditions are fulfilled among which: the approval for each access by the national authorities, a signed contract between Eurostat and the researcher institution; a limited list of bodies allowed to get access is defined in the law in practice access is restricted to European universities and research bodies; only anonymised data can be released and transferred to institutions and access to original data is provided only in Eurostat s safe centre; anonymised microdata sets are currently accessible from 6 surveys out of the 12 surveys which are included in the Regulation 831, the handling of additional data sets being not possible with the current resources. In practice, this leads to +/- 200 access requests in 2010 with an observed growth of demands of 20% in the last years. Given the recent decision of Eurostat not to charge any more data access, the growth of access requests is expected to increase in the future. Additional reasons call for the facilitation of access to microdata: the cost of data collection is huge and it is an obligation for public services to guarantee that the data are fully exploited; the level of information contained in microdata is much higher than in the publicly available aggregated data and some analysis can only performed on individual data; some countries (e.g. FR, NL, UK, DK) have Statistisches Bundesamt, MICRO DATA ACCESS,
12 put into place, for accessing national microdata, flexible procedures which could be considered at European level. The final objective is to consider all the data collected under European legislation as a common good of the ESS and - as a consequence - to authorise each National authority to grant access to all the European data. This could only be possible if rights and duties are attached to this concept of common ownership, protocols are defined and basic principles (very likely to be enshrined in appropriate legislation) are met. Those principles should be articulated around three pillars: safe settings, safe people, safe data. The targeted policy would be a Schengen like microdata access policy where researchers could access the whole set of European data from any accredited entry point, the authorisation, management and control of access being delegated at the appropriate national/ international level. Safe setting could include access to non anonymised data in the physical premises of research data centres but also different kinds of remote access. This European vision cannot yet been fully implemented for several reasons : a paradigm shift from a exclusive ownership of data of National Authorities to a common ownership and shared responsibilities on EU data is still to be accepted by the ESS partners. In the long term, the existing Regulation 223 will probably have to be changed to make explicit these fundamental principles. A careful cost benefit analysis has also still to be developed and an agreed model for cost/burden sharing has still to emerge. A smooth transition should take place step by step. The first step is to revise the implementing regulation 831/2002 and the existing procedures, hopefully by the end of 2011 or beginning of 2012, along the following lines: delegation of provision of access to anonymised microdata; introduction of other modes of access to confidential data; wider scope of available datasets; simplified procedures. This new regulation will enable the development of actions towards more decentralisation and distributed architecture. Mutual trust and delegation of responsibility can be developed on the basis of specific pilot implementation and agreements. Operational costs are still to be assessed and the capacity of the system to absorb the expected increase of demand with always Statistisches Bundesamt, MICRO DATA ACCESS,
13 more limited resources remains a critical aspect. In this context, the involvement of partners like data archives (which have different business models) in the process of providing access should be enabled and tested. Standards for the accreditation of these partners should be put in place. As far as the balance between cost of implementation and potential gains in information is concerned, a study is on going in Eurostat to estimate the costs under different scenarios. In parallel, methods are tested to quantify the information content of original microdata compared to anonymised and aggregated data. Technology is not a blocking factor. Solutions already exist to enable secure remote connection and distributed infrastructure (clouds). Some developments in Eurostat are on going and will allow setting up an embryo of network. However, the security aspects are to be critically assessed. This is a continuous task at each step of the process. In the longer term, the concept of confidentiality of anonymised data extracted from surveys could be reconsidered. However, the concern on privacy is still high in our societies and currently the respondent trust in official statistics and the protection of their data is a prerequisite for high response rates. The development of internet is inducing a cultural change in the mentalities and on the status of data collected but can also have a dramatic impact of unlawful disclosure. Mitigating those aspects will be an important issue to be tackled by official statistics in the future. DwB Data without Boundaries Stefan Bender and David Schiller Stefan Bender (born 1964) studied sociology and statistics in Mannheim completing his studies in 1990 (Diplom-Soziologe). From 1990 to 1992 he was a researcher at the University Mannheim. Mr. Bender joined IAB as a researcher in 1992 and has been Head of the Research Data Centre of the Federal Employment Agency since The focal points of Mr. Bender s research are the possibilities for merging process and/or survey data; the anonymization/access to micro data; and labor market research. David Schiller (born 1975) studied sociology and history in Erlangen completing his studies in 2009 (Magister Artium). From 2009 to 2011 he was a researcher in the methods group of the project Nati- Statistisches Bundesamt, MICRO DATA ACCESS,
14 onal Educational Panel Study (NEPS) at the University of Bamberg. Mr. Schiller joined IAB as a researcher in 2011 and works mainly in the EU-project DwB Data without Boundaries. The focal points of Mr. Schiller s research are future data access, data documentation (DDI), statistical disclosure control and database solutions for the social sciences. Data without Boundaries (DwB) project aims to an integrated model for accessing official data, a model where the best solutions for access are available irrespective of national boundaries and flexible enough to fit national arrangements. In order to succeed, the project needs to prepare the essential relationships and build trust, common view and agreements on standards between the European Statistical System led by Eurostat, other stakeholders as the Central banks, the Data Archives European network (CESSDA) and the researchers who are the final users. In the prevailing situation, access to anonymised official microdata for research is still uneven both at national and at European level, and yet at the same time, access to highly detailed and sensitive microdata is increasingly on the agenda. Different member states have substantially different outcomes for research access to official data. The issue is not just efficiency, but real harm to the contribution of the social sciences to democracy in an information society. DwB partners aim at a) discussing frameworks and proposing pilots for a European accreditation and a distributed remote access for confidential microdata to be expanded later to other partners, both for national and European datasets, b) fostering discussions and promoting improvements and solutions for the entire communities through European data Forum, regional workshops, users conferences, training sessions, staff visits, c) preparing an easy and single point of access for the researchers, to be linked to the CESSDA portal where NSIs metadata could be harvested when not available through the CESSDA archives and d) immediately enhancing access to official data making European datasets more useable and supporting foreign researchers transnational access both on site and through a remote access system to countries official microdata. 15 Close coordination with the European Statistical System discussions and initiatives as well as with on-going and future related projects is developed to ensure maximum synergy and incorporation of outputs. There are 27 partners from 12 European countries participating the efforts, both statistical offices and data archives. Forschungsinteressen: Panel-Surveys (SOEP, Mikrozensus Panel), Survey-Statistik, Kalibrationsverfahren, Nonresponse, Messfehler, Register-Information, Datenzugang. Nicht für jeden Datensatz lässt sich ein sogenanntes Scientific Use File (SUF) erstellen, das für wissenschaftliche Auswertungen interessant ist. Bei Firmendaten genügen schon relativ grobe Branchen-,Regional- und Umsatzinformationen, um Betriebe in einem Datensatz rasch zu identifizieren. Immer häufiger werden sogenannte georeferenzierte Daten erhoben, die über den Längen- und Breitengrad z.b. eines Haushalts informieren. Diese Information kann als universelle Verknüpfungsvariable mit anderen regionalen Merkmalen genutzt werden. Beispielsweise hat Schräpler (2011) einen Belastungsindex für Schulen anhand der Haushalte der Umgebung über diese Geoinformation konstruiert. Bisher ist der Zugang zu Datensätzen mit detaillierten Branchenund Regionalinformationen nur über einen Arbeitsplatz für Gastwissenschaftler möglich. Diese Zugangsform ist in der Regel teuer, weil nicht unerhebliche Reisekosten anfallen. Außerdem ist die Anzahl dieser Arbeitsplätze beschränkt. Statistisches Bundesamt, MICRO DATA ACCESS,
16 Mit zunehmenden Rechnerkapazitäten ist mittlerweile ein alternativer Datenzugang möglich geworden. Die Daten werden zentral gehalten und der Zugang erfolgt über Fernrechnen. Dies kann zum Beispiel eine Batch-Maschine sein, also eine Software, die eingehende Programme verwaltet und den Absender des Programms mit dem Output versorgt. In einer technologisch aufwändigeren Variante hat der Forscher einen lesenden Zugriff auf den gesamten Datensatz und kann interaktiv seine Auswertungen steuern. In Schweden und in den Niederlanden ist diese Auswertungsform zur mittlerweile wichtigsten Auswertungsform von Mikrodaten geworden, die auch für den Datenhalter attraktiv ist, da er sich jetzt nicht mehr um die Bereitstellung und Distribution von SUF s kümmern muss. Ob dieser Datenzugang auch für die Amtliche Statistik in Deutschland der Datenzugang der Zukunft ist, hängt von verschiedenen Faktoren ab. Ein zentraler Begriff im deutschen Datenschutz ist die sogenannte faktische Anonymität. Diese beinhaltet für den Wissenschaftler, und nur diese genießen dieses Privileg, einen unverhältnismäßigen Aufwand an Zeit, Kosten und Arbeitskraft zur Deanonymisierung von Einzelangaben ( 16 BStatG). Der Begriff der Unverhältnismäßigkeit rekurriert auf das Verhältnis von Aufwand und Ertrag bei der Deanonymisierung. Zum Aufwand gehören auch die Risiken, die ein Forscher eingeht, wenn ein Versuch zur Deanonymisierung aufgedeckt wird. Dieses Risiko ist bei einem SUF praktisch zu vernachlässigen, da die Analysen mit diesem Datensatz nicht kontrolliert werden können. Hier müssen die Daten faktisch anonym sein. Beim Fernrechnen bieten sich jedoch vielfältige Kontrollmöglichkeiten. Prinzipiell kann der gesamte Programm- Input sowie der Ergebnis-Output protokolliert werden. Allerdings ergibt sich dann das Problem, den Kontrollaufwand in erträglichen Grenzen zu halten. So könnten bestimmte Programmbefehle zur Nichtbearbeitung des Programms führen, beispielsweise der Ausdruck des gesamten Datensatzes. Bei der Output-Kontrolle könnte man sehr große Ergebnis-Files restringieren. Eine effiziente Strategie ist der Übergang zu Stichproben. Insgesamt sollte hier der gesamte Prozess der Datenauswertung, also nicht nur die Daten als solche, bei der Interpretation des Begriffs der faktischen Anonymität gewürdigt werden. Eine wesentliche Hemmschwelle für das Fernrechnen ist ein langes Warten auf Ergebnisse. Solange man auf das Ergebnis eines Programmlaufs eine Woche und länger warten muss, ist dieser Datenzugang inakzeptabel. Aber muss jeder Blick auf die Ergebnisse Statistisches Bundesamt, MICRO DATA ACCESS,
17 am Bildschirm erst von einem Mitarbeiter der Amtlichen Statistik kontrolliert und dann für den Wissenschaftler freigegeben werden? Steht nicht der Wissenschaftler unter der gleichen Strafandrohung eines Datenmissbrauchs wie der Mitarbeiter des Forschungsdatenzentrums? Warum stellt man den Wissenschaftler dennoch unter den Generalverdacht eines Datenangreifers? Wie immer erzeugt ein Worst-Case -Denken ineffiziente Lösungen. Auch im Fall des Fernrechnens besteht durchaus die Gefahr, dass dieser elegante Datenzugang durch engstirniges Denken verbarrikadiert wird. Der Vortrag geht auf verschiedene Strategien zur Realisierung des Fernrechnens ein. infinite Eine informationelle Infrastruktur für das E-Science-Age Prof. Dr. Markus Zwick Studium der Volkswirtschaftslehre in Essen, seit 1996 im Statistischen Bundesamt und seit 2002 Leiter des Forschungsdatenzentrums, Promotion über alternative Modelle zur Ausgestaltung von Gemeindesteuern und ihre Wirkung auf die Einkommensverteilung, seit 2010 Honorarprofessor für Statistik an der Goethe-Universität Frankfurt, Publikationen zur Einkommensverteilung, hohen Einkommen, Mikrodatenzugang, Anonymisierung und Geheimhaltung, Mitglied in der OECD Expert Group on Microdata Access. Die stetig steigende Nachfrage nach Einzeldaten der amtlichen Statistik hat sich in den letzten Jahren stark gewandelt. Die heutige Forschergeneration erwartet mehr als einzelne anonymisierte Scientific Use Files. Immer stärker werden verknüpfte Datenbestände genutzt. So sind z.b. im Bereich der Wirtschaftsstatistiken mit AFiD und KombiFiD verknüpfte Paneldatensätze auf der Grundlage des Unternehmensregisters entstanden, die sich nicht mehr im klassischen Sinn anonymisieren lassen. Anonymisierte Files dieser Daten, die außerhalb der Ämter nutzbar sind, wären so stark informationsreduziert bzw. verfälscht, dass die Nutzer diese Daten nicht annehmen würden. Wissenschaftlerinnen und Wissenschaftler, die derart komplexe Datenbestände auswerten, kommen in die Forschungsdatenzentren oder nutzen die kontrollierte Datenfernverarbeitung. Diese beiden Formen des Mikrodatenzugangs sind in starkem Maße aufwändig, für Datennutzer wie -produzenten. Das Projekt infinite Eine informationelle Infrastruktur für das E-Science-Age hat die Aufgabe, die Nutzung der sogenannten Statistisches Bundesamt, MICRO DATA ACCESS,
18 On-Site Files also die Nutzung der Daten innerhalb bzw. über die Statistischen Ämter zu verbessern und zu vereinfachen. Ziel ist es, die beiden Nutzungsformen des Gastwissenschaftsarbeitsplatzes und der kontrollierten Datenfernverarbeitung zusammenzubringen, um dann innerhalb eines echten Remote Access einen Mikrodatenzugang zu ermöglichen. Künftig soll es der Wissenschaft möglich sein, vom eigenen Arbeitsplatz aus die Daten innerhalb der Ämter zu nutzen. Dem automatisierten Ferndatenzugriff folgt eine automatisierte Ergebniskontrolle und -übermittlung. Bis zu einer Marktreife solcher Lösungen ist es noch ein weiter Weg. infinite ist hierzu ein wesentlicher Schritt. Innerhalb des seit 2009 laufenden Projektes konnte mit den Themen der semantischen Datenstrukturfiles sowie ersten automatisierten Ansätzen zur Ergebniskontrolle und ersten Schritten in der Operationalisierung der faktischen Anonymität in Ergebnissen, wesentlich neue Erkenntnisse gewonnen werden. Teile der Projektarbeit sollen nun in die reale Arbeit der Forschungsdatenzentren der Statistischen Ämter des Bundes und der Länder überführt werden. Der Vortrag wird die wesentlichen Projektergebnisse vorstellen. Nutzung von Mikrodaten zur Analyse von Kriminalität und Evaluation kriminalpolitischer Maßnahmen Prof. Dr. Horst Entorf Prof. Entorf ist seit Oktober 2007 Professor für Ökonometrie an der Wirtschaftswissenschaftlichen Fakultät der Goethe-Universität Frankfurt. Er studierte Mathematik und Volkswirtschaftslehre an der Universität Bielefeld (Abschluss als Diplomvolkswirt 1982). Promotion und Habilitation (mit einer Venia Legendi in Ökonometrie und Volkswirtschaftslehre) erfolgten an der Universität Mannheim. Erste Stationen als Universitäts-Professor waren die Universität Würzburg (1998 bis 2001) und die TU Darmstadt (2001 bis 2007). Prof. Entorfs Forschungsschwerpunkt ist die Empirische Wirtschafts- und Sozialforschung, wobei neben der Analyse des Arbeitsmarktes die Erforschung der Ursachen und Folgen von Kriminalität im Vordergrund steht. Der interdisziplinäre Ansatz zeigt sich in breit gefächerten Publikationen sowohl im Bereich der Volkswirtschaftslehre (u.a. im Journal of Econometrics und dem Journal of Labor Economics) als auch in kriminologischen Fachzeitschriften (z.b. im European Journal of Criminal Policy Research und der Monatsschrift für Kriminologie Statistisches Bundesamt, MICRO DATA ACCESS,
19 und Strafrechtsreform). In den Jahren 2007/08 war er Mitglied der AG Kriminalstatistik des Rates für Sozial- und Wirtschaftsdaten, die sich mit der Verbesserung der Datensituation und mit Verknüpfungsmöglichkeiten der bisher von verschiedenen unabhängigen Anbietern (BKA, Statistische Bundes- und Landesämter, Bundesamt für Justiz) angebotenen Informationen beschäftigt hat. Ausgangspunkt des Vortrags ist der Status Quo der Datenlage. Derzeit ist eine mangelhafte Realisierung hoheitlicher kriminalpolitischer Ziele durch unzureichende Verfügbarkeit prozessinduzierter Mikrodaten zur Kriminalität, der Strafverfolgung, des Justizvollzugs, der Bewährung und der Resozialisierung zu befürchten. Effektive Polizeiarbeit bei Aufklärung und Schutz der Zivilbevölkerung, der Einsatz bestmöglicher Behandlungsmaßnahmen im Fall von Straffälligkeit, grundgesetzlich verankerte überregionale und intertemporale Gleichbehandlung durch Gerichte und Staatsanwaltschaften sowie wirksame General- und Spezialprävention können nicht gewährleistet werden, weil Aktivitäten von Polizei, Staatsanwaltschaft, Gerichten, Strafvollzug und Bewährungshilfe getrennt und in unterschiedlichen Systemen erfasst werden, so dass eine ganzheitliche Evaluation von zur Diskussion stehender kriminalpolitischen Strategien nicht möglich ist. Darüber hinaus, so zeigt die kriminalpolitische Praxis, sind solche Vergleiche teilweise wohl auch aus politischen Gründen nicht gewünscht, wie die Weigerung der Bundesjustizbehörden zeigt, neben bundesweiten auch nach Bundesländern gegliederte Rückfallquoten zu veröffentlichen. In einer Expertise des Rates für Sozial- und Wirtschaftsdaten unter der Leitung von Wolfgang Heinz (RatSWD 2009, siehe dazu auch Spengler 2004) wurden bereits wichtige Defizite aufgrund der fehlenden Verknüpfbarkeit prozessinduzierter kriminalstatistischer Daten herausgestellt (z.b. häufige Zuordnung von Delikten in PKS und StVStat zu unterschiedlichen Zeitpunkten, Umdefinition von Straftaten im Strafverfolgungsprozess, fehlende deliktgruppen- und regionalspezifische Kompatibilität der Staatsanwaltschaftsstatistik (StA-Statistik) mit PKS und StVStat). Der Vortrag geht näher auf Vorschläge der AG Kriminalstatistik des Rats für Sozial- und Wirtschaftsdaten ein, wie die bisherige Entscheidungsgrundlage einer an Evaluationsergebnissen interessierten Kriminalpolitik zukünftig verbessert werden kann. Bisherige Vorschläge der AG Kriminalstatistik betreffen unter anderem Verbesserung der Kompatibilität der jetzigen Personenstatistiken der Strafrechtspflegestatistiken untereinander sowie mit der PKS mit dem Ziel, ein System aufeinander abgestimmter- Teilstatistiken zu schaffen Statistisches Bundesamt, MICRO DATA ACCESS,
20 Einführung eines statistischen Datenbanksystems, in das alle kriminologisch relevanten justiziellen Entscheidungen mit pseudonymisierten Personendaten eingetragen und anschließend miteinander verknüpft werden Einführung einer periodischen Rückfallstatistik auf der Grundlage der Registerdaten Der Vortrag wird die Vorteile und die wesentlichen Merkmale des Konzeptes einer auf diesen Vorschlägen begründeten Justizdatenbank darstellen, die den Weg justizauffälliger Personen als Täter, Behandelte und Resozialisierte durch das staatlich organisierte System nachvollziehen soll. In einer simulierten Anwendung mit Paneldaten werden Vorteile des Ansatzes demonstriert und praktische Schwierigkeiten im Umgang mit Justizdaten thematisiert. Das Verfahren Morpheus Dr. Jörg Höhne und Julia Höninger Dr. Jörg Höhne, geb. 1967, ist Referatsleiter im Amt für Statistik Berlin-Brandenburg. Er studierte Statistik und Wirtschaftsmathematik in Berlin und Moskau und promovierte 2009 an der Universität Tübingen mit einer Arbeit über Verfahren zur Anonymisierung von Einzeldaten. Julia Höninger, geb. 1984, ist wissenschaftliche Mitarbeiterin im Forschungsdatenzentrum der Statistischen Ämter der Länder im Amt für Statistik Berlin-Brandenburg. Sie studierte Internationale Volkswirtschaftslehre an der Universität Tübingen und der Universidade Federal Fluminense, Brasilien wurde sie mit dem IAOS Prize for Young Statisticians der International Association of Official Statistics ausgezeichnet. Das Verfahren Morpheus ist eine Vision für ein automatisiertes Fernrechnen auf Mikrodaten, einen so genannten Remote Data Access. Bei einem echten Remote Data Access können Wissenschaftler auf einem Server rechnen und erhalten sofort die Ergebnisse ihrer statistischen Analysen zurück. In Deutschland ist derzeit das kontrollierte Fernrechnen die Realität. Wissenschaftler schicken ihre Auswertungssyntaxen per an die Forschungsdatenzentren (FDZ). Mitarbeiter dieser Einrichtungen wenden die Programme auf die formal anonymisierten Daten an, prüfen die Ergebnisse manuell auf statistische Geheimhaltung und senden die kontrollierten Ergebnisse an die Wissenschaftler zurück. 21 Dieser Prozess ist für die Mitarbeiter in den FDZ sehr zeitaufwändig und die Wissenschaft muss stets auf die Freigabe der geprüften Ergebnisse warten. Morpheus ist ein Ansatz, einen automatisierten Fernrechenzugang zu ermöglichen, der die gesetzlichen Anforderungen zur Wahrung des Statistikgeheimnisses erfüllt. In Deutschland dürfen bei einem Remote Access Datenzugang nur auf faktische Anonymität geprüfte Ergebnisse angezeigt werden. Des Weiteren wäre es bei Morpheus möglich, dass die Wissenschaftler interaktiv mit den gewohnten Statistikprogrammen SPSS, Stata und SAS arbeiten können und sich sogar die Mikrodaten am Bildschirm anzeigen lassen können. Die Analysen werden bei Morpheus auf einem Server auf einem faktisch anonymen Datensatz ausgeführt; dieser darf auch am Bildschirm angezeigt werden. Zusätzlich zu den Ergebnissen, die mit den faktisch anonymen Mikrodaten errechnet werden, wird zu jedem Ergebnis ein Qualitätsmaß angegeben. Der Vorteil von Morpheus liegt darin, dass nicht wie bei anderen Ansätzen einzelne statistische Analyseverfahren, je nachdem ob die Ergebnisse ein Enthüllungsrisiko bergen oder nicht, entweder verboten oder erlaubt werden, sondern dass der ganze Auswertungsprozess anders gestaltet wird. Das Morpheus Verfahren zielt darauf ab, Wissenschaftlern möglichst komfortabel und schnell faktisch anonyme Ergebnisse anzeigen zu können. Dabei soll es nur für Zwischenergebnisse verwendet werden, die ausschließlich dem Wissenschaftler zur Verfügung stehen mit dem ein Nutzungsvertrag abgeschlossen wurde. Für Publikationen sollen die Wissenschaftler weiterhin Ergebnisse erhalten, die auf den Originaldaten gerechnet und manuell auf absolute Anonymität geprüft worden sind. Das Fernrechen-Verfahren des FDZ der Deutschen Rentenversicherung Dr. Michael Stegmann Dr. Michael Stegmann, M.A., Jahrgang 1969, Soziologe, Leiter des Referates Statistisches Berichtswesen/FDZ-RV der Deutschen Rentenversicherung Bund. Grundsätzlich stellt das FDZ-RV Daten über drei verschiedene Zugangswege zur Verfügung. Die Scientific Use Files Basisfiles bilden das tragende Gerüst der FDZ-Daten. Zu jedem Statistikgebiet wird ein solcher Basisfile erschlossen, der ab der Erstauflage in Statistisches Bundesamt, MICRO DATA ACCESS,
22 jedem Folgejahr neu aufgelegt wird. Die Eingrenzung der Personengesamtheit und die Auswahl der Merkmale sind möglichst breit angelegt und haben zum Ziel einen (ersten) Zugang zu den Daten zu finden. Aus Gründen des Datenschutzes werden sensible Merkmale in diesen Files relativ stark modifiziert. Ergänzend kommen so genannte Themenfiles mit besonderen thematischen Schwerpunkten hinzu. Eine Reihe von Themenfiles wird in ähnlicher Weise jährlich aktualisiert. Hinzu kommt allerdings eine Fülle von Themenfiles, die mit den Wissenschaftlern abgesprochen und auf deren Fragestellung zugeschnitten werden können. Mit dem Online-Fernrechnen besteht ein weiterer Weg der Datennutzung. Es steht seit Herbst 2009 zur Verfügung. Damit potentielle Datennutzer Auswertungen über die einzurichtende Internet-Plattform Kontrolliertes Fernrechnen durchführen können, müssen diese online einen Nutzungsantrag über das bereits etablierte Antragswesen im FDZ-RV-Webauftritt stellen. Somit reiht sich das Fachverfahren Kontrolliertes Fernrechnen in das bisherige bereits etablierte Antragswesen ein. Nach erfolgreicher Prüfung des Antragsstellers durch das FDZ-RV und Unterzeichnung des Vertrags zur Datennutzung erhält der Forscher eine persönliche Kennung, mit der der Zugang über die Web-Site des FDZ-RV auf die Fernrechenplattform möglich ist. Zur Datenauswertung kann der Nutzer dort SPSS- oder STATA-Syntaxen absetzen, die auf einen für ihn zugeschnittenen Datenbestand zugreifen, der in einem abgeschotteten Bereich des FDZ-Servers abgelegt wird. Die Abarbeitung der Syntaxdateien erfolgt in einer Batch-Verarbeitung. Die Ansicht oder ein direkter Zugriff auf die Rohdateien ist nicht möglich. Daher bietet dieses Verfahren einen wesentlich höheren Sicherheitsstandard zu einer möglichen Reidentifikation als Gastwissenschaftlerarbeitsplätze oder die Weitergabe der Daten als Scientific Use Files. Nach Beendigung des Auswertungslaufs müssen die Ergebnisdateien vom FDZ-RV explizit freigegeben werden, sie werden nicht automatisch zugestellt. Der Forscher kann jedoch über die Web-Site den Status des Jobs kontrollieren. Wurden die Ergebnisdateien durch das FDZ-RV freigegeben, kann der Wissenschaftler diese Dateien in seinem persönlichen Login-Bereich abholen. Im Vortrag wird das Fernrechnen-Verfahren des Forschungsdatenzentrums der Deutschen Rentenversicherung in seiner praktischen Umsetzung vorgestellt. Dabei wird auf das online-gestütze Verfahren aus Nutzer- und Administratorensicht eingegangen. Ferner werden die Eckpunkte der EDV-technischen Umsetzung beschrieben.
