Änderungen aufgrund der Wetterlage oder technischer Störungen sind nur innerhalb der oben genannten Zeiten möglich. Maßgebend sind die Signale auf den Signalstellen (s. Krt.) und auf den Sicherungsfahrzeugen. Der Gefahrenbereich (bezeichnet durch die Leuchttonnen H 1 bis H 9) außerhalb der Warngebiete ist während der Schießzeiten möglichst zu meiden und kann nach vorheriger Absprache mit der Bundeswehr befahren werden. Die Küstenfunkstelle Todendorf Naval verbreitet von Montag bis Freitag jeweils 7:30, 11:00 und 15:30 Uhr, in Ausnahmefällen am Sonnabend 7:30 und 11:00 Uhr, eine Lagemeldung auf UKW-Kanal 11 zu den aktuellen Gefahrenbereichen für den Schießbetrieb. Die Lagemeldung wird 5 Minuten zuvor auf UKW- Kanal 16 angekündigt. The schedule is not guaranteed. Changes due to the weather or technical problems can only be made within the above time limits. The signals shown at signal stations (see chart) and on control vessels prevail. The danger area (marked by light-buoys H 1 to H 9) outside the caution areas should be avoided during firing exercises but vessels may pass through after permission has been granted by the Bundeswehr. The coast radio station Todendorf Naval transmits updated situation broadcasts concerning the danger area from Monday through Friday at 0730, 1100 and 1530, in exceptional cases also on Saturday at 0730 and 1100, on VHF channel 11. Der Schiffssicherheitsausschuss (MSC) der Internationalen Seeschifffahrtsorganisation (IMO) hat auf seiner 88. Sitzung (24. November bis 3. Dezember 2010) eine Vielzahl von Maßnahmen beschlossen, die am 1. Juni, am 1. Juli bzw. am 1. September 2011, 00:00 Uhr UTC in Kraft treten, mit dem Ziel, die Sicherheit der Seeschifffahrt und den Umweltschutz zu ver bessern. Neue und geänderte Verkehrstrennungsgebiete (IMO COLREG.2/Circ.62): IMO New and amended routeing measures, amended reporting systems. The Maritime Safety Committee (MSC) of the International Maritime Organization (IMO), at its eighty-eight session (24 November to 3 December 2010), adopted number of measures will enter into force on 1 June, 1 July respective 1 September 2011, 0000 UTC, which are aimed at improving safety at sea and environmental protection. 6 4/11 Mitteilungen/Notifications A Bundesstelle für Seeunfalluntersuchung (BSU). Untersuchungsbericht Nr. 168/09, Kollision des Autotransporters HÖEGH LONDON mit drei festgemachten Fahrzeugen. (Letzter Bericht siehe NfS-Heft 52/2010) Die Bundesstelle für Seeunfalluntersuchung (BSU) hat am 15. Januar 2011 den Untersuchungsbericht Nr. 168/09 veröffentlicht. Der Bericht befasst sich mit der Kollision des Autotransporters HÖEGH LONDON mit drei festgemachten Fahrzeugen. Der Autotransporter HÖEGH LONDON wollte am 26. Mai 2009 aus Bremerhaven auslaufen. Die Schiffsführung wurde von zwei Hafenlotsen unterstützt. Nach dem Passieren der Nordschleuse wurde das Schiff mit Hilfe von zwei Schleppern kursgerecht gedreht. Während des Auslaufens wurde das Schiff durch starken von querab einfallenden Wind beeinflusst. Das führte dazu, dass das Schiff trotz Unterstützung durch einen Bugschlepper den geplanten Kurs nicht einhalten konnte und mit drei an der Containerpier festgemachten Schiffen kollidiert. Zur Vermeidung künftiger gleichgearteter Unfälle gibt die BSU unter anderem Sicherheitsempfehlungen in Bezug auf die Beachtung der Windlasten bei diesem Schiffstyp und die Verbesserung der Zusammen arbeit des Brückenteams. Weiterhin wird empfohlen, mit entsprechenden Simulationsmodellen die Ausbildung und das Training der Lotsen zu verbessern. Der Verwaltung wird empfohlen, die diese speziellen Schiffe betreffenden Sachverhalte mit angepassten Windlastdaten zu beurteilen. Auf Anfrage bei der BSU kann der Bericht zugesandt werden. Alternativ besteht die Möglichkeit, diesen wie alle bisherigen Berichte im Internet unter einzusehen und herunterzuladen. A Federal Bureau of Maritime Casualty Investigation (BSU). Investigation Report No. 168/09 collision of the car carrier HÖEGH LONDON with three moored vessels. (Last report see NfS issue 52/2010) The Federal Bureau of Maritime Casualty Investigation (BSU) published the Investigation Report No. 168/09 on the 15 January The report deals with the collision of the car carrier HÖEGH LONDON with three moored vessels. The car carrier HÖGEH LONDON was scheduled to sail from Bremerhaven on 26 May The vessel s command was assisted by two harbour pilots. After having passed the north lock the vessel was turned into the line of her course with the assistance of two tugs. While sailing the vessel was affected by heavy wind coming from abeam. This lead to the vessel being unable to maintain her planned course in spite of the assistance of a bow tug and colliding with three vessels moored at the container pier. In order to henceforth prevent similar accidents the BSU inter alia issues safety recommendations concerning the observation of the wind loads applying on this vessel type and the improvements of the bridge teams cooperation. Furthermore it is recommended to advance the pilots education and training by means of appropriate simulation models. It is recommended that the administration uses appropriate wind loads in terms of facts related to this special vessels. Upon request the report will be forwarded.
