Ulazak Republike Hrvatske u Europsku uniju, jedinstveno tržište s više od 500 milijuna stanovnika, snažno je istaknuo prednosti ulaganja u Osijek - srednjoeuropski grad koji je poslovno, obrazovno, zdravstveno i administrativno središte županije i regije, grad razvijene prometne infrastrukture, obrazovanog građanstva i otvorene lokalne samouprave. Superiornost geostrateškog položaja Osijeka umnogome određuje činjenica, da se na udaljenosti od 280 kilometara, nalazi niz regionalnih središta i čak četiri glavna grada: Zagreb, Sarajevo, Budimpešta i Beograd. Povrh toga, Osijek je važno sjecište plovnih, cestovnih, željezničkih i zračnih pravaca što povezuju Europu s hrvatskim lukama na Jadranskom moru i balkanskim zemljama, a zatim s Bliskim istokom, Azijom i ostatkom svijeta. Izvrsna prometna infrastruktura jedna je od najvažnijih komparativnih prednosti u odnosu na gradove iz šireg srednjoeuropskoga okružja. Luka Osijek na rijeci Dravi nalazi se u neposrednoj blizini ušća u Dunav, najduže i vodom najbogatije rijeke Europske unije koja povezuje 10 država od Njemačke do Crnoga mora. Autocesta Paneuropskog transportnoga koridora Vc sa zapadne strane grada i međunarodna Zračna luka Osijek s istočne, povezane su južnom gradskom obilaznicom. Osim toga, grad odlikuje dobra željeznička povezanost i solidan prometno-komunalni standard. Budućnost svakoga grada presudno ovisi o znanju i obrazovanosti stanovništva. The superiority of the geostrategic position of Osijek is largely determined by the fact that many regional centres and as many as four capital cities (Zagreb, Sarajevo, Belgrade and Budapest) are within a distance of 280 kilometres. Moreover, Osijek represents an important intersection of water, road, rail and air routes connecting Europe with Croatian ports on the Adriatic and with the Balkans, and leading further to the Middle East, Asia and the rest of the world. Excellent transport infrastructure is one of the most important comparative advantages in relation to other cities in the broader Central European environment. The Port of Osijek on the River Drava is located very close to its confluence into the River Danube, the longest and water-richest river in the European Union, a river that connects 10 countries along its course from Germany to the Black Sea. The Pan-European Transport Corridor Vc highway in the west and the International Airport Osijek in the east are both linked to the city s southern ring road. Der EU-Beitritt der Republik Kroatien d.h. der Zugang zum Markt mit mehr als 500 Millionen Einwohnern, stärkte wesentlich die Vorteile zum Anlegen in Osijek eine mitteleuropäische Stadt, die das Geschäfts-, Ausbildungs-, Gesundheits- und Verwaltungszentrum der Gespanschaft und der Region darstellt; eine Stadt mit entwickelter Verkehrsinfrastruktur, geschulten Bürgern und einer offenen lokalen Selbstverwaltung. Die Überlegenheit der geostrategischen Lage von Osijek ist großenteils dadurch bestimmte, dass sich auf der Entfernung von 280 Kilometern eine Reihe von regionalen Zentren und sogar vier Hauptstädte befinden: Zagreb, Sarajevo, Budapest und Belgrad. Darüber hinaus ist Osijek auch ein wichtiger Schnittpunkt der Schifffahrts-, Straßen-, Eisenbahnund Luftwege, wodurch Europa mit den kroatischen Häfen auf der Adria und in den balkanischen Ländern verbunden ist, und somit auch mit dem Nahen Osten, Asien und dem Rest der Welt. Die ausgezeichnete Verkehrsinfrastruktur ist einer der wichtigsten Vorteile im Vergleich zu Städten aus dem breiteren mitteleuropäischen Umfeld. Der Hafen Osijek auf dem Fluss Drau befindet sich in der unmittelbaren Nähe der Mündung in die Donau, die der längste und mit Wasser reichste Fluss der Europäischen Union ist und 10 Länder von Deutschland bis zum Schwarzen Meer verbindet. Die südliche Umgehungsstraße verbindet die Autobahn des Paneuropäischen Transportkorridors Vc auf der westlichen Seite der Stadt und den internationale Flughafen Osijek auf der Ostseite. Außerdem zeichnen die Stadt eine gute Eisenbahnverbindung und ein solider verkehrs-kommunaler Standard aus. 3

Gradska uprava sa Sveučilištem surađuje na nizu razvojnih projekata koji koriste pogodnosti punopravnog članstva i fondova Europske unije. U okviru projekta Hrvatsko-mađarska mreža obnovljivih izvora energije CHREN, Grad sa Sveučilištem, lokalnim i mađarskim partnerima, radi na izgradnji Znanstvenoga centra za obnovljive izvore energije s bioplinskim postrojenjem na području Industrijske zone Nemetin. Namjera je proizvedenu energiju distribuirati bez naknade za potrebe grijanja i hlađenja industrijskih postrojenja, kako bi se dodatno olakšale poslovne aktivnosti unutar prve hrvatske zelene industrijske zone. Ova brošura donosi dio komparativnih prednosti te osnovne informacije o konkretnim poticajima, pogodnostima i olakšicama koje jamče opravdanost ulaganja u Zonu iznimnih poslovnih perspektiva. In this regard, Josip Juraj Strossmayer University, with more than 22,000 students studying at its 11 faculties, 5 departments and at the Academy of Arts, provides an excellent basis for the scientific, economic and overall development of the city as an important regional centre. The City Government cooperates with the University in a number of development projects aimed at making use of the benefits of full EU membership and EU funds. Within the Croatian-Hungarian Renewable Energy Network Project - CHREN, the City works together with the University and other local and Hungarian partners on establishment of a Scientific Centre for Renewable Energy with a biogas plant in the Industrial Zone Nemetin. The plan is to distribute the energy generated at the power plant free of charge for heating and cooling of industrial plants, in order to facilitate business activities within the first Croatian green industrial zone. This brochure presents some of the comparative advantages as well as basic information on specific incentives, benefits and tax reliefs guaranteeing justifiability of investment in this Zone of exceptional business prospects. In dieser Hinsicht erstellt die Josip Juraj Strossmayer Universität in Osijek mit mehr als 22 Tausend Studenten auf 11 Fakultäten, 5 Abteilungen und der Künstlerischen Akademie ein gutes Fundament für die wissenschaftliche, wirtschaftliche und allgemeine Entwicklung der Stadt als eines wichtigen regionalen Zentrums. Die Stadtverwaltung arbeitet mit der Universität auf einer Reihe von Entwicklungsprojekten zusammen, die die Vorteile der vollwertigen Mitgliedschaft und der Fonds in Anspruch nehmen. Im Rahmen des Projektes Kroatisch-ungarisches Netzwerk erneuerbarer Energiequellen CHREN arbeitet die Stadt mit der Universität und den lokalen und ungarischen Partnern an der Errichtung eines Wissenschaftlichen Zentrums für erneuerbare Energiequellen mit einer Biogasanlage auf dem Gebiet der Industriezone Nemetin zusammen. Man beabsichtigt den unentgeltlichen Vertrieb der hergestellten Energie zum Zwecke der Heizung und Kühlung der Industrieanlagen, um somit die Geschäftsaktivitäten innerhalb der ersten kroatischen grünen Industriezone zusätzlich zu erleichtern. In dieser Broschüre werden nur ein Teil der komparativen Vorteile und die grundlegenden Informationen zu konkreten Förderungen, Begünstigungen und Erleichterungen, die die Rechtfertigung der Investition in die Zone ausgezeichneter geschäftlicher Perspektiven gewährleisten, angegeben. 8 Poticaji za ulaganje u republiku hrvatsku Incentives for investing in the republic of croatia Förderungen für investitionen in die republik kroatien Zakonom o poticanju ulaganja i unapređenju investicijskog okruženja ( Narodne novine broj 102/15.) uređuju se poticajne mjere za projekte ulaganja u gospodarske djelatnosti na teritoriju Republike Hrvatske. Ove mjere odnose se na ulaganja u projekte investiranja i jačanja konkurentske sposobnosti u: proizvodno-prerađivačkim aktivnostima, razvojno-inovacijskim aktivnostima, aktivnostima poslovne podrške te aktivnostima usluga visoke dodane vrijednosti. Poticaji regulirani ovim mjerama odnose se na one investicijske projekte koji uvode nove opreme i suvremene tehnologije, osiguravaju bavljenje ekološki prihvatljivim djelatnostima i uštedu energije, povećavaju zaposlenost i izobrazbu zaposlenika, razvijaju proizvode i usluge više dodane vrijednosti i time povećavaju poduzetničku konkurentnost. Kroz niz poticajnih mjera poduzetnici mogu ostvariti višestruke olakšice od poreznih olakšica, potpore za opravdane troškove do bespovratnih novčanih sredstava iz nacionalnih izvora. Industrijska zona Nemetin prema Zakonu o područjima posebne državne skrbi ( Narodne novine broj 86/08, 57/11, 51/13, 148/13, 76/14, 147/14 i 18/15) nalazi se na području Prve skupine područja posebne državne skrbi te investitori mogu ostvariti određene porezne povlastice na osnovi istog Zakona. Namjena Zona je namijenjena prvenstveno srednjim i velikim poduzetnicima za proizvodne kapacitete prerađivačke industrije i veće industrijske pogone, koji trebaju značajnije površine i/ili blizinu pročišćivača vode. The Act on Investment Promotion and Development of Investment Climate (Official Gazette No. 111/12) regulates incentive measures for investments in economic activities in the territory of the Republic of Croatia. These measures pertain to investment projects and strengthening of competitive capabilities in production and processing, development and innovation, business support and services with high added value. Incentives regulated by virtue of these measures pertain to investment projects that involve implementation of new equipment and state-of-the-art technology, introduce environmentally friendly activities and energy savings, increase the employment rate, provide employee training or develop products and services of great added value, thus increasing competitive advantages for entrepreneurs. Through various incentive measures, entrepreneurs may achieve multiple benefits, including tax reliefs, incentives for eligible costs and State-funded grants. Pursuant to the Act on the Areas of Special State Concern (Official Gazette Nos. 86/08, 57/11, 51/13, 148/13, 76/14, 147/14 and 18/15), the location of Industrial Zone Nemetin is part of a First Category Special State Concern Area, and consequently investors can get certain tax benefits based on this Act. Purpose The Zone is primarily intended for medium-sized and large enterprises, to be used by them for production plants in the processing industry and for large-scale industrial plants that require larger surfaces areas and/or proximity of water purifier. 8

9 DE Das Gesetz über die Förderung von Investitionen und Verbesserung des Investitionsumfeldes ( Amtsblatt Nr. 111/12 und 28/13) regelt die Förderungsmaßnahmen für Investitionsprojekte für wirtschaftliche Tätigkeiten innerhalb der Republik Kroatien. Diese Maßnahmen beziehen sich auf das Anlegen in Investitionsprojekte und die Stärkung der Wettbewerbsfähigkeit in folgenden Bereichen: Herstellungs- und Verarbeitungstätigkeiten, Entwicklungs- und Innovationstätigkeiten, Aktivitäten der geschäftlichen Unterstützung und Dienstleistungen mit hohem Mehrwert. Förderungen, die auf diese Weise geregelt sind, beziehen sich auf Investitionsprojekte, aufgrund welcher neue Ausrüstung und moderne Technologien eingeführt werden, die die Ausübung umweltfreundlicher Tätigkeiten und Energieeinsparung sicherstellen, die die Zahl und Schulung der Beschäftigten steigern, die neue Produkte und Dienstleistungen mit Mehrwert entwickeln und somit die Konkurrenzfähigkeit der Unternehmer steigern. Durch eine Reihe von Förderungsmaßnahmen können die Unternehmer mehrfache steuerliche Erleichterungen, Förderungen für begründete Aufwendungen und Finanzhilfen aus nationalen Quellen in Anspruch nehmen. Gemäß Gesetz über Gebiete, welche der besonderen staatlichen Fürsorge unterliegen ( Amtsblatt Nummer 86/08, 57/11, 51/13, 148/13, 76/14, 147/14 und 18/15) befindet sich die Industriezone Nemetin auf dem Gebiet der ersten Gruppe von Gebieten, die der besonderen staatlichen Fürsorge unterliegen, weswegen die Investoren den Anspruch auf die Geltendmachung bestimmter steuerlichen Erleichterungen aufgrund dieses Gesetzes haben. Zweck Die Zone ist in erster Linie für Mittel - und Großunternehmer vorgesehen für die Produktionskapazitäten der verarbeitenden Industrie und größere Industriebetriebe, die größere Flächen und/oder die Nähe einer Wasseraufbereitungsanlage benötigen. 9

10 Program poticaja i olakšica investitorima u Industrijsku zone Nemetin sastoji se od: Benefits and incentives program for investors in the industrial zone nemetin Programm der erleichterungen und förderungen für investitionen in die industriezone nemetin 1. MODUL: olakšice i poticaji vezani za pravo građenja/ kupoprodaju 1.1. Mjera pravo građenja uz: a) godišnju naknadu od 1,00 kn/m2 do isteka roka od 36 mjeseci od sklapanja ugovora o pravu građenja b) godišnju naknadu od 20,00 kn/m2 nakon isteka roka od 36 mjeseci od sklapanja ugovora o pravu građenja 1.2. Mjera kupoprodaja nakon korištenja 1.1. Mjere uz umanjenje cijene građevinskog zemljišta prema vremenu izgradnje gospodarskih objekta: 1. skupina: - umanjene cijene građevinskog zemljišta za 100% ukoliko je gospodarski objekt sagrađen prije isteka roka od 24 mjeseci od sklapanja ugovora o pravu građenja 2. skupina: - umanjene cijene građevinskog zemljišta za 75% ukoliko je gospodarski objekt sagrađen prije isteka roka od 36 mjeseca od sklapanja ugovora o pravu građenja 3. skupina: - umanjene cijene građevinskog zemljišta za 50% ukoliko je gospodarski objekt sagrađen prije isteka roka od 48 mjeseci od sklapanja ugovora o pravu građenja 1.3. Mjera umanjenje cijene građevinskog zemljišta prilikom kupoprodaje nakon korištenja 1.1. Mjere kroz dobivanje olakšice za opravdane troškove novih radnih mjesta Investitoru koji nakon početka obavljanja djelatnosti u Industrijskoj zoni Nemetin otvori nova radna mjesta priznaje se pravo na umanjenje cijene zemljišta pri kupovini građevinskog zemljišta u visini opravdanih troškova otvaranja novih radnih mjesta (bruto II godišnjih plaća) povezanih s ulaganjem u: 1. visini od 20% prihvatljivih troškova novog radnog mjesta za otvaranje 1 4 radna mjesta 2. visini od 40% prihvatljivih troškova novog radnog mjesta za otvaranje 5 9 radnih mjesta 3. visini od 70% prihvatljivih troškova novog radnog mjesta za otvaranje radnih mjesta 4. visini od 100% prihvatljivih troškova novog radnog mjesta za otvaranje 20 radnih mjesta te mu se za taj iznos umanjuje kupoprodajna cijena građevinskog zemljišta. Mjera se odnosi samo na zaposlenike sa prebivalištem na području Grada Osijeka. 10

Mjera - umanjenje cijene građevinskog zemljišta prilikom kupoprodaje prema aktivnostima kojima se bave investitori: 1. skupina: Razvojno inovacijske aktivnosti - umanjenje cijene građevinskog zemljišta za 30% 2. skupina: Aktivnosti poslovne podrške - umanjenje cijene građevinskog zemljišta za 20% 3. skupina: Aktivnosti usluga visoke dodane vrijednosti - umanjenje cijene građevinskog zemljišta za 10% AKTIVNOSTI ZA KOJE SE ODOBRAVAJU OLAKŠICE I POTICAJI RAZVOJNO - INOVACIJSKE AKTIVNOSTI Razvoj novih i znatno unapređenje postojećih: proizvoda proizvodnih serija AKTIVNOSTI POSLOVNE PODRŠKE Centri za odnose s kupcima/korisnicima Centri izdvojenih poslovnih aktivnos ti Logistički i distribucijski centri AKTIVNOSTI USLUGA VISOKE DODANE VRIJEDNOSTI Aktivnos ti kreativnih us luga Aktivnosti ugostiteljsko - turističkih usluga Aktivnosti upravljačkih, savjetodavnih, edukativnih usluga proizvodnih procesa proizvodnih tehnologija Centri za razvoj informacijsko - komunikacijskih sustava i sotvera Aktivnosti usluga industrijskog inženjeringa 1.5. Mjera - umanjenje cijene zemljišta investitorima sa izvoznom orijentiranošću Investitori koji su u godini koja prethodi godini sklapanja ugovora o kupoprodaji zemljišta ostvarili izvoz u minimalnom iznosu od ,00 kuna ostvaruju pravo na stopu olakšice od 25% umanjenja cijene zemljišta. Stope poticaja i olakšica iz Modula 1. ovog Programa izražene u postotku umanjenja cijene zemljišta u ukupnom iznosu ne mogu iznositi više od 100% cijene zemljišta. 12 2. MODUL: obročna otplata komunalnog doprinosa 2.1. Mjera komunalni doprinos Komunalni doprinos za objekte koji se grade u Industrijskoj zoni Nemetin iznosi 15,00 kuna/m³. Mogućnost plaćanja u mjesečnim obrocima: A) Fizičke osobe - od ,00 kn do ,00 kn - u 5 mjesečnih obroka, time da prvi obrok mora iznositi 30% ukupne obveze ili najmanje ,00 kuna, a ostali iznos u jednakim mjesečnim obrocima - preko ,00 kn - u 9 mjesečnih obroka, time da prvi obrok mora iznositi 30% ukupne obveze ili najmanje ,00 kuna, a ostali iznos u jednakim mjesečnim obrocima B) Pravne osobe - od ,00 kn do ,00 kuna - u 5 mjesečnih obroka, time da prvi obrok mora iznos iti 30% ukupne obveze ili najmanje ,00 kuna, a ostali iznos u jednakim mjesečnim obro cima - preko ,00 kuna - u 9 mjesečnih obroka, time da prvi obrok mora iznositi 30% ukupne obveze ili najmanje ,00 kuna, a ostali iznos u jednakim mjesečnim obrocima U slučaju obveze plaćanja komunalnog doprinosu u ukupnom iznosu većem od ,00 kuna Gradonačelnik može odobriti i duži rok plaćanja, s tim da isti ne može biti duži od plan iranog roka dovršetka građevine. Sukladno Uredbi Komisije (EU) BR. 1407/2013 od 18. prosinca o primjeni članaka 107. i 108. Obnovljivi izvori energije Grad Osijek smješten je na plodnom tlu panonske ravnice, u blizini dvije velike rijeke Drave i Dunava. Bogati regionalni šumski i vodni resursi uz stočarsku i ratarsku proizvodnju koja čini značajan udio cjelokupnog gospodarstva, glavna su predispozicija i izniman potencijal za korištenje obnovljivih izvora za proizvodnju energije s minimalnim utjecajem na okoliš. Iz tog razloga, Grad Osijek je zajedno sa Sveučilištem Josipa Jurja Strossmayera i mađarskim partnerima kroz projekt Hrvatsko Mađarska mreža za obnovljive izvore energije (CHREN), koji se financirao sredstvima Europske unije komponenta IPA IIIC Program prekogranične suradnje Hrvatska Mađarska, osnovao trgovačko društvo Obnovljivi izvori energije Osijek d.o.o. kao projektno društvo koje se bavi primijenjenim istraživanjima sa svrhom promicanja znanja i spoznaja o obnovljivim izvorima energije na nacionalnoj i međunarodnoj razini. Najvažniji i dugoročno najveći projekt na kojemu Centar radi je bioplinsko postrojenje 2x320 kwh kogeneracijske jedinice koje će biti pozicionirano na prostoru gradske Industrijske zone Nemetin (na parcelama 18 i 19). Na taj način, korištenjem alternativnih izvora, biti će omogućena proizvodnja električne energije kao i proizvodnja toplinske energije koja će bez naknade biti distribuirana korisnicima zone za potrebe grijanja odnosno hlađenja njihovih industrijskih postrojenja. Industrial Zone Nemetin is the first green industrial zone in the Republic of Croatia. Renewable energy sources City of Osijek lies on fertile land of the Pannonian plain, surrounded by two large rivers Drava and Danube. Rich forests and water resources of the region, together with cattle breeding and crop farming (which comprise a major share in the total economy) provide an excellent foundation and exceptional potential for use of renewable energy sources with minimal environmental impact. For this reason, in cooperation with Josip Juraj Strossmayer University of Osijek and other Hungarian partners in the project called Croatian-Hungarian Renewable Energy Network Project (CHREN), financed through EU IPA IIIC component Cross-border Co-operation Programme Croatia - Hungary, the City of Osijek established the company Obnovljivi izvori energije Osijek d.o.o. (Renewable Energy Sources Osijek, Ltd.) as a project-oriented company involved in applied research aimed at promoting knowledge about renewable energy sources at national level. The company s most important and biggest project (in the long run) is a biogas power plant with 2x320 kwh cogeneration units, which will be situated in the Industrial Zone Nemetin (on plots 18 and 19). The implementation of this project, through the use of alternative energy sources, will enable not only the production of electricity but also the production of thermal energy, which will be distributed free of charge to Zone users for heating or cooling of their industrial plants. 13

14 DE Die Industriezone Nemetin ist die erste grüne Industriezone in der Republik Kroatien. Erneuerbare Energiequellen Die Stadt Osijek liegt auf dem fruchtbaren Boden des pannonischen Flachlandes, in der Nähe von zwei großen Flüssen Drau und Donau. Die reichen regionalen Wald- und Wasserressourcen sowie der Ackerbau und die Viehzucht, die einen wesentlichen Anteil an der Gesamtwirtschaft haben, stellen die grundlegenden Voraussetzungen und ein besonderes Potenzial für die Benutzung der erneuerbaren Energiequellen zur Herstellung von Energie mit minimalen Einfluss auf die Umwelt dar. Deswegen gründete die Stadt Osijek zusammen mit der Josip Juraj Strossmayer Universität und den ungarischen Partnern die Handelsgesellschaft Obnovljivi izvori energije Osijek d.o.o. (=Erneuerbare Energiequellen Osijek GmbH), und zwar durch das Projekt Kroatisch ungarisches Netzwerk erneuerbarer Energiequellen (CHREN), welches aus den Mitteln der Europäischen Union finanziert wurde IPA Komponente IIIC Programm der grenzüberschreitenden Zusammenarbeit zwischen Kroatien und Ungarn. Diese Gesellschaft ist eine Projektgesellschaft, deren Tätigkeit die angewandten Forschungen sind, mit dem Ziel der Förderung der Kenntnisse und Erkenntnisse über die erneuerbaren Energiequellen auf nationalen und internationalen Ebene. Das wichtigste und langfristig größte Projekt, an welchem das Zentrum arbeitet ist Biogasanlage 2x320 kwh Blockheizkraftwerke, die sich auf dem Gebiet der Industriezone Nemetin befinden sein wird (Flurstücke 18 und 19). Auf diese Weise wird durch die Benutzung alternativer Quellen die Herstellung der elektrischen Energie und der Wärmeenergie ermöglicht sein. Die Energie wird unentgeltlich an die Benutzer aus der Zone für die Heizung bzw. Kühlung ihrer Industrieanlagen verteilt.
